The latest news, intensively circulated in the media, where, with reference to official sources, they report the indexation of social pensions from April 1, as usual, but at a record low percentage (2.4%).
In 2021, it is planned to increase pensions for rural residents by lifting the freeze on additional payments due for work for 30 years in positions listed in a separate list. For those who meet the qualification conditions and continue to live in the village, the fixed payment will be increased by 25%.
For combat veterans, who are listed in paragraphs 1-7 of Federal Law No. 5 “On Veterans,” it is also planned to increase payments. According to Rosstat, there are about 1 million 300 thousand such people in the Russian Federation.
The promised increase in payments is expected by people who fulfilled their duty to their Motherland during the Great Patriotic War and after it, eliminating the consequences of the enemy’s actions. - military personnel sent to the Syrian Arab Republic since October 2015 to carry out missions of high importance, including persons sent to work to ensure their implementation. A prerequisite is to complete the prescribed period;
- persons who were wounded, concussed or maimed on the territory of foreign states where military operations were carried out, including persons awarded orders and medals of the USSR and the Russian Federation.
List of benefits for veterans in 2021
Legislative bodies have provided a number of benefits in monetary and material terms for persons who have been assigned the status of “combat veteran.” They are appointed on an individual basis, taking into account the place of residence, the area of military service and its duration, the presence of state awards and other factors. - provision of paid leave during the period of time specified by the military personnel, and leave without pay for a period equal to 35 days during the year;
- use of the services of sports, recreational, cultural and educational institutions on privileged terms;
- purchasing travel tickets for all types of vehicles out of turn;
- obtaining basic or additional education in higher and secondary vocational educational institutions at the expense of the employer;
- reimbursement of expenses for funeral services received, including transportation of the body to the place of its burial with subsequent improvement of the grave.
Among other things, in 2021, in connection with changes that were made to Federal Law No. 5-FZ, a combat veteran is given the right to enroll a child out of turn in:
- preschool educational institution;
- boarding school;
- summer health camp.

EDV for disabled people (for 1, 2, 3 disability groups and disabled children)
EDV is assigned to disabled people in accordance with Art. 28.1 of Law No. 181-FZ of November 24, 1995 “On the social protection of disabled people in the Russian Federation.” In February 2021, the amount of such payment will increase by 4.3%.
