This article describes the features of pension provision and pension benefits for employees of the Ministry of Internal Affairs. Below we discuss the factors influencing the size of police pensions in 2021, and describe how and in what time frame there will be an increase in payments to employees of the Ministry of Internal Affairs, including the payment of a bonus of 2,500 rubles.
To make the calculation clearer, an example with specific numbers is given. It also describes how a retired employee of the Ministry of Internal Affairs will be able to receive a second, “civilian” social benefit. For independent calculations, work with a pension calculator is described.
Pension provision for employees of the Ministry of Internal Affairs is provided not through the Pension Fund of the Russian Federation, but through the financing of internal affairs bodies by the state. A similar social security system is also used for pensioners under the Ministry of Defense.
Features of calculating preferential pensions for employees of the Ministry of Internal Affairs
Retirement of police officers in 2021 is possible subject to the following conditions:

- or total experience of 25 years or more;

Types and ages of retirement in the Ministry of Internal Affairs
At its core, the pension of employees of the Ministry of Internal Affairs is not much different from the military - there are special benefits due to difficult working conditions and a high risk to the life and health of employees. The state tries to ensure a decent standard of living for people who retire after working enough time for the benefit of the country.

The Ministry of Internal Affairs pays several types of pensions depending on the life situation:
Pension | Conditions of appointment |
For length of service | Work experience in law enforcement agencies must be 20 years, or the employee has served 12.5 years, and the same amount has worked in a civilian setting. For the second case, the age must exceed 45 years. |
For the loss of a breadwinner | When a police officer dies or is killed, disabled members of his family have the right to apply for payments. |
By disability | Disability must occur during service or within three months from the date of dismissal. |
Thus, the retirement age is determined by length of service. If a person entered the service at 18 years of age or began studying at a departmental educational institution, he will be able to retire at 38 years of age. However, pensions of the Ministry of Internal Affairs in 2021 are planned to be issued only to those employees who have not 20, but 30 years of experience. So far, such a bill has not been approved, but panic has been sown in the ranks of the Ministry of Internal Affairs. The reform will reduce financing costs and reduce the hole in the budget.

The procedure for registering pension payments
Registration of pension benefits for security forces is subject to an established algorithm - just as it happens in civilian life. However, there are some subtleties. First of all, an employee of the Ministry of Internal Affairs notifies his superiors of his desire to leave the authorities in the form of a report, which is submitted no later than 3 months before the expected retirement. In addition to his intention to leave law enforcement agencies, the security officer states in his report:
- Reasons for your decision;
- Reasons for this;
- Date of leaving the organs.
After the report is submitted and approved, the process of registering pension benefits begins. In addition to the application, the employee collects an extensive package of documents: papers confirming the right to preferential calculation, a monetary certificate, and a payslip. In addition, if you have work experience in civilian life, you must submit a work book. Additionally, they provide certificates of disability, etc.
Increasing pensions for employees of the Ministry of Internal Affairs in 2019
The legislation of the Russian Federation provides for annual indexation of social benefits, including pensions for retired internal affairs employees.
In 2021, the increase in police pensions depends on the type of social payment:
- long-service allowance - from October by 4.3% due to an increase in pay + 2% indexation of pension payments;
- for disability - from April by 2.4%;
- the insurance part for non-working pensioners is 7%.

For employees, there is no increase in the police pension in 2021.
Supplement 2500 rubles
An increase of two and a half thousand rubles to police pensions in 2021 was approved by the Decree of the President of the Russian Federation. Starting from February, all pensioners of the Ministry of Internal Affairs will receive this payment.
Who will have their pensions increased?
Citizens discharged from military or equivalent service (Ministry of Internal Affairs, Ministry of Emergency Situations, Federal Penitentiary Service, etc.) can count on increased pensions.
That is, we are talking about increasing the pensions of all military personnel, and not just pensioners of the Ministry of Internal Affairs. The legislation does not provide for any provisions for extending pension increases to certain categories of military personnel or employees of the Ministry of Internal Affairs. This is a universal rule applicable to all pensioners, without any exceptions or restrictions.

An example of calculating pensions for employees of the Ministry of Internal Affairs
The calculation of a police officer's pension in 2019 is provided as a sample.
Initial data:
- salary for the position of deputy head of the internal affairs department - 21,840 rubles per month;
- salary for a special rank (police major) – 11,960 rubles per month;
- length of service – 24 years (increase 1.3).
Hence, the amount of monthly cash allowance (MSS):
EDD= (21840+11960) *1.3=43940 rubles
There is no regional coefficient, and in the year of retirement the reduction coefficient is 0.7223.
Calculate pension benefits based on police experience:
- 50% of the EDD is 21,970 rubles;
- additionally for 4 years beyond 20 years at 3% per year - 21970*0.03*4=2636.4 rubles;
- as a result, 21970 + 2636.4 = 24606.4 should be multiplied by 0.7223 - the final value will be 17773.2 rubles monthly.
If the pensioner had civil service (for an example of calculation, you can take the total value (OVS) of 27 years), then the calculation is carried out according to the formula:
(0.5 * EDD) + (0.01 * (OVS – 25) * EDD) * 0.7223
In the variant under consideration:
- for 27 years of experience, 10% for each year over 25 years - 4394 rubles;
- together with EDD – 21970+4394=26364;
- taking into account the coefficient of 0.7223, the total amount is 19,042 rubles every month.
Pensions and their options
The mass of citizens never expected any changes in retirement for security forces. The system was established over many years and worked very stably. But after the changes affecting civilians and those involved in this area, they began to worry.
The statements of Russian Deputy Prime Minister Tatyana Golikova regarding the security forces are very optimistic. According to her, there are no plans for seniority reforms. Those who left the “organs” and managed to work “in civilian life” can count on old-age benefits based on the updated conditions.
There are several pension options for employees of the Ministry of Internal Affairs:
- according to length of service;
- when injured at work;
- by old age, if you have experience in a “civilian” place of work;
- for the loss of a breadwinner (for mother and father in the situation of death of an employee).
As a rule, employees are interested in the first three points. At the same time, the picture of accruals is not revealed in this way - and equal length of service for employees in the same position will result in different amounts of accrued pensions.
What is this connected with? There are many factors. Rank, military merits, participation in certain operations, etc. Even the presence of young children can affect the size of your pension. Therefore, it is difficult to talk about payments, since they are different even for those who hold the same positions. What can we say about the entire structure of the Ministry of Internal Affairs!
The situation with the processing of disability payments received while working in the Ministry of Internal Affairs is also not completely clear. To calculate the payment, it is important not only the injury, but also the moment of its receipt - if this happened during hostilities or at work, then the pension will be higher. The same injury at home in free time is “assessed” differently.
It is important to understand that both persons in civilian life and those who receive disability payments while working in the Ministry of Internal Affairs, having reached the age specified by law, can change their benefits. Simply put, you can choose whether to receive a disability or old-age pension.
Sometimes, for those who have served for decades, it is not so important to know exactly what payments they receive. But young employees of the Ministry of Internal Affairs who have been injured will quickly understand that it is more profitable to be on a disability pension. This is calculated based on the official salary with all allowances. If you have a short period of service, old-age payments will be small.

Second pension for employees of the Ministry of Internal Affairs
Many employees of internal affairs bodies continue to work after retirement due to length of service. Russian legislation allows citizens who have earned part of their total length of service working outside the internal affairs bodies to claim the second, “civil” part of the police pension in 2021.
To do this, the following conditions must be met:
- reaching the age of completion of labor activity established at the time of registration of the pension benefit;
- work experience outside the internal affairs bodies - from ten years;
- the number of pension points earned is 16.2.
To receive a second social benefit, a pensioner who has earned length of service will have to earn civil service before reaching the general retirement age. Such a pensioner can apply for additional payment of the insurance part of the pension up to the regional subsistence level only taking into account all payments.
Important! All three parameters giving the right to an additional pension for police officers in 2021 will increase their value annually until the established limits are reached in 2025.
On the possibility of increasing length of service
Rumors that the length of service for law enforcement officers will be increased began along with the pension reform, which affected the interests of the majority of pensioners. Already at this stage, the idea was expressed that it would be fair to increase the number of years that a police officer must work in order to be eligible to receive a pension. At the moment in Russia there are also 45-year-old pensioners who came to the “authorities” after serving in the army.
We should not forget about the “special” options, which include the possibility of making one-time payments. That is, an employee of the Ministry of Internal Affairs will be entitled to a certain amount for a certain length of service. For now, this information is at the level of rumors, unlikely to be realized. The abolition of pensions is not planned, despite the fact that the Internet is literally full of such information. Yes, the required length of service in the Ministry of Internal Affairs has not changed yet, although it is difficult to say whether this will be the case in the future.
Calculator for calculating the pension of an employee of the Ministry of Internal Affairs
To calculate a police officer's pension in 2021, you can use an online calculator, which can be found on websites dedicated to pensions. These services allow you to calculate social benefits and not make mistakes in the calculations.
First you need to enter the information:
- salary according to position;
- salary for a special rank;
- choose a long service bonus;
- regional coefficient.
The calculator will give you the full amount of your allowance.
For further calculation of pension benefits, additional information is entered:
- total length of service (to calculate full coverage - police + civilian);
- reduction coefficient (depending on the year of retirement, in 2019 it is 0.7223).
As a result, the calculator generates the final amount of social benefits.
Important! There is no access to a pension calculator on the website of the Ministry of Internal Affairs; the calculation of a police officer’s pension in 2021 can only be done using unofficial sources.
