VBD are former career military personnel, conscripts who served, carried out combat missions, took direct part in military operations on behalf of the authorities and eliminated the consequences of military operations that took place on the territory of the Russian Federation and outside the country.

The law defines groups of persons who fall into this category:

  1. The privates and commanders who fulfilled their duties took a direct part in battles on the lands of the Russian Federation or other states and were part of the staff:
  • Ministry of Internal Affairs;
  • Federal Penitentiary Service;
  • Sun.
  1. Military personnel involved in the clearance of objects in the USSR and beyond during the period (May 1945-December 1951) and were on staff:
  • SA USSR;
  • MGB of the USSR;
  • Ministry of Internal Affairs of the USSR.

  2. Military motorists carrying out the task of transporting goods to Afghanistan.
  3. Military pilots who were part of the Air Force, carrying out combat missions in Afghanistan.

  5. Representatives from the authorities who carried out military operations in Syria and other countries.

Attention! Drivers, as well as other persons who did not directly participate in the war, but provided their army with equipment and food, also receive the right to UBI status, and at the same time the benefits of this category of citizens.

Additional payments and allowances

The main additional payment that is due to each participant in hostilities is a monthly cash payment.

From 02/01/2021, the EDV was increased by 4.9%, and it reached the following level:

  • combat veterans - 3212.04 rubles;
  • combat veterans - disabled - 5838 rubles 2 kopecks;
  • veterans of the Great Patriotic War - 5838 rubles 2 kopecks.

1211.66 rubles of this amount is the cost of a set of social services (NSS) , which are received in kind. Then the size of the cash payment will decrease.

Veterans receiving military pensions are entitled to the following allowances:

  1. if you have more than 20 years of service - a payment of 50% of the monthly amount paid + 3% for each year of service over 20 years;
  2. if you have mixed experience over 25 years - payment of 50% of the usual salary + 1% for each year of work (no matter military or civilian) over 25 years;
  3. an allowance of 100% of the calculated indicator for “military” disabled people who have reached the age of 80 years. This bonus affects the pension of veterans of the Great Patriotic War - its size is larger than that of others.

And there are a number of additional payments for this category of citizens:

  • additional payment to military disabled people of group 1 (300% of the basic calculation indicator established in Law No. 5-FZ); 2 groups (200%); 3 groups (100%);
  • additional payment for length of service (at age 45 and experience over 25 years);
  • additional payment in the presence of disabled family members of a combatant: 32% - for one, 64% - for two, 100% - for three or more;
  • additional payment if you have a military rank - 32% of the established pension amount.

Some constituent entities of the Russian Federation establish additional payments for participants in combat operations in certain regions. Pensions for Afghans, participants in the Chechen conflict and others are being increased. For this information, you should contact the regional branch of the Pension Fund.

The procedure for receiving bonuses for veterans

The procedure for applying for a pension for a combat veteran is quite simple.

What is needed for this:

  1. contact the military registration and enlistment office for registration, obtain certificates confirming the status of a military driver;
  2. visit the territorial branch of the Pension Fund of Russia and provide a list of documents approved by law.

If the pension has already been issued, but additional payments were not accrued for some reason, the procedure is somewhat simplified: it is enough to contact the Pension Fund with an application and documents confirming the status of UBI.

In order for supplements to be transferred to military pensioners, 30 days before the date of retirement, you must bring the following documents to the Pension Fund of the Russian Federation:

  • application according to the established form. You can take it in person from the Pension Fund or download it from the official website;
  • copies of passport and photographs size 3x4;
  • work book;
  • certificates and awards for participation in military operations;
  • veteran's certificate;
  • papers confirming the presence of disability.

are given 10 days to consider applications , after which they are required to notify the citizen in writing of the decision made. If there are comments on the submitted documents, additional time is allocated to eliminate them.

What pensions can be accrued under UBI?

To figure out whether an increase in payments is expected in 2021, you must first understand in which of the three areas the pension is paid to a particular applicant. So, category participants have the right to:

  1. Social charges. This is a component of the payment that is due for direct participation in battles, specifically for UBI status and disability.
  2. Insurance payments. This is a labor pension that veterans can apply for on an equal basis with other workers. It includes federal and regional allowances.
  3. State allowances. It is measured as a percentage. Different categories of military personnel have their own indicators.

A military veteran in Afghanistan and a WWII veteran will receive different pensions, since its size is determined for them based on different indicators. The difference amounts to several thousand. In addition, the applicant himself has the right to choose which pension is a priority for him - military / labor. In a standard situation, it is more profitable to choose a UBD pension.

Pension for combatants in Chechnya

The military personnel who served in Chechnya in 94-96 recently received the status of veterans. They can obtain veteran's certificates from the Department of Internal Affairs, the FSB, or military registration and enlistment offices.

The legislation provided for them the payment of a pension in an increased amount and the right to EDV, which is not subject to taxation.

In 2021, they will pay EDV in the amount of 2972.82 rubles. The social package is 1121.42 rubles. It includes payment for medicines (863.75 rubles), vouchers for sanatorium treatment (133.62 rubles) and travel to and from places of treatment (124.05 rubles).

Veterans of the war in Chechnya have a choice: replace benefits with money or use them in kind.

Residents of the northern regions are entitled to additional pension supplements.

If a veteran became disabled during operations in Chechnya, he is entitled to additional benefits. For disabled people of the first group it is 3782.94 rubles, the second – 2701.62 rubles, the third – 2162.67 rubles.

The veteran's pension depends on several factors: the amount of pay during military service and length of service (time of service in a hot spot). However, it should not be less than the subsistence level (otherwise the Pension Fund is obliged to compensate the difference).

Conditions for calculating the UBD pension

Military pensions for combat veterans are paid if one of the following conditions is met:

  • having 20 years of service;
  • age 45 years and at least 25 years of total experience, half of which is service in military structures.

The insurance pension in 2021 - 2021 for participants is determined by the presence of the following factors:

  • certain age limits (60 – men, 55 – women);
  • 10 years of experience with payment of insurance premiums;
  • pension score not lower than 16.

The indicators of the insurance period and pension coefficient are relevant for 2021, and they will increase annually until 2025. Therefore, an applicant wishing to apply for insurance accruals in 2020 will have to meet other requirements for experience and points. All information on additional payments must be clarified at the Pension Fund branch at your place of residence.

Registration of pension

To apply for a pension, you must contact the Pension Fund at your place of residence/registration with the established package of documents: passport, photographs, work book, award documentation.

You must first obtain a certificate of participation in hostilities and a veteran’s certificate from the military registration and enlistment office.

What is the pension for combat veterans? This depends on the length of service, the territory of hostilities, the presence of injuries and disabilities.

So, for example, WWII veterans receive on average 21.8-30.3 thousand rubles. The minimum level applies to widows of WWII participants, the maximum applies to disabled WWII veterans.

Features of calculating military benefits UBI

The basic amount of income for military personnel is determined by the military pension. The supplement is paid to military veterans based on individual coefficients. So, if a pensioner has additional grounds, then additional payments will be accrued to him. A pension supplement for length of service is issued in the following cases:

  • for 20 years of service, 50% of the cash benefit is allocated and an additional 3% for each year in excess of the minimum length of service;
  • with 25 years of mixed experience they pay 50% and add 1% for each overworked year.

A combat veteran has different reasons for receiving retirement benefits. The age of retirement according to length of service is 45 years, and on a general basis (insurance pension) - 60 years. After 20 years of service in the military industry, you can go on vacation regardless of age.

Law on pensions for combat veterans: what to look for

In Russian legislation, issues of assigning UBD pensions are regulated by several regulations:

  • Law on Veterans No. 5-FZ (regulates general issues, in particular, who is a VBD, what support the state provides them, informs the amount of additional payments to the pension of a combat veteran in the form of a monthly cash payment - Art. 16, 23.1);
  • Law on State Social Assistance No. 178-FZ of July 17, 1999 (classifies UBD to the category of persons entitled to receive a set of social services in kind or as an additional payment to the monthly cash payment - Articles 6.1, 6.3);
  • Law on pensions for military personnel and other persons No. 4468-1 of 02.12.1993 (establishes an increased pension for military veterans due to disability and length of service - Art.).

If a combat veteran retires as an old-age pension in the general manner, having reached retirement age and having the necessary insurance experience, Law No. 400-FZ of December 28, 2013, on insurance pensions, applies.

Features of calculating UBD insurance benefits

The veteran's insurance pension is calculated on a general basis. Calculations are made using a special calculator using a pre-approved formula. So, for a combat veteran, the amount is calculated according to the following scheme:

RSP = (RFV * PC) + (IPK * PC)

, here:

  • RSP – amount of insurance pension;
  • RFV – fixed payment amount;
  • IPC – individual pension coefficient;
  • PC – multiplying factor.

Attention!

It is planned to increase the pension in 2021 from the current 2,800 rubles.

What is 32% premium?

Participants in combat operations, as well as some other recipients of departmental accruals, are entitled to a 32% bonus to the basic amount. You can count on it:

  • Nazi prisoners who were imprisoned in concentration camps;
  • WBD, including WWII participants;
  • bearers of the honorary title “Resident of besieged Leningrad”;
  • disabled children from childhood who were maimed, concussed, or wounded during hostilities.

An increase of 32% is defined as a social pension. Its estimated size is subject to annual indexation and should be revised in 2021. From February 1, 2021, the indexation percentage will be 3.8% .

When an applicant has several reasons for receiving a bonus, he can choose the conditions that give him the most priority.

Pension amounts

The amount of payment to a specific combatant is established based on his individual conditions and parameters.

Formation of payments for database participants

The amount of the pension is determined for each DB participant individually. the following is taken into account:

  1. type of pension provision provided;
  2. whether the applicant has the status of “disabled person”, category of disability;
  3. the applicant has dependent disabled relatives;
  4. amount of work experience or length of service;
  5. the rank that the applicant has (the higher the rank, the greater the amount of pension benefits);
  6. the amount of insurance payments that were made for the DB participant (when assigning insurance payments);
  7. fringe benefits.

Length of service

The basic pension amount for military employees is calculated in the standard manner. However, a person may be entitled to bonuses for long-term activity in this area.

In this case, the pension payment will be calculated based on the following indicators:

  • 20 years of service. 50% of the amount of material allowance is accrued. For each year above the specified period, another 3% is added. However, the maximum total should not exceed 85%;
  • 25 years of experience in total. Here the basic payment is also 50%, but for each additional year only 1% is added.

The period during which a citizen served or took direct part in military operations is calculated on an individual basis.

The size of a military pension on average varies from 22 thousand to 30 thousand rubles .

32% surcharge

An additional 32% supplement is added to the main part of the military pension. The provision is stated in paragraph 45 of Law No. 4468-1. In this case, regional coefficients are allowed to increase the amount. Accordingly, in some areas the pension amount may be higher than in other regions of the country.

The increase is due to the following persons:

  1. citizens who have confirmed their UBI status, including veterans and participants of the Second World War;
  2. prisoners from Nazi camps and other places of isolation;
  3. citizens who lived in besieged Leningrad and are marked with the appropriate sign;
  4. citizens who were injured as a child as a result of military operations and for this reason have a disability group.

If a military pensioner has several legal grounds for receiving a bonus, he is offered the right to choose one of them.

Monthly payment (EDV)

Monthly material support in the form of cash payments is provided to all military veterans.
It implies a fixed amount provided to a pensioner in the event of his refusal of a number of required benefits. A different set of social privileges or services (NSS). EDV is also indexed. On February 1 of this year, the size was increased by 3.2%. Now the average payment amount is 2869 rubles with a complete refusal of the NSO. In case of partial refusal, the amount is equivalent to 1,775 rubles.

To refuse social benefits, a citizen must fill out the application form with his own hand and submit the paper to the Pension Fund before September 30. If the decision is permanent, there is no need to confirm it every year. In this case, it is possible to cancel the application, but only once every 12 months.

Veteran's pension in 2021 - 2020, is there an increase coming?

In the current year 2021, veterans' pensions will be increased on February 1. A significant increase in this type of payment is expected. Clause 5 of Article 23.1 determines the need for annual indexation based on inflation rates in the reporting period.

Combat veterans are guaranteed a social package, which consists of the following components:

  • free travel to and from the place of treatment;
  • health improvement in sanatorium-resort complexes.

The applicant must notify the Pension Fund authorities of his desire to change the form of receiving social benefits next year by September 30 of the current year. The decision will come into force on January 1 of the next reporting period. You do not need to confirm your decision annually; it will be valid until your next application. You can change the form of receiving assistance no more than once a year.

How to apply for a military pension: step-by-step instructions

Step 1. Contact the military registration and enlistment office at your place of residence for a certificate confirming participation in hostilities.

Step 2. Open a separate bank account to receive a pension (where and how to do this, consult the territorial branch of the Pension Fund).

This can be done at any time after the right to government payments has become available (years of service, age, or disability have been achieved). It doesn’t matter which Pension Fund department you go to - at your place of residence or at your place of registration, the veteran’s pension is issued in any of them. Take a sample application from the Pension Fund or on the Internet (for example, here). It can be submitted in person, through a representative or through the employer’s human resources department. In addition, the application must be filled out on the Unified Government Services Portal or on the Pension Fund website through your personal account.

Step 4. Attach the necessary documents to the application. Among them:

  • identification document (passport, residence permit, etc.);
  • photograph 3×4 cm;
  • a certificate from the place of service about periods of military service and other activities taken into account for the long-service pension (including periods of participation);

  • veterans who worked in civilian organizations before 2002 have the right to provide a salary certificate for any 5 consecutive years before 01/01/2002;
  • document confirming disability.

Will pension reform affect military pensioners?

To begin with, we note once again that according to the status of a military pensioner, a citizen has the right to retire based on length of service, regardless of retirement age. However, there is a high probability that the military service bar will also be raised during the pension reform.

Military personnel have the right to receive a second civilian pension ; access to it will be carried out in the same way as for civilians, in accordance with the established retirement age.

At the moment, the bill has not yet entered into force, but most likely it will be adopted. It, among other things, increases the retirement age. If the bill is passed (and this is highly likely), there will be the following changes:

  1. military service will be increased by 5 years;
  2. The age for a civil pension will also be increased; at the moment we are talking about 8 years for women and a minimum of five years for men.

Citizens who are already retired will not be affected by this reform. However, if the bill comes into force, our country as a whole will face unpleasant changes: the number of unemployed will increase, consumer demand will be reduced and the overall economy of our country will worsen.

When is an increased military pension awarded to combat veterans?

According to paragraph “g” of Art. 45 of Federal Law No. 4468-1, the UBD military pension for disability or length of service in some cases is paid at an increased rate.
