Police pension calculator for 2021

The calculation of pensions for employees of the Ministry of Internal Affairs is carried out differently than the calculation of pensions for ordinary employees. But it’s easy to make the necessary calculations using the Ministry of Internal Affairs pension calculator given in this article.

The Ministry of Internal Affairs pension calculator takes into account changes that have occurred in legislation in 2021:

  • By Decree of the Government of the Russian Federation N 820, a decision was made to increase the amount of official positions and salaries for special ranks by 1,043 times.
  • From October 1, 2021, there have been changes regarding the reduction coefficient, which is 73.68% of the employee’s salary.

Correctly calculate the pension of an employee of the Ministry of Internal Affairs

In order to correctly calculate the Ministry of Internal Affairs pension, you will have to take into account many different factors and indicators, from length of service to awards and special services to your home country.
Therefore, you won’t be able to do this in a jiffy; you will have to understand a little about the details of the process and even thoroughly study the formula for calculating the Ministry of Internal Affairs pension. Let's find out together how to correctly calculate what kind of pension a particular police officer is entitled to and where this comes from. Minimum pension for police officers

According to Federal Law No. 166, which was adopted and came into force in 2001, a police officer’s pension for length of service cannot be lower than one hundred percent of pensions in the country. That is, the minimum size of such a pension cannot fall below the standard minimum.

All pensions for military personnel, employees of the Ministry of Internal Affairs, firefighters, astronauts and other persons who have special services to the Motherland must undergo the standard indexation procedure annually on time. Here, too, there is a rule that says that payments can become higher, but not lower.

20 years of service or more

Pension security primarily depends on the length of service, as well as the status of the employee who is about to retire. Therefore, you should correctly calculate your work experience. The legislation of the Russian Federation states that all pensioners of the Ministry of Internal Affairs with at least twenty years of work experience have the right to receive at least half (50%) of the allowances due while serving.

If the length of service (length of service) has exceeded 20 years, then for each additional year three percent of the total allowance will be added. That is, for 21 years a person will receive 53% of the allowance, for 22 years - 56%, for 23 years - 59%, and so on, but not more than 85% of the total amount. All payments are additionally multiplied by a special reduction factor, which before 2012 was 74%, and since that time it has been equal to only 54%.

25 years of service or more

It is clear that pension provision cannot increase indefinitely, even if a person serves his entire life in the Ministry of Internal Affairs system. Experience includes periods of training, if by this time the person has already managed to obtain any title.

Federal legislation No. 4468-I, namely article number 14, which came into force in 1993, long-service pensions for military personnel and employees of the Ministry of Internal Affairs are calculated according to a special formula, provided that the length of service has reached twenty-five years.

By disability

Provided that while serving in the authorities, a person is injured, or this happens before three months have passed from the date of dismissal, then he has the right to a disability pension, and the calculation of the pension in the Ministry of Internal Affairs is carried out in a special way. When the injury manifests itself later than the specified period, then in order to process payments of this kind, special conditions must be met:

  • Disability occurred as a result of injury or injury received during service.
  • With concussion, the negative consequences of which appeared much later.
  • If the disease acquired during service only manifested itself after dismissal.

The amount of such support in connection with involuntary incapacity (disability) is calculated taking into account many factors, for example, the disability group, the number of dependents supported by the person, actual age, rank.

Allowances and increases

Percentage increases in the provision of pensioners of the Ministry of Internal Affairs usually relate specifically to disability, which we have already discussed above. There is already material on the website on how pensions are calculated for people with disabilities of different groups; it would not hurt to familiarize yourself with it. However, there are certain nuances outlined in the legislation that must be taken into account first:

  • After reaching the age of 60, every military pensioner has the right to receive a second additional pension. It is worth reading a separate article on our website about the rules of accrual and conditions for receiving such payments.
  • Upon reaching eighty years of age, disabled people of the first group have the right to receive an increase in security in the amount of 100% of the original amount.
  • The allowance for dependents is an amount of 32% for one, 64% for two, and 100% for three or more people who are fully supported by a pensioner of the Ministry of Internal Affairs.
  • All WWII participants who are pensioners of the Ministry of Internal Affairs receive a special increase in security up to 32%, and after reaching eighty years of age, it grows to 64%.

Participants of the Second World War, who are also disabled, receive more significant increases established by law, especially when they reach a certain age.

What is preferential calculation

There is also such a thing as “preferential calculation of length of service.” It means that certain periods of service can be included in the length of service on a preferential basis. These individual cases are enshrined in law.

These include service in the following departments:

  • Flight trains.
  • Related to skydiving.
  • While at sea.
  • Periods of command of the listed units, subject to service outside the Russian Federation.

It also influences the calculation of length of service and place of service. If a serviceman took part in a combat mission or served at a time when a state of emergency was established in a certain area, then a special calculation is applied to this person.

For example, such military personnel are those who took an active part in counterterrorism operations in the North Caucasus.

The formula for calculating the length of service for these individuals is such that each month of service triples. Accordingly, the calculation of pensions for military personnel classified as persons who have been in special conditions will be made 1:3.

Government regulations of the Russian Federation indicate the existence of other cases when the calculation of length of service must be made using a preferential method of determination.

A preferential right to seniority can be used by a soldier who is serving and lives in a region with a climate unfavorable for the human body. These include the Far North, as well as other regions of our country equated to this region.

Police pensions

In 2021, the pensions of employees of the Ministry of Internal Affairs will undergo significant changes and this is due to the reform that will be carried out in the Ministry throughout this year. But so far only general outlines of future changes are known, which will not take effect until 2021, so it is too early to make predictions without knowing exactly about the innovations. During the current year, the calculation of pensions for employees of the Ministry of Internal Affairs will be made according to the rules in force today.

Providing for current employees of the Ministry of Internal Affairs of the Russian Federation and those who have retired is a priority for the state. In this way, the prestige of the profession as a whole is maintained and the ability to fight corruption in the authorities is achieved. Employees in internal bodies can count on receiving a preferential pension from the Ministry of Internal Affairs. But not all employees of this structure are entitled to benefits. Thus, civil servants who perform ordinary actions such as accounting, maintaining premises, and much more, go on retirement in old age, guided by general rules.

For employees of the Ministry of Internal Affairs, the generally accepted concept of retirement age does not apply, because they belong to the category of people who retire due to their length of service. Receiving injuries, injuries, wounds or an acquired disease gives the right to early release from service with the payment of benefits.

Police officers who have retired due to length of service have the right to continue working in various fields, thereby increasing their pension indicators. Based on the results of additional years worked, previously accrued benefits are recalculated.

Since pensions for employees of the Ministry of Internal Affairs are calculated according to various criteria, depending on the specific position, location, length of service, etc., when calculating it, you should focus on the following legislative acts:

  1. Federal Law No. 166-FZ of December 15, 2001.
  2. Federal Law No. 400-FZ of December 28, 2013.
  3. Federal Law No. 424-FZ of December 28, 2013.
  4. Federal Law No. 342-FZ of November 30, 2011.
  5. Federal Law No. 247-FZ of July 19, 2011.
  6. Federal Law No. 4468-1 of February 12, 1993.
  7. Decree of the Government of the Russian Federation No. 941 of September 22, 1993.
  8. Decree of the Government of the Russian Federation No. 878 of November 3, 2011.
  9. Decree of the Government of the Russian Federation No. 1598 of December 21, 2017.

Each document contains part of the necessary information for the correct calculation of pension benefits.

Types of pensions

The retirement age and the future amount of benefits directly depend on the basis for its registration.

Today there are three types of pensions of the Ministry of Internal Affairs:

  1. For years of service.
  2. For resulting disability.
  3. For the loss of a breadwinner.

You can apply for a pension due to disability or loss of a survivor in two cases:

  1. At the time of recording the fact of death or injury, illness, mutilation that caused disability, the employee was a member of the Ministry of Internal Affairs of the Russian Federation.
  2. The victim no longer works at the Ministry of Internal Affairs of the Russian Federation, but no more than three months have passed since his dismissal.

If a police officer has the right to both pensions for length of service and disability, then he can receive only one type of payment. Usually a calculation is made and the most profitable option is determined. But if you have accumulated old-age insurance benefits, the two payments can be combined and received at the same time.

Conditions for assigning a pension

Employees of the Ministry of Internal Affairs of the Russian Federation, in particular the police, can count on receiving a pension benefit only if a number of conditions are met.

Conventionally, all employees of the Ministry of Internal Affairs of the Russian Federation are divided into three categories:

  1. Those who devoted their entire working life to serving in the Russian Ministry of Internal Affairs.
  2. Employees who worked, including in other structures.
  3. Those who received disability due to illness, injury, injury, etc., or who died for the same reasons.

The last category does not need to meet any special conditions, that is, if disability or death is established, the pension of police officers and other internal affairs employees is accrued regardless of the length of service accumulated.

But the first two categories can qualify for pensions due to pensioners of the Ministry of Internal Affairs in the following cases:

  1. Worked in the ministry for at least 20 years, without setting an age limit.
  2. The employee has accumulated a total insurance experience of at least 25 years, with 12.5 of them served in the Ministry of Internal Affairs.

A situation may also arise when the age limit has already approached, but the required number of years has not been accumulated. In this case, the person who went on vacation is assigned a social pension, the amount of which is established specifically for this category of employees. Only those who have worked for more than 15 but less than 20 years are entitled to social benefits. And with mixed experience, less than 12.5 years provide grounds for assigning a civil pension benefit.

Will the minimum length of service be increased?

In January 2021, superannuation increased by 4%. At the moment, there is no accurate information about an additional increase in pensions for employees of internal affairs bodies. The only clarification provided on the official website of the Ministry of Internal Affairs indicates that the pension may increase slightly to cover inflation.

But in any case, first of all, the state increases the pensions of this particular category of citizens, so an increase in long-service benefits will not be long in coming.

How to calculate your pension?

You can calculate the Ministry of Internal Affairs pension if you have the necessary parameters and know the formula for the calculation.

Please note that neither awards nor special merits are taken into account when calculating, although this cannot be said that they do not affect payments. The influence of awards is expressed in the fact that they increase the indicators of monetary compensation, and it is from this that the pension benefit of an employee of the Ministry of Internal Affairs is calculated

To independently calculate Ministry of Internal Affairs pensions, it is best for an employee to resort to automatic calculation systems. There are many services on the Internet that offer benefit calculators. In particular, there are separate websites that offer the use of specialized MIA pension calculators. These resources have been developed taking into account all the latest legislative requirements in this labor sector and allow you to calculate benefits with one button.

To use the pension calculator, you must have all the current source data at hand.

Parameters for calculation

Future pension benefits are directly or indirectly affected by many factors, including:

  1. How many years have you served in the Ministry of Internal Affairs and in other structures, in general?
  2. Amount of monetary allowance.
  3. The title of a pensioner.
  4. Skill level.
  5. Availability of additional payments for length of service.
  6. Preferential bonus payments.

To use the calculation formula or online calculator, you will need the following information:

  1. About the total amount of experience expressed in complete years.
  2. The amount of cash allowance at the time of registration of the pension.

Those who have worked for 20 years or more are entitled to:

  1. If the minimum worked, that is, 20 years, the resigning person has the right to receive additional allowances in the form of 50% of the calculated pension amount.
  2. For each year worked over 20 years, another 3% is added.
  3. The allowed maximum allowance is 85%; no excess is assigned above this amount.

For mixed service:

  1. Having 25 years of total experience and 12.5 years in the authorities, you can count on the same 50% bonus.
  2. For each additional year served, 1% is added in excess of the required amounts.
  3. There is no set maximum size.

When receiving a disability of any category, an increase of 75% is assigned, and if we are talking about injuries resulting from the performance of official duty, then the increase increases to 85%.

Calculation formula

How to calculate your pension yourself? To do this, you need to know the formula for calculating the minimum amount and the applicable allowances.

ORP = DD + DD1 + N

where, OVP is the main military pension benefit; DD - monetary allowance assigned in connection with the assigned rank; DD1 – monetary salary assigned in connection with the position held; N – bonus, which is given for the existing length of service.

The allowance is calculated using a separate formula: (DD + DD1) * K

where K is a coefficient equal to the number of years worked.

Having calculated the ORP, you can proceed to calculating individual indicators: ORP = ORP*50% + %*DHW

where, % - can be 3 or 1% depending on whether it is main or mixed experience. DHW – years of service worked in excess of the established minimum.

The indexation coefficient should be applied to the resulting individual indicator, which for 2021 amounted to 72.23%.

When calculating pension benefits, you should focus on the latest legislative norms, because both the monetary allowance itself and the level of indexation change regularly. In 2021, even more global changes are expected, designed to increase the security of employees of the Ministry of Internal Affairs, however, through a significant reduction in expenses in various areas.

Changes due to pension reform 2021

In 2021, the nature of payments based on length of service, as well as the basis for their calculation, have not changed.

At the same time, the main innovation regarding the material support of employees is the indexation of official salaries.

Its size is 4.3%, which corresponds to the planned inflation for the current year.

The salary increase will take place from October 1 of this year, and given that payments for length of service are directly tied to them, their actual size will also increase, although in relative terms they will remain at the same level.

Throughout 2021, the issue of increasing the length of service for receiving a preferential pension to 25 years was discussed, but at the moment this has not happened.

Increase in surcharge up to 25 years

The main news is that it was planned to increase the additional payment for 25 years of service. The question remains open and unresolved at the moment.

Formula for calculating the pension of an employee of the Ministry of Internal Affairs

Having understood all the subtleties and nuances that are clearly described in Article 14 of Federal Law No. 4468-1, you can now move on specifically to the question of how to calculate a pension in the Ministry of Internal Affairs, using a formula specially developed for this by specialists. So, the following factors must be taken into account when calculating:

  • The amount of the employee's standard official salary while on duty.
  • Salary amount for having a special rank.
  • Bonus for length of service (length of service).
  • Full length of service in the internal affairs bodies, or general (mixed) insurance work experience.

Only by taking into account all the specified criteria can you roughly estimate how much money you will eventually be able to receive upon retirement, after serving in the Ministry of Internal Affairs.

We count ourselves

When figuring out how to calculate the Ministry of Internal Affairs pension with a mixed length of service of 25 years, as well as with a length of service of 25 years, it is worth paying attention to the formula used by specialists. For 2021 it will look like this:. RPO = 1/2 × (OD + OSZ + NVL) × 69.45%

RPO = 1/2 × (OD + OSZ + NVL) × 69.45%

Where:

RPO - the amount of the final calculated pension provision for a former employee of the Ministry of Internal Affairs.

OD – the official salary of a person during service.

OSZ - salary assigned due to a special rank.

NVL – special increase for length of service.

Article number 15 of Federal Law 400 also regulates the receipt of old-age insurance pensions for law enforcement officers. It is not difficult to independently calculate the Ministry of Internal Affairs pension using a special formula:

SP = IPK × SPK

Where:

SP – the full amount of the old-age insurance (labor) pension.

IPC are special pension points, which are also called pension individual coefficients.

SPK is the price (value) of one such pension point, established by the state, at the time an employee of the Ministry of Internal Affairs retires.

When choosing a military profession, a citizen hopes for social guarantees that are provided by the state to all military personnel. In recent years, the government has developed a policy to increase the prestige of military personnel, and one of the criteria for this action is various preferences.

For example, retirement in the army occurs much earlier than in the civilian population, but this is directly influenced by the length of service of military personnel.

Calculation formula

It is difficult to independently calculate the Ministry of Internal Affairs pension. Specialized websites have an online calculator that helps with calculations. It is necessary to take into account all payments due to the military personnel. The formula for calculating government subsidies looks like this - PP = KVL x VDD x RK x PC, where:

  • PP – pension benefit for an employee of the Ministry of Internal Affairs;
  • KVL – length of service coefficient, depending on the length of service of a citizen in the ranks of a given power structure, calculated as a percentage;
  • VDD - the amount of monetary allowance, consisting of a military salary, all types of allowances, bonuses and additional payments;
  • RK – regional coefficient used in pension calculations if a police officer lived and worked in the harsh conditions of the Far North (FN) and in territories equal to the FN in terms of climate severity;
  • PC – reduction coefficient by 2021, taking into account indexation, amounting to 72.33%.

The amount of monetary allowance for a military personnel

If for an ordinary citizen one of the main criteria determining the amount of a pension is salary, the amount of which determines the accrual of pension points, then for a military man retiring, the basic indicator influencing the amount of future benefits is monetary allowance (hereinafter referred to as DD). It consists of the following elements:

  • salary for the position held;
  • accruals for the existing rank;
  • other payments due for long service in hard service.

Other additional payments included in the DD include the following allowances:

  • For years of service. Charges vary between 10–40% of the total DD amount.
  • For having the required qualifications. They amount to 5–30% of the amount of payments for the position held.
  • For activities related to classified data - up to 65% of official payments.
  • When serving in difficult conditions associated with risks to health and life, conscientious performance of assigned duties - 100–300% of official accruals.

Percentage of additional payment for long service

The state rewards long service in difficult conditions. If dismissal from the Ministry of Internal Affairs occurs after 20 years of work, then a citizen applying for a special old-age benefit receives a 50% increase to the DD. If the work experience in a given law enforcement agency is over 20 years, then for each subsequent year an additional 3% is accrued. For example, if a police officer served for 21 years, then he is entitled to a 53% subsidy, for 22 years - a 56% surcharge, etc.

If a citizen has served for 25 or more years in the Ministry of Internal Affairs, then the allowances are calculated differently. To the 50% surcharge, 1% is added for each year spent at work in difficult conditions. The size of the future pension cannot increase indefinitely. It has been established that the upper limit of payments is an 85% premium to the DD, added when calculating state benefits.

Reduction factor

The economic crisis, budget deficit, and reforms of the pension system led to the introduction in 2012 of a special reduction coefficient, which is used in calculating state subsidies for military personnel. It initially amounted to 54% of the total DD amount. It is planned to gradually index this indicator and bring it to the level of 100% by 2034. By this period, the insurance base part of a police officer’s pension should be equal to the amount of salary. By 2021, this figure is 72.33%.

Legislative regulation of the issue

Expert opinion

Kozlov Andrey Kirillovich

Lawyer with 10 years of experience. Specialization: criminal law. More than 3 years of experience in developing legal documentation.

The government has developed and implemented many laws on length of service in all sectors. But if we take into account directly people in military uniform, then for them there are the following individual standards:

  • Federal Law No. 166 of 2001, which explains the concept of “length of service” in the context of pension provision and establishes the right to a pension for long service.
  • Federal Law “On financial support for military personnel” of 2011. This legal act is a mechanism for receiving an additional monthly bonus for long service.
  • Federal Law No. 992 “On the establishment of salaries for military personnel performing military service under a contract,” which regulates the issue of financial support for all contract military personnel.
  • Order of the Ministry of Defense of the Russian Federation, which clearly states the rules for calculating the allowance, as well as the conditions themselves, according to which the circle of military personnel applying for additional monthly financial assistance is determined.

Conditions and procedure for appointment

On the issue of pensions, the Ministry of Internal Affairs needs to consider the conditions for retirement.

Age restrictions

If you have the specified work experience in the Ministry of Internal Affairs, you can retire at the age of 45.

From 2021, the age increases to 50 years, provided that the length of service is a minimum of 25 years. The maximum age for retirement corresponds to the civil retirement age limit - 55 years for women and 60 for men, and from 2021 60 years and 65 years for women and men, respectively.

Procedure for going on vacation

To exercise the right to receive pensions from the Ministry of Internal Affairs, you must take the following actions:

  • Three months before the day of transfer to the reserve with the subsequent accrual of a pension, it is necessary to submit documents to the personnel service of the unit.
  • A statement is being written here asking for the opportunity to retire in accordance with the law. The text specifies the length of service in the Ministry of Internal Affairs.
  • A few days before leaving for a well-deserved rest, you must submit a report on dismissal from the reserve.
  • The report is signed by an employee of the Ministry of Internal Affairs and registered by the head.

Next, the documents are transferred to the Pension Fund of the Ministry of Internal Affairs of Russia, where the pension is calculated and subsequently paid.

Can civil and service pay be paid at the same time?

Payments of two pensions at the same time are possible if the pensioner has the right to receive them and has taken the appropriate steps to apply for them.

Who benefits apply to?

If we consider professional affiliation in the issue of benefits for length of service in the context of pension content and determining the right to a pension, then the following citizens are entitled to them:

  • civil servants of the federal civil service;
  • military personnel of all branches of the military;
  • astronauts;
  • test pilots.

Length of service is not always calculated in calendar terms. There are a number of unusual cases when a serviceman’s length of service is determined according to special calculations.

Main characteristics of a pension

The retirement procedure largely depends on what type of pension is assigned to the former employee of the Ministry of Internal Affairs. Pensions are currently being allocated:

  • by length of service;
  • by disability group;
  • for the loss of a breadwinner.

Conditions for applying for a pension:

  • employee experience - 25 years;
  • direct labor activity in authorities - 12.5 years;

When you retire, you should send the following papers to the Pension Fund branch (hereinafter referred to as the Pension Fund):

  • application;
  • calculation based on the length of service of the period worked;
  • monetary certificate;
  • a document confirming the application of preferential conditions;
  • consent to the processing of personal information.

When forming a pension related to disability, it is necessary to additionally provide a certificate from a medical expert commission, which identifies one of three groups.

When forming pension contributions to the relatives of the deceased, you must additionally submit to the Pension Fund: a document confirming the fact of death of an employee of the Ministry of Internal Affairs; decision of the judicial authorities to declare a close relative missing; an extract from the order to exclude the deceased from the Ministry of Internal Affairs; documents on relationship with a former employee of the Ministry of Internal Affairs; an investigation document related to identifying the cause of death; conclusion of the military medical commission (briefly MMC).

When applying for a pension, an employee of the Ministry must submit a report addressed to the head of the Ministry of Internal Affairs. The report is drawn up on a specially prepared form, which states the fact of receiving an imminent pension. In the form, the employee of the Ministry of Internal Affairs indicates personal information, including: full name; phone number; assigned title; actual and legal address of residence.

In addition, the main part of the form should indicate: the basis for dismissal; type of future pension; information about cash payments; information about a previously assigned pension (if available); general information about family and children. At the end of the application you must indicate the date and sign.

What benefits do combatants have?

Learn more about the amounts of allowances.

For example, employees of the Ministry of Internal Affairs who have received a long-service pension can receive such allowances as:

  • participants in combat operations are entitled to an increase in pensions by 32%, upon reaching the 80-year age threshold - 64%;
  • 1st disability group when turning 80 years old – 100% increase;
  • for one disabled citizen - 32%, for two - 64%; more than three - 100%.

According to Federal Law No. 156, former employees of the Ministry of Internal Affairs can apply for an old-age pension, except for the one assigned based on length of service.

To apply for an additional pension you need:

  • take into account the insurance period - from 5 years, which was not taken into account when forming the basic pension;
  • age – 60 years;
  • availability of a previously assigned pension.

To apply for a second pension, you must provide the following documents to the Pension Fund:

  1. passport details;
  2. insurance certificate (SNILS);
  3. employment history;
  4. certificate of pension payments - it contains basic information about the recipient of pension contributions, for example, the date of formation of the pension, the number of years worked, and so on.
  5. income certificate.

Bills regulating the procedure for calculating pension payments to former employees of the Ministry of Internal Affairs:

  • Federal Law-247 dated July 19, 2011;
  • Resolution No. 878 of November 3, 2011;
  • Resolution No. 1237 of December 30, 2011;
  • Order of the Ministry of Defense No. 288, Ministry of Internal Affairs of the Russian Federation No. 627, Ministry of Emergency Situations of the Russian Federation No. 386, FSB of the Russian Federation No. 369, Federal Customs Service of the Russian Federation No. 855 dated July 12, 2007.

Employees of the Ministry of Internal Affairs perform very complex and dangerous activities that directly threaten their health and life, since the working day does not have a specific standardized work schedule. Also, their activities pose a danger to life, because they take risks when performing certain tasks.

Based on the above reasons, the state decided to make a decision to provide preferential pensions to employees of the Ministry of Internal Affairs. There are several characteristics that determine what type of payment will be issued to the employee.

There are three types and they are as follows:

  1. By length of service.
  2. Due to the absence of a breadwinner in the family.
  3. According to the presence of disability.
