The existence of a bill to increase the minimum length of service for military personnel from 20 to 25 years was reported a year ago by Kommersant. Citing its sources in the Ministry of Defense and other law enforcement agencies, the newspaper wrote that in March 2021, the Russian President ordered the preparation of a draft law on increasing the length of service for security forces.

At the end of May last year the project was ready.

The idea of ​​increasing the minimum length of service required to receive a military pension did not arise out of nowhere. By the time the president gave instructions to work on this issue, the retirement age for Russian civil servants had already been increased.

For the same military pensioners who are already on pension, the reduction coefficient was frozen, which ties the pension to salaries in the army and which was supposed to grow annually until the pension of a retired military man coincided with the salary of an employee in the same rank and at the same position. positions in the active forces.

Budget savings are one of the main tasks that the state had to solve after the start of the economic crisis in 2013-2014.

Federal Law No. 4468-1 of 1993 “On pension provision for persons who served in military service...” applies to military personnel.

Persons holding the rank of officers, warrant officers, and midshipmen can use length of service. This also applies to those who are contract soldiers and law enforcement officers. Employees of the prosecutor's office and the court are excluded from their number, since a separate system of providing pension payments applies to them.

The minimum length of service for a military pension is 20 years. When the employment relationship with a citizen is terminated because the maximum age category has been reached, which is 45 years, benefits are calculated according to a mixed type. This also happens if the basis for dismissal is staffing and organizational activities.

When calculating the total number of years worked, all periods that are established for labor benefits are taken into account.

This type of pension is intended not only for citizens of the Russian Federation; foreigners can also apply for it. In this case, it is taken into account that such persons served in Russia and the leadership of the countries where they live did not provide them with benefits. For example, these are citizens of Latvia, Estonia, and Lithuania.

When talking about how many years of service are needed, service in several bodies is taken into account.

These include:

  • Armed Forces of the Russian Federation;
  • FSB and intelligence;
  • railway troops;
  • internal and civilian troops;
  • bodies whose activities are related to government communications and information;
  • civil defense troops;
  • state security;
  • fire service and other military units of the country.

The calculation of length of military service for assigning a pension also takes into account work in state bodies and among the security forces, which preceded military service. Sometimes the experience includes studying. The periods when the citizen was in captivity or served an unreasonably imposed punishment will be included in the length of service.

The basic rule is that the time a person served, taken into account when calculating length of service, is calculated in calendar order. If a person served in non-standard conditions, then benefits apply.

For example, this applies to flight personnel serving in remote regions of the Russian Federation or in the north. In this case, the month is counted as 2.

If training is taken into account, then 1 year is equal to six months of official duties.

Allowance is considered as a salary established for a military rank, additional payments due to a person for the existing length of service accumulated before the termination of the employment agreement. Sometimes a citizen is transferred from one place of work to another for various reasons.

For example, if a person is transferred from a submarine to a position that pays less due to health problems, then the salary received before the specified changes may be taken into account when calculating pension benefits.

The amount of benefits for the military is influenced by several indicators.

Including:

  • years included in the length of service accrued according to benefits;
  • the position from which the person retired;
  • rank before retirement;
  • presence of dependents.

The higher the rank and position of a citizen, the larger his pension will be. If the length of service is 20 years, then 50% of the allowance is due.

For each year exceeding 20 years, an additional 3% is paid. The calculation of a pension for mixed service for military personnel assumes that for 25 years of total service, payment will be 50% of the salary.

Time exceeding this will be paid at 1% per year.

If there are incomplete years of experience, they will not be taken into account in the calculation. The coefficient established in the locality where the person served is applied to pensions.

Calculation example

For length of service 50% of the salary 6 * 3% (since 6 years have been worked for over 20 years) = 68% of the salary established at the time of dismissal.

Based on the calculations, we can conclude that most often pension payments in the presence of mixed service will be lower compared to what a military man with 20 years of service will receive. Supplements are reflected in Federal Law No. 166 of 2001 “On State Pension Provision in the Russian Federation”.

Starting in 2013, the amount of benefits for military personnel was increased. There are several groups of citizens for whom pension restrictions do not apply. These include persons who have retired from the Military Collegium of the Armed Forces of the Russian Federation, military courts, the Investigative Committee of the Russian Federation and the prosecutor's office.

In addition to the basic amount of benefits, some categories of persons are entitled to bonuses.

It refers to:

  • persons who have the title of Hero of the USSR and the Russian Federation (payments increase by 100% of the pension);
  • Heroes of Labor and Socialist Labor (increase by 50%);
  • champions of the Olympic or Paralympic Games (by 50%);
  • citizens who have the status of participant or disabled person of the Second World War (by 32%);
  • those who were unreasonably repressed for political reasons (by 16%);
  • full holders of the Order of Glory (by 15%).

Titles that citizens have been awarded more than once are taken into account, except for the first two categories. Their pension is increased if they have a single specified rank.

Federal Law No. 4468-1 of 1993 indicates the grounds on which military personnel are entitled to bonuses.

These include:

  • presence of disability of 1st group (additional payment 100%);
  • reaching the age category of 80 years (100% bonus);
  • the presence of dependents deprived of the ability to work (if 1 citizen is in care - 32%, if 2 - 64%, if there are 3 or more - 100%).

In the latter case, the applicant must be unemployed. It is also taken into account that the dependent does not receive a pension. When a citizen’s ability to receive bonuses is determined, the mandatory conditions that are reflected above are taken into account. Such restrictions do not apply to civilians.

Thus, length of service allows citizens to retire earlier than other people. An increase in the length of service for the right to retire from 20 to 25 years for military personnel is provided for by a bill currently under consideration in the State Duma.

On June 14, 2021, the retirement age for civilians of the Russian Federation was raised. In light of this, the question of increasing the length of service for military personnel also became acute. The bill has already been prepared, developed, but has not yet been published and has not entered into legal force.

What should military personnel expect in the future?

For 2021, the upcoming reform in the military sphere is being discussed at various forums. In order to somehow prepare citizens for such a turn of events, Vladimir Putin announced that in the near future the growth of military pensions will increase by 6%.

As of January 1, 2021, the Government of the Russian Federation promises that it will begin implementing a large-scale pension reform that will affect all segments of the population and areas of activity. It is planned to adjust the conditions under which retirement is possible, and the retirement age will also be raised for receiving an insurance pension upon reaching a certain age.

At the same time, the possibility of making changes to the conditions for calculating pensions for security forces remains in question. The government does not comment on future amendments. But there is a possibility that they will be introduced soon.

In view of this, it is still unknown how and how military pensions will be adjusted, whether the length of service will increase, and most importantly, by how much. Also, no official documents were submitted for publication. But the authorities do not deny that changes in matters of pension provision for security forces will still be carried out; it is only a matter of time.

It is planned to increase the salary supplement for cash support. It will differ significantly from previously stated indicators.
