You can get to Belarus from Russia by train, plane or car. It is important to note that now foreigners (including citizens of the Russian Federation) and stateless persons (except for those with temporary/permanent residence permits in Belarus) are allowed to enter Belarus only through airports and by rail

. Only Citizens of the Republic of Belarus and persons who have a basis for living/working/treatment/study in the Republic of Belarus can cross the land border; they also do not need a PCR test. Citizens of the Russian Federation can travel along the land border if they are transiting through Belarus; in this case, a PCR test will not be needed.

Before the trip

The rules for entry into Belarus for Russians in 2021 require a negative result of a PCR test for coronavirus infection taken no later than 72 hours before departure. The PCR test for coronavirus must indicate your full last name, first name and patronymic. Be sure to check whether the date and time of collection of biological material are indicated correctly in the certificate. The document must be executed in Russian or Belarusian languages.

A test is not needed for transit if your stay in Belarus is less than 24 hours. If transit exceeds 24 hours, then a PCR test is also required.

Rules for entry into Belarus for Russians from May 2021

What you need to take with you, what documents are needed to travel to Belarus in April 2021, and is a coronavirus test needed:

  • A PCR test is NEEDED in Belarus; it must be done no more than 72 hours in advance. Children under 6 years of age do not need a certificate of a negative coronavirus test.   • There is no quarantine for those entering from Russia. There is a 10-day quarantine for a number of other countries included in a certain list, but Russia is listed there as a non-dangerous country. There is no need to be in quarantine upon arrival in Belarus.
  • Medical insurance is recommended for entry, but not required. At the same time, you should always remember that Belarus is a different country, and all medical expenses associated with a cold that caught you by surprise will be borne by your wallet. Rules for the entry of children into Belarus

When traveling to Belarus with a minor child, you must provide:

  • Children under 14 years old - original birth certificate with an insert or stamp indicating Russian citizenship or a valid international passport;
  • If the child is already 14 years old, then he can enter the territory of Belarus using a general Russian passport, but it is still better to have the original birth certificate with him;

— Foreign citizens can have the status of temporary residents, temporary and permanent residents on the territory of Belarus. It is necessary to register a temporary stay no later than three working days from the date of entry into the country at the citizenship and migration departments of the territorial internal affairs bodies or at a hotel if you are going to stay there. Temporary stay is determined by the validity period of the visa and cannot exceed 90 days. After which you must leave the country if the period is not extended or a temporary or permanent residence permit is not obtained.

A temporary residence permit (no more than a year) is issued to those who came to Belarus: to study at educational institutions; to a spouse, close relatives who are citizens of Belarus and permanently reside in the country; to engage in labor or entrepreneurial activities; owns real estate (for a period of no more than 180 days per year); on other grounds provided for by the legislation of the country and international treaties.

However, for Russian citizens there are special benefits provided for by the Agreement on ensuring equal rights of citizens of Russia and Belarus to freedom of movement, choice of place of stay and residence on the territory of the member countries of the Union State.

For example, you can come to Belarus and stay here for up to 30 days, without registering anywhere, living with relatives or friends. During this time, it is quite possible to find a suitable job. Russians also get preferences here. Typically, businesses must obtain a license to recruit workers from abroad. This restriction does not apply to citizens of the Russian Federation.

Thus, having concluded an employment contract with an employer, you apply to the citizenship and migration department and can apply for a temporary residence permit. What documents will be needed for this? Application (formalized), passport, employment contract and document confirming the possibility of temporary residence (rental agreement for an apartment, room) and a receipt for payment of state duty. If you are going to stay with close relatives, then you do not need a contract. The size of the place of temporary residence is also unimportant. The package of documents is reviewed within 15 days.

If the decision is positive, then a special stamp will be affixed to your passport in a separate insert. In the Belarusian language it is called: “Dazvol on an hourly znahojanne.” And within a year, the internal affairs bodies, unless, of course, you violate other laws of the country, will not have any complaints: live and work. After a year, you re-issue the documents for another period of the same period. And so on.

If you decide to stay, we recommend obtaining a permanent residence permit. According to the agreement on ensuring equal rights for citizens of Russia and Belarus, the basis for obtaining a permanent residence permit in Belarus is documentary evidence of Russian citizenship. And the only limitation will be suitable living space: at least 20 square meters of the total area of ​​the apartment or house in Minsk and at least 15 square meters in any other city or village.

Rules for entering Russia from Belarus

Starting from April 15, 2021, general rules for the entry of Russian citizens from the territory of foreign states into the territory of the Russian Federation came into force:

Before leaving Belarus

to Russia, you must fill out a form for those arriving in the Russian Federation on the State Services website, which indicates personal data and symptoms (cough, temperature, etc.). It must be filled out before crossing the border in order to be presented upon arrival at the control point.

Upon returning to Russia

after Belarus, you must do a PCR test for the presence of coronavirus infection COVID-19 within 3 days and upload the result to the State Services.
The test can be done in any laboratory recommended by Rospotrebnadzor. According to the new rules, which come into force on July 7, 2021, upon arrival in Russia from any country in the world: • for
citizens who have been vaccinated for a year and have been ill for six months - PCR testing is cancelled;
for unvaccinated
citizens - the re-take of the PCR test is canceled; the first and only test must be taken within 3 days upon arrival. Until the results of the study are received, self-isolation is required. The rule of taking a PCR test twice upon arrival from abroad, which was in force until 07/06/2021, has been cancelled.

in educational organizations of higher education and professional educational organizations indicated in the lists formed by these educational organizations

• citizens of the Republic of Belarus who are employees of Belarusian companies
