A replacement passport may be required if the document is lost or stolen, or if its validity period has expired. The document must be changed every ten years from the date of receipt (this is 14 years) until the age of 64. How to exchange a document is stated in Decree of the President of the Republic of Belarus number 197, which came into force in 2012. The replacement process is not much different from receiving a new one, the only thing is that you need to attach an outdated passport to the collected set of documentation.

The main reasons for replacing a passport

The life of a business person these days requires constant possession of an identity document. Whether you want to go on vacation, find a job, or get a loan - all of these options require you to present a passport.

A citizen of our country receives his first passport in his life as soon as he turns 14 years old (previously the recipient’s age was 16 years old). Despite the fact that a new law has been in force since 2012, documents received before this year with a validity period of up to 10 years are considered valid. A replacement will be required if a person is going to go on a tour abroad. According to established rules, a tourist’s passport cannot be older than 10 years.

Among the main reasons for replacing a passport in the Republic of Belarus are the following:

  • the validity period has expired;
  • the person changed his last name, first name or patronymic;
  • inaccuracies in existing records were identified;
  • the document has become unsuitable for use as a result of getting wet, destroyed by chemicals, severe wear, mechanical damage (pages are torn, etc.);
  • there was a gender change;
  • There are not enough sheets that are used for marks;
  • relocation of a person for permanent residence in the Republic of Belarus;
  • refusal of a person who has a passport for permanent residence outside the Republic of Belarus to leave.

Where and in what time frame can I replace my passport?

Regardless of the reason, to replace a passport in Minsk, citizens turn to a special structure - the Department of Citizenship and Migration (abbreviated OGiM). You can also replace the document at the settlement and reference center (RCC), where the person is registered. Several RCCs may operate in city districts, providing service to specific house numbers.

If the situation is standard, then the period for replacing a passport is one month (this is the maximum time, but in reality they often change it faster). If there are good reasons for urgently replacing a passport, then for an additional fee, an identity document will be produced within 15 (expedited order) or even a week (urgent order).

It is important to know the validity period of your passport. If you miss the time to replace this important document, the person will be subject to an administrative penalty. Usually they give a warning or impose penalties, the amount of which can be up to 4 basic units. The severity of the punishment is assigned taking into account the overdue period.

Documents required to obtain the first passport for a child born abroad:

1) application;

2) photographs;

3) child’s birth certificate with legalization and notarized translation;

4) parent’s passport;

5) documents required for registration at the place of residence;

6) a document confirming payment (if the passport will be issued on an expedited or urgent basis);

7) certificate of return to Belarus (if one was issued).

Photos

To obtain a passport, you need to provide 4 color photographs in one sheet (size 40x50 mm). Photos must be age appropriate for the child.

Child's birth certificate with legalization and notarized translation

A common form of document legalization that exists in Belarus and Poland is an apostille. In countries where an apostille is not used, there is a different procedure for legalization.

Translation of a child’s birth certificate into Belarusian or Russian and notarization of the translation

In Poland and a number of other foreign countries there is an institute of sworn translators. Such translators have the right to certify translations of documents with their signature. This is enough for the translation to have official status.

In Belarus the practice is different. The translator's signature on the translated document must still be certified by a notary. Therefore, there are two options where to go:

1) to a translator, and then to a notary office;

2) in a translation agency: usually they not only translate documents, but also offer the service of notarization of translations.

I didn’t know that in Belarus the transfer procedure includes two stages. Therefore, I looked for contacts of translators in the registers of the Belarusian Notary Chamber, thinking that these were lists of sworn translators.

It turned out that translators known to notaries are included in the registers. In order for a translated document to acquire official status, a notary must certify the authenticity of the translator's signature on the document. In this case, the presence of translators included in the register is not required. The notary stitches the original document and its translation.

I wrote emails to translators from my city and chose from among them the one who most suited me in terms of location, cost of translation and deadline for completion.

I photographed the birth certificate and sent it to the translator by email. And a few days later, at a personal meeting, I took two versions of the translation - one with the translator’s signature, the other with a signature and seal.

Only when submitting documents for a passport did I learn that the translation of the document still needed to be certified by a notary.

I went to the notary's office. There, in turn, it turned out that for certification it is necessary to provide a translation of the document without a stamp - only with the signature of the translator. I had to turn to a translator again for this version of the document, since I thought that, on the contrary, I would need a translation with a stamp, but I had already given the one without a stamp when registering at the children's clinic.

I paid 7 rubles for the translation of the birth certificate (the prices offered to me ranged from 5 to 15 rubles) and 15 rubles for notarization.

A remarkable fact. Not a single translator agreed to translate the birth certificate into Belarusian. This was explained by the fact that notaries do not certify Belarusian-language documents. But actually it is not. As they explained to me at the Grodno Regional Notary Chamber, there are no obstacles to a notary certifying the authenticity of the translator’s signature on the translation of a document from a foreign language into the Belarusian language.

Parent's passport

The passport of the parent who submits the documents must contain a note about the child. To receive it, you need to contact the registry office at your place of registration and provide a translated birth certificate of the child.

The second parent’s passport is not needed when applying for a child’s passport. But if the child has not yet been registered at the place of residence, then the passports of both parents will still be required.

Documents required for registration at the place of residence

If the child is not yet registered at the place of residence, then registration documents must be submitted simultaneously with other passport documents.

In this case, it is necessary to provide passports of both parents.

If parents are registered at different addresses, then the written consent of one of the parents is also required to register the child at the place of residence of the second parent.

Document confirming payment

A passport for a child under 14 years of age is issued free of charge. But if you want to speed up the process of receiving it, you will have to pay.

What documents are needed to exchange a passport?

A typical package of documents for replacing a passport in the Republic of Belarus:

  • an application completed in the prescribed form (drawn up at the passport office);
  • expired passport;
  • four color photos measuring 3x4 cm, made on one sheet of paper (cutting is prohibited);
  • birth certificate (returned to the owner);
  • a check indicating payment of the duty to the state.

This list may change - it all depends on the circumstances of the replacement. In certain situations, the following evidence may be required:

  • about changing your full name;
  • about marriage or divorce;
  • o the birth of children (if any);
  • about the death of a person (if a spouse has died).

At what age does a child need a passport, and at what age is it already required?

1. Why are we talking about this?

Four years have already passed since the mandatory age for obtaining a passport was lowered to 14 years, but not everyone is still accustomed to this figure. Some parents are surprised that even when traveling to a visa-free country, even an infant needs his own passport.

2. When is a passport required, when is it necessary?

At the age of 14, every minor is required to obtain a passport of a citizen of the Republic of Belarus. You can issue a passport for your child from his first birthday. As a rule, a document is required to cross the border.

3. What documents are needed to obtain a passport?

In connection with reaching the age of 14, to obtain a passport you need: an application, a minor’s birth certificate, passports of both parents, 4 age-appropriate color photographs (one sheet), documents required for registration at the place of residence, a receipt for payment of the state fee for issuing a passport .

Important: if the child’s parents are registered at different addresses, then the written consent of one of the parents is required about the place of registration of the child.

Until the age of 14: application and passport of one of the child’s parents, child’s birth certificate, 4 age-appropriate color photographs (one sheet).

Important: before reaching the age of 14: the child’s signature is not put on the passport; the child’s legal representatives receive the document from the citizenship and migration department. The presence of the child himself is not necessary.

4. What is the state fee and the time frame for obtaining a passport?

The state fee for issuing a passport is one basic amount - now it is 210 thousand rubles. Children under 14 years of age receive a passport free of charge.

The standard period for obtaining a passport is one month. For urgent registration of a passport within 15 calendar days, an additional payment of 0.5 of the basic value is provided.

5. What if I didn’t receive a passport at age 14?

Living without identification documents or with invalid identification documents is an administrative offense and entails a warning or a fine of up to four basic units.

6. What is the validity period of the passport?

The generally accepted validity period of a passport is 10 years. For citizens under 14 years of age – 5 years. However, here you need to be guided by common sense: if a child received his first passport at the age of two months, then, for example, by the age of four years, the photo in the passport is unlikely to clearly identify the child. In this case, it is better to apply for a new passport.

Hint: if you apply for a passport to a minor after he or she reaches the age of 13, the document will be issued without charging a state fee and is valid for 10 years.

7. What is the procedure for children crossing the border?

For a minor to travel to visa-free countries, including Russia and Ukraine, a personal passport with an unexpired validity is required. Parents should also check the validity of their passports - they will not be allowed into countries with a visa-free regime with an expired passport.

Note: within the country and for travel to visa-free countries, passports are suitable with a validity period of up to 25, 45 or 100 years of age.

If a child is traveling abroad with one of the parents, no additional permission is required from the other parent, even if the parents are divorced, unless one of the parents does not agree with the procedure for the minor to travel abroad and such procedure is determined by the court. If a child goes on vacation with his grandmother or other relatives, or as part of an organized children’s tourist group, written consent to travel abroad from both parents is required.

You can issue such a document at a notary (105 thousand rubles) or at the citizenship and migration departments (free of charge).

8. What about children born outside of Belarus?

A frequently encountered situation: one of the parents is a citizen of Belarus, the other is a citizen of a foreign country. You need to understand that marriage to a foreigner does not “automatically” give you citizenship of another country, but first only a residence permit in the host country. At birth, the child receives the citizenship of the parents, and sometimes a third - the country of birth, which remains until the age of 18.

After the birth of a child, a citizen of Belarus must contact the embassy of our country and obtain a certificate for the child to return to Belarus. Then, when visiting Belarus for the first time, you need to issue a passport for your child. Abroad, not all brides and grooms are princes and princesses, and if a difficult family situation arises, then Belarusian passports of one of the parents and the child provide protection for our state. Well, here’s a practical point: if you have a Belarusian passport, you don’t need to worry about a visa to enter your homeland.

Important: a parent with Belarusian citizenship must personally apply for a Belarusian passport for a child living abroad, and he will also receive the child’s passport. A power of attorney sent from abroad to third parties (grandparents, other relatives) to receive a child’s passport is not valid in Belarus.

Cost and procedure for replacing a passport

The cost of replacing a passport is a constant value, constituting one basic value. You will have to pay two basic ones for an expedited receipt procedure, 3 for urgent issuance. Payment can be made at the bank. To do this, you need to tell the operator why and in what order you want to receive a passport. If you pay using the ERIP system, you need to dial:

  • payers;
  • popular services;
  • payments to the state budget.

The application and documents for a replacement passport must be submitted to the Department of Transportation and Migration. When submitting a package of papers, you can activate the convenient SMS notification service about the readiness of the document. After some time, the person picks up a new passport.

The old document is confiscated except in cases where there are outstanding visas or there are other circumstances requiring the presence of an outdated passport.

Passport production time

As a general rule, a passport is produced within a month. Until the child is 14 years old, there is no need to pay state duty. But if you need a passport sooner, you will need to pay for expedited production (not a month, but up to two weeks) - 1 basic amount (currently, as of January 23, 2020 - 27 rubles), or urgent production within a week - 2 basic amounts (54 ruble).

Be careful, according to our legislation, at the age of 14 a child must have a passport . If a child is 14 years old, but does not have a passport or the passport has expired , then for the lack of a passport the parents will receive a fine of up to 4 basic values.

A little advice: if your child is about to turn 14, get a passport not a month in advance, but a little earlier. In this case, you will not have to pay a state fee for the production of a passport if the child reaches 14 years of age.

What to do if your passport is stolen or lost?

If your passport is stolen or lost, you must immediately visit the police department to file a corresponding application. This is done to prevent fraudsters from using the document or the personal data of its owner. Then you should visit the OGiM, where you write an application, submit 4 photos and birth certificates of children (if available). The process for obtaining a fresh document is the same as for replacing it.

The state fee for issuing a new document if your passport is lost or stolen is the same amount as when replacing it, i.e. one basic value.

Sequencing

When collecting documents for a child’s first passport, there are stages that can only be completed in strict sequence. First of all, you must have a child’s birth certificate with an apostille or legalization. It is issued in the country in which the child was born. Some countries have agreements with Belarus stating that apostille and other forms of legalization are not needed.

In Belarus, the stages of collecting documents look like this:

— translation of the child’s birth certificate into Belarusian or Russian;

— notarization of the translation (this stage can be combined with the previous one if you contact a translation agency);

— putting a note about the child in the parent’s passport: at the registry office at the place of registration;

- passport officer.

The above stages are possible only in this sequence. But there are also those that are possible in any order before submitting the documents: you need to remember to take a photo of the child and pay for the expedited or urgent issuance of a passport.
