How will the pension supplement be calculated?
As part of the established state program, the general increase in pension accruals for former employees of the Ministry of Internal Affairs, pension payments should increase to a thousand rubles by 2024.
The increase will be carried out smoothly, each year increasing the size of the pension by a set factor. In 2021, this ratio is capped at 6.3%.
This ratio exceeds the expected inflation rate.
Important. At the established level of increases, by 2024 the amount of the pension should be equal to 40% of the pensioner’s salary.
What the authorities say
The state attaches great importance to the material support of both employees of the Ministry of Internal Affairs and pensioners of this department. Including for this reason, almost immediately after the increase in 2021, the upcoming new indexation was announced. This time, the relevant defense committee of the State Duma of Russia made an official statement that it would propose an amendment to the 2021 budget that would include funds for the indexation of pensions of security forces from the beginning of the year, i.e. from January 1.
It is stated that the expected increase will be 4.3% in respect of the salary of current employees of the ministry. Taking into account the fact that the moratorium on increasing the reduction coefficient has not yet been extended, the increase in payments in general will be at least 6.3% . The President has not yet spoken out on this issue, but, commenting on the 2021 indexation, he promised to further improve the system of social guarantees for law enforcement officers.
In conclusion, let us summarize some results. In 2021, there was the most significant increase in pensions for former employees of the Ministry of Internal Affairs in recent years. Taking into account the increase in the salary of active police officers and the increase in the size of the reduction factor, the level of increase in payments was 6.3%. This increase occurred on October 1, 2021 and, according to the authorities, will soon happen again.
To whom and how will the bonus be calculated?
This increase in pension is provided only for those pensioners of the Ministry of Internal Affairs who have earned a long-service pension. The minimum length of service to receive a long-service pension is 20 years of continuous work in internal organs.
A long-service pension is also provided for those who have mixed length of service. In this situation, it is necessary that the former employee of the Ministry of Internal Affairs work in internal structures for at least twelve and a half years and have the same number of years of experience in another place of employment.
In addition to long-service pensions, pensioners of the Ministry of Internal Affairs can receive pensions:
- For disability;
- Upon the loss of a breadwinner.
In most cases, pension payments for pensioners of the Ministry of Internal Affairs are equal to the previous average salary for the years of work + envisaged changes to the formula for calculating payments.
Calculation of the Ministry of Internal Affairs pension in 2021
The pension of former employees of the Ministry of Internal Affairs is calculated taking into account the amount of monetary allowance (MS) and length of service.
The formula for calculating the amount of pension provision is as follows:
PMVD = (DD + NVL) × (50% + 3% × DV) × PC
In this formula:
PMVD is the amount of pension for long service.
DD is the amount of monetary compensation, namely salary according to rank and position, as well as other payments (for achievements in the service, for working with “closed” data, and so on).
NVL - an allowance for a pensioner for length of service, the amount of which depends on the length of service:
10% of the salary is assigned for service from 2 to 5 years;
15% - for service lasting from 5 to 10 years;
20% - from 10 to 15;
25% - from 15 to 20;
30% - from 20 to 25;
40% if the service life is 25 years or more.
DV - the number of full years of service in excess of the standard 20 years of service. For example, for those who have worked in the police for 27 years, the DV is equal to 27 - 20 = 7 years.
PC - reduction factor, in 2021 equal to 0.7368.
In addition, the following types of allowances are assigned to the pension calculated according to the formula:
for disabled family members who are supported by a pensioner (primarily minor children or student children under the age of 23);
for participation in hostilities;
as a pensioner who has reached the age of 80;
for disability and so on.
The amounts of these additional payments are set as a percentage of the calculated pension amount (RPP):
According to the law, the RRP is the amount of old-age social pension established by the Government of the Russian Federation.
Until March 31, 2021, the RRP is set at RUB 5,606.17,
and from April 1, 2021, its value is planned to be increased to 5,751.93 rubles.
For example, for one dependent, a pensioner of the Ministry of Internal Affairs is paid an additional 32% of the social pension. From January 1 to March 31, 2021, this will be a monthly additional payment of 1,793.97 rubles, and from April 1, 2021 - already 1,840.62 rubles.
Increasing the reduction factor
Until 2021, the reduction factor was 54%. Plans for the future include an annual increase in this coefficient, which will increase the level of pension to the full salary for the last year of work of the pensioner.
Important. According to analysts, pensions will reach this figure no earlier than 2035.
However, not all government initiatives are fully implemented. For example, for 2021 the level of the reduction coefficient reached 72%. After this increase, payments of the reduction coefficient were frozen due to the economic crisis and insufficient budget funds.
Pensioners could receive a higher level of pension accruals only through annual indexations.
Due to the fact that today a program to increase the retirement age is being actively implemented, the issue of increasing pensions is more pressing than in previous years.
Indexation of Ministry of Internal Affairs pensions from 2021 in Russia for those who are already retired
The decision on the calculation and amount of pensions in the Ministry of Internal Affairs from 2021 was made at the end of last year, and apart from annual indexation, security forces especially should not count on any increases to the already established amount. News portals and other sources have repeatedly reported about this.
Pensions in the Ministry of Internal Affairs in 2021: should we expect an increase, the latest news yesterday from the Duma
So far these are only rumors, but coming from informed sources. Some say such a scenario is unlikely because relatively early retirement and lifetime retirement benefits are about the only attractive thing about being a police officer. The promised salary increase never materialized; the basic amount, without an allowance for length of service and position, is insufficient to fully provide for a family, and there is also a constant risk to health and life.
An even less likely rumor for practical implementation in 2021 is the abolition of pensions of the Ministry of Internal Affairs and the introduction of a replacement large material “bonus” (a kind of one-time severance pay) after reaching length of service as gratitude for the years of service in the law enforcement agencies.
The general increase in the retirement age of employees of the Ministry of Internal Affairs does not apply, since their pension payments are not financed by the Pension Fund. For them, the required length of service remains the determining factor for entering a well-deserved retirement. Its duration in 2021 remains unchanged, despite periodic rumors that to obtain pensioner status you will have to serve not 20, but 25 years.
What you shouldn't count on
Pensioners who continue to work after retirement from the ranks of the Ministry of Internal Affairs can still receive 2 pensions (provided that the work is not related to continued service in the law enforcement agencies). But for them, the increase in insurance pensions will not be from January 1, 2021, but from August 1, as for all working pensioners, when insurance pension contributions are recalculated into pension coefficients (but not more than 3 points per year).
The increase in military pensions in Russia is carried out in October. In 2021 this will happen on October 1st . It is planned that the increase in pensions for all representatives of security forces and similar structures will be 3.7% .
Indexation of pensions in Russia is carried out annually, 2021 is no exception. All types of pensions will be indexed: insurance, social, military and state. For each category of recipients of social payments and benefits, its own indexation percentage and its own date for this procedure are established. Read more in the FAN .
Who will get more money in 2021
Non-working pensioners have already begun to receive increased pensions from January 1, 2021 . An increase of 6.3% (which is higher than the inflation rate, which according to Rosstat last year was 4.9%) affected recipients of all types of insurance pensions - old age, disability and loss of a survivor. by 1,039 rubles in 2021 , according to the Pension Fund of Russia.
It’s worth saying right away that the amount of pensions is determined by the salary of a former employee of the Ministry of Internal Affairs, as well as a number of additional factors. However, it cannot be said that the level of pension benefits for employees of the Ministry of Internal Affairs is largely calculated by length of service, that is, length of service. Experience includes:
Indexation of pension accruals
The planned pension supplement has been accrued since October 2021. The indexation coefficient is 4%.
To receive an indexed pension, pensioners of the Ministry of Internal Affairs do not have to write an application to the pension fund or provide a package of documents. The bonus will be calculated automatically.
Special conditions are provided for those pensioners of the Ministry of Internal Affairs who receive an insurance pension. If the amount of accumulated pension points is more than 13.8, then pensioners can qualify for an individual indexation coefficient of 7%. The same system is designed for those who have more than nine years of civilian experience, in addition to service in the Ministry of Internal Affairs.
Long service pension in the Ministry of Internal Affairs system
- age – no less than the generally established pension age (in 2021 it will be 61.5 years for men and 56.5 years for women);
- availability of insurance experience (at least 12 years in 2021);
- availability of pension coefficients (at least 21 in 2021).

Pensions for mixed service
It is calculated based on the total length of service - for 25 years, 50% of the salary is accrued, and for each year on top of this another 1%.
But what is also important is that such pensioners can also apply for an old-age insurance pension, however, if they meet all the requirements.
In accordance with Article 43 of Law No. 4468-1 of February 12, 1993, pensions for employees of internal affairs bodies and other departments are calculated from the amount of monetary allowance - salaries according to military rank and position established by the Government of the Russian Federation. If the Government of the Russian Federation indexes the salary of police officers, then the amount of the assigned pension provision is recalculated taking into account the current values of the official salary and salary by rank.
Raising the retirement age
The state program to increase the retirement age also applies to pensioners of the Ministry of Internal Affairs. Until 2024, the minimum length of service for internal affairs employees to retire according to length of service will be nineteen years.
Every year, retirement will be delayed by six months, as follows:
- In 2021, the length of service for retirement according to length of service will have to be seventeen and a half years. This length of service will be sufficient for retirement in connection with the onset of retirement age and length of service.
- In 2022, a long-service pension will be assigned after eighteen years of work in internal organs.
- In 2023, the minimum length of service will be increased to eighteen and a half years.
- In 2024, the increase in the retirement age will be fully implemented. To retire according to length of service, an employee of the Ministry of Internal Affairs will have to work for nineteen years.
Important. It is expected that by 2034 the retirement age for women will reach sixty-three years, and for men sixty-five years.

Indexation of military pensions
A military pension is provided to approximately 2.6 million Russians working in law enforcement agencies and military units.
It is important to know! What is the pension in England?
Military pensioners receive payments from a separate fund, and not from the Pension Fund of the Russian Federation. The increase in pension for them will be 4% and it will be made in the same period as for civilians - from January 1.
Indexation for employees of the military prosecutor's office and the investigative committee is carried out annually, taking into account the monthly bonus for the assigned rank at the time of dismissal from the authorities. Previously, they were subordinate to the Ministry of Defense, but in 2021 they came under the control of the Prosecutor General’s Office and the Investigative Committee.
Also, former employees of law enforcement agencies have the right to choose one type of pension provision out of three possible:
- Old age pension.
- For years of service.
- Due to disability.
As a result, the ongoing indexation will increase the amount of pension benefits for former military personnel by about 1,000 rubles, and the national average military pension will be 25,500 rubles.
Having reached the age of 55, the widow of a military pensioner can apply for a survivor's pension: this type of pension is provided if the widow cannot provide for herself. She has the right to receive this payment earlier if the woman was recognized as disabled. She also has access to a discount on housing costs, plus a set of social services in kind.
Pensions in the Ministry of Internal Affairs
Naturally, the person’s achievement of the regulated age is also taken into account, because providing for former employees of the department becomes possible only if the person has reached the point when he can count on help from the state.
Last news
The issue of increasing pensions is asked every day by older people, because the increase is always effective. It will be possible to get a full answer only after the adoption of the budget for 2021.
Based on length of service, a person receives a pension if he has worked in the Ministry of Internal Affairs for 20 years or more. Also, the employee will be provided with financial support if his experience in all jobs has reached 25 years, and he has worked in the Ministry of Internal Affairs for 12.5 years.

Second pension for pensioners of the Ministry of Internal Affairs and its calculation
You need to know that the second pension for retired former police officers is calculated and paid without taking into account the fixed payment. A fixed payment or fixed additional payment (FSD) is a federal social supplement to a pension up to the subsistence level - this is an additional payment that is paid to those pensioners whose pension is below the subsistence level in a given region. Accordingly, pensioners of the Ministry of Internal Affairs do not have the right to this additional payment when they are assigned an old-age insurance pension.
Like other pensioners, police pensioners will receive an increase in their basic pension in 2021.
Where to contact
If a former police officer has reached the required age and has a minimum length of work experience in civilian life, he needs to go personally to the nearest Pension Fund office to receive a second old-age pension.
If a pensioner of the Ministry of Internal Affairs had periods of work in civilian institutions before 2002, for them he has the right to provide documents confirming the average monthly salary for any 60 consecutive months before January 1, 2002.
To accrue a second pension, you must submit the following documents:
- Application of the established form (the form is issued and filled out on site);
- Passport of a citizen of the Russian Federation;
- a certificate from the Ministry of Internal Affairs or another law enforcement agency through which the citizen receives his basic pension;
- SNILS;
- work record book and employment contracts;
- other documents confirming “civilian” experience (certificates from employers or relevant government agencies).
