In the context of some economic recession, more and more Muscovites are interested in possible benefits and additional payments that will help them increase their family budget. A particularly vulnerable category is pensioners. Indeed, in some cases they may qualify for additional cash payments from the state in 2021. The Moscow social pension supplement is a regional support measure provided to certain categories of citizens on an ongoing basis.
What basic pension supplements are entitled to Moscow pensioners?
There are 3 main types of pension supplements for Moscow pensioners.

What is the size of the supplement for non-working pensioners and who can receive it?
If a pensioner does not work and his place of residence has been registered within Moscow for 10 years, then he claims a 17,500 ruble per month pension supplement. In 2021, the amount of the supplement will be adjusted and may increase by 1000 rubles.
All unemployed pensioners in Moscow can receive a social regional supplement. But if the total period of residence in the capital is less than 10 years, the required additional payment will be reduced to the subsistence level of a pensioner (11,816 rubles).
Conditions for obtaining Moscow pensioner status
- reaching age: 63 years for women, 65 for men;
- contributions to the Pension Fund of the Russian Federation (PFR) of a percentage of wages;
- availability of the required work experience (at least 10 years);

Registration deadline in the capital
This period directly affects the size of the pension payment received. If a person has not lived in the capital for 10 years, he can only count on an increase up to the cost of living, that is, up to 12,115 rubles.
A pensioner whose registration period in the capital is at least 10 years is entitled to a payment of at least 19,500 rubles. monthly.

The Constitution of the Russian Federation enshrines the right to free movement of citizens and choice of place of residence. Therefore, a pensioner can arrange payments at the Pension Fund branch at the temporary registration address, if such a need arises.

To be able to qualify for the Moscow supplement, citizens will have to collect a considerable package of documents and certificates. Their list includes:
- passport or other document for personal identification;
- application of the established form;
- proof of registration in the capital at the place of residence or stay (if this information is not in the passport or other personal document);
- a certificate from the Pension Fund of Russia with information about the accrued pension - size, type and duration of appointment;
- documentary evidence of the duration of registration in Moscow (if the passport or other document indicates less than 10 years);
- contract with a period of work;
- a certificate confirming termination of employment or other income-generating activity;
- employment history;
- if there is no work book or it does not contain data on certain periods of work when the citizen was subject to compulsory pension insurance, data on the personal account of the insured will be needed;
- for young pension recipients aged 18-23 years, a certificate from an educational institution with the period and form of study is required;
- document on termination of the activities of an individual entrepreneur;
- death certificate (if the applicant receives a pension due to the loss of a breadwinner);
- a notarized power of attorney (if an authorized person acts on behalf of the applicant);
- documents and certificates confirming family ties with the deceased breadwinner (marriage or birth certificate) - for young people of the corresponding category.
Due to the rather extensive list of required documents, processing times are often delayed. Some data has to be retrieved through the archive.
Registration procedure
- Submit the necessary documents to the Pension Fund or MFC branch. This must be done no later than a month before retirement age.
- Wait for confirmation that the review procedure has been successfully completed. After this, you need to pick up a pension certificate, which indicates the amount of state benefits.
- You can submit the document to the nearest MFC to receive a Muscovite social card. All benefits and allowances are transferred to it.
- If a pensioner applies for additional payments, he needs to submit an application to the territorial social security office.

To apply for a pension, a Moscow resident can contact the Pension Fund of Russia or the MFC. Documents can be brought in person or sent by mail. Who can count on additional monthly payments towards their pension?
The following categories of citizens can receive a monthly Moscow social pension supplement:

How many points do you need for a pension of 20 thousand rubles?
Let’s take the size of the insurance pension as 20 thousand rubles. This is not much, but in modern realities a minority of people have such a pension. From 20 thousand rubles we subtract the fixed payment and get 15,018 Russian rubles. This figure should be the cash equivalent of the PB.
15,018 divided by 81.49 (cost of 1 PB) and we get 184.29 PB. This is how many points are required for an insurance benefit in the amount of 20 thousand rubles. How many years do you need to work? It depends on the salary:
- 22.4 years with a salary of 70 thousand rubles (8.22 points are awarded for every 12 months).
- 26 years old with earnings of 60 thousand rubles (7.05 PB every year).
- 31.3 when earning 50 thousand rubles (5.87 PB).
- 44.8 years with a salary of 35 thousand rubles (4.11 per year).

It goes without saying that over time, due to inflation, wages and pension benefits will increase. But they will still remain equivalent to their purchasing power in relation to the benefits and wages that citizens receive today. How to make monthly payments?
A monthly regional social supplement for non-working pensioners can be issued at the social protection department at the place of registration. You should have with you:
- passport or other identification document;
- application of the established form;
- confirmation of registration in Moscow indicating the period;
- a certificate of the type or amount of the accrued pension or a pensioner’s certificate.
In some cases, if the applicant’s specific situation requires it, they will require:
- medical and sanitary examination to determine disability and assign the appropriate group;
- death certificate of the breadwinner and a document confirming relationship.
Consequently, all unemployed pensioners who have proof of registration in Moscow for more than 10 years can count on a regional social supplement to their pension.
Do those living in the territory annexed to Moscow have the right to social benefits?
Non-working pensioners (which also include children receiving a pension who have not reached the age of 18 years), registered in the territories of the Troitsky and Novomoskovsky administrative districts of Moscow, regardless of the type of pension they receive, are entitled to a regional social supplement to the pension (lifetime maintenance). Based on the duration of registration at the place of residence in these territories, an additional payment is made up to the amount of the city social standard or the cost of living of a pensioner in Moscow (clauses 5, 5(1), , 30(1), 30(2) of the Procedure, approved by Decree of the Moscow Government dated November 17, 2009 N 1268-PP).

For 2021 in Moscow, the city social standard and the living wage for a pensioner are respectively 14,500 rubles. and 11,561 rubles. The Moscow cost of living for a pensioner for 2021 is 11,816 rubles. Conditions for assigning social supplements to unemployed “new Muscovites”
An additional payment up to the amount of the city social standard is established subject to two conditions being met (clauses 5(1), 30(1) of the Procedure):
- the presence of a 10-year period of registration at the place of residence in Moscow in total (including the time of residence in the territory annexed to Moscow);
- the total amount of material support does not reach the city social standard.
Children receiving a pension who have not reached 18 years of age and who have not had a total of 10 years of registration in Moscow at their place of residence are entitled to the specified additional payment if the total amount of their material support does not reach the value of the city social standard under the following conditions (p .5(1).2 Order):
- they have been registered in Moscow at their place of residence since birth;
- their legal representative on the day of applying for additional payment is registered in Moscow at their place of residence (the duration of such registration is at least 10 years);
- their deceased breadwinner was registered in Moscow at his place of residence for at least 10 years in total.
The 10-year registration period is determined by adding up all periods of registration at the place of residence in Moscow that you have at the time of application (including the time of residence in the territories annexed to the city). That is, if you were previously registered in areas that were part of the “new Moscow” and then left, these years will also be counted for you.
If it is established that you have been living in the relevant territories for less than 10 years, the additional payment will be assigned only up to the subsistence level of a pensioner established by the law of Moscow for the current year, with the exception of children under 18 years of age who have the right, under certain conditions, to receive an additional payment up to the amount city standard (clause 5(1).2, , 30(2) of the Procedure).
Note!
Working “new Muscovites” are not entitled to such an additional payment (Part 10, Article 12.1 of Law No. 178-FZ of July 17, 1999). In addition, certain categories of citizens do not have the right to a regional social supplement up to the city social standard, including those who are in an organization for orphans and children left without parental care, in an organization that carries out educational activities and implements an educational program of secondary vocational education or higher education, fully supported by the state (subparagraph “d”, paragraph 8 of the Procedure).
Documents confirming the duration of registration in the “new Moscow”
The duration of registration at the place of residence, as a rule, is confirmed by a note in the passport of a citizen of the Russian Federation about the date of registration at the applicant’s place of residence. If, according to your passport, registration is less than 10 years old, but you had earlier periods of registration, then they can be confirmed with one of the following documents:
- a single housing document;
- an extract from the house register;
- a copy of the financial personal account of the tenant of the residential premises;
- certificate of registration at the address;
- a certificate issued by an organization (institution) that has a housing stock with the right of operational management - residential complexes, housing cooperatives, homeowners' associations, hostels, etc.
If the house in which you live or previously lived is serviced by the district engineering service, the registration document is requested by the department of social protection of the population in the manner of interdepartmental interaction.
You can personally submit one of the above documents at your own discretion.
Thus, if the period of registration at your place of residence in Moscow (including the time of residence in the territories annexed to the city) is 10 years or more, the regional social supplement to your pension is assigned up to the value of the city social standard. If such a period is less than 10 years, an additional payment to your pension will be assigned up to the Moscow subsistence level for a pensioner, and in both cases, taking into account your financial support.
