For each region of the country, the average amount of insurance contributions for people of retirement age varies. This is influenced by the economic situation within the regions and ongoing social programs. Today, in the city of Moscow, 2,880,300 people officially receive such deductions. The average amount of payments they receive from the fund is 11,000 rubles. The amount annually undergoes a series of phased indexations as a result of which it increases. The minimum wage in Moscow
This value is established in accordance with current legislation. It is the government that makes decisions to increase or decrease the minimum rate for settlements with citizens. This norm serves as an economic regulator that allows you to control the amounts paid by the employer. Such deductions cannot be lower than the prescribed minimum. Today, the legal amount is 7,500 rubles throughout the country. In Moscow, this rate is higher and amounts to 11,500 rubles per month. The government decided to increase the average payment by 300 rubles. Starting from July this year, all wages will have to increase by this amount.

The main document regulating the minimum pension in Moscow is now Resolution No. 805-PP dated October 31, 2017. Its name is “On establishing the amounts of individual social and other payments for 2021 and on amending the Moscow Government Decree dated November 27, 2007.” N 1005-PP". It was with this document that the “minimum wage” was indexed.
The reason for the increase in pensions was the decrease in real incomes of pensioners, due to rising prices for essential products and the existing level of inflation. Moscow is a city of federal significance, therefore citizens of retirement age living and registered there can count on the following social benefits: vouchers for treatment in sanatoriums for a certain category of people, subject to the necessary conclusion from doctors; dental prosthetics and production of prostheses; compensation for the use of basic telecommunications; abolition of fees for solid waste collection; provision of medicines in the presence of opinions from doctors; material assistance in the form of food or clothing; persons whose age is more than 70% are given a 50% discount on major repairs, and if their age is more than 80 years, then the fee is canceled altogether.
Pensioners will receive an increase
The initiative to increase the minimum Moscow pension from January 1, 2018, was made by the mayor of the city Sergei Sobyanin on his own behalf and on behalf of the Council of Veterans, with whose members he had previously consulted.
The veterans supported the head of the city that, first of all, it is necessary to support those whose real standard of living has decreased during the crisis and under the influence of inflation. First of all, the older generation with low incomes. As a result, it was decided to increase the city social standard for a pensioner by 20%, or from 14,500 to 17,500 rubles. This amount will be the minimum pension in the capital from January 1, 2018. 1 million 370 thousand Moscow residents will receive an allowance up to this amount, and 43 thousand city residents will receive a city allowance for the first time. Other city payments to pensioners will also more than double. In particular, labor veterans, who previously received 495 rubles monthly from the Moscow budget, will now receive 1 thousand, home front workers - instead of 748 - 1500, and rehabilitated persons - instead of 865 - 2000 rubles. These benefits are used by approximately 1 million veterans in the capital.
Moscow, let me remind you, is the only region in the country that has also retained the majority of payments in kind. However, if a person entitled to free city transport travels little and knows that he has no use for this benefit, he can replace it with monetary compensation, which will also increase significantly from the new year - from 189 rubles per month to 378. And if a veteran does not travel by train to his dacha, then he will be able to receive 188 rubles a month instead of 94 rubles. Compensation for free drug provision has also been doubled - it will increase from 554 rubles to 1,108 rubles.
The monthly compensation for using a telephone will also increase: for disabled veterans of the Second World War and disabled combatants - from 460 to 500 rubles, and for other beneficiaries - from 230 to 250 rubles.
People in Moscow do not forget to congratulate veterans on their marital anniversary. Their payment for the holiday will also be doubled (see infographic). Monthly compensation for the partial cost of the basic set of socially necessary food products will also increase, as well as payments to disabled women and participants in the Great Patriotic War, disabled people due to war injuries who have not completed the old-age experience for a full old-age pension, disabled children due to injury, and also to “Honorary Donors” for donating blood during the Second World War.

Tax benefits and deductions

Stages and amount of indexation for non-working pensioners
As in other years, pension indexation in 2021 will be carried out in stages.
The first stage has already been completed: on January 1, the size of pension benefits for non-working pensioners increased by 3.7%. This affected those who retired due to old age, the loss of a breadwinner, or have a disability group.
Usually the first stage was carried out later - from February 1, but this time the Government decided to carry out indexation earlier. In addition, it is usually equal to the inflation rate, however, due to the fact that the official figure was low in 2017, pensions will be increased by a larger percentage.
Comparison of pension benefits in different countries
The next time benefits will be increased from February 1 , social payments will be indexed, which are paid either separately or in the form of an addition to the “main” part (EDV, NSU). The increase will be equal to the rate of inflation over the past year.
The third stage of indexation is from April 1. The amount of payments due to pensioners without work experience and disabled children will be increased. The planned increase is 4.1%. For comparison, let us recall that last year the April indexation was only 1.5%.
Will there be indexation for working pensioners?
For those pensioners who are officially employed, no changes are expected (compared to 2021): they will not be indexed.
The only increase in benefits for them is planned from August 1 - when the next annual recalculation according to the number of points will be carried out. The maximum allowable increase is no more than 3 points per year.
Just in case, let us remind you: for working pensioners, the indexation of benefits was frozen at the beginning of 2021, and will remain until 2019. For such citizens, the amount of payments is calculated as follows:
- if the employee retired before February 1, 2021, and remained working in his position and at his workplace, the pension is fixed at the level calculated at that time, and increases only when points are recalculated;
- if the employee retired after February 1, 2021, when calculating the IPC, all increases that were relevant at the time of retirement were taken into account.
Will they give a one-time payment (like 5,000 rubles in January 2017)?
No , such payments are not provided for 2021. Last January they were issued as “pre-indexation” because the increase in pensions did not cover inflation.
This year the situation is different: in 2021, inflation was about 3%. And already the January indexation by 3.7% covered last year’s price increase.
Conditions for obtaining a pension in Moscow

What were the pension benefits in 2021?
In 2021, the minimum amount of old-age pension benefits was about 13,700 rubles, social benefits - 8,600 . In addition to indexation (after 2021), a one-time January payment of 5,000 rubles was also paid.

How many points do you need now: minimum experience and exit age
Starting from 2015, the calculation of labor pensions is calculated using a points system. According to this principle, insurance premiums that the employer transfers to the Pension Fund are converted from rubles into points.
In order to retire on time, a citizen must meet the following “requirements” (we will give the numbers for 2021):
- Age set at the time of release. For women - 55 years, for men - 60 years.
- Work experience in the amount (years) current at the time of graduation: at least 9 years.
- Earning the required number of pension points: at least 13.8.
For a clearer understanding, we give an example of a calculation.
A man born in 1965 officially receives 30 thousand monthly (“dirty”, without deducting personal income tax) - or 360 thousand per year.
For the year, the amount of his insurance (pension) contribution (16%) is 57.6 thousand. Let's calculate the number of points that he will be awarded in the period from 2015 to the end of 2021:
- 2015: 5.06 points.
- 2016: 4.52 points.
- 2017: 4.11 points.
- 2018: 3.53 points.
When calculating, we assumed that his salary remained at the same level and did not increase even once in 4 years.
What is the total: for the period 2015-2018, a man will earn 17.22 points. The “price” of 1 point in 2021 is 81.49 rubles.
