All non-working pensioners whose total amount of material support does not reach the pensioner’s subsistence level (PLS) in the region of his residence are provided with a federal or regional social supplement to their pension up to the PMS value established in the region of residence of the pensioner.

What is a social supplement to pension?
A social supplement to a pension is a payment to a pensioner whose total amount of material support does not reach the subsistence level , up to the specified amount. This additional payment is made to low-income pensioners from the federal budget. It does not depend on the type of pension and the citizen’s personal contribution to its size.
Its main difference from financial assistance, which, as a rule, is targeted and paid in a lump sum, is that it is established and paid monthly until the pensioner gets a job or the amount of his income reaches the minimum wage.
Let’s look in more detail at what is included in the total amount of material support (income) of a pensioner and what the subsistence level is. When determining the right to a social supplement, the pension provision paid consists of the following types of payments:
- All types of pensions , including through law enforcement agencies.
- All types of monthly cash payments (MAP), (disabled people, veterans, family members of victims (deceased veterans, Chernobyl survivors, as well as categories equivalent to them), including a set of social services (NSS) (travel in suburban transport and to the place of treatment, medicinal provision, sanatorium-resort treatment, even if received in kind).
- Additional material (social) support (payments for various services to the Fatherland - Heroes of the Soviet Union and the Russian Federation, order bearers, etc.). It is not entirely clear why the legislator provided this clause, since this category of honored persons has an amount of material support that significantly exceeds the subsistence level. The total income of a pensioner does not include measures of social support that are provided in kind , except for the cash equivalent of paying for the telephone, residential premises, housing and communal services, as well as travel on passenger transport of all types (urban, suburban and intercity).

Legal essence of social supplement to pension
Social supplement is a special type of additional payments that are due to a pensioner, provided that the total amount of his monthly material support from the state does not reach the subsistence level. Payment of such amounts can be made at the expense of the federal or regional budgets, and does not depend on the type of pension accruals, as well as the subject’s personal contribution to the pension.
It is also important to note that, contrary to popular belief, financial assistance and social supplement to pension are different things. Material support is often targeted in nature and is provided to a citizen in the form of a one-time payment. In turn, the additional payment is regular (monthly) and is accrued until the pensioner finds a job or his income reaches the minimum required by law in some other way.
Standard pension provision consists of the following accruals:
- A certain type of pension entitled to a specific citizen.
- All necessary types of monthly cash payments (MAP). The total income of the subject does not include those incomes that it receives in kind, with the exception of the agreed set of social services.
If the subject has sufficient grounds to receive a set of social services, he has the right to arrange them both in kind and in money. In any case, such security is considered income of the subject.
Who is entitled to pay extra towards their pension?
Not all citizens are entitled to a social supplement to pensions; in order to acquire the right to receive it, a number of conditions must be met.
- Based on the concept itself, it is provided only to non-working pensioners . Thus, the fact of work automatically deprives you of the right to receive these payments, regardless of the amount of wages.

The cost of living for a pensioner in 2021
The PM is determined by the cost of the consumer basket, as well as all mandatory payments and fees. Its size for determining the amount of SD for pension is established in accordance with the Federal Law of the Russian Federation of October 24, 1997 N 134-FZ “On the cost of living in the Russian Federation” for the country once every next year . In Russia as a whole, most regions have established a FSD for pensions for non-working pensioners. There are entire federal districts in which the cost of living is lower or equal to the national minimum standard, this is traditionally:

Only pension recipients can expect the right to such assistance from the state if a number of conditions are met, and the type of pension provided does not matter. The validity period of the social security payment is equal to the period for which the pension itself is assigned, if during this time the conditions confirming the right to receive it are met.

The PMP indicator is calculated once a quarter, and data on this is then published in official publications. However, to establish social benefits, the cost of living is established once a year: for the regions by separate resolutions, at the federal level - by the budget law.
The value of PMP is determined at two levels: federal and regional. The procedure for establishing this indicator is also different:
- in the first case, it is regulated by the Government of the Russian Federation as a whole for the country;
- in the second case, it is determined on the basis of local laws for a specific subject of the Russian Federation.
What is a social supplement to a pension?

Types and amount of financial assistance

Regional social supplement to pension
According to current legislation, the monthly income of a Russian pensioner cannot be lower than the subsistence level established in the region of his residence.

RSD for pension - what is it?
The regional social pension supplement is a targeted measure to support low-income pensioners. It is appointed in order to maintain the income of citizens at a level not less than the regional subsistence level of a pensioner. Who is entitled to a regional pension supplement?
A pensioner has the right to a regional social supplement to his pension if the following conditions are met:
- Receives any type of pension:
- insurance pension for old age, disability or loss of a breadwinner;
- social security for old age, disability or survivors;
- military, state pension, etc.
- He is considered a non-working pensioner, that is, he does not work officially and does not pay insurance contributions to the compulsory pension system.

What pension supplements are promised to non-working pensioners in 2021?
Since 2010, Russia has established a pension supplement for non-working pensioners. The calculation of this additional payment is regulated by the Law “On State Social Assistance” No. 178-FZ. Who can receive a social supplement?
The rule is enshrined at the legislative level that the amount of the pension should not be less than the pensioner’s subsistence level (PLS), which operates in the region. What is the minimum?
The subsistence minimum is the amount that a person needs per month to satisfy his basic needs. It includes a standard food set, a minimum list of other goods (clothing, cleaning and hygiene products), as well as mandatory payments - travel, utilities. This minimum is calculated separately for three categories - working citizens, pensioners and children under 18 years of age.
