- In Moscow there are 2 pension accrual mechanisms, according to which people living on its territory for more than 10 years receive the so-called city social standard. And those who moved relatively recently can only count on 11,816 rubles. The law on increasing the cost of living, signed by Sobyanin, added only 299 rubles to the figure that serves as the limit.
- In 2021, the amount of the minimum pension (a term not found in modern legislation) increased by three hundred and amounted to 12,115 rubles.
- Until the new year, the Moscow authorities could not decide on the size of the living wage, although it was already known in advance that the generously raised figure under another mechanism of city assessments would remain at the 2021 level.
- The provision on the cost of living for a pensioner will remain in force in relation to those who live in areas that were previously not part of the city limits, but are now defined as new urban territories. For them, this situation means that their PMP will be higher than in the Moscow region.
- Non-working military pensioners are entitled to 3 types of allowances and additional payments, which are due depending on the number of children or disabled people who are dependent on them.

The state pays different amounts, the amount of which depends on the status and type of pension provision. In Moscow, different types of payments can be paid, some of them do not have the concept of a food basket or a living wage. There are those in which the calculation is made on the basis of the minimum wage, the length of service of the deceased breadwinner, and many other nuances.
This includes:
- Insurance pensions (old age and disability) are calculated on the basis of the number of pension points, whether or not you are entitled to EDV, the existing degree of disability or exceeding a certain age. The minimum pension for them in Moscow is those with an additional 299 rubles. plus the 2021 pension level, a total of 12,115 rubles. With all the merits and payments, it may be less than this amount if the person worked in a low-paid job (for example, worked in a kindergarten, teacher, laboratory assistant or doctor). - Social benefits do not depend on the food minimum for pensions. The grounds for the supplement may be based on the children's basket (if we are talking about disabled children, or those disabled since childhood), or the cost of living in old age, but in most cases this is not dealt with by the pension fund, but by the social security authorities.

Those who have lived in Moscow for less than a decade are luckier. The Moscow mayor and his team added 299 rubles to them, and now instead of 11,816 they will receive 12,115 rubles. per month. What are the main pension supplements available to Moscow pensioners?

Many people wonder what is included in the consumer basket. It contains exclusively necessary products and services, without which one cannot live, while their set is minimal, no frills are provided:
- a minimum set of food products, such as potatoes, bread, porridge, pasta, dairy products, eggs, sugar, salt, vegetables and fruits;
- services and non-food products (their total cost will be calculated as a percentage of the set of food products).
It is worth keeping in mind that the cost of living is different for some social groups of the population: children, pensioners, able-bodied citizens.
Before we talk about whether a pension can be below the subsistence level, let’s define this concept itself.
A living wage is the minimum amount of income that allows a person to function normally and maintain health. It includes food, non-food products (clothing, stationery, medicines) and services (utility bills, public transport).
The Law of October 24, 1997 No. 134-FZ “On the Living Wage...” establishes that it is calculated on the basis of the consumer basket, i.e. a minimum set of products, goods and services that ensure human life and preserve his health.
Law No. 134-FZ determines that the cost of living is established both for the Russian Federation as a whole and separately for regions. The federal minimum is approved by federal law, and regional ones are approved by the laws of the constituent entities of the Russian Federation, taking into account the climate, national traditions and other characteristics of each region.
In addition, the living wage is determined in terms of socio-demographic groups - the working population, children and pensioners.
The methodology for determining the cost of living in the Russian Federation as a whole was approved by Government Decree of January 29, 2013. No. 56, and by region - by Government Decree No. 54 dated January 28, 2013.
The basis for calculation is the cost of a minimum set of food products. The cost of goods and services is determined as a percentage of the cost of the food package. In the Russian Federation as a whole, the minimum sets of goods and services are assumed to be equal to 50% of the cost of the food basket each, i.e. products make up approximately half of the subsistence level, and goods and services - 25% each.
By region, the cost of baskets of goods and services can range from 40% to 60% of the cost of products, depending on the climate zone. Also, the food set itself differs in different regions.
When we talk about whether a pension can be less than the subsistence level, we are talking about both federal and regional indicators. Depending on the decision of local authorities, they may be different or equal to each other.

For retirees receiving a labor or military pension, its amount is rarely below the subsistence level. The same applies to civil servants. This situation can only arise if a person has worked all his life in positions with a very low level of income.

We are talking about those pensioners who, for one reason or another (for example, disability) were unable to “accumulate” sufficient work experience and the coefficient for calculating an insurance pension.

The state, by establishing a living wage, guarantees that the minimum income of any citizen cannot be lower than this indicator. For pensioners, a subsistence minimum pension is guaranteed by Art. 12.1 of the Law of July 17, 1999 No. 178-FZ “On State Social Assistance”. The federal social supplement is paid by the territorial bodies of the Pension Fund of the Russian Federation and is established automatically if the SGP in the Russian Federation is significantly higher than the SGP level in the region.
The regional social supplement is paid by the social protection authorities of the region if the cost of living of a pensioner in a constituent entity of the Russian Federation is higher than the size of the SGP in Russia.
When calculating the total income of a non-working pensioner, the following are taken into account:
- pension amount;
- the amount of additional material (social) support;
- the amount of monthly cash payment;
- the cost of a set of social services;
- monetary equivalent of social support measures (payment for telephone, residential premises and utilities, travel on passenger transport, as well as monetary compensation for the costs of paying for these services).
According to the law, payments of additional funds are prescribed:
- pensioners who have interrupted their work experience and do not have additional income;
- when such persons reside in the territory of the Russian Federation. If the citizen moves, the surcharge is automatically withdrawn and is not issued again;
- the amount of income must be below the subsistence level.
These include areas with a high standard of living. There are 17 of them in Russia as of 2019-2020. Social security authorities at the place of residence are looking into the issue. Payments for the 75th anniversary of the end of the Leningrad siege
Veterans awarded the medal “For the Defense of Leningrad” or the badge of a resident of besieged Leningrad will receive funds from the city budget.
