How much is the state fee for making an old international passport or issuing a new international passport? According to Article 333.28 of the Tax Code of Russia, the cost of the state duty for issuing a foreign passport is:
- for an old-style passport for citizens over 14 years old - 2000 rubles, for minors under 14 years old - 1000 rubles;
- for a new generation passport for citizens over 14 years of age - 3,500, for minors under 14 years of age - 1,500 rubles;
- for entering information into an old-style passport of a parent or other legal representative about minor children before they reach 14 years of age - 500 rubles. (regardless of the number of children entered).
Reference. The state fee is paid by the applicant before the passport is issued (in accordance with paragraphs 4, paragraphs 1, 2, Article 333.18 of the Tax Code of the Russian Federation).
From January 1, 2021, you can pay the state fee for a foreign passport with a 30% discount. An indispensable condition for receiving a discount is submitting an application for a foreign passport and paying the state fee through the State Services portal.
The amount of state duty for a foreign passport
Like any government service, obtaining a foreign passport is not free. Fans of foreign trips will have to pay a state fee for checking and processing the information provided by the applicant, as well as for preparing the document.
The amount of the duty is approved by Article 333.28 of the Tax Code of the Russian Federation. Today it is set in several values, depending on:
- type of passport being issued;
- applicant's age.
Current legislation gives Russians the opportunity to obtain two types of passports:
- old style;
- new generation.
Both of them have the same legal force, but differ from each other in terms of validity and completeness of information about the owner. When planning a trip abroad, Russians can choose at their own discretion the type of passport that best suits their needs.
Since new generation passports are produced using modern technical innovations and have an increased number of pages, their production is quite expensive for the state. The amount of the fee that a citizen who chooses a biometric document will have to pay will be significantly higher than the amount that the owner of an old-style passport will pay.
Currently the state duty is:
- 3500 rubles - when issuing a biometric passport of the latest generation.
- 2000 rubles - when issuing an old-style passport.
For some Russians, the difference in the cost of the state duty is a decisive argument in favor of choosing the usual old-style international passport.
Where can I get the details for paying the fee?
Having submitted an electronic application for the issuance of a foreign passport, the citizen subsequently receives notifications about the stages of the process of obtaining a foreign passport through his personal account on the State Services portal (available after registration on the portal).
After making a positive decision on the application, the migration department of the Ministry of Internal Affairs sends a message to the applicant’s personal account about the possibility of payment on the portal and a payment receipt form. If necessary, the details can be found on the website of the migration department of the Ministry of Internal Affairs that will deal with the registration of the passport (the applicant chooses it himself).
Step-by-step instructions for obtaining a foreign passport
Payment of the state fee for a foreign passport through government services is available by sequentially following the instructions:
- Log in to the site (the service is available only to users with a verified account).
- Select the desired section or enter the name of the desired service in the search bar.
- Decide on the type of service you will receive (electronically or by appointment at the selected department of the Ministry of Internal Affairs of the Russian Federation).
- Fill out an application.
Information required to obtain a passport
When filling out an electronic application, a citizen will need to enter the following personal data:
- information about the general civil passport (series, number, date and issue and name of the authority that issued the document, unit code of the Ministry of Internal Affairs of the Russian Federation);
- similar information on the international passport (if you have a valid document);
- when changing your full name, you must indicate the previous data, as well as the number and series of the certificate;
- information about military duty (on a military ID - for civilians aged 18 to 27 years or from command permission for military personnel);
- information about the place of study, work or service for the last 10 years.
You will also need to upload a high-quality color or black and white photo of standard size (depending on the type of passport you choose - old or new).
Healthy! A photo uploaded from the user’s computer can be edited to obtain the desired result (cropping, resizing, etc.).
When and how to pay the state fee for a foreign passport through government services online?
After filling out and submitting the application, the information provided will be verified by authorized employees of government departments. If the result is positive, the applicant will receive a corresponding notification in one of the following ways:
- to your personal account on the government services portal;
- SMS message to the mobile phone number specified during registration;
- to an email address;
- in the mobile application.
The notification contains information about the consideration of submitted documents and approval of the issuance of a foreign passport. In addition, in the letter the applicant is notified of the opportunity to pay the state fee online on the government services website (payment receipt form is attached).
Advice! There is no need to pay anything before receiving such a notification, since if the application is refused, it will be quite difficult to get the money back. The refund is carried out on the basis of a citizen’s application issued during a personal visit to the migration service.
Online payment options
A bonus when filling out an electronic application for a foreign passport is receiving a 30% discount when paying the state fee. This rule has been in effect since January 2021 for several government services provided remotely:
- replacement of a driver's license;
- obtaining or scheduled replacement of a general passport;
- registration of a person as an individual entrepreneur;
- filing an application for registration or divorce, etc.
When do you need to pay to take advantage of the discount?
How to pay the fee when applying for a foreign passport through State Services in order to receive a discount? The discount is valid when submitting an application and paying the state fee through the State Services portal. What to do to take advantage of the discount:
- fill out and submit an electronic application through the State Services portal;
- wait for the department to issue an invoice for payment of the fee in your personal account on the portal and proceed to payment;
- choose a non-cash payment method: by bank card (MasterCard, Visa, Mir), through an electronic wallet (Webmoney), mobile phone (federal operators) or through the State Services mobile application;
- pay.

The amount of the state fee that parents must pay for obtaining a foreign passport for a child differs from the amount established for an adult applicant. In this case, the state provides minor citizens with a significant discount. At the same time, the type of passport chosen plays an important role here too.
So, for issuing an identification document for a child abroad, parents or legal representatives of the child need to pay:
- 1500 rubles - when choosing a biometric passport;
- 1000 rubles, if preference is given to an old-style document.
Please note that the discount is only available to children under 14 years of age. For young Russians who have received their first internal passport, obtaining a foreign document will cost the same amount as for an adult citizen.
The state presented Russians with another pleasant surprise, providing an additional discount on state fees for those who actively use the Internet.
Starting from 2021, the cost of state duty will be 30% lower for those citizens who pay for services for issuing foreign passports using the State Services electronic portal. In this case, the fee is:
- For a biometric passport:
- 2450 rubles for an adult applicant;
- 1050 rubles for a child under 14 years of age.
- For an old-style passport:
- 1400 rubles for an adult citizen;
- 700 rubles for those under 14 years old.
However, Russians will be able to take advantage of the discount only until January 2019. It is impossible to say today whether this promotion will be extended further.
A receipt confirming payment of the fee with a genuine bank mark can be used within 3 years from the date of payment of the specified amount.
What does the receipt look like, how can I get it from the portal, what should be included in it?
The receipt reflects the following information:
- details of the territorial unit for migration issues of the Ministry of Internal Affairs - the recipient of the money;
- type of service provided;
- information about the payer;
- amount of state duty;
- field for the signature of the direct payer.
On the State Services portal it is possible to save and also print on paper a copy of the completed receipt.
In accordance with the Administrative Regulations (clauses 44 and 45), which determine the procedure for participants in the process of registration and issuance of foreign passports, employees of the migration department do not have the right to demand a receipt for payment of the state fee when the applicant submits a package of documents. But in accordance with paragraph 52 of the regulations, the lack of information about the payment of the fee by the applicant becomes a reason for refusing to issue a ready-made international passport.
Important. If payment is made for a minor or a citizen declared incompetent by a court, they are indicated as payers, and not their legal representatives making the payment.
Validity period of the supporting document
The receipt for payment of the duty is valid for three years in accordance with clause 7 of Art. 78 Tax Code of the Russian Federation, clause 3, 6 art. 333.40 Tax Code of the Russian Federation.
Who is eligible for registration benefits?
There are no benefits for obtaining a foreign passport. Even if a person is disabled, he can only fill out an application form at home to receive a document, but he will have to come for it in person.
It is possible to pay the state fee for a foreign passport with a 30% discount if you carry out the procedure through the State Services website. In this case, the cost of registration will be 30% lower.
Receiving a discount
To save money, you need to do the following:
- Submit a special application through the State Services website.
- Wait until a message appears in your Personal Account. It will indicate how much money you need to pay and make the payment.
- Choose the most suitable option for depositing money for services.
You can pay through a bank card, e-wallet, or mobile phone. Those who comply with all payment terms will be given a discount. There is a special mobile application through which you can deposit the required amount for the formation of a foreign passport.

When is it not necessary to pay?
According to Articles 333.29 and 333.35 of the Tax Code of the Russian Federation, state duty is not collected from citizens of the Kaliningrad region, Sevastopol and the Republic of Crimea. At the same time, Sevastopol and Crimean residents must have a valid foreign passport of citizens of Ukraine and this should be the first time they have applied for a foreign passport in Russia.
Are there any discounts?
Based on clause 4 of Art. 333.35 of the Tax Code of the Russian Federation, the state duty is charged taking into account a coefficient of 0.7 of its cost established by Art. 333.28, provided that the application for the issuance of a foreign passport and payment of the fee are made through the State Services portal. How much does it cost to get a passport taking into account the discount?
Taking into account the discount, the cost of the state duty is:
- citizens over 14 years old for an old-style passport - 1,400 rubles, for minors under 14 years old - 700 rubles;
- for citizens over 14 years old for a new generation passport - 2450 rubles, for minors under 14 years old - 1050 rubles.
Reference. The discount is available only to individuals. Valid until January 1, 2021 (clause 3 of article 2 of the Federal Law of July 21, 2014 No. 221 “On amendments to Chapter 25.3 of Part Two of the Tax Code of the Russian Federation”).

The destination is an old-style international passport or a biometric document. The latter has a longer validity period, but the manufacturing cost is higher. You can pay the fee for a foreign passport for a child under 14 years of age who does not yet have a passport of a citizen of the Russian Federation. Changes are allowed if the last name has changed or there is an error in the document.
Cases of payment problems
Using the portal eliminates almost all difficult cases with depositing funds for payments. They may occur:
- in case of a client error indicating the recipient of the sent money;
- when the region of the operation is incorrectly indicated, this is important to exclude the transfer of funds using the interdepartmental documentation flow system, which significantly extends the duration of the service;
- an error in the recipient's payment details, in such a situation the operation is simply interrupted;
- incorrect authorization;
- the procedure is suspended in the event of an erroneous indication of the client’s personal data, from the place of registration to the document number, the payment of the state fee will simply stop for the entry of up-to-date information.
In some situations, problems with financial transfers arise at the stage of receipt by the receiving party. For example, the Federal Migration Service when applying for a foreign passport or the traffic police. If the operation is confirmed on the government services portal, to clarify the situation, it is enough to contact the necessary department by telephone. Sometimes transfers are delayed due to communication problems with the recipient. All amounts sent through the State Services portal are transferred to the addressee online.
