Every year, millions of adults and children register with the Pension Fund. They receive their unique insurance number. Along with a passport and TIN, it has become a familiar document for us. But not everyone knows about its purpose and capabilities.

What is SNILS and how does it stand for

SNILS is the Insurance Number of an Individual Personal Account the Pension Fund to record all important insurance periods in a person’s life, as well as to record accumulated individual pension points.

People often use this abbreviation to refer to the pale green laminated card. It easily fits in your passport or wallet.

This is exactly what an insurance certificate issued to a person by the Pension Fund of the Russian Federation looks like. This document is confirmation of registration in the compulsory pension insurance system.

The 11 digits in the certificate are the same individual personal account number. Thanks to it, the Pension Fund can easily identify you among all your namesakes. This is possible because before you receive SNILS, your personal data is entered into the database. The information contains, in addition to the Last Name, First Name, Patronymic and date of birth, the person’s place of birth (region, district, locality).

Registration of membership in the personal accounting system of the state pension authority is carried out by applying there with the necessary documents.

At their core, SNILS and TIN have a common purpose. After all, the tax service also assigns a number to include the taxpayer in its database. But still, these are different numbers, as is the information stored on them.

Important: Each Pension Fund number exists in one unique version and is not repeated by anyone else. Its digital expression remains unchanged. Even when replacing an insurance certificate, changing personal data, or restoring a lost document.

Personalized accounting in the compulsory pension insurance system

From April 1, 2021, SNILS can be obtained electronically.

Individual (personalized) accounting in the compulsory pension insurance system has a legal basis in the Constitution of the Russian Federation and is regulated by Federal Law No. 27-FZ of April 1, 1996 “On individual (personalized) accounting in the compulsory pension insurance system,” other legal acts, and international treaties and serves to collect, systematize and store information about citizens registered in the OPS system.

The only body authorized to carry out individual pension accounting is the Pension Fund.

The goal of creating a personalized accounting system in the compulsory health insurance system is to further improve it by creating a unified accounting information base that will speed up and simplify the assignment of pensions, taking into account the labor results of each insured citizen, while ensuring the reliability of data on his experience and income, which directly affects the amount assigned pension.

The certificate is a document in the form of a light green plastic card with anti-counterfeit elements. Contains:

  • personal data of the specified person (full name, place of birth, gender);
  • date of registration with the Pension Fund;
  • SNILS.

The OPS certificate contains important information about the person, his work experience, working conditions and transferred insurance premiums, which are stored in a systematic form on the personal account. The Pension Fund of Russia bodies monitor the reliability of information provided by policyholders on the length of service and income of insured persons. This document occupies an important place in the current system of labor relations.

From April 1, 2021, the Pension Fund of Russia stopped issuing such certificates, replacing them with paper certificates. Accordingly, if a person loses his SNILS card, instead the Pension Fund will issue a certificate confirming registration in the OPS system.

SNILS is indicated by a series of numbers, located under the name of the document (insurance certificate) and at the same time is the number of the pension certificate. It contains control bits that allow you to identify inaccuracies made during the accumulation and processing of incoming information.

The number consists of eleven digits, of which 9 are divided into three groups, three digits each, and a two-digit check number.

If for some reason you do not have an insurance certificate and you need its number, you can find it out:

  • by applying with your passport to the Pension Fund office;
  • in the human resources department at the place of work;
  • via the Internet, using the State Services portal or the Pension Fund website.

It must be remembered that SNILS and the information received from it are strictly confidential and cannot be obtained by telephone. Data can only be disclosed in person or after confirmation of registration on the State Services website.

The territorial bodies of the Pension Fund issued a certificate to all insured persons until April 1, 2019. After this date, a paper certificate is issued instead. If a citizen begins his labor activity (gets a job for the first time) and does not have a SNILS, the employer will send information to the Pension Fund of the Russian Federation, where he will open an individual personal account and be assigned an insurance number (SNILS) is the responsibility of the policyholder.

A personal account in the OPS system, in the absence of one, is opened automatically upon transmission of information from the employer about the citizen’s employment.

The only institution where you can obtain SNILS is the Pension Fund.

From 04/01/2019, instead of plastic certificates indicating the SNILS number, a citizen registered in the Pension Fund accounting system will be issued a confirming certificate.

Recently, agreements on interaction are increasingly being concluded between the Pension Fund of Russia and the MFC, and you can also obtain SNILS by contacting the multifunctional center at your place of registration. The largest group of adults who are not yet insured by the Pension Fund and do not have SNILS are military personnel and employees of other law enforcement agencies who have only service experience.

To obtain it, you will need a passport and a completed application from the insured to register him in the personal system. accounting.

When registering a child, you will need a passport of one of the parents and a birth certificate. For children under 14 years of age, the application form must be signed by their parents or legal representatives.

To obtain a SNILS number, a citizen of a foreign state or a stateless person who is temporarily staying or residing in Russia (with the exception of highly qualified specialists in accordance with Federal Law No. 115-FZ of July 25, 2002) should come to the Pension Fund at the place of residence, present your passport and fill out the form.

Foreigners should take into account that a notarized translation of an identity document may be required if the passport details are in a foreign language.

A foreign citizen, if he has an official contract with an employer, has the opportunity to obtain a SNILS number through him.

If the insurance certificate was lost for some reason, the citizen will no longer be able to restore it. From April 1, 2021, Russia has canceled the issuance of plastic certificates, replacing them with paper certificates confirming registration in the OPS system.

You can obtain a certificate by contacting the territorial body of the Pension Fund or ordering a document through the State Services portal or Personal Account on the Pension Fund website.

Let me remind you again. The insurance number is assigned to you once for life. You may lose or damage your plastic card. In this case, it is necessary to restore the document. This will also be needed if you have changed your full name.

Procedure for obtaining a duplicate:

  1. Employed citizens can contact their employer, the MFC or directly to the Pension Fund and write an application.
  2. Unemployed and self-employed citizens must come to the Pension Fund office and order a duplicate.

When changing personal data, the old certificate must be attached to the application. You will receive a new document with the same number.

In your PF personal account online, you can restore your SNILS. The finished document will be sent to you by email. But to obtain a green card, you will still have to contact a branch or MFC.

The Pension Fund of Russia has begun issuing a new type of insurance number, but this does not mean their mass replacement; their owners will be those who receive the document for the first time, restore or replace it. Of course, if you wish, you can apply for a duplicate on your own initiative, replacing the old card with a new one.

The document has not undergone any fundamental changes, in particular those affecting the color of the plastic card and the information contained on its reverse side regarding information about gender reassignment. This was done for ethical reasons, but this circumstance does not eliminate the need to report a changed gender to the pension fund, since the age of retirement directly depends on this.

The SNILS certificate is produced in the form of a green laminated card (as of today). The following details must be present on it (they are listed in accordance with the order they are on the card - from top to bottom):

  • at the very top of the document in the middle is the name of our state (Russian Federation);
  • in the middle of the next line in large capital letters the name of the document “INSURANCE CERTIFICATE” is given, and on the line below in smaller font in capital letters “STATE PENSION INSURANCE” is added;
  • then in the center of the line there is an 11-digit individual personal account number, unique for each insured citizen (the first sequences of three digits are separated from each other by hyphens, and the last 2 digits of the account number are separated from the rest of it by a space);
  • below on the left side of the document the full name is indicated in capital letters. citizen (the surname should be printed to the right of the abbreviation “Full Name”, the first name should be printed on the next line strictly below it, and, finally, the patronymic name should be printed on the third line);
  • then, starting from the left edge of the card, the person's date and place of birth are printed;
  • below on the left is the gender of the SNILS card owner (male or female);
  • finally, the last line of the front side of the document indicates the date of registration of the citizen with the Pension Fund;
  • on the back of the card there is information regarding the rules for using the SNILS document.

Why do you need an insurance number?

Every year the possibilities for using SNILS are expanding. Previously, a personal number in the Pension Fund was needed only to record length of service and insurance contributions . Today you can check your pension savings through your personal account of the pension fund.

To date, an insurance number in the Pension Fund allows you to use government services via the Internet. Logging into your personal account and registering on the government services portal is possible using your insurance certificate.

SNILS is also needed to reduce the number of required documents in various government agencies. With its help, government agencies, through a system of interdepartmental interaction, will themselves request the necessary documents.

Using the insurance certificate number, various preferential registers .

Still, the main advantage remains the same. Using your SNILS number online, you can find out information about your generated pension rights. For this purpose, an extract from the pension fund database is used. And this includes pension savings in your pension account (including voluntary ones) and official work experience, which will be counted when assigning an insurance pension.

Functions of the insurance certificate

The main functions of this document include:

  • access to numerous government services is provided, since registration on various sites requires you to provide personal data, which includes the pension certificate number;

Personalized records of all insured persons are maintained only by the Pension Fund. However, you can also contact them through multifunctional centers of municipal and government services and the human resources department of your employer.

As required by the current pension legislation, all citizens must be insured: working, unemployed, children, teenagers, military personnel.

As a rule, nowadays you can quickly obtain an insurance certificate immediately upon registration and without queues.

Why do you need a card and what opportunities does it provide?

  1. The certificate, or rather its number, contains data on the person’s insurance experience and his pension contributions . This information will be required to assign or recalculate material support.
  2. Using this document, you can issue benefits, allowances , as well as a number of other documents. It is required in almost all institutions: social security authorities, the passport office, the tax office, etc. Without an insurance certificate, today it is impossible to obtain a foreign passport, open an individual entrepreneur, or even take out a loan from a bank.

How to get

It should be said that the personalized accounting unit of the Pension Fund does not burden applicants with the need to collect and submit a large number of documents. Their number is minimal.

To receive SNILS for a newly applied citizen, a Pension Fund specialist will need two documents:

1. Passport of the interested person;

When the applicant does not have a passport, in order to receive SNILS, identification must be done with one of the following documents:

  • Military ID;
  • Officer's ID;
  • International passport;
  • Diplomat's passport;
  • Resident card;
  • Certificate of release from prison;
  • Refugee certificate.

2. Completed ADV-1 questionnaire (issued upon application).


The questionnaire form is filled out by the visitor in handwritten form (in block letters), or typed and printed on a computer by a customer service specialist. Information is entered on the basis of the original identification document. In both cases, the applicant puts a handwritten signature on the application form.

A list of personal data determines the uniqueness of a person when identifying a citizen. They further form the content of the first part of the personal personal account.

During initial employment, the employer himself issues an insurance number for the employee in the event of his absence.

Replacement of certificate

If your data changes, for example, after marriage or a change of passport, it is necessary to exchange the issued SNILS. This is necessary for the Pension Fund to correct your personal data.

If the insurance certificate is replaced and the changed personal data is brought into line, the required documents include:

  • Passport;
  • Previously issued certificate (withdrawn for subsequent destruction);
  • Document confirming the change;
  • Unified application form ADV-2 (for change of insurance certificate).

All photocopies of the originals are made by Pension Fund employees, who also certify the authenticity of the copy made for their organization. After receiving the documents, changes are made to the personal registration data and a certificate is issued with the corrected data.

The number remains the same, only personal information changes. The rule applies: whoever submitted the application receives a new document (the employer or the citizen himself).

Reasons for replacement

Almost all civil documents have to be changed sooner or later. What is the situation with the pension insurance certificate?

It does not have an exact expiration date. Re-production of SNILS is required if there are grounds for it. They usually include the following circumstances:

  • damage to a document;
  • theft or loss of insurance certificate;
  • changing a person’s personal data;
  • gender change;
  • detection of typos in SNILS.

The insurance certificate is not simply reissued. Moreover, to implement the task, you will need to prepare a certain package of certificates. It will be larger than the previously studied lists.

Restoring lost SNILS

If a person has lost his insurance certificate, he receives it again from the Pension Fund. To issue a duplicate, you will need to fill out an application: personally or through the HR department of the employer (the policyholder).

After some time, the document will be produced. It is received by the person from whom the application was accepted. If the issue was dealt with by the policyholder, he will receive a document and a statement to hand it over to the insured person against signature. When a citizen applies in person, he must also pick up the finished document himself.

To restore SNILS, you can contact any territorial department of the fund, and not just where it was originally issued. This simple procedure will require the presentation of a passport (or an alternative document).

Registration via the Internet

How is the SNILS number generated? The digital combination can be anything. There is no algorithm for creating it. Only the last 2 digits of the identifier in the Pension Fund will be special. This is a control number.

Is it possible to issue a pension insurance certificate online? No. Neither on the website of the Pension Fund of Russia, nor on the “State State Green Card” of the insured person? A citizen over 18 years of age will only need a passport and an application in the prescribed form. If you have a temporary residence permit, also a certificate from your place of residence.

Registration of stateless persons and foreigners in the Pension Fund system

A citizen of another country, as well as a person without specific citizenship, is subject to insurance in the main pension system of the state when employed in Russia. How long does it take to issue SNILS? By law - 21 days. In practice, the document is usually issued approximately 2 weeks after it is ordered. For newborns and minor children, the service can be expedited. Most often, a SNILS for a baby is made in 10 minutes, sometimes in a couple of hours.

More accurate information must be clarified with the specific authorized body. Only then will it be possible to understand how quickly the insurance certificate will be issued. There is no need to think about deciphering the SNILS number. This is a unique digital combination that has no special explanation.

When the policyholder applies for registration

For citizens who do not have SNILS and have entered into an employment contract, all work to obtain a personal account number is performed by the employer. The HR service requests from the employee a completed and signed application form and, together with his or her passport data, contacts the Pension Fund. Why is SNILS necessary?

SNILS is required:

After all, it is this identifier that is needed to register for discounted meals, vouchers to country camps, and sanatoriums. If the child is under 14 years of age, then the parents receive a document for him on the basis of a birth certificate. SNILS are even issued in the name of newborns, which is very convenient for parents - the registry office employees, when registering the baby, will independently transfer all the necessary information to the Pension Fund.
