Ways to obtain a foreign passport

Procedure for obtaining a passport

How to apply for a passport? Like any legal procedure, obtaining a foreign passport begins with submitting an application. This can be done in written or electronic form.

Please note that when filling out the application form, you will need to talk about your work activity over the past 10 years with confirmation of information from your last place of work.

If the passport is reissued, the application is still submitted. In this case, the old document is canceled when a new passport is issued, even if its validity has not expired. Until it is issued, the old identity card is considered valid and suitable for traveling abroad.

One citizen should not have two identical passports.

If we are talking about a biometric document, then you will need to take an additional photo at the FMS office. These photos will be stored on a microchip. Therefore, there is no need to take pictures in a photo salon and bring the photo with you - a waste of money.

Registration through the State Services portal

Registration deadlines

Several factors influence the speed of obtaining a passport. An important point is to submit documents at the place of registration or place of actual residence.

For example, if the registration is in Samara, and the citizen lives in Moscow. He, of course, can get a foreign passport in Moscow, but the time frame will increase to 4 months. And if the same thing is done in Samara, it will take about 1 month.

The period for production of an identity card is counted from the date of submission of the entire package of documents.

There are people who have access to information containing state secrets or data of special importance, then the period for obtaining a foreign document for them extends to 3 months.

What to do if a person is not registered? Then you will have to personally come to the Moscow FMS or contact the FMS through the State Services portal.

Documents are submitted via the website in color - a photocopy of a passport, 4 photos (3.5x4.5), a photocopy of a marriage certificate, a photocopy of a receipt for payment of state duty, a photocopy of a work record book if available, and of course an application.

It is important to know that temporary registration at the time of application to the FMS should last from 6 months, but at the same time there are still at least 4 months left before its expiration.

Today you can find intermediary firms offering expedited processing of foreign documents. But you should be careful about these types of offers so as not to fall into fraudulent schemes.

Even a qualified specialist will not be able to obtain a passport earlier than in 7-10 days. It is impossible to complete the documents in 2 days, you need to keep this in mind.

Important points

  • If the application for a passport is printed on two sheets, it will not be accepted, since it must be filled out on both sides on one sheet.

  • If a foreign passport is issued by a male person, he will need to provide a military ID. This requirement is mandatory. If you do not have a military ID, you will need a certificate from the military registration and enlistment office. Otherwise, a foreign passport will not be issued for persons aged 18 to 27 years.
  • If an old-style international passport is issued, then it allows you to enter your young child there. In this case, you can travel abroad together without additional paperwork for the baby. This is not allowed with biometrics.
  • If the surname changes, and the international passport was issued earlier, the document will need to be replaced with a new one, since they will not be allowed out of the country with the old surname.
  • If the applicant does not have a work book, then documents for obtaining an identity card can only be submitted at the place of permanent registration and in person through the FMS department.
  • If a citizen is suspected of a crime, convicted, evading a court order, subject to conscription into the army, or admitted to state secrets, or has entered false information about himself, then a foreign passport may not be issued.

How to apply for a new passport through the MFC

In many Moscow MFCs you can issue a new type of international passport with biometrics. This service is offered not by the MFCs themselves, but by representatives of the Main Department of Migration Affairs of the Ministry of Internal Affairs working on the premises of these MFCs. The procedure for obtaining a new passport in Moscow is as follows.

In some MFCs of the Russian Federation, even if there is no equipment for filling out an application for a biometric passport, there is a special service for filling out an application - for those who are not confident in their capabilities. How can I get a foreign passport at a discount?

From January 1, 2021, you can pay the state fee for a foreign passport with a 30% discount.

Entering information about a child under 14 years of age is possible only in an old-style foreign passport and is carried out at the request of the applicant. If a parent, when applying for his or her foreign passport, simultaneously wants to include a child, he or she must fill out a standard form, submit two photographs of the child and a birth certificate with a copy. In this case, there is no need to pay additional state duty.

Information about the child can be added to an existing international passport by personally contacting the migration service and submitting two photographs, the original and a copy of the child’s birth certificate. The state fee will be 200 rubles.

If one of the parents is against

My wife wants to take her son with her on a trip abroad. I am categorically against it, but I am afraid that she will take him out without my knowledge. What to do?

If one of the parents (adoptive parents, guardians or trustees) does not agree to the child’s departure from the Russian Federation, he has the right to personally contact the migration service at the place of residence (stay), or the border control authority, or the consular office (if the applicant lives outside Russia).
