Basic provisions
Temporary registration can only be issued with the consent of the property owner. If several adults are registered in the living space, you will need to obtain the written consent of each of them. This procedure is regulated by Article 80 of the Housing Code of the Russian Federation.
If registration of a citizen at the place of actual temporary residence is done in a housing stock, then the legal entity that owns this fund must give its consent to registration. When registering at the place of residence in a housing cooperative, the management of the cooperative must give their consent to this. This permission is not required if the owner of the property is a member of the board of directors.
The maximum period of temporary registration cannot exceed 6 months. After this period has expired, the temporary registration procedure must be completed again.
Registration of a child at the place of actual stay can be issued for a period of up to 5 years. If the child is under 18 years of age, the procedure takes place without his consent.
Temporary registration at the place of residence is a certificate that records the last name, first name, patronymic and personal data of the applicant, as well as the address of temporary registration. This document has legal force only when presented together with a passport of a Russian or foreign state.
The procedure for passing temporary registration is mandatory for all foreign citizens, regardless of the reason for which they are on the territory of Russia. That is, all foreigners must register, both those who arrived on the basis of a visa-free agreement between countries, and those who received a visa to Russia to travel.
The visa-free regime requires a stay of no more than 90 days out of every 180 days a year. Visas are issued for different periods, the maximum of which is 2 years.
Step-by-step instructions for completing temporary registration
When everything is clear with the documents, you need to proceed directly to drawing up the application itself. First you need to go to the official website using the link: https://www.gosuslugi.ru. Next, you need to log into your personal account by clicking on the “Login” button.
After the transition, a login window opens where you need to enter your mobile phone number and account password. Once completed, click on the “Login” button.
After logging in, the user is redirected to the main page of the site. Here he clicks the “Services” button, after which the full list of options available to the user becomes available.
In the list of options we find the section “passports and registration”, in which you should click on “Registration of citizens”.
A new window opens, where all available operations for registration are presented, including the service of obtaining temporary registration at the location. To continue creating documents, you should select the second line, namely “Registration at the place of residence.”
Next, to apply for a service via the Internet, you need to indicate the provision of an electronic service and click on the “fill out application” button.
After this, the client proceeds to filling out the form itself, and at the first stage you need to indicate the age range. If the client is already 18, then you need to select the first line and move on to the next stage.
Next, we fill out a personal questionnaire, which requires information such as the applicant’s full name, date of birth and gender, as well as contact information.
After filling in personal data, the system requires passport data. The reliability of the information is very important, so it is better to fill it out not from memory, but directly from your passport.
At the fourth stage, we indicate the presence of permanent registration, and if available, enter the address according to the passport.
Next, you need to indicate your current place of residence, for which the temporary registration will be compiled.
At the sixth stage, the most important part is indicated - this is information about the housing itself. Here you need to indicate whose housing it is. We write the personal information of the apartment owner, as well as his contact and passport information in the forms provided.
We indicate the basis for filing the application. Most often this is a regular registration from the property owner. Here we also put the number of property owners.
In the eighth column we write that we have never been a citizen of another country and do not currently have another citizenship. It is much easier for Russian citizens to obtain a temporary residence permit than for foreign citizens.
Then there’s just a little bit left to do; we write down the additional details of the registered person, as well as available information at the place of work.
When additional information has been entered, the final step remains:
- Indicate whether anyone from the client’s family already lives at the specified temporary registration address;
- Indicate the department where completed documents will be collected;
- Give consent to the processing of personal data;
- When finished, click on the “Submit” button.
At this point, filling out the application is completed and it is sent for consideration. The processing time for documents does not exceed three days, after which you receive either a telephone or email notification that you need to appear at the specified department. The delivery of ready-made documents is already taking place directly there.
Why is temporary registration needed?
Let us remind you that not only foreigners, but also citizens of the Russian Federation who have temporarily changed their place of residence are required to do temporary registration. This procedure is necessary not only for reporting the current location of a person to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, but also for such purposes as:
- Employment,
- Enrolling a child in school or kindergarten,
- Receiving medical care,
- Receiving social assistance from the state,
- Opening loans in Russia,
- Registration of various kinds of documents, including international passport, pension certificate, documents for registration of maternity capital and others.
Grounds for temporary residence State service application what to write
At the next stage of filling out the application, we indicate information about the owner of the property: last name, first name, patronymic, date of birth, contact and passport information, basis for temporary residence. The basis for temporary residence may be one of the following documents: a rental agreement, a sublease agreement, an application from the person who provided the premises.
Registration of temporary registration at the place of stay through the State Services website
Now we come to the most important point of the application, namely filling out data on the residential premises. Most likely, the living space does not belong to you and we will need the details of the apartment owner. Fill in his last name, first name, patronymic, who this person is to you, as well as his passport details and contact phone number. Please enter only accurate information as it will be verified.
- Register on the website and go to your personal State Services account.
- Click on the Service Catalog .
- Select the section Passports, registrations, visas .
- Click on the Citizen Registration .
- Select the service Registration of a citizen at the place of residence .
- On the left side of the screen, check Electronic Service . Then click on the button on the right side of the screen Get a service .
- Fill out the application electronically.
- Please indicate which applicant type you are.
- Your data (last name, first name, patronymic, date of birth, email, telephone) will be filled in automatically in accordance with the information entered in your personal account. Your passport details will also be filled in automatically.
- In the Place of Birth , you need to fill in the columns Country , Region and Locality .
- Please check if you have permanent registration. If yes, you need to indicate the address and date of registration.
- In the Your place of residence , indicate the address at which you are temporarily registering. The registration period is indicated below (minimum 6 months, maximum 5 years): start and end dates.
- Please indicate whether the living space in which you are temporarily registering is yours. If not, please indicate the personal information of the owner of the residential premises: his full name, date of birth, gender.
- Mark who you are in relation to the owner of the living space. If you are not related, select Other . Below write who you are related to him.
- Fill in the contact details of the apartment owner: his email and phone number. Enter his passport details.
- Select on what basis you are registering in this premises: according to the rental agreement or the application of the owner of the premises. Below you should print either the details of the contract or the word Application.
- Indicate whether the owner of the living space is the sole owner. If not, check Consent of all other co-owners has been received .
- Answer the question whether you were or are now a citizen of another state.
- Fill in some additional information about yourself.
- Please indicate whether part of your family lives at the specified address (yes or no).
- Select the department where the documents will be submitted. To do this, enter your location. Based on this, the system will offer you a number of options from which you can choose the more convenient one.
- Check the boxes indicating consent to data processing and liability. Click the Submit .
Violation of the law and fines
If a foreign citizen or a citizen of the Russian Federation deliberately did not formalize temporary registration for himself and his child, this is considered a serious violation. The procedure itself is free, so it is quite difficult to argue for your reluctance to register. For such a violation, a fine of 1,500 to 2,000 rubles is imposed. There is no criminal liability for such an offense.
A separate fine is imposed on the owner of housing in which unregistered citizens live. The size of the fine, if this fact is discovered, will reach up to 25,000 rubles, which will seriously hit your pocket. Therefore, homeowners are seriously interested in ensuring that temporarily staying citizens are registered accordingly.
There is also a penalty for expired or missing registration of foreign citizens. According to Part 4 of Art. 18.9 of the Administrative Code, you will be fined in the amount of 2,000 rubles to 4,000 rubles.
What documents are needed for temporary registration via the Internet? How are they served?
Documents for temporary registration via the Internet
To apply for temporary registration on the State Services portal, you need the following documents:
- application (submitted as an electronic document)
- a copy of the document serving as the basis for registration of temporary registration (submitted electronically, but when applying for a ready-made registration certificate, you will need to take a paper copy certified by a notary to the FMS)
- arrival address sheet (there is an interactive form on the portal that must be filled out)
- arrival statistics sheet (the same interactive form, but it needs to be filled out only if temporary registration is issued for 9 months or more)
- consent of the owner of the property in which registration will be carried out (it is best to send an electronic scan of the written consent with the signature of the owner)
Since FMS employees do not have the opportunity to accurately verify the authenticity of this consent, all responsibility falls on the applicant. If in the future it turns out that the data is unreliable, he will be held accountable.
Registration deadlines
Foreign citizens are required to complete the registration procedure within 7 days from the date of crossing the state border. If a foreign citizen has not received registration at the place of stay in the first week of his stay in Russia, he will be subject to a fine in the amount of 2,000 to 5,000 rubles. Instead of a fine, he can also be deported from the territory of the Russian Federation and banned from entering it for up to 5 years.
The measure of punishment remains at the discretion of the employees of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs; the imposition of a fine is most often applied. Provided that this person has not previously committed any offenses under migration legislation.
How to register in an apartment through government services step by step instructions
It has become very convenient to obtain temporary registration through the government services portal. To do this, the citizen must adhere to the instructions and follow all instructions exactly.
At its core, the applicant will need to fill out a form in his personal account and forward it to the territorial authority. These are the key steps in this procedure. Let's look at the entire algorithm of actions step by step.
- First, you need to go to the government services portal.
- Then you need to open the “Citizen Registration” tab. It will be in the upper right corner.

Registration through the State Services portal
To complete the procedure, you must be registered on the State Services Portal. Log in to the site using your personal data and go to the “Service Catalog”. Then go to the “Passports, Registrations and Visas” tab. Next, find the section “registration of citizens”, then “registration at the place of residence or stay”. Then select the type of receipt and click on the link to fill out an application for temporary registration at the place of residence.

At the end, you will need to give your consent to data processing.
After filling out the electronic form and sending it through the State Services portal, you will need to come to the branch of the Main Department of Migration Affairs of the Ministry of Internal Affairs of your choice and bring the following documents:
- Passport of the Russian Federation.
- A statement from the owner of the living space, in which he confirms that he is not against your temporary registration.
- Real estate rental agreement (provided that the housing is rented on a commercial basis).
If you are temporarily registering a child, you will additionally need to bring a birth certificate, as well as a document confirming your rights to the child as a parent. For example, a passport in which the child is registered.
After submitting all the documents, you just have to wait for your request to be considered. An invitation to issue a certificate of temporary registration will be sent to you in a notification in your personal account on the State Services portal, or to the email address you specified.
Registration through the Main Department of Migration Affairs of the Ministry of Internal Affairs
The procedure for registering at the place of residence differs depending on the citizenship of the applicant. If the person who intends to register is a citizen of the Russian Federation, then from the very beginning he should hand over the application to the owner of the residential premises. After this, the property owner fills out a registration certificate in Form No. 9.
Temporary registration is possible at the local branch of the Main Department of Migration Affairs of the Ministry of Internal Affairs. To complete the registration procedure, the property owner and the new tenant visit the Main Migration Department of the Ministry of Internal Affairs and provide the following set of documents:
- Application in form No. 1. The form must be signed by both the owner and the new tenant.
- Owner's passports.
- New tenant's passport.
- Certificates and documents confirming ownership of real estate.
- Lease agreement (if we are talking about renting housing for money).
After submitting documents to the local unit of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, within 3 days, the person registered is given a certificate of temporary registration.
Registration of a foreign citizen follows the same principles. There is only a slight difference in the package of documents. It is necessary to provide those papers that confirm the legality and purpose of the foreigner’s presence on the territory of the Russian Federation.
How to do it - step by step
To register temporarily through the State Services portal, you will need to perform a number of actions:
- Log in to the State Services website.
- Select the "Passports, Registrations and Visas" tab.
- Then - the item “Registration of citizens”.
- From the options offered by the system, you should select the action “Registration of a citizen at the place of residence.”
- In the form that opens, indicate the type of receipt – “Electronic service”, then click on the “Receive service” link.

Fill out an application
- Determine the type of applicant: when filling out an application for yourself, select the first option, for a child - the third.
- In the form that opens, enter your personal data (full name, date of birth, gender, email address and phone number) or check their accuracy if they are displayed automatically.
- Next, you will need to fill out your passport information, including your place of birth.
- The next point is the presence of permanent registration. If available, enter your registration address in the empty field.
- The system will then prompt you to indicate the address of your new temporary stay.
- Next, you need to fill out information about the residential premises. At this stage, personal, passport and contact information of the property owner will be required, as well as the degree of relationship to the applicant. It is important to provide accurate information, as all information provided will be verified.
- Select the option on the basis of which temporary residence will be carried out (application from the owner of the living space or rental agreement). Here you will need to clarify the number of owners: one or more.
- The next item is information about citizenship. It is necessary to indicate whether the applicant has (or has had in the past) citizenship of another country. (Let us clarify that the USSR is not a foreign state).
- Next, fill in additional information: reasons for moving, information about social security.
- Check to see if any of your family members live at this address.
- Then you need to select a department where it will be convenient to provide the original documents.
- Do not forget to consent to the processing of personal data by checking the appropriate box. Click the “Submit” button and wait for a message about the status of your application.
What to do after?
A message will be sent to your personal account on the State Services website with an invitation to visit the migration service department. The notification will also be sent to the email specified when creating an account, or in the mobile application. On the appointed date, you will need to appear before an employee of the Main Department of Migration Affairs of the Ministry of Internal Affairs and present the original documents to confirm the information specified in the application.
Timing and cost
The application must be registered within 1 day after submission. The term for providing the service is 3 working days.

Get a certificate
After the procedure is completed, the applicant is issued a certificate of registration at the place of residence. This document contains the period and address of stay at the new address, has an individual number and is linked to the identity card on the basis of which it was issued.

Price
In the past, the state fee was charged to all people registering. This procedure was in effect from 1991 to 2005. In recent years, there have been changes in legislation, although the amendments affected mainly only residents of Russia.
According to the new laws, there is no state duty for temporary registration for citizens of the Russian Federation.
State duty is paid only by foreign citizens. Its size is 350 rubles. If documents are submitted through Russian Post, its services are additionally paid in the amount of 200 rubles.
Extension of temporary registration
After the temporary registration expires, it can be extended. In municipal housing, it can be extended to 6 months. If the applicant is the owner of the apartment where he is temporarily registered, then registration can be extended for up to 5 years.
The exception is students of universities in Moscow and all other cities of Russia. Registration in dormitories is immediately made for a period of 5 years with the right to further extend it for a similar period of time.
The renewal of registration is not carried out by the foreign citizen himself, but by the owner of the apartment or any other residential premises where the foreigner is temporarily registered. He needs to visit the branch of the Main Department of Migration Affairs of the Ministry of Internal Affairs and provide documents confirming ownership of the apartment, as well as the passport of the foreign resident living in it.
The procedure for obtaining temporary registration through the State Services portal
Temporary registration through the State Services portal
After the applicant sends an application and other documents electronically, a FMS employee gets acquainted with them and conducts a check.
This check has 3 purposes:
- determine whether the applicant has missed any of the documents
- ensure the truthfulness of the information contained in the application and documents
- make sure that the specified residential premises are suitable for the applicant’s temporary residence
The inspection time is 3 working days. After this, the FMS employee must send a notification to the applicant.
The notice states that the applicant can contact the regional branch of the FMS within 3 days. As a rule, the text of the notification indicates office hours, the name of the originator, and a business telephone number.
By calling this number you can find out answers to your questions and arrange a time for your visit. The notice can be read on the State Services portal. After receiving it, you need to take the following documents to the FMS:
- applicant's identity card
- a notarized copy of the basis for temporary registration
If the documents are in order, then a certificate of temporary registration is issued to the applicant no later than 40 minutes from the moment the documents are verified. This is specified in paragraph 72 of the Administrative Regulations.
Attention
FMS employees must send the owner of the property in which temporary registration has been carried out a notification of the fact of its completion. They are required to do this within 3 days from the date of issue of the certificate.
