What information does a person’s identity document contain?
There is a list of documents that uniquely identify a particular citizen. However, the main one is the Russian passport. It contains the following information about the owner:
- FULL NAME.;
- floor;
- Date and place of birth;
- photo;
- place of registration;
- data on the existence (dissolution) of marriage;
- presence of children, if the appropriate note is made;
- data on military service, etc.
Most other identity documents are characterized by the presence of similar data. It is important that the documents are current and authentic.
When may passport information be required?
A citizen often has to present a passport in a variety of situations. Information about a person based on passport data is reliable. That is why, in order to obtain basic information about the owner of the document, it is enough to carefully study the passport. In addition, the document is required when the interested party requires:
- preparation of papers, certificates, statements;
- securing rights, drawing up title documents;
- performing any legally significant actions;
- appeal to authorities, government agencies, etc.;
- ID confirmation;
- establishing the existence of registration;
- determining the relationship between children and parents, etc.
The uniqueness of a document is determined by a special set of numbers. Where can I find my passport number and series? To do this, just open the page with the owner’s photo and pay attention to the top of the document. There are first 4 digits - the series and another 8 - the passport number.
Necessity of series and number
As already mentioned, the passport number and series are entered to make each document unique. Even if all other data matches, each citizen has his own code. To identify a person, you don’t even need to know his full name and all other information; these 10 digits will be enough.
You can learn the combination by heart. This will eliminate possible errors when filling out passport data. In addition, there are often situations when the passport itself is not required, but only your full name, as well as the series and number of the passport. If the document is left at home, memorizing the code by heart will help out and save time. But you should not write down the numbers in a visible place. The same can be said about copies. Especially if the copy of the passport is certified by a notary.
Of course, a certified copy does not have the same legal force as a passport and cannot be equated to a full-fledged identity document. But in some cases, a duplicate can serve as a replacement for the original. For example, microfinance organizations, unlike banks, may not require the original and issue a loan if only one copy is provided. Therefore, you should treat a notarized duplicate with the same care as the original.
Information search options
Often there is a need to find passport data by a citizen’s last name. In what ways can this be done? To date, there is no verified online source that provides such information. That is why, if an interested person wants to find passport data by last name or, conversely, online, this is unlikely to be possible.
How to check a person using passport data for free? To do this, you can only ask the owner of the document to show it. Even when contacting the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation, a third party will not receive information about the passport data of another citizen. Such data is provided only personally to the owner of the document.
Another pressing question concerns how to determine a criminal record using a passport. If previously the passport document contained a note indicating that its owner had a criminal record, today there is none. Only the owner himself can find out about the presence of a valid, expunged or expunged criminal record using an identification document of a citizen. Such information is not freely provided to third parties. However, the citizen himself has the right to apply with his passport to the Ministry of Internal Affairs and receive a certificate of absence/presence of a criminal record.
Through official bodies
Many bodies and authorities have databases with passport data of the absolute majority of the country's citizens. Hence the relevant question is how to check a person’s passport data by last name with the help of authorized bodies. Such information can be requested from several authorities, the main one being the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. However, regardless of the method of application - directly or through the State Services portal, consent will be required from the owner of the document whose data is requested. Otherwise, such information will not be communicated to the interested party.
On your own
In the absence of other methods, the interested person is faced with the question of whether it is possible to find out passport data by last name independently. This can be done if the passport holder himself wants to provide the relevant information to a third party. Often, when finding out such information, they resort to the help of Internet resources. However, sites offering to provide it are not always created specifically for this purpose, and the data received from them is not always correct. The result of turning to unverified sources can lead to undesirable consequences:
- computer virus;
- SMS scammers;
- receiving false data;
- other problems.
In addition, the legislation protects the personal data of every citizen, so he must give consent to receive or process it. The use of questionable methods violates the law and may end unfavorably for the person concerned.
Where can I find out information?
There are several ways to clarify the identity of a citizen, as well as find out where the person is registered.
How to submit a request to the Main Department of Migration Affairs of the Ministry of Internal Affairs or the information bureau yourself
Law No. 152-FZ allows the transfer of confidential information only with the approval of citizens. You will need to provide a passport document and write a request to the Main Migration Department of the Ministry of Internal Affairs. You can submit documents in person, by mail or through the State Services website. The request must contain:
- detailed passport data of the applicant;
- passport information of the requested person;
- reason for the request;
- the applicant’s permission to provide personal information to the person making the request;
- date and signature.
After acceptance of the application, a notification letter with information about the applicant will be sent to the address of the requested person in the next 2 days for approval (refusal) to provide information. After approval is given, the data will be sent to the applicant within 2 days. The deadline for implementation provided by law is 30 days.
To submit a request to the information desk you need:
- find out the location of the nearest office
- fill out an application in which you need to enter information about the wanted person;
- come to the office on time and receive the requested information.
How to make a request on the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs online
Necessary:
- log into the website, select the “Activities” section and click on the “Government Services” tab;
- Select “GUVM MIA of Russia” from the list;
- open the “Providing address and reference data” block;
- in the section that appears, click “Get this government service online”;
- read the agreement and confirm “Get the service”;
- wait for redirection to the Public Services portal and then you need to perform certain actions through your own account.
To simplify, the first step is to use the State Services Internet portal. The process is similar: in the “Categories” section. Next, among the services, you need to find and click “Providing address and reference data.”
Checking the database of courts of general jurisdiction
The search is carried out in the State Automated System “Justice”. There are 2 types of check:
- “On cases and judicial acts” via the website https://sudrf.ru/index.php?id=300#sp.
- “According to the texts of court decisions” via the portal https://bsr.sudrf.ru/bigs/portal.html.

Prosecution
Various types of penalties may be imposed on the passport holder: for untimely replacement of the “crust”, a fine for the lack of “registration” in the passport. A person who illegally disseminates information about someone else’s passport data is punished in accordance with Art. 24 Federal Law of July 27, 2006 No. 152-FZ “On Personal Data”. It indicates the existence of liability for the illegal use of protected information.
According to the norms of Art. 13.14 of the Administrative Code for the disclosure of this type of data, an administrative fine is imposed:
- 500-1000 rub. for citizens;
- 4000-5000 rub. for officials.
So, you can find out a person’s passport details by last name for free from him or her. In other ways, it is possible to obtain this information with the consent of the document owner. When sending a request to the competent authorities, it is necessary to take into account the citizen’s right not to consent to the provision of personal data to third parties. It will not be possible to reliably find out the series and number of a passport by last name via the Internet. The services offered on the sites may be dangerous for the user, so it is not recommended to resort to the help of unverified sources.
Passport registration
After collecting the necessary papers to obtain a passport, a Russian citizen can apply:
to the government services website (only accepting documents and sending them to the Ministry of Internal Affairs).
If a positive answer is received, the citizen receives a dark red book with a golden image of the coat of arms on the cover. The owner needs to clearly understand where the series and passport number are located in the passport, because they will often be in demand throughout the person’s life. This numeric code of 10 digits is placed along the top edge of the second and third pages (the so-called “spread” with the owner’s photo, his place of birth, gender, place and date of issue) and is duplicated along the bottom edge starting from the fifth page, where the place of residence is indicated, reflected on the back cover. There are 20 pages in total in the book.
The numbers are divided into groups: two of two characters, and one of six characters. The first two groups mean the series, and the last six numbers mean the document number in the passport. Example: 37 05 456889, where 37 05 is the series and 456889 is the number. The upper number row is applied in red paint using an exclusive font, and the lower number row is applied using laser perforation (this innovation was introduced in 2007; before that, paint was used). A special font and micro perforation serve as protective elements, along with other methods.
It is interesting that passports, as identification documents with all the information about the owner, began to be issued only in 1906, replacing the charters issued for the internal movements of subjects since the 18th century. A new form of passport appeared in 1932 (issued from the age of 16), and a photograph - in 1937. But only in the early 70s, all residents, including rural ones, received passports of a single type. They were indefinite, and new photos were added at 25 and 45 years.
Until 1972 (the approval of the “Passport Regulations”), alphanumeric codes could be entered into the document, which indicated a criminal record and presence in the occupation. Since 1997 (Presidential Decree and Government Resolution), the replacement of USSR passport books began. Their appearance has changed, four pages and the indication of nationality have disappeared (in the republics, inserts in local languages have been preserved).
The word “series” and the icon indicating the number are no longer printed; these details must be determined independently. They are placed according to certain rules.
