Already in 2021, people in uniform can count on an increase in wages. However, a new principle will be applied when setting salaries. In particular, the fundamental factors in calculating the salary of police officers will be certification, attitude towards the service and personal achievements of the employee.
Features of wage formation
The following components will be taken into account:
- Salary. This is the main part of the salary of an employee of the Ministry of Internal Affairs. However, over the past 5 years, salaries in this department have not been indexed. Starting from 2021, the situation will begin to change for the better, in particular, indexation will be carried out annually, therefore, the size of the regular salary will gradually increase;
- Rank. An important salary increase. The size of this payment will vary between 5-30%, and will directly depend on the qualifications of the employee;
- Experience. This takes into account the length of service of a police officer in the ranks of the Ministry of Internal Affairs. Depending on length of service, this bonus will increase the salary by 10-40%;
- Increasing coefficients. This includes an allowance for special conditions of service. For example, if an employee is sent to a “hot spot”, the salary increases by 100%;
- Additional payment for working with classified documents. If an employee has access to information that falls under the category of state secrets, he is entitled to an additional payment of 10-25%. Similar payments are due to police officers who have state awards;
- Supplement for academic degree. In particular, the salary of candidates will be increased by 15%, doctors of sciences - by 25%;
- Additional payment for filling positions. For filling management positions, a salary increase of 30-50% is due.
In general, as part of the ongoing reform, it is planned to gradually increase the salary of employees of the Ministry of Internal Affairs by 150%.
One-time payment instead of pension
Employees of the Ministry of Defense, Ministry of Internal Affairs, Ministry of Emergency Situations, FSB and other law enforcement agencies, instead of the usual lifelong pension, can receive only a one-time severance pay, which will help them survive while they look for work in civilian life. Such a decision is already being discussed within the Ministry of Finance.
Following the reform of civil pensions, the economic bloc of the government began to think about benefits for security forces. Those who have already retired will not be affected by the innovations. But future military retirees may soon be in for a surprise.
The justification for the next round of pension reform is being prepared by the Scientific Research Financial Institute (NIFI), subordinate to the Ministry of Finance. Judging by the words of the director of the institute, Vladimir Nazarov, they want to radically review military pensions.
“Those who are planning to retire from the military should be offered a normal social contract instead of a pension,” Nazarov said. — When a person finishes military service, if he is not disabled, we must give him money for retraining, give him a large severance pay so that he has enough for a year or two of comfortable life. And after that, as a normal member of society, he may well work at another job,” explained the head of NIFI.
According to preliminary calculations, after such a reform, budget savings could amount to 500-700 billion rubles. per year, if we are talking not only about military personnel, but also employees of law enforcement agencies and the penal system, security and foreign intelligence services, fire departments, investigators, prosecutors, and so on.
Other changes in the structure of the Ministry of Internal Affairs
Among other changes, it should be noted that last year in the Kremlin, the President of Russia issued a decree according to which the number of employees of the Ministry of Internal Affairs should not exceed 894,871 people. This figure is less than the current number of employees.
Accordingly, it is planned to reduce staff in the following ways: merging the penitentiary service and the Ministry of Internal Affairs. Another method is the translation of honey. workers in the Ministry of Health.
Features of a preferential pension for employees of the Ministry of Internal Affairs
Regulations governing payments to employees of the Ministry of Internal Affairs - Federal Law No. 4468-1 of 1993. - disability (obtaining a service-connected disability group is a reason for a salary increase);
- presence of dependents (having wards increases the chances of receiving a larger pension benefit);
- receiving certain awards;
- having access to state secrets;
- the fact of serving in combat areas (the last three circumstances contribute to increasing the chances of receiving an increased state salary).
Promotion procedure and legislative standards
Indexing is carried out according to the proportion of salary increases for existing employees. In 2011, a special reduction coefficient was introduced for pensions - 54% of the amount of salary during the period of service , in accordance with Federal Law No. 306 of November 7, 2011. It was planned to increase it annually by 2% in order to bring the benefit to 100% of the allowance.
However, over the past six years, this value has increased to 72.23%, and subsequently the indexation was “frozen”.
In 2021, significant changes have occurred in this situation. The reason for this was the recalculation of the salaries of existing employees and their increase by 4%, while the reduction coefficient was not affected by the changes. In connection with the implementation of the reform, many different controversial situations have arisen in this regard. The discussion touched on length of service, its increase from 20 to 25 years, and the very existence of a preferential pension for “siloviki”. There was also talk about replacing regular pensions with salaries of different types.
Impact of the 2021 pension reform
Pension reform is directly relevant to all pensioners. It did not bypass the employees of the Ministry of Internal Affairs either. The laws regulating the amounts of new payments are the same as in the general case. This applies to a greater extent to the “second” pension . Namely, the age of beginning to receive old-age insurance benefits for the length of service accumulated in the national economy (for persons with a mixed work history). The age limit will be increased in accordance with the norms of the new pension reform of 2021.
But the basic procedures are prescribed in the laws of Federal Law No. 306 of 2011 and Federal Law No. 4468-1 of 1993. It is these norms that act as specific regulations regarding the procedures for calculating pensions and the amounts of incentives for the dedicated work of employees in the bodies of the Ministry of Internal Affairs.
How much will your pension increase?
The latest increase occurs in January 2021. Logically, former representatives of law enforcement agencies were counting on the next indexation in the first half of 2021. However, this practice did not continue, since the traditional increase in payments will begin on October 1, 2021. Its size will be 4%, and this, according to forecasts, will increase the pension by approximately 1000 rubles.
Recalculation measures will be carried out automatically . This means that an application will not be required. To calculate the increase in allowance, you need to multiply the actual value by 1.04. An important role is played by the issue of increasing the reduction factor.
There is a high probability that this value will remain at the same level and amount to 72.23%. But the final decision on this matter has not yet been made, so perhaps the changes will also affect this parameter.
New rules of the game
The draft law currently being developed by the government on raising the retirement age does not apply to security forces. However, two of our sources in the corridors of power said that in parallel, changes are now being discussed regarding the payment of departmental pensions to law enforcement officers.
There are three scenarios for pension reform regarding security forces:
- Raising the minimum retirement age from 45 to 50 from 2021
- Increasing length of service to 25 years for police officers from 2019
- Increasing the length of service of police officers in the future to 30 years
In mid-June, it became known that the Ministry of Finance, together with the Ministry of Defense of the Russian Federation, were discussing increasing the minimum length of service for military personnel and security officials for retirement.
Increasing the length of service in the Ministry of Internal Affairs to 25 years: latest news today
The reform of the Ministry of Internal Affairs is aimed at improving the efficiency of law enforcement agencies. The envisaged changes in the structure of the bodies will not only improve the quality and technical support of the work of the Ministry of Internal Affairs, but also optimize the financial support of employees, which will affect the salary of police officers and pensions.
As part of the ongoing reform, it is planned to reorganize the structure of the Ministry of Internal Affairs, in particular:
- Accounting staff, psychologists, and personnel officers will be transferred to the rank of civil service.
- Departmental and interdepartmental medical institutions will be abolished, and law enforcement officers will be able to receive medical care in accordance with the law regulating compulsory medical insurance.
- The services of forensic organizations will be provided by federal unitary enterprises removed from the Ministry of Internal Affairs system.
- Branches and departments involved in issuing passports and driver's licenses should be transferred to the subordination of the Ministry of Justice.
In addition, by 2024, all law enforcement officers, including management personnel, will undergo recertification, as a result of which the most qualified employees should remain in the service. The planned measures will help redirect funds to improve the work of the Ministry of Internal Affairs and increase the salaries and pensions of department employees.
Based on forecasts for the growth of life expectancy, which has increased significantly over the past 50 years, pension legislation requires revision and adjustment. This idea was expressed by Dmitry Medvedev at consultations on the new cabinet of ministers in the State Duma on May 8, 2021.

Therefore, one of the most important legislative initiatives that will be submitted to the State Duma in the near future will be a law on increasing the retirement age for the police in the form of raising the length of service to 25 years.
