The question of who has the highest pension in Russia is one of the most popular and interests many Russians. More than a third of the Russian population are pensioners, so this issue is relevant for millions of citizens, especially raising pensions in the new year.

Muscovites' pensions correspond to the capital's level
What kind of pension awaits Muscovites, because, as you know, in the capital the standard of living is much higher than in other cities. The size of the pension will be increased in 2021, the mayor of the city Sergei Sobyanin announced this.
Today, Moscow pensioners receive a larger pension compared to the regions - on average, a non-working pensioner receives about fifteen thousand rubles. But the food basket is estimated at eleven thousand. However, in addition to this, you still need to pay for utilities, medicines and other needs, and doing this with the remaining four thousand is, to put it mildly, problematic. And let’s not forget that fifteen thousand is an average figure, so some people’s real pension may be even lower than the declared one.
Thus, the government has decided to resort to increasing pensions, and this will affect more than one million people.
The pension will be increased in 2021
As you know, pensioners in Russia cannot receive a pension below the subsistence level of the region where they live, therefore, if its amount is still below this level, social is also added to the basic one. In Moscow, the cost of living for 2021 is set at 11,816 rubles - which means this is exactly the minimum pension. In 2021, it was equal to 11,561 rubles - that is, 255 rubles less.
Do not forget that this minimum wage is only for those who have been registered in Moscow for at least ten years.
For residents of the Moscow region in 2021, the pension will also be slightly increased, and the smallest will be 9,527 rubles - 366 rubles higher compared to the previous year.

The minimum pension in Russia is a relative concept, and it cannot be determined exactly. It depends, as mentioned above, on the cost of living, and each region has its own.
According to the Pension Fund, the average Russian pension is eleven thousand rubles. The increase in pensions in 2021 will certainly affect all pensioners - after all, prices for everything continue to rise.
It is impossible to accurately calculate the size of the maximum pension. Its size depends on several factors:
- What was the pensioner's salary?
- At what age did a citizen decide to retire?
- Work experience and its length.
- The former profession of the current retiree.
- The number of contributions that were invested in the Pension Fund.
That is, if a pensioner, upon reaching retirement age (60 years for men and 55 years for women), continues his working activity, he will receive a significant increase in pension. From this we can conclude that the more you work, the larger your pension will be.
To receive an old-age pension, you must have at least nine years of work experience.
Amount of fixed payment to the insurance pension
As of the end of 2021, the fixed pension payment is equal to 4805.11 rubles, which are accrued every month. This amount can be increased if the pensioner is included in the preferential list - then, depending on the category, the amount of the additional payment will be 6246.64-21622.99 rubles. The size of the minimum pension in 2018
The minimum pension will be received by those citizens who have little work experience (or none at all). It is calculated according to age.

The minimum pension in 2021 is below the mark of ten thousand rubles, but this is an average figure that is calculated from the total amount, that is, it must be borne in mind that there will be a huge difference between Moscow and, for example, the Belgorod region.

Every year the Pension Fund reviews the size of pensions of any category. Many pensioners who, despite reaching retirement age, continue to work, were worried about the question of whether their pension would be increased or not. Fortunately, despite the fierce disputes within the Pension Fund and street gossip, pensions for working pensioners will still be increased, even though indexation has bypassed them.
In August 2021, pensions for workers will be recalculated. The maximum pension supplement will be equal to three pension points (the cost of one pension point in Russia is 81.49 rubles, therefore, the pension for workers will be 245 rubles more).
Retirement is a difficult decision for many, especially if the place of work is good and the salary is decent. The size of the pension in our country, unfortunately, is small - so few people decide to leave the workforce at 55 or 60 years old. People are forced to work out of necessity. Therefore, a reasonable question arises: how many problems will a ridiculous 3-point bonus solve? However, this issue should be resolved by the government.

The social pension is negligible - it is barely enough for food. Considering that every year the increase in pensions undergoes minor changes, it is unlikely that anything grandiose can be expected in the near future.

At the moment, there is no clear understanding of whether the principle of automatic accruals will be used in the formation of individual capital. To date, the main principles that have been voiced are:
- the down payment is planned to be zero;
- the amount of voluntary contributions is determined by the citizen himself;
- authorization in the system provides an increase in the annual contribution by 1% per year;
- The number of contributions can be changed in any direction.

Representatives of the Central Bank of the Russian Federation are confident that the pension reform will not burden citizens, but, on the contrary, will allow them to select an individual accumulation procedure for a significant increase in the state pension.
It is planned to introduce benefits for those who join the voluntary savings system. Currently, two types of benefits are offered:
- at the first stage, pension accruals will not exceed 6%;
- possibility of payments to the savings account by third parties;
- The personal income tax rate is planned to be reduced to 10%.

- ensure the correct formation of payments, which will be reflected in an increase in pensions even for those citizens who did not take part in creating savings;
- pension capital is subject to inheritance like any other property;

The latest news of pension reform in 2021 answers the question - at what age will retirement be implemented? Presumably, this will be 63 years for women and 65 years for men. However, this reform parameter has not yet been finalized.
Increase in social pension in 2018
Social pensions will be indexed in April. The government promises an increase in pensions by 2.8% (that is, you can count on an increase from 175 to 495 rubles). Based on these results, it can be predicted that the average pension will be equal to nine thousand rubles.
And here are the specifics: the average social pension will be increased by approximately 350 rubles, disabled children will receive an increase of 495 rubles, the disability pension for military personnel will increase by 481 rubles, and the survivor pension will increase by 418 rubles. For participants in the Great Patriotic War, the pension will increase by 540 rubles.

The following categories of citizens have the right to receive a social pension:
- Disabled people since childhood, as well as disabled people of the first, second and third groups.
- Disabled children.
- Children under eighteen years of age, as well as older ones, studying full-time in educational institutions of all types, until the end of their studies, but not longer than twenty-three years old, who have lost one or two parents, as well as children of a deceased single mother .
- Citizens who have reached sixty and sixty-five years of age.

But if we talk about a real increase, it is unlikely to be equal to the above-mentioned four percent - there is high inflation in the country, and there may simply not be enough money for everyone.
It is also important to note that the size of a military pension depends not only on his length of service, but also on his rank in which he served when he retired. For example, a colonel’s pension can reach 25 thousand rubles - not bad, considering that a “civilian” pensioner receives about eleven.
A new pension reform will come into effect in 2021
According to the latest news, pension reform will be carried out in Russia this year. All main points are planned to be implemented next year. Every year the retirement age will increase by one year.
What changes have occurred in pension reform?
The changes will affect men born in 1959 and women born in 1964 when they retire in 2025. To receive a pension payment, they must reach 61 and 56 years of age, respectively.
It turns out that if a citizen is 59 years old today, then he still needs 2, not 5, years before retirement. For this reason, there is no need to worry too much. It is noted that for current pensioners the rules do not change, and thanks to the program to increase the working age, their pensions will increase by approximately 1 thousand rubles per year.
The corresponding statement was made by Russian Prime Minister Dmitry Medvedev. Pensioners, as before, will receive all other social benefits due to them. As for those for whom retirement is not yet very close, but is already worth thinking about, presidential aide Andrei Belousov drew attention to the fact that this transition will be gradual, and the period will be “long.”

The Russian government intends to begin raising the retirement age in 2021, the reform will take place in several stages, Prime Minister Dmitry Medvedev said at a government meeting. Medvedev added that, according to the new reform, men working in special climatic conditions will retire at 60 years old, women at 58 years old, Ros-Registr reports.
“At the same time, the retirement age of these workers will be calculated taking into account general approaches to the rate of increase in the retirement age.
Thus, the age at which these workers complete special service and have the right to early retirement is fixed, and it will be possible to exercise this right and grant early retirement in the period from 2021 to 2034 and beyond, taking into account the increase in working age and those transitional provisions which are provided,” he added.
Requirements for the length of service of teachers, medical workers, and creative workers within the framework of the pension reform will remain the same for now, Medvedev noted. Now the work experience of these workers is from 15 to 30 years, depending on the category.
What is the essence of pension reform?
The retirement threshold will increase for men by 5 years, and for women by 8 years. Pretty soon, men will have the right to receive a pension at 65 years old, and women at 63 years old.
The increase will occur smoothly, every year a potential pensioner is given a “deferment” of six months, that is, the Pension Fund will finally switch to issuing pensions in accordance with this reform from 2028 for men, and from 2034 for women. The final transition will occur in 16 years.
At what age and year of birth will the retirement age increase?
Men born in 1959 and women born in 1964 can already push back their retirement date on the calendar by at least six months. If you don’t get distracted by the 6-month options, it turns out that, for example, a man born in 1959 will retire not at age 60, but at age 61, and not in 2021, but in 2020.
Starting in 1964 for men and 1972 for women, the transition ends. Men and women apply for pensions at the age of 65 and 63, respectively.
Positive feedback on pension reform
61 regions sent positive feedback on pension reform to the State Duma. This figure, as the Minister of Labor indicated, is actually growing every day. Topilin did not specify which regions made a decision on this matter. RBC previously found out that the Moscow City Duma will not give its response to the initiative yet
61 regions have already sent positive feedback on pension reform to the lower house of parliament. Labor Minister Maxim Topilin spoke about this; his words are given on the department’s website. They must send their recommendations on this matter to the State Duma by July 16.
The Ministry of Labor, as Topilin indicated, is monitoring relevant data. “According to our information, the authorities of 61 regions sent positive reviews to the bill on raising the retirement age to the lower house of parliament,” the minister said, noting that this figure is “growing virtually every day.” “This is a living process,” the head of the department emphasized.
So, on Tuesday, July 10, according to him, the Duma “received a response [regarding this initiative from] the legislative assembly of the Primorsky Territory.” Topilin did not specify which regions have yet submitted their summaries on this matter to the lower house of parliament. “The process is largely ahead of schedule, and there is still almost a whole week until July 16,” added the head of the Ministry of Labor.
The State Duma will finalize the pension reform
The State Duma plans to finalize the pension reform. The lower house of the Russian parliament, together with the professional and expert communities, plans to finalize the government bill providing for increasing the retirement age. This was reported by Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs.
According to her, pension reform needs to be carried out because of the demographic hole that appeared in Russia in the 1990s. The parliamentarian believes that citizens born in difficult times for the country will not be able to provide pensions to those born in the 1960s.
She noted that over the past three years, the Pension Fund deficit amounted to more than three trillion rubles a year. Today, these funds are replenished by the National Wealth Fund, which exists thanks to petrodollars, despite fluctuations in prices in the energy market, which have significantly complicated the situation.
Bessarab noted that in order to provide Russians with decent pensions, it is necessary not only to raise the retirement age, but also to solve the problem of shadow employment of Russians. A significant portion of workers are employed in the shadow sector of the economy, while enterprises still do not pay required contributions for many workers.
Average pension size for individual categories
Pensions in Russia for certain categories are calculated separately.
Payments for disabled people are divided differently for three groups:
- Third group - ten thousand rubles;
- Second group – twelve thousand four hundred rubles;
- The first group receives about fifteen thousand rubles.
Citizens who have been disabled since childhood also receive payments depending on the group:
- The third group - about five thousand rubles;
- Second group – ten thousand rubles;
- The third group - almost six thousand rubles.
The average pension in Russia in 2021 for disabled children is approximately thirteen thousand rubles.
Citizens who live in the Far North received special attention. The average for them will depend on their work experience.
- Citizens who have worked for more than twenty years in the Far North can count on the following pension amount:
- In the absence of dependents and before reaching the age of eighty, the pension amount will be slightly higher than eight thousand rubles, after reaching eighty years - about fifteen thousand.
- If there is at least one dependent, payments will increase to nine and sixteen thousand rubles.
- If two people are supported, the pension will reach eleven and twenty thousand.
- Those pensioners who have more than three dependent people can count on fifteen and twenty-two thousand rubles.
- Pensioners with at least fifteen years of work experience in the Far North will receive the following payments:
- Pensioners under eighty years of age without dependents - seven thousand, after eighty years - up to thirteen.
- One dependent: from nine thousand rubles - up to eighty years, and fifteen thousand - after.
- Two dependents – from ten to seventeen thousand.
- Three or more people are supported - from twelve to nineteen thousand.
Who will get increased pension payments?
Back in the first half of 2021, the Russian Government began to talk about a significant increase in pension provision. The plans were put into practice, there was a promotion. However, prices for utilities and food in stores have increased, as a result of which the increase in pensions has not made life easier for pensioners. It is still difficult for them financially.
Three cases when it is beneficial to recalculate pensions for children
There are several ways to recalculate pension payments. The first is when a pensioner goes to the Pension Fund and writes an application for recalculation because the accrual conditions have changed or other factors are present. The second is automatic recalculation. This means that you don’t need to go anywhere, all changes will automatically take effect.
The following groups of citizens can hope for an increase in pension provision:
- Citizens whose disability group has changed or been removed altogether. For example, a disability of the second group was replaced by the first, or a person was declared fully able to work by the decision of the medical commission. If the disability group has changed from second to first or from third to second, then the pension will increase. If it is withdrawn, the pension provision will become less.
- Retired people who previously officially worked, but wrote a letter of resignation and have no longer worked for three months. In such a situation, to be sure that the pension provision will be greater, it is better to go to the Pension Fund and tell the employees that you are no longer working. After all, it happens that information about dismissal comes a little later, as a result, the pensioner misses one of the indexations.
- People, regardless of gender, who are over 80 years old. In such a situation, there is no need to contact the Pension Fund. The pension will increase by five thousand rubles. We are talking about the insurance part, an increase in the old-age pension.
If a pensioner is entitled to recalculation for children born in the Soviet Union, or he wants to confirm part of his work experience, then he must submit an application to the Pension Fund independently.
