Recalculation of pensions for working pensioners in 2021 - latest news

Russia has had to go through pension reforms many times. This system lacks finances. That's why pensioners constantly complain. In order to somehow regulate the situation, the authorities want to implement one fundamental solution. This concerns the issue of canceling pensions for pensioners who continue to go to work.

What characterizes the pension system in Russia

Today is a rather difficult period for the country's budget. The Pension Fund is required to provide adequate payment of material support to people left without their lost ability to work.

In 2002, the pension system was reformed. Thus, pensions were divided into two categories:

  • state;
  • labor

According to a labor pension, funds must accumulate while the person is working. Every Russian citizen has a special individual insurance savings account.

With a state pension, people who were unable to participate in the accumulation process can expect to receive payments when they become unable to work. This category of people includes military personnel and disabled people.

How is the size of a pension currently determined in Russia?

There are several criteria on the basis of which the final amount of pension payments in Russia is determined.

These include:

  1. Size of work experience.
  2. Insignia and honorary titles.
  3. The number of points accumulated in the insurance account.
  4. Special allowances (for hazardous work, for regional distance, etc.).

Recently, insurance experience points have played a special role in calculating the final pension amount. They are formed and accumulated in the employee’s individual account in the process of payment of insurance premiums by the employer. Thanks to them, after 10 years of continuous work experience, your pension can be more than doubled. All these criteria fully apply to both those pensioners who have retired and those who have decided to continue their work experience.

Important point: In 2021, the average pension in Russia was 13,000 rubles. It is recalculated annually for inflation. It is assumed that even with the partial abolition of pensions for working pensioners, a significant increase should not be expected.

Working pensioners will not receive pensions

Social Security has its challenges. This also applies to the lack of finances to timely pay the pensions necessary for people’s lives. This was caused by gray wages and a low level of employed people.

Currently, the government is striving to find a way that will help optimize the pension system and search for a single solution that will save social benefits.

Attempts to increase the retirement age are ongoing. In addition, additional support for the working person is cancelled.

The idea of suspending pension payments to people who are already retiring but engaged in working activities has been discussed by the government for several years. Based on this, in 2015, deputies began drafting a corresponding bill.

What additional payments are due to a retired employee?

Well, now let’s talk about possible additional payments among the RP:

  1. The increase in points is a maximum of 3 points (about 200 rubles in 2017).
  2. Age 80 – the fixed amount of pension payments is doubled regardless of whether the elderly person is working or not. Payment increases are made automatically.
  3. Additional payment for disability is taken into account on an individual basis.
  4. Increase for dependents - taken into account after submitting an application to the Pension Fund.
  5. The regional surcharge for citizens living in the Far North is of a declarative nature.
  6. Deferment of pension - for each redundant year, the coefficient and value of the fixed amount of payments increases.

  • Exemption from payment of tax contributions (property, land, transport).
  • Free travel on public transport.
  • Additional leave up to 14 days (unpaid).
  • Preferential services in hospitals and clinics.
  • Preemptive right when issuing a voucher to a sanatorium complex.

To receive additional payments and benefits, the RP must contact the Pension Fund of the Russian Federation with an application and a basic package of documents, namely: passport data; pension certificate or certificate; employment history; salary certificate for 60 months (until 2002); SNILS; documents on change of surname.

Providing pension payments to a working pensioner

Today, pensions are paid to all people who have reached retirement age. And those who have received a well-deserved rest, and those who do not want to leave their jobs. They are also provided with an annual increase in pension payments. It is done by employers with the safety of all pension accruals.

In case of unofficial employment, no indexation is given to employees. The government will soon recalculate automatic payments to working pensioners, taking into account their length of service. This increase is considered individual and its figures depend on what indicators the individual has.

How soon will pensions be cancelled?

Officials say there is a huge hole in the state budget, making full social security impossible. Reformations carried out before this related to the following issues:

  • long service payment;
  • the principle of the accumulated base (labor or state pension);
  • increase in seniority;
  • refusal of indexation for employed people.

The ministries are announcing numerous tough and, according to officials, necessary measures. So far they have not been seriously considered. In February, new proposals for reforming the Pension Fund were put forward. In addition to the abolition of indexation, there were a large number of other proposals, for example, the abandonment of fixed payments to working pensioners.

In addition, experts talk about a likely increase in the age required for retirement. In order not to shock the public, innovations will be introduced smoothly and slowly. Analysts do not yet predict any other shocks, however, and this is quite enough for the strong ground under the feet of Russian citizens to shake. They are not ready to approve such initiatives.

Next year, employed citizens will still receive pensions and bonuses, but how long will this state of affairs remain in force? The incomes of Russians are carefully monitored. The authorities seem to be looking for a loophole in order to not give people their hard-earned money, looking for new excuses that crash against the wall of public disapproval. Each year, accumulated insurance premiums will be recalculated. Such strict control is unlikely to benefit citizens.

If you don’t look into the distant future and focus on 2017, the state plans to change the conditions for calculating pensions. Very little is known about their contents. There is an opinion that the budget deficit is far-fetched. It’s just that, against the backdrop of inflation, responsible officials do not want to conscientiously carry out their duties. Citizens can only follow the news and express their opinions as long as anyone is interested in them. After all, staying on the sidelines, a citizen may not even notice how someone allows himself to take away his honestly earned money.

What's next for retirement?

Due to difficult economic times, the need to optimize the budget fund, and the growth of the unemployed, the authorities have to search for unpopular methods to solve problems regarding social payments.

Perhaps next year, pensioners who continue to work may be left without their pensions. Such an innovation will affect mainly those with an annual income exceeding a million rubles. There are not many such people in the country and poor people do not have to worry that they will be left without a penny.

The number of people whose pensions will be blocked is two hundred and twenty thousand. Moreover, the total number of pensioners in the country is forty million.

In addition, a law may soon be passed to increase the retirement age. But this idea is not yet particularly supported. Nevertheless, deputies constantly think about her.

Should I be afraid of cancellation?

Despite the fact that the bill on pensions for working older citizens is already ready, the latest news makes it clear that it may not enter into legal force:

  • Many experts believe that the new law contradicts the clause of the Constitution of the Russian Federation, which states that any citizen of our country has the right to receive compensation based on age. This means that the state imposes an obligation, regardless of whether the pensioner works or not, to pay him a pension;
  • The law is also violated by the norm of international law, so pensions in Russia come to only 40% of a citizen’s real income, which is significantly lower than the standards developed by the International Labor Organization. And in this situation, the cancellation of pension payments is prohibited.

History knows that the termination of pension payments in other states, however, the goal was not savings, but regulation of the employment of the country's citizens. After all, when a crisis occurs and residents’ incomes fall, pensions should not be cancelled, but, on the contrary, increased.

Because It is precisely during economic decline that the state must activate the function of social support for its citizens.

Experts say that the bill will most likely be postponed again next year for an indefinite period, so it is still impossible to give a definite answer about what will happen to the pensions of older working Russians.

Will there be productivity from the planned measures and how long will this be felt?

Some employers try not to pay insurance premiums in full. Because of this, people cannot be provided with a decent pension payment.

This is a very popular topic today. After all, many pensioners with a certain length of service cannot receive high pension payments.

The country has a too backward economy compared to other advanced countries, where people receive decent high wages.

Working pensioners – what else should they expect?

The issue of depriving working pensioners of legal payments is not the only legislative innovation.

Your loan has been approved!

A number of other legislative innovations relating to working pensioners are currently under consideration, namely:

  1. The total amount of payments will be calculated over a period of 12 months, and not on a monthly basis, as was previously the case.
  2. The total amount of pension payments will be reduced.
  3. The length of service of state employees entitled to early retirement will be increased.
  4. Pension indexation will be frozen for 2-3 years (until the Russian economy is completely rehabilitated from the protracted crisis).

Such proposals have not yet found their official confirmation and exist in the form of proposals to parliamentarians. All of them pursue the goal of saving budget funds during a difficult economic situation in the country.

Payment of pensions in 2021

Capable pensioners will also receive their pension funds. The law has not yet come into effect, and working pensioners can, without fuss, receive their bonuses based on the years they have worked. If the pensioner is an entrepreneur, then, receiving unofficial income, they will not make indexation for working pensioners.

Even those persons whose income exceeds a million will be provided with pensions next year, since the resolution has not yet come into effect. But the state will strictly control their income. It is unknown whether the Russian economy will improve from this.

Indexation of payments to working pensioners in 2021

Law and latest news

From 2021, the insurance pension and the fixed payment to it for working pensioners are accrued without taking into account planned indexations. However, the norm does not apply to state and social pensions.

Upon termination of employment, the insurance pension is paid taking into account planned indexations that took place during the period of work. If the pensioner gets a job again after this, the size of his insurance pension will not be reduced, the lawyer noted.

Thus, today the Committee on Labor, Social Policy and Veterans Affairs did not support the bill of its chairman, LDPR representative Yaroslav Nilov. He suggested using a trick: removing working disabled people from the number of recipients of insurance pensions - by analogy with pensioners-guardians, for whom an exception was made). This way they could get indexing back.

“We proposed to remove the pensions of working disabled people from the law - by analogy with working pensioner guardians. Disabled people work in very low-paid jobs. We propose to solve the problem at least in relation to disabled people,” Nilov said.

His committee colleague Olga Pavlova (“ER”) objected, and the argument seems quite cynical (considering that the proposal to return indexation to all working pensioners was rejected): “other categories of working pensioners will perceive this as social injustice.”
