Russia has had to go through pension reforms many times. This system lacks finances. That's why pensioners constantly complain. In order to somehow regulate the situation, the authorities want to implement one fundamental solution. This concerns the issue of canceling pensions for pensioners who continue to go to work.
What characterizes the pension system in Russia
Today is a rather difficult period for the country's budget. The Pension Fund is required to provide adequate payment of material support to people left without their lost ability to work.
In 2002, the pension system was reformed. Thus, pensions were divided into two categories:
- state;
- labor
According to a labor pension, funds must accumulate while the person is working. Every Russian citizen has a special individual insurance savings account.

In addition, experts talk about a likely increase in the age required for retirement. In order not to shock the public, innovations will be introduced smoothly and slowly. Analysts do not yet predict any other shocks, however, and this is quite enough for the strong ground under the feet of Russian citizens to shake. They are not ready to approve such initiatives.
Next year, employed citizens will still receive pensions and bonuses, but how long will this state of affairs remain in force? The incomes of Russians are carefully monitored. The authorities seem to be looking for a loophole in order to not give people their hard-earned money, looking for new excuses that crash against the wall of public disapproval. Each year, accumulated insurance premiums will be recalculated. Such strict control is unlikely to benefit citizens.
If you don’t look into the distant future and focus on 2017, the state plans to change the conditions for calculating pensions. Very little is known about their contents. There is an opinion that the budget deficit is far-fetched. It’s just that, against the backdrop of inflation, responsible officials do not want to conscientiously carry out their duties. Despite the fact that the bill on pensions for working older citizens is already ready, the latest news makes it clear that it may not enter into legal force:
- Many experts believe that the new law contradicts the clause of the Constitution of the Russian Federation, which states that any citizen of our country has the right to receive compensation based on age. This means that the state imposes an obligation, regardless of whether the pensioner works or not, to pay him a pension;
- The law is also violated by the norm of international law, so pensions in Russia come to only 40% of a citizen’s real income, which is significantly lower than the standards developed by the International Labor Organization.
