Pensions in Crimea: size in 2021, indexation, registration procedure, conditions for accrual and recalculation, latest news and changes

Average size of insurance pension in Simferopol and the Republic of Crimea

For each pensioner, pension recalculation occurs annually automatically. The insurance pension is accrued to all non-working pensioners who were previously officially employed. The insurance pension is transferred from the insurance premiums paid for the employee by the employer.

Let us remind you that the insurance pension consists of two parts, one is fixed, the other is calculated based on wages and the number of pension points accumulated. After re-indexation in the new year 2021, the insurance pension increased in the region to 13,500 rubles.

A brief Ukrainian history of pensions for Crimeans

Today, after 2 years from the date of accession, it is possible to assess all the events that took place in the lives of Crimean pensioners, compare the size of pensions and draw conclusions about whether there are improvements in the material security of Crimean pensioners.

Living as part of another state, citizens received a pension established by Ukrainian legislation. Its minimum amount was $112 (3,600 in rubles). This amount was available to pensioners after the 2013 increase.

In the year of growth of the Ukrainian economy - 2014, the pension increased to 1074 hryvnia, but at the same time the dollar exchange rate jumped. The pension amount was $49 (3200). At this time, rent increased significantly (3 times).

In 2014, Crimea migrated to Russia. After reunification, pensions doubled. The increase occurred in stages, by 25%. In addition, when recalculating the equivalent from hryvnia to rubles, an increased coefficient was used.

Thus, after the last increase in 2014, the pension amount was 11,200 rubles. At this time, a law was adopted to regulate the pension provision of Crimean pensioners. According to the law, since 2015, Crimean pensions have switched to “Russian rails”.

2015 – the law on pensions for Crimean residents came into effect. The peninsula began to systematically move towards Russian standards of pension policy. Benefits, allowances, compensation, privileges for titles, well-deserved awards, length of service, etc. were added to the increase in pensions.

Minimum pension amount

Every citizen on the territory of our country has the right to receive a pension; what it will be and in what amount it is calculated depends on individual conditions. Every year, the minimum pension goes through an indexation stage to align it with the inflation rate in the country.

From 2021, to receive a minimum pension, a citizen must gain at least 11.4 pension points, so from February 2021, the minimum pension was 8,400 rubles. The size of the social pension is 5088 rubles, it is also indexed annually.

According to the law, the amount of the minimum pension cannot be lower than the approved subsistence level. If the pension after calculations is less than the subsistence minimum, the pensioner is given a social supplement, which can be regional or federal.

What is the minimum pension in Crimea paid from May 2021

The latest news on the topic of pension payments to residents of Crimea suggests that the likelihood of an increase in the amount of benefits is very high. This is where a simple algorithm comes into play. Each region of the country is obliged to act in accordance with the law and pay pensions to citizens not lower than the subsistence level in the country and in the region. Today, the monthly minimum wage has increased throughout the country, and benefits for pensioners in Crimea will increase. Crimeans will receive an additional payment to their pension in the coming period, but we will discuss how much further.

Let us recall that until 2014, Crimea was part of Ukraine, so Crimean pensioners received pension payments established by Ukrainian legislation. Until 2013, the minimum pension in Crimea was 990 hryvnia, but already in 2014, the Ukrainian government adopted a bill regulating the increase in pension payments to 1,074 hryvnia. This was followed by another wave of increase in pension payments to Crimean citizens by almost 4 times.

In accordance with the legislation on the assignment of benefits to Crimean residents after retirement, from January 1, 2015, federal laws on insurance and social pensions are used on the peninsula. Residents of the peninsula can provide documentation on the amount of salary and length of service if this leads to an increase in the size of the pension. Crimeans can provide documentation in Ukrainian.

  • the minimum payment for a pensioner is 8,370 rubles, and in Sevastopol – 8,842;
  • benefits due to the loss of a breadwinner 5035 rubles;
  • disabled people are given 2145 rubles per month;
  • social is 5035 rubles;
  • military personnel receive about 5,034 rubles;
  • pensioners who continue to work will receive 8,145 rubles.

The regional authorities of the subject are required to approve the size of the MP every year. For Crimea, this figure averaged 8,530 rubles, while in the Russian Federation, the “minimum” pension in Russia was 4,823.35 rubles. The basis for adopting such a pension size for non-working pensioners is due to the fact that the peninsula has a very high monthly minimum wage.

The Government of the Russian Federation pays citizens three types of pensions: state, funded and insurance. The insurance part is compensation for wages that a citizen no longer receives after completing his working career. The funded part is mandatory cash contributions to the Pension Fund from the employee himself or his employer. State pensions are paid to former civil servants, military personnel and astronauts who have worked for at least 15 years.

Cumulative - contributions that a person made throughout his work. A tax that must be paid during the length of service. When you go on vacation, a single amount is accumulated. Residents of the peninsula who received Ukrainian benefits must submit documents, witness statements and statements from work. Documents that evidenced places of work throughout life.

  • collect a package of documents: passport, certificate of residence on the territory of the peninsula at the time of its annexation to Russia, document on wages, insurance number of a personal account, work record book, extracts from archives;
  • come to the Pension Center;
  • submitted papers are reviewed for several days;
  • The complete processing process will take 5-10 working days.

As already mentioned, the lower limit of pension benefits in our country should not be lower than the subsistence level adopted in a particular region. So, for the inhabitants of the peninsula it is about seven thousand. This amount is one and a half times less than the capital level, but Crimeans can boast that they receive almost a thousand rubles more than residents of the Belgorod region.

In November, another indexation of the PM was carried out, which was supposed to increase the size of the pension. As a result of this recalculation, old-age benefits for people who have reached the current retirement age, the minimum pension of Crimean residents in 2021 will be no less than 11,280 rubles, and regional authorities will no longer be able to cut this amount.

The labor pension is accrued only upon reaching the appropriate age, and it is necessary to confirm the presence of work experience with a work book. Registration of pensions takes place in the standard mode in electronic form or during a personal visit to the Pension Fund. Documents must be submitted to the department at your permanent place of residence.

News of the pension system for residents of Crimea

According to official information from the Pension Fund, at the end of 2021, more than 690 thousand recipients of various types of pension payments were registered in Crimea.
As throughout the country, the number of recipients of funds is gradually increasing every year. This forces the state to look for ways to optimize budget expenditures to maintain the minimum guaranteed level of provision for the disabled population. Based on the analysis of federal and regional news, the following conclusions can be drawn about the order of state provision on the peninsula:

  • the social supplement to pensions up to the subsistence level of a pensioner living on the peninsula will remain on the same terms;
  • the average pension in Crimea will increase in equal percentage to the indexation of other groups of federal pensioners;
  • The gradual increase in the minimum required insurance period will not be an exception for residents of Crimea.

In 2021, the average pension payment amounted to about 12,000 rubles, while information for all categories of recipients (according to Federal Law-400 and Federal Law-166) was used for the calculation.

At the same time, the average amount of similar payments in Russia was more than 14,000 rubles, however, it must be taken into account that the calculation used information about recipients of northern payments.

The average pension in Sevastopol in 2021 exceeded the same amount in the Republic of Crimea and amounted to approximately 12,100 rubles (information is provided on the official website of the Pension Fund).

This difference is caused by the increased amount of surcharge for a city with a special status, so the indicated payment in Sevastopol initially exceeds the average amount for the peninsula.
