Pensions for Pensioners of the Ministry of Internal Affairs in 2021 From October 1 Latest News

Monitoring the reform of the Ministry of Internal Affairs

The implementation of amendments to existing legislation should occur in 2021.
How all this will be organized, what innovations may unexpectedly appear - we will find out, as they say, in the process. So there is something to observe and express your opinion. And we all know well that good intentions in the Russian bureaucratic environment are sometimes implemented in a very specific way... We know that the duration of retirement for “civilians” has been increased. According to persistent rumors, the same measure is now proposed for people in uniform. This proposal was formulated by the Ministry of Finance three years ago, but then it was not accepted. Now the state treasury, experiencing serious financial difficulties, will most likely be forced to take this unpopular step and increase the period of possible retirement of Interior Ministry employees from 45 to 50 years, and the “ceiling” regulating length of service from 20 to 25 years.

Raising the retirement age of police officers

The main essence of the transformation is to increase the length of service required to accrue a police pension: from 20 to 25 years. In this case, the gap with ordinary citizens will remain at the level of 15 years, the budget of the Ministry of Internal Affairs will receive funds through savings, and many professionals will remain in the authorities. However, employees of the Ministry of Internal Affairs should not expect changes in 2021: the bill has not yet been developed and has not entered into legal force.

Most police officers now retire at age 45—15 years earlier than their peers working in other industries. But if amendments to the pension law come into force in January 2021, the gap between the retirement age of police officers and other citizens will increase to 20 years. This is a very long time and the reform of the police system will be aimed at reducing it.

How will the Ministry of Internal Affairs pension change in 2021?

Many police officers retire after reaching the age of 45, so they try to continue their work in civilian life. In this case, pensioners receive a power pension, and insurance payments are calculated only upon reaching retirement age.

The question remains open regarding the growth of the reduction coefficient. Most likely, since 4% indexation is planned, it will remain at the same level – 72.23%. However, the final decision regarding the abolition or increase of the cutting coefficient has not yet been made.

Forecasts for increasing pensions for pensioners of the Russian Ministry of Internal Affairs in 2021 - the latest news from the law today

This means that the increase in payments will take place in the old regime from October 1, 2021. Its size will correspond to 4%, which in ruble equivalent means an increase in pensions from 1000 rubles. This recalculation will occur automatically, which means there is no need to contact the Pension Fund with applications.

Of course, this raises a lot of questions for current employees and those who have retired. One of the most pressing questions today is the question of when pensioners of the Ministry of Internal Affairs will receive an increase in their pensions in 2021, and you will get the answer to this in this article.

Will Ministry of Internal Affairs pensions increase in 2021 or not: how much will the increase be?

After the adoption of such a project, military pensioners are guaranteed to receive increased payments next year. According to preliminary estimates, pensions will increase by approximately 6.3%. This amount includes planned indexation in accordance with 4.3%, as well as an additional increase of 2% according to the law of 2021, according to which payments of pension benefits to military personnel must necessarily correspond to the amount of financial allowance during service.

The draft law currently being developed by the government on raising the retirement age does not apply to security forces. However, sources in the corridors of power said that in parallel, changes are now being discussed regarding the payment of departmental pensions to law enforcement officers, the gosrf.ru portal reports.

Indexation of pensions for pensioners of the Ministry of Internal Affairs 2021

The indexation coefficient for 2021 will be 4%, and although it certainly cannot be called too high, the rate of depreciation of goods will also not be too high, because preliminary expert forecasts indicate that inflation will also remain at the level of 4-5%. However, the question of the size of the indexation coefficient still remains open, because recently the authorities decided to give Russian pensioners a “gift” and index pensions to the inflation rate of 2021, when it was decided to cancel this event due to the crisis. In this case, the increase in pensions for pensioners (employees) of the Ministry of Internal Affairs in 2021 will be quite impressive, because inflation at that time was quite high, but today this issue has not yet been finally resolved, because it requires a lot of money, and additional funding resources are available there is no state budget.

According to the developers, including experts, such a decision will allow retaining personnel in the ranks of the Ministry of Internal Affairs, and will also raise responsibility to a new, higher level. Although, in their opinion, it is worth thinking about the likelihood of an increase in the unemployment rate, which is extremely undesirable.

Length of service in the Ministry of Internal Affairs since 2021 25 years, latest news

It’s one thing when people rally for the ideals of democracy that are still little understood in Russia. It’s another matter when the reason for protests is raising the retirement age. Psychological “pumping” of Interior Ministry employees in the second case will be less effective. They will sympathize with people anyway. If we now increase the length of service in the Ministry of Internal Affairs to 25 years, the police will not see any difference between themselves and the protesters.

Other considerations speak against increasing seniority, at least for the time being. The Ministry of Internal Affairs is one of the main pillars of power within the country. It is the police officers who harshly suppress any attempts by people to express dissatisfaction with the existing political regime. It is still unknown how people will respond to raising the retirement age. Perhaps the police will have a significant increase in work to disperse rallies. And the authorities should not yet give the police reasons to sympathize with the protesters.

However, after almost 2 years, no official response to this instruction was received.

The changes made during the pension reform did not become spontaneous decisions. The fact is that they have been talking about increasing the retirement age for several years in a row. This topic was first raised back in 2021. This was mentioned in passing at the time, but in general the issue concerned the pensions of employees of the Ministry of Internal Affairs. However, it was shelved until the last moment.

The bill's details do not indicate the date of entry into force, but the text of the document mentions January 1, 2021. This suggests that if this act passes all readings in 2021, the reform of the Ministry of Internal Affairs will begin to take effect in 2021. What types of security exist for employees of the Ministry of Internal Affairs?

The Pension Law provides for several types of pensions for employees of the internal affairs system of the Russian Federation.

From Art. 5 clause a,b of Federal Law No. 4468-1 of 02/12/1993 follows the following types of pensions: pension to an employee for long service, if they reach the required length of service; disability payments if employees become disabled while serving in government agencies; survivor's pension, in the case of this type of pension, the payment is due to the family of the deceased employee;

Pension payments based on length of service

One of the most well-known payments in the authorities is a long-service pension; employees of certain departments of the internal affairs bodies are entitled to receive it.

There are several aspects to receiving a long service pension:

  • if you have the necessary length of service;
  • upon reaching a certain age in service, achieving the required length of service and duration of work in the authorities;
  • In such cases, a pension is assigned for the following reasons for retirement:
  • the employee has reached the age limit that allows him to serve in the authorities;
  • the employee is sick or has a health restriction to work in government agencies due to a military injury;
  • dismissal occurs due to staffing and organizational events.

Many periods of an employee’s service are counted toward the service period under preferential calculation:

  1. serving in “hot spots”;
  2. serving in criminal investigation agencies and operational activities;
  3. participation in activities to prevent terrorist operations in the North Caucasus.

By disability

The category of disability pension is paid when injured during service in the internal affairs system or no later than three months after dismissal. It is possible to receive a disability pension later than the specified period if the disability was received as a result of working in the authorities in accordance with Art. 19, section III of Federal Law No. 4468-1.

There are several categories of citizens entitled to disability insurance payments:

  • citizens who have become disabled due to injuries, concussions, mutilations received on the territory of military conflicts, on front-line sections of railways, and on the territory of military equipment and defensive buildings;
  • persons whose disability resulted from wounds and mutilations received during their stay in the people's defense units and destruction battalions;
  • persons who were injured during the performance of official duties.

At the same time, the disability pension does not depend on the size of the employee’s total work experience if the disability was acquired during service in the authorities.

The size of the pension is regulated by the employee’s certain degree of disability:

  1. Disability groups I and II, received as a result of military injury - 85% of certain amounts of monetary allowance;
  2. Group III, received as a result of military injury - 50% of the amount of monetary payment;
  3. I and II disability groups received due to illness during service in the authorities - 75%;
  4. III disability group for the disease - 40%.

Provision in case of loss of a breadwinner

This type of pension is assigned to the family of a deceased internal affairs employee if the employee died while serving in the authorities or no later than 3 months from the date of his retirement.

It is also possible to receive a pension at a later date with proof of injuries received as a result of work in the Ministry of Internal Affairs.

Disabled citizens, including spouses, have the right to receive a family survivor's pension if they are the main source of income due to the death of the breadwinner.

These family members are:

  • children, brothers, sisters, grandchildren of employees of the Ministry of Internal Affairs who are under 18 years of age at the time of death of the breadwinner;
  • parents and spouses of the deceased, if their age has not reached a certain threshold - men are 60 years old, and women are 50 years old, or they are disabled;
  • close relatives of the deceased, if they are on leave to care for a child who was under fourteen years old at the time of the death of the breadwinner;
  • grandfather and grandmother of the deceased, if they have no other relatives left besides the deceased who can support them;
  • adopted children of the deceased have the same rights to receive insurance as natural children;
  • stepfather and stepmother, provided that the upbringing of the deceased breadwinner lasted more than five years.

Pension amounts are based on Art. 36 clause a, b of Federal Law No. 4486-1:

  1. families of citizens who became disabled while serving in the Ministry of Internal Affairs - 50% of their allowance;
  2. families of citizens who received a disease acquired during their work in the Ministry of Internal Affairs - 40% of the monetary amount.
