Firefighter salary: what it consists of and what is the size

One of the most respected professions in Russia is the work of a firefighter. Great responsibility, dedication, strength, special skills - all this should be paid at the highest level. Despite this, the salary of a firefighter in the Russian Federation is not so high, since the specialization belongs to the country’s public sector. To learn more about the salary of people in this profession, you need to familiarize yourself with job responsibilities, titles, bonuses and salaries by region of the country.

Job responsibilities and working conditions of fire department workers of the Ministry of Emergency Situations of Russia

The responsibilities of a fire department employee of the Ministry of Emergency Situations include not only responding to calls and extinguishing fires, but also much more. For example, according to the law, a firefighter is obliged to:

  • extinguish fire;
  • save people and their property during a fire;
  • eliminate the consequences of emergencies and disasters;
  • dismantle dilapidated structures after emergencies;
  • provide first aid to victims;
  • monitor the good condition of equipment and ammunition;
  • serve at posts and on guard duty.

There are a number of positions in the fire department, for example, guard service officer, interior firefighter, senior rescue instructor, smoke protection service instructor, respirator officer, squad commander. There are also senior positions, including the head of the department, his deputy, engineers, department inspectors, unit chiefs, and guard chiefs. Depending on the employee’s position, his earnings will vary: for example, the head of the fire department earns more than an ordinary firefighter-rescueman.

The schedule for the fire department starts at 6 am. First, employees get dressed, then go to exercise. After this, they pass the duty and sum up its results. A new team takes over, and before lunch the employees engage in physical training. After lunch, there is a theoretical training of actions in case of fire, then it is time for chores and rest. Lights out at 23:00.

Salaries in Moscow

Today, 50-55 places remain vacant in fire departments and detachments in Moscow and the Moscow region. The Ministry of Emergency Situations is recruiting employees for fire safety measures. These include preventing and extinguishing fires, eliminating emergencies, carrying out emergency rescue and other emergency work. Almost all vacancies have salary offers in the amount of 14.5-55 thousand rubles.

Minimum salaries are fixed in the State Public Institution of the Moscow Regional Fire and Rescue Service (Dubna) - from 14.2 thousand rubles. The highest incomes are promised to applicants for the position of firefighter in the 28th specialized unit for extinguishing large fires (Moscow) - 35-55 thousand rubles. The average monthly salary of Moscow firefighters is 30-40 thousand rubles.

Firefighter salary composition

To find out how much fire department employees receive, it is necessary to understand what the salaries of people in this specialty are made up of: the standard salary due to employees by law is taken as the basis, and allowances are made to it, which make up a third of the total earnings. Remuneration consists of the following parts:

  • Fixed salary. Its size is determined by the rank of firefighter. For example, an ordinary fire service rescuer receives less money than a junior sergeant, captain and colonel.
  • Bonus for maintaining state secrets.
  • Allowance for length of service and work experience.
  • Supplement for work in areas with harsh climates.
  • When receiving a qualifying higher education while working, firefighters also receive a 20% bonus.
  • If duties were performed in life-threatening conditions where one could die, the employee may qualify for a bonus of 100% of the salary.

Each employee is paid according to the established employment contract. Also, employees have the right to receive a sanatorium-resort type benefit in the amount of one fixed salary.

Salaries by position and rank

The salary of firefighters in Russia is determined by the position of the employee. Obviously, the heads of the fire management service receive the highest salary, while the lowest salary will be for an ordinary rescuer. Some examples of salaries by rank:

  • colonel - 13,000 rubles;
  • lieutenant colonel - 12,000 rubles;
  • lieutenant - 10,000 rubles;
  • sergeant - 6500 rubles;
  • private – 5,000 rubles.

However, the amount of remuneration depends on the vacancy. For example, in the fire department the average salary is 20,000 rubles, in the fire department - 25-30,000 rubles. The driver of a fire truck receives 15-20,000 rubles, and the head of the unit - from 30 to 40,000 rubles.

Monthly salary increments

According to labor legislation, special bonuses called allowances are added to the fixed salary of a firefighter. They involve adding a certain amount of money to the basic salary for special working conditions:

  • For years of service. Employees who have been working in this field for 2 to 5 years earn 10% more than those who have just joined the department. If you work from 5 to 10 years, 15% is added, from 10 to 15 years – 20%. If a firefighter has been working at an enterprise for 20 to 25 years, he receives a bonus of 30%, from 25 years or more - 40%. The order for the percentage increase is issued once.
  • For the qualifying title. Third-class specialists are paid 5% above the salary, for the second class a 10% bonus is provided, and for the first – 20%. The highest qualification rank requires a 30% bonus.
  • For special conditions of service. This includes the large amount of work that firefighters do as part of their job. When extinguishing fires at special facilities, a 20% surcharge is provided, if the facility is located in Moscow - 50%. For the position of an interrogator, the bonus is 20%, for the duty guard supervisor - 20%, the total bonus when added together should not exceed 100%.
  • For state secret information. 25% is given to those employees who work with information of special importance, 20% is paid to those who work with information marked “top secret”. Employees who deal with information marked “secret” receive a 10% bonus.

Such bonuses are paid every month, starting from the moment when the corresponding order was signed.

Bonuses and other incentive payments

A firefighter performing his duties is entitled to receive a bonus. There are several types of awards:

  • for conscientious performance of duties;
  • for special achievements in service;
  • payments to rewards.

For conscientious performance of duties, each employee can receive a bonus of 25% to the fixed salary. The bonus will not be paid if the employee is on maternity leave, leaves the service for negative reasons, or is at disposal. Vacation does not affect the availability of this type of bonus.

For special achievements in the service, firefighters are entitled to receive a fixed bonus or percentage of their salary. For example, if you have a professor's degree, there is a 20% premium, if you have a candidate of sciences degree - 3,000 rubles, doctor of sciences - 7,000 rubles. Associate professors and senior researchers can claim a 5-10% bonus. For having the title of master of sports, bonuses from 15 to 60% of salary are also awarded. All employees are rewarded for having awards.

Financial assistance and compensation

The amount of financial assistance for firefighters is at least 1 salary per year. Financial assistance can be issued at any time, but is often provided when writing a leave report. If the report is motivated, then the amount of assistance can be increased to 5 salaries.

Monetary compensation is also provided for performing duties in excess of the established working hours:

  • on weekends and non-working days, overtime work is paid double;
  • For night work, payment is made at the rate of 20% of the official salary for 1 hour of work.

Thus, the salary of firefighters consists of the listed factors, allowances and bonuses. The total amount is formed based on these indicators and is paid monthly.

What affects income

There are several factors that have a direct impact on the level of wages:

  • job title;
  • base salary, varying depending on area and coefficients;
  • experience. Starting from the second year of service, an allowance for length of service appears in the Ministry of Emergency Situations;
  • skill level. As it increases, so does the salary;
  • bonuses;
  • surcharges for special conditions and processing;
  • employee category.

Reference! In Russia, fire safety is ensured by two types of workers: full-time, certified (military) and civilian.

The rate is established by Decree of the Government of the Russian Federation No. 128 dated February 16, 2013, as amended. from 09/23/2020.

In addition to the basic job rate, a salary is paid for a special rank, if it has been assigned. For example:

  • private – 5,000 rubles;
  • ensign – 8,000 rubles;
  • lieutenant - 10,000 rubles;
  • captain - 11,000 rubles;
  • major - 11,500 rubles;
  • colonel - 13,000 rubles.

After setting the rate, surcharges are added to it, which, like the base itself, are subject to increase at the expense of regional coefficients:

  • for length of service;
  • for category, rank (qualification level): third class specialist – 5%, second – 10%, first – 20%, highest – 30%;
  • for difficult conditions;
  • for work with information that is a state secret - 10–25%. For such employees, an additional bonus for length of service of 10–20% is also provided.

All payments are regulated by Order of the Ministry of Emergency Situations of Russia No. 195 dated March 21, 2013, as amended. from 12/11/2019. Some of them are worth dwelling on separately.

There are many surcharges for difficult conditions. Among them for service:

  • in the central office of the Ministry of Emergency Situations - 65%;
  • at Baikonur – 100%;
  • in positions requiring foreign language proficiency – 15%;
  • in units directly involved in eliminating forest fires - 20%;
  • in the national crisis management center - 60%.

Compare with additional payments for contract soldiers in the army.

After adding additional payments to the salary, the resulting amount is multiplied by the regional coefficient established by Decree of the Government of the Russian Federation No. 1237 dated December 30, 2011, as amended. from 05/21/2020. The complete list can be found in the specified document.

In addition to the coefficients for work in the Far North, percentage bonuses from 30% (for example, the Republic of Khakassia) to 100% (Aleutian region of Kamchatka) are applied.

But that's not all. There are a number of additional payments calculated from the base rate (taking into account the salary for military rank):

  • bonuses for conscientious work - up to 25%;
  • incentive payments for special achievements – up to 100%;
  • for performing tasks involving risk to life in peacetime - up to 100%.

This is interesting! It is believed that people first formed teams to put out fires in England, and this was an initiative of insurance companies who wanted to reduce losses in catastrophes. It is not known exactly, but firemen supposedly appeared in 1722.

Here are some examples of real salaries:

  1. A young man living in Yekaterinburg has the rank of private. His income after 3 years of service and qualification as a 3rd class specialist, excluding bonuses, consists of the following components:
  • base rate – 11,000 rubles, because the city is home to more than 100,000 people;
  • salary for military rank - 5,000 rubles;
  • for length of service 10%, or 16,000 × 0.1 = 1,600 rubles;
  • additional payment for qualifications – 5% or 800 rubles;
  • there are no allowances for difficult conditions;
  • regional coefficient – 1.15.

As a result, his salary is: (11,000 + 5,000 + 1,600 + 800) × 1.15 = 21,160 rubles.

  1. A man with the position of senior firefighter, the rank of colonel, with the qualification level of an employee of the highest category, has been working in Novy Urengoy for 17 years. His income consists of:
  • base rate – 11,500 rubles, because the city's population is 118,000 people;
  • salary for the title - 13,000 rubles;
  • for length of service 25%, or 24,500 × 0.25 = 6,125 rubles;
  • for qualifications – 30%, or 7,350 rubles;
  • bonuses for direct participation in extinguishing forest fires 20% - 4,900 rubles;
  • coefficient for the region – 1.5;
  • percent for service in the Far North (80%) – 24,500 × 0.8 = 19,600 rubles.

Thus, the salary is: (11,500 + 13,000 + 6,125 + 7,350 + 4,900) × 1.5 + 19,600 = 83,912.5 rubles.

Reference! The maximum income, taking into account a bonus of 25% for an employee who actually goes to fires and has served for more than 25 years, is possible if he is a colonel, a squad commander and works in a city in the Far North with a coefficient of 2. The amount will be 111,250 rubles.

Salaries of certified and civilian firefighters in the Russian Federation: differences

There are two concepts - civilian fire workers and certified workers. The first category represents employees working under an employment contract and without a specific title. Certified firefighters represent a group of people who have completed military service, served in the Russian Guard or other military departments. Volunteer firefighters in Russia receive less than certified ones, since the latter’s salaries are derived from the federal budget. This is due to the presence of the title, but the situation cannot remain like this. A certified firefighter receives 25,000 rubles, while a civilian worker receives 15-20,000 rubles. Recently, the government has drawn attention to this situation and promised to resolve the issue as soon as possible.

Salary of firefighters in the Ministry of Emergency Situations

The average income of employees of the Ministry of Emergency Situations departments involved in eliminating fires is 25-40 thousand rubles per month. The salary in the Ministry of Emergency Situations consists of:

  • fixed income;
  • income by rank;
  • allowances, bonuses.

Speaking about income in the Ministry of Emergency Situations, it should be remembered that in this department there is a clear distinction according to the status of employees. Professional firefighters, personnel of the Ministry of Emergency Situations, managers are employees of the department. Civilian units and service personnel are workers. The income of workers is significantly lower than that of employees.

Firefighters' salary in some regions is 10-15 thousand rubles in the absence of most additional payments.

Factors influencing salary

The earnings of fire department employees are based on the amount of salary, allowances and bonuses. In case of violation of the employment contract or failure to fulfill obligations, the employee risks losing part of the bonus, which is stipulated in the terms of the contract. The following factors influence the salary:

  • job title;
  • rank;
  • rewards in the process of work;
  • length of service;
  • special working conditions;
  • difficulty and danger when performing work;
  • availability of an admission form;
  • bonuses;
  • reduction of premiums for violations.

The size of a firefighter’s salary is also determined by the category of the employee - whether he is military or civilian. Often, civilian workers are considered service personnel and their salaries are lower, while military firefighters have passed the appropriate certification and can claim a high income.

What does salary depend on?

First, let's return to the question that wages consist of several factors, salary, additional payments and allowances. In general, if you add up all the components, the average salary is from 20 to 40,000 rubles, depending on the status of the employee, and this salary is received only by those employees whose work is directly related to the elimination of fires.

Also, the salary will depend on the status of the fire department employee, that is, if he is a civilian worker or a full-time employee. A full-time employee is a certified professional lifeguard, and his income is higher. A civilian employee is a service personnel; their wages are 2 times less. By the way, if we talk about the average salary of civilian workers, it ranges from 15 to 20,000 rubles on average in Russia.

By the way, the government drew attention to the large difference between the income of civilian workers and full-time employees, so it is planned to reduce this difference. . Thus, how much firefighters earn in Russia is a controversial question.

The highest salary in the Altai Territory reaches 64,000 rubles, in Moscow and St. Petersburg 40,000 rubles, in the regions around 30,000 rubles. In addition, the salary will depend on many factors; when joining the service, an ordinary employee will receive a minimum salary; as he moves up the career ladder, his income increases approximately 2 times, thanks to bonuses for length of service and rank increases.

Additional conditions and benefits

Since fire department employees are exposed to physical stress during their work activities, they are entitled to health benefits. For example, in order to reduce the risks of negative impacts on health, employees are provided with free medications, assignment to department clinics, and vouchers to sanatoriums for medical reasons.

Each employee is provided with uniform: helmet, suit made of heat-resistant materials. Employees in need of improved housing conditions may be provided with housing. Those who work on shifts are also provided with a place to live. FSP employees are provided with travel documents, as well as free clothing allowances.

What do firefighters' salaries consist of?

The approaches to generating income for firefighters are similar to those of rescuers. It consists of:

  • salary determined by position;
  • salary received depending on class.

Also, wages are based on the following working conditions for fire department employees:

  • special achievements;
  • working with classified data;
  • bonuses;
  • regional coefficients (indicate the potential level of danger of work).

These amounts are used to accrue bonuses and funds received based on the results of the length of service. In climates that involve difficult working conditions or threats to the lives of fire service employees, special increases are offered.

Hiring to fire departments: requirements for candidates, documents

The fire department is a budgetary organization; in addition, it mainly recruits personnel who have served in the army. To apply for employment in the fire department, you must meet a number of requirements:

Firefighter work and service

Many fire departments require employees who have served in the military. This indicates not only good physical fitness, but also relevant skills. It is necessary not only to be able to extinguish a fire, but also to react correctly to various stressful situations, to have endurance and stamina. Many young people get hired as contract firemen. This means that in the process of carrying out work they undergo military service.

To become a contract firefighter, you must go through a rigorous selection process, but young people are not afraid of this. After all, in recent years, employees of the Ministry of Emergency Situations have received good wages, decent benefits and bonuses. The candidate must be familiar with safety rules, have certain skills, and also improve them during service. Over time, such an employee can increase his rank and qualify for increased earnings.

Long service retirement

A firefighter can retire if he has worked for at least 15 years. This procedure is called superannuation. The term of 15 years is established for employees of the Ministry of Emergency Situations; for fire department employees it is increased to 25 years. Pensioners are provided with payments on a general basis. Mandatory conditions for employees will be:

  • age at least 50 years;
  • service in the State Fire Department for at least 25 years.

Early preferential retirement is provided to fire truck drivers, squad officers, dispatchers, unit commanders - such categories do not care about retirement age. Only employees of the Ministry of Emergency Situations have the right to a preferential pension, it averages 21,000 rubles.

What kind of pension can you expect?

Firefighters can retire after reaching 50 years of age or based on length of service - having at least 25 years of special experience in a specific position. Persons who have worked for at least 15 years as rescuers in professional emergency services are granted an old-age insurance pension upon reaching the age of 40 years.

The assignment of benefits and allowances is regulated by Article 5 of Federal Law No. 69, according to which the fire service is divided into regional and federal. Federal service workers are entitled to more benefits because their work activities are recognized as more dangerous and complex.

The monthly pension amount depends on:

  • the amount of wages during the working period;
  • titles and categories;
  • total work experience.

As of 2021, the average pension of a Russian firefighter is about 21,000 rubles.

Review of salary statistics for firefighters in the Russian Federation

To understand the dynamics of recent years, you need to pay attention to the statistics on wage payments to fire department employees. For example, in July 2021, firefighters received an average of 26,000 rubles, while in August of the same year, income increased to 30,000 rubles. Starting from November 2021, a firefighter’s salary is 30-35,000 rubles.

The incomes of different categories of employees differ. For example, ordinary firefighters receive 20-30,000 rubles. At the same time, the driver earns 20,000 rubles, and the head of the fire department - 40,000 rubles.

Salaries by regions of Russia

To accurately determine what salaries the Ministry of Emergency Situations has, it is necessary to say that the salary of fire service employees can differ significantly depending on the region of service. Below are the average wages throughout the Russian Federation:

  1. January – 16.5 thousand rubles;
  2. March – 15 thousand rubles;
  3. April – 29 thousand rubles;
  4. May – 23 thousand rubles;
  5. June-July – 25 thousand rubles;
  6. August – 24 thousand rubles.

The highest salaries are observed in the Moscow and Leningrad regions. For example, the average salary of a firefighter in Moscow is about 40,000 rubles. For other regions, this figure ranges from:

  • Yaroslavl region - about 30,000 rubles;
  • Yamalo-Nenets District and the Chechen Republic - up to 50,000 rubles;
  • Altai Territory – 64,000 rubles.

Salary of a firefighter in Moscow, St. Petersburg, other Russian cities and regions

Firefighters in Russian regions and cities are paid differently, including depending on the size of the locality. For example, the highest salaries will be in Moscow and the Moscow region - 50,000 rubles, followed by the Leningrad region - 43,800 rubles. The list below is presented as follows:

  1. Yakutsk – 47,200 rubles when working on a rotational basis.
  2. Irkutsk – 45,800 rubles.
  3. Vladimir - 35,000 rubles.
  4. Krasnodar – 34,500 rubles.
  5. Yaroslavl – 30,000 rubles.
  6. Komi Republic – 30,000 rubles.
  7. Saratov region – 18,000 rubles.

Residents of the Far North, Far East, and large cities can count on the highest earnings.

Allowances, bonuses and benefits

In addition to fixed wages, in Russia there are various monthly allowances:

  • For years of service.
  • Per category or class.
  • For work with documents constituting state secrets.
  • For special achievements in service.

In addition to allowances, there is a benefit in the form of subsidies for the construction and purchase of housing, for medical and sanitary services, and increased insurance payments. Insurance payments have been increased in the event of injury or death while performing duties. If you compare how much a rescuer earns in Moscow and in the regions, the difference will be significant. If in the regions the average salary of a rescuer is 25 thousand rubles, then in Moscow it is 60 thousand rubles.

Fire Department Salary Increase Program

After the financial crisis hit the country, there was no talk of increasing wages. But over time, the state made attempts to get out of this situation, so the minimum wage had to be increased in the future. In 2012, a decree signed by the President of the Russian Federation came into force. It states that it is planned to increase salaries by 20% for some public sector specialties.

Due to the fact that there is not enough money in the budget, the increase in the income of firefighters will not be as originally planned. The authorities are doing everything possible to ensure that officials from low to high ranks receive adequate income. Looking at the dynamics of recent years, one can note the percentage increase in earnings, albeit in a small amount. In 2021, it is planned to index salaries; according to this procedure, salaries will increase by 4-5%.

Salaries of employees of the Ministry of Emergency Situations and other law enforcement agencies of Russia: what is common, the difference

So, today a firefighter receives from 20 to 50 thousand rubles. If we compare this situation with the salary of employees of other law enforcement agencies, the picture will be like this: a police officer receives an average of 35,000 rubles, but this figure varies depending on the region. A few more examples:

  • employees of the Ministry of Internal Affairs - 37,500 rubles;
  • head of security service - 40,000 rubles;
  • tax inspector – 15,000 rubles;
  • warrant officer of the Federal Penitentiary Service – 8,000 rubles.

In most cases, an employment contract is concluded before applying for a job, but some non-departmental organizations offer negotiated wages. The number of people wishing to get a job in law enforcement agencies is growing every year, because they offer good social benefits, allowances and benefits.

How is the salary of an employee of the Ministry of Emergency Situations determined?

The level of income of an employee of the Ministry of Emergency Situations depends on the position he occupies and consists of several parts:

  • Basic salary - its sizes vary markedly in different regions.
  • Longevity bonus is awarded to those who have worked in the Ministry of Emergency Situations for 2 years or more.
  • Long service allowances. One of the main advantages of public service is the constant increase in employee income due to receiving additional payments depending on length of service, which every employee of the Ministry of Emergency Situations can count on.
  • Additional allowances and compensation for special working conditions. Often, work in the Ministry of Emergency Situations can be associated with increased danger and health risks, with exposure to many harmful and unfavorable factors, and taking them into account, employees must receive all the necessary guarantees, expressed both in increased wages and in the provision of additional benefits.
  • Monthly, quarterly and annual bonuses and incentives. Depending on the efficiency of conducting activities, as well as the use of federal budget funds, employees of the Ministry of Emergency Situations may be additionally rewarded with bonuses.
  • Qualifications.

Assessing the actions of the authorities, experts directly state that the cuts were of a formal nature, that is, the Ministry of Emergency Situations lost many qualified employees so that officials could report on the implementation of the president’s order. A similar situation is observed in all structures where employee salaries were supposed to increase by 2021, which is said to be several times higher.

Leaders from the federal center of the Ministry of Emergency Situations justify their actions by fulfilling the order of the president.

But how justified are their decisions? The Kremlin has indeed ordered cuts to staff positions, bringing the total number of employees to 20,300, as part of a program to optimize and increase salaries. But the “plan” was significantly exceeded (17,043 employees remained) by the beginning of 2021.

The following divisions are distinguished by functional responsibilities:

  • airmobile detachment of the Ministry of Emergency Situations - search for missing people and their rescue;
  • – a special forces unit operating in situations of increased complexity;
  • fire brigades of the Ministry of Emergency Situations;
  • evacuation and “landing” detachments - units equipped with aviation equipment that transport personnel and cargo to the site of the rescue operation;
  • other special forces whose list of tasks includes monitoring and control of various activities and objects.

Regardless of which structure the Ministry of Emergency Situations employee belongs to, his salary in 2021 is formed by adding the following values:

  1. Job salary.

Will there be a reduction in staff at the Ministry of Emergency Situations?

According to the latest data, reform in the Ministry of Emergency Situations is planned for 2021. It involves a reorganization of the structure, which may entail a reduction in employees. According to some sources, the dismissal will affect 10% of all employees. Experts say: if a person worked part-time in several structures, it will be easier for him to keep his job, otherwise the employee will be laid off and will have to look for a new job.

In 2021, changes occurred: 4 regional centers of the Russian Ministry of Emergency Situations, located in the Central, Siberian, Southern and Northwestern districts, were liquidated. The employees were asked to leave voluntarily, while they were offered vacancies in territorial centers. Despite the presence of shoulder straps on the majority of certified workers, the staff of these regional centers was eliminated.

Salaries of firefighters in other countries of the world

It is obvious that emergency workers and fire rescue workers deserve high earnings, but this is not realistic in every country. To compare the indicators, let’s look at a selection of salaries in different countries of the world:

  1. Germany – from 2000 dollars.
  2. Ukraine – 7500 hryvnia.
  3. America – $2500.
  4. Poland – 1100 dollars.
  5. UK – 2000-4000 dollars.
  6. France – $1,700.
  7. Greece – 900 euros.

Earnings vary, and the level of income directly depends on inflation and minimum food prices. In Germany, firefighters are entitled to one-time payments; here they also give bonuses for the title of honorary hero. Question to Putin about the low salary of a Saratov firefighter

Not long ago, in a direct line with the President of the Russian Federation, a Saratov firefighter asked Vladimir Putin whether it was possible for a firefighter in the Saratov region to receive 8,000 rubles and at the same time sacrifice his life every day. To this question, the president replied that there was injustice, and also promised to give orders to the government to index the salaries of fire department workers from January 2021.

According to feedback from people working in the fire protection system, recently there has been a slight increase in the percentage of income premium, but it is not enough to cover the risks that workers experience when fighting fires. The government promises that in the near future the work of firefighters will be appreciated.
