Why do you need a foreign passport? It is necessary for citizens of the Russian Federation to travel abroad. This is an official document identifying a citizen outside the Russian Federation. This document is checked by border guards when leaving the Russian Federation and when returning to the territory of the Russian Federation from a trip abroad.
There are only a few countries and territories where you can get without a passport. These are Belarus, Kazakhstan, Kyrgyzstan, Abkhazia and South Ossetia. So the rest of the huge world will be accessible to you only if you have a foreign passport.
Types of international passports
Currently (2018) there are two types of foreign passports:
- a new type international passport (biometric international passport) - issued for 10 years.
- old-style international passport - issued for 5 years.

What is the difference between new and old passports?
Currently, you can apply for a passport of both the old and new type - it all depends on your desire, since there is no forced exchange of documents of the previous generation for biometric ones.
Moreover, issuing an old-style international passport through the MFC is just as easy as a more modern version. More familiar to Russians who hold foreign passports is a regular paper document, valid for 5 years from the date of issue. However, currently, more and more citizens of the Russian Federation are receiving passports with an electronic chip on which information about the owner of the ID is stored. Data from this chip is read when crossing the border using special devices.
The fundamental difference between the new type of passport is that when issuing it, you must provide a digital photo and fingerprints, which is why this type of ID is called biometric.
Since the biometric data collection procedure requires special equipment, check with your nearest service center to see if they have the technical capabilities and relevant specialists to issue you a biometric passport.
Ways to obtain a foreign passport
There are several options for obtaining a passport.
- Registration of a foreign passport through the MFC “My Documents” is a simple, understandable, accessible way for everyone to submit documents for a foreign passport. Here you can apply for a foreign passport of both the old (5 years) and new (10 years) type.
- In the department of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation (formerly the department of the Federal Migration Service, or passport office). This may require a significant amount of time queuing.
- Submitting an application electronically through the State Services website. This method is quite simple and convenient, but requires computer and Internet skills. First, you will have to go through the registration procedure on the website, and then visit the MFC to confirm your identity. Only after this will it be possible to apply for a foreign passport on the government services website gosuslugi.ru.
- Through an intermediary company. This method may require significant financial costs and is justified in case of an absolute lack of time to independently obtain a passport.
Period for obtaining a foreign passport: if documents for a foreign passport are submitted at the place of registration (registration), then no more than 1 month; if you submit documents at your actual place of residence, then no more than 4 months.
Below are simple step-by-step instructions for obtaining a foreign passport through the MFC - both old and new.
How to obtain a foreign passport (old sample) through the MFC
Official name . You can submit documents and receive a ready-made international passport here at the MFC. This service is free and is provided in all MFCs of the Russian Federation.
You need to do the following:
STEP 1. Find the one closest to you. To search, you can use the list of MFCs by region of the Russian Federation on our website. Just in case, you can first make sure on the website or by calling the contact phone number that this service is actually provided at your MFC.
STEP 2. Come to the selected MFC, taking with you the documents that are needed to obtain a passport. Namely:
a) two copies of the completed application form, the form of which can be obtained from the MFC. Please keep in mind that in your application you will need to provide information about your work history, studies, and military service over the past 10 years. If you want to add information about children under 14 years of age to your passport, you will need 2 photographs for each child and a birth certificate;
b) passport of a citizen of the Russian Federation;
c) receipt of payment of state duty 2000 rubles;
d) if you want to change your international passport, your existing international passport, if its validity has not expired;
e) military ID - for male applicants aged 18 to 27 years living in the Russian Federation;
f) three photographs (3.5*4.5 cm) on matte paper, frontal view.
STEP 3. Make an appointment either through the MFC website, or by taking an electronic queue coupon at the terminal at the MFC, or with the help of the administrator. At the appointed time (if you signed up on the website) or when your electronic queue comes up, go to the required window with documents and fill out an application with the help of an employee.
STEP 4. Receive the finished document within the specified time frame (see below). You can check the readiness of your passport by calling the contact phone number.

How much does it cost to obtain a passport?
The price for issuing a passport depends on what kind of document you order. For a new type of biometric passport you will have to pay 5 thousand rubles, for a paper version of the old one – 2 thousand. For a passport of a child under 14 years of age, you must pay 1,000 rubles (for an old one) and 3.5 thousand rubles for a biometric document. You can enter a child into the parents’ old-style passport for 500 rubles.
It should be noted that there are exceptions. Thus, residents of the Kaliningrad region, and in some cases, residents of Crimea, are exempt from paying the state fee for obtaining a foreign passport. Taking into account their receipt of Russian citizenship after March 2014, the presence of a Ukrainian international passport, and the application for a passport for the first time in the territory of Crimea and Sevastopol.
The state fee must be paid by the applicant himself, and the fee for a child under 14 years old must be paid by his parents or guardians.
How to apply for a new passport through the MFC
In many Moscow MFCs you can issue a new type of international passport with biometrics. This service is offered not by the MFCs themselves, but by representatives of the Main Department of Migration Affairs of the Ministry of Internal Affairs working on the premises of these MFCs. A list of public service centers in Moscow where you can apply for a new international passport is presented on our website.
Once again we draw your attention: this service is not provided in all MFCs!
The procedure for obtaining a new passport in Moscow is as follows.
STEP 1. Make an appointment through the mos.ru website. (Services – Documents – Personal documents – Making an appointment at public service centers and OIV)
Next, click the Get service button - enter “foreign” in the search bar and select “Issuing a biometric international passport of a citizen of the Russian Federation.”
Next, you need to select the Government Services Center, day and time that is convenient for you, by clicking the green “Free” button.
If desired, the entry can be canceled or edited later.
STEP 2. Come to the selected MFC, taking with you the documents that are needed to obtain a passport.
a) an application, the form of which can be downloaded below or obtained from the MFC. The application must provide information about work, study, and military service over the past 10 years;
b) passport of a citizen of the Russian Federation;
c) receipt of payment of state duty 3500 rubles;
d) in case of replacement of a foreign passport - a valid foreign passport;
e) military ID - for male applicants aged 18 to 27 years.
Photography and fingerprinting (dactyloscopy) will be performed for you right there on the spot.
Please note that you can also submit your application electronically through the federal government services website and make an appointment there. There is no need to print the application; it will be printed for you at the time of your personal visit.
STEP 3. Place your personal signatures in the required places on the application.
STEP 4. Receive your new passport within the prescribed period.
In some MFCs of the Russian Federation, even if there is no equipment for filling out an application for a biometric passport, there is a special service for filling out an application - for those who are not confident in their capabilities. The completed application form will be handed to you and must then be submitted to the appropriate department of the Main Department of Migration Affairs of the Ministry of Internal Affairs. This service is paid, but inexpensive (350 rubles).
What documents are needed
It is worth making sure in advance that you have the entire package of documents on hand, this will save your time and make the procedure more efficient.
- passport of a citizen of the Russian Federation;
- two copies of the application (application for an old-style passport, for a new biometric passport)
- receipt of payment of the state fee (2000 rubles for an old-style passport and 3500 rubles for a biometric passport, payment can be made on site at the MFC terminal)
- a foreign passport that has not yet expired or has already expired;
- three photographs (3.5*4.5), on matte paper, full face (if you receive an old-style passport).

The application can be filled out on a computer and then printed or by hand - it does not matter.
Passport production time and cost
How long does it take to get a passport? The standard production time for a foreign passport is within 30 days when submitting documents at the place of registration, within 120 days (4 months) when submitting documents at the place of stay or actual residence.
Urgent production of a foreign passport is possible only in certain cases: for urgent treatment abroad or to visit seriously ill relatives living there.
The cost of obtaining an old-style passport (for 5 years) state duty is 2000 rubles for an adult, 1000 rubles. for a child under 14 years old. A completed passport can be obtained from the MFC. You will be notified when it is ready. If you wish, you can check the readiness of your passport by phone.
The cost of obtaining a new passport (for 10 years) is a state fee of 3,500 rubles, 1,500 rubles. for a child under 14 years old. You can receive a ready-made passport at the MFC or department of the Main Department of Migration of the Ministry of Internal Affairs of the Russian Federation (formerly the department of the Federal Migration Service, or passport office) where you submitted the application. You will receive a notification about its readiness by phone or email.
When filling out an application for a foreign passport through the federal government services portal and online payment using a bank card, a 30% discount is provided.
Deadlines for obtaining a passport at the MFC
Many applicants are interested in how much it takes to obtain a foreign passport through the MFC. Production times depend on where you ordered the document. When you apply at your place of registration, you will receive a passport within 30 days. If you applied to another MFC, for example, at your place of real residence, you will have to wait up to three months for issue.
In some circumstances, a passport may be needed urgently - due to a serious illness or death of a close relative abroad, the need for urgent treatment, etc. In emergency cases, a passport can be obtained within 3 days, of course, having paid for urgency. However, in this case, you will only be issued an old-style foreign passport. The biometric option is not made urgently.
How to apply for a passport for a child
At the MFC you can issue a foreign passport for a child under 14 years old, or up to 18 years old, both the old model and the new biometric one. For this, in addition to the application form and other documents listed above, you will need the following documents:
- the child’s birth certificate, if he is under 14 years old, or the child’s Russian citizen’s passport, if the applicant is over 14 years old
- or, if necessary, a document confirming the child’s Russian citizenship
- passport of a Russian citizen of the parent (guardian). If the application is submitted by a guardian, then the act of the guardianship authority appointing a guardian.
How to make a passport for a child
Today, children increasingly travel abroad with their parents, and if previously it was possible to simply include a child in the international passport of one of the parents, now, if a biometric document is issued, this cannot be done.
Therefore, you will have to make a passport even for an infant. And although it is still possible to include a child in an old-style passport, and it is also much faster and cheaper, many parents order separate documents for their children. To obtain a foreign passport for a child at the MFC, you must provide:
- birth certificate or internal passport (for a teenager over 14 years old);
- documents of the parent or other official representative of the child;
- check for payment of state duty.
