Sample and application form for a new international passport in 2021

Requirements for filling out an application for a new international passport in 2021

Biometric and ordinary passports have equal legal force, however, before choosing them, you cannot ignore some of the features of these documents that may affect the applicant’s choice.
This relates to an important circumstance, since a request for foreign documents of the new template differs slightly from a request for ordinary documents. Before visiting the migration service to receive foreign documents of the 2021 sample, you will need to prepare materials according to the list:

  • Russian Federation passport.
  • Former passport (if available).
  • A document showing marital status (if the last name has changed).
  • Registration address with postal code.
  • Contact details.
  • Work book with entries for the previous 10 years.
  • Addresses of companies where the applicant was engaged in production activities or studied in the previous 10 years.

The application form can be found at the nearest department of the Main Department of Migration Affairs of the Ministry of Internal Affairs, and if it is possible to send an application in electronic form, go to the website of this department www.gosuslugi.ru.

  10. Form (questionnaire) for purchasing a biometric passport.

When providing materials for purchasing a foreign passport, a person aged 18-27 years is required to present a military ID or certificate No. 32 from the military registration and enlistment office. In accordance with paragraph 23 of the “Procedure for creating a file of personal files of conscripts,” certificate No. 32 is issued by the military registration and enlistment office to a civilian of the Russian Federation who has not been conscripted into the armed forces or for alternative service. The document is valid for 30 days.

Such a certificate can be issued:

  • Persons in reserve
  • Individuals wishing to purchase a document during the non-conscription period
  • Youth who have a deferment from the armed forces

In the absence of such a certificate, FMS inspectors have no right to demand it. They themselves carry out an interdepartmental request to obtain the necessary data. However, the presence of such a certificate speeds up the acquisition of the desired passport. If no response is received from the military registration and enlistment office within 30 days, the FMS must issue a foreign passport within 3 working days, with a notification sent to the military registration and enlistment office. After 27 years of age, this certificate is not provided.

Obtaining a Russian passport

In the 90s, the Iron Curtain collapsed, and the then joyful Soviet citizen rushed to see the world. To visit foreign countries, having a foreign passport is necessary. Don’t be alarmed by the queues at OVIR offices that were common in the early 2000s; in recent years the situation has changed significantly and for the better. You can get a passport faster, for a longer period (the validity period of a new passport is 10 years) and practically without queues. The process of submitting an application and receiving a finished document has been greatly simplified with the advent of the government services website.

Question answer

Where can I get an application form for a new international passport?

A blank application form for a new type of international passport in 2019 can be obtained from an employee of the migration authority or online by going to a specialized official website of government services.

Where to submit?

Documents, both for the previous sample and for the modern sample of passports, are presented according to general rules and equivalent procedures. To submit documents for a foreign passport, you can use two options:

  1. Personal delivery of the request to the department of the Main Migration Directorate of the Ministry of Internal Affairs.
  2. Sending a request in electronic format using the State Services portal.

Considering that today, when receiving a foreign passport, no attention is paid to the person’s place of registration, the request can be made not only at the registration address, but also at the actual residence, without registration.

However, the timing of document production depends on the place where the documents are sent:

  • If you send the application to your registration address, your passport may be issued within 10 days.
  • When sending documents to an address other than that shown on the registration page in the passport, the exit passport will be received in 3-4 months
  • If the urgency of producing a foreign passport is confirmed (treatment abroad, death of a relative, travel expenses), it must be produced within 3 days.

Which is better - old or biometric?

Today, citizens of the Russian Federation have the right to receive both the previous and modern types of identification.

To choose which document is best to obtain, you need to understand how a biometric form differs from an ordinary one.

The main difference between the previous international passport and the biometric one is the absence in the previous sample of an electronic medium, which is located in an embedded microchip, simplifying the identification process. The disadvantage of a biometric document is that it must be replaced after 4 years. The advantage is quick passage through customs control.

In addition, a biometric document provides an excellent degree of migration security, since it cannot be falsified.

Old passports have 36 pages, new ones have 46. Therefore, with a new document you can cross the border more often and there is room for future visas and stamps.

  • The waiting period for purchasing a modern international passport for the population with permanent registration is 3 months.
  • The waiting period for purchasing a new international passport for the population with temporary registration is 4 months.

When ordering your old passport, you will have to wait:

  • At permanent place of registration - 1 month.
  • For citizens with access to state secrets – 3 months.
  • For persons with temporary registration – 4 months.
