Types of passports
“There are two types of foreign passports – biometric and old-style, which have the same legal force,” and, of course, they have differences:

General information
A new biometric international passport containing an electronic storage medium (chip) has a validity period of 10 years

Registration of a foreign passport is carried out by territorial divisions of the Federal Migration Service (FMS) when a citizen submits an application, presents the required documents and pays the state fee. Required documents

When to submit documents
You can start applying for a foreign passport immediately after the birth of the child, if you have a birth certificate in your hands.

Who draws up the document
One of the parents, as well as a trustee or guardian, has the right to legally obtain a foreign passport for a child. At the same time, grandparents and other relatives cannot do this even if they have a notarized power of attorney.
Registration does not matter for the child, but Russian citizenship, indicating belonging to the country, is mandatory.

Registration of a passport for a child under one year of age is much faster than registration of the same document for an adult. For three days
A citizen, regardless of age, can obtain a passport within three days in certain cases:
- death or serious illness of a close relative abroad;
- the need for urgent medical care abroad for the applicant or his relatives.
If a citizen falls under these conditions, when submitting an application and a package of documents to the department of the Main Directorate for Migration of the Ministry of Internal Affairs directly or through the State Services portal, the MFC requires that his data appear in the following documents:
- a telegram from a foreign state notifying about the death or illness of a relative in the first case;
- documents from the clinic confirming the need for treatment abroad in the second case.
If a foreign passport is issued urgently, you will only be able to obtain an old-style document.
For two weeks
There is another opportunity to quickly ensure that children have the right to leave the Russian Federation. For a period of no more than two weeks, they can be entered into the parental passport. Conditions for children to be included in their parents’ passports :
- parents have an old-style international passport;
- the age of minors is up to 14 years old (at 14 years old and up to 18 years old - this is a different age group).

The second option is through the Federal Migration Service
