What the law says

Specialists of the Main Department of Migration Affairs of the Ministry of Internal Affairs (formerly the Federal Migration Service) only recommend doing this approximately 6 months before the expiration of the “shelf life” of the previously received OPP, taking into account their plans and the time required by government agencies to prepare the document. That is, a citizen of the Russian Federation has the right to apply for an OPP, even if the validity period of the current one is still far from expiration.

Federal Law No. 114 provides for 2 restrictions. Firstly, if a passport is lost, a new document can only be issued after the first one is declared invalid (the relevant information is entered into the police and border guard database)
