You need to visit the EPGU - a single portal “State Services”. In general, through this site you can get a large amount of useful information, as well as apply for a new passport (remember that you will have to pick it up in person at the FMS office).
The algorithm for obtaining a new passport is as follows:
- Visit the Gosuslugi portal (gosuslugi.ru).
- Click on “Service Catalog” (at the top of the site).
- Select "Passports, Registrations, Visas" and then click on "Citizen's Passport".

My passport was stolen and I took out a loan: what should I do?
Theoretically, immediately after the loss, you should have gone to the police station and filed a report of theft or loss.

Procedure in case of ID theft
If your passport is stolen, where should you contact first? There is a certain sequence of actions that should be followed in the event of identity theft.
Visit to the police
The first thing that is recommended to do after discovering that your passport has been stolen is to contact the nearest police station. You should write a corresponding statement here. After this, police officers issue a notification coupon, which indicates the date of contact with the competent authorities, the reason and the personal data of the applicant. After this, the ID will be considered invalid. In this case, obtaining a loan using this passport will become impossible, since any financial institution, when requesting information about the document, will receive information that it has no legal force.
If the incident with the ID card happened recently, the police have the right to require the applicant to place an advertisement in the newspaper. The advertisement must contain the following information:

Payment of state duty

You can pay the state fee in several ways:

- using an ATM. The sequence of actions will be the same as with the terminal, however, no commission fee will be charged.
- via Internet banking. This operation can be performed from any place where there is accessible Internet. To do this, you need to log into Internet banking, select the section with transfers and payments and enter the receipt details. After confirmation of the operation, the state fee will be paid. You must print a receipt confirming payment.
The validity period of the receipt is unlimited. However, it is not recommended to delay reissuing an identity card.
Timely submission of application
After losing your passport, it is important to write a statement to the police as quickly as possible:
- You won't have to pay a fine;
- It will be possible to receive a new document in 10 days;
- There will be no additional problems with the administrative code;
- Stop being afraid of police squads on the street at any time of the day;
- Protect yourself in case someone decides to make extra money using your ID.
The walls of the department are ready to receive you at any time of the day or night, although 5-6 hours rarely radically change matters in this matter.
Having a foreign passport will not help get rid of all possible problems. Sooner or later you will have to restore your internal passport

After the victim has written a statement about the theft, within 10 days he will be given a certificate of the established form, which will become the basis for applying to the next authority. It would be useful to emphasize the importance of prompt action by the victim, especially at the first stage. In other words, a visit to the police department should not be postponed, but, if possible, act on the day the document is stolen. This will help avoid unpleasant consequences, in particular, reduce the time frame for the attacker so that he cannot use the stolen document for his own selfish purposes (applying for a bank loan, for example).

After document theft, it is important:
- Do not panic;
- Visit the nearest police station;
- Write an application and pick up a ticket;
- Visit the Federal Migration Service office at your place of residence;
- Read the list of documents;
- Wait 10 days for a new passport to be issued.

If a citizen loses his passport, he may face some sanctions in the form of fines.
Article 19.16 of the Code of Administrative Offenses of the Russian Federation establishes a fine for careless storage of a passport, which led to its loss (including theft). The fine can range from one hundred to three hundred rubles.

Is it possible to get a loan using a stolen passport?
