The passport of a citizen of the Russian Federation is the main identification document on the territory of the Russian Federation, in accordance with paragraph 1 of the Regulations on the passport of a citizen of the Russian Federation, approved by Decree of the Government of the Russian Federation of July 8, 1997 No. 828.
All citizens of the Russian Federation living in the country and over the age of 14 are required to have it.

Deadline for obtaining a passport after obtaining citizenship
The administrative regulations of the Ministry of Internal Affairs, established by Order of the Ministry of Internal Affairs of the Russian Federation dated November 13, 2017 No. 851, provide for the following deadlines for issuing passports after obtaining Russian citizenship:
- 10 days from the date of receipt of all necessary documents for obtaining a passport in connection with the acquisition of Russian citizenship on the territory of the Russian Federation.
- 30 days from the date of receipt of all necessary documents for obtaining a passport in connection with the acquisition of Russian citizenship outside the territory of the Russian Federation.
It follows that the period for the passport to be ready depends on where the documents were submitted, in Russia or abroad.
At the request of the applicant, when submitting documents, he can apply for the issuance of a temporary identity card for the period of registration of the passport. To do this, you must provide an additional photograph of 3.5 x 4.5 centimeters and inform the employee of the Main Migration Department of the Ministry of Internal Affairs of your desire. Using a temporary identity card, you can purchase plane and train tickets, get a job and make banking transactions.
Passport issuance deadline
The period during which the identity document of a new citizen of the Russian Federation will be ready is 10 days. This deadline is established if documents are submitted to the registration address. A citizen also has the right to apply to another department of the SVD, but in this case the terms will be increased to 1 month.

Required documents
Having received a notification of admission to Russian citizenship, the applicant can apply to one of the departments of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs for the issuance of a passport. When applying in person, you will need to provide the following documents:
- Application for issuance (replacement) of a passport in form No. 1P.
It can be filled out either by hand or on the computer. (). If for any reason the applicant cannot fill out the application on his own, an employee of the department where the person applied is obliged to do this for him. - National document certifying the identity of a citizen who has acquired Russian citizenship.
This may be a national passport of a foreign country, or an identity card of a stateless person. All documents must be translated into Russian. - International passport of the Russian Federation.
Provided if Russian citizenship was obtained outside the Russian Federation. - Birth certificate.
If the document is not in Russian, its translation will be required. If a citizen does not have a birth certificate, in accordance with paragraph 37 of the Regulations, the employee accepting the documents informs him of the need to contact the civil registry office at the place of registration of birth, or at the place of residence, to obtain a repeat birth certificate or a certificate from the civil registry office at the place of birth registration. If it is impossible to obtain one of these two documents (certificate or certificate), a passport can be issued on the basis of other documents confirming the information necessary to obtain it. Such documents may be a work book, a certificate of marriage registration or divorce, as well as other documents. - Two personal photographs measuring 3.5 x 4.5 centimeters that meet the requirements.
- Receipt of payment of state duty.
Its size is currently 300 rubles.
In addition to the above documents, the following are additionally provided for making mandatory marks in the passport:
- Military registration documents (if available).
- Marriage certificate and divorce certificate (if such facts exist).
- Birth certificate of children under 14 years of age (if available).
If the submitted documents are made in a foreign language, their translation into Russian is additionally provided. The correctness of the translation must be notarized. If the notary speaks the required foreign language, he can certify the translation of documents himself. If the notary does not speak the required foreign language, then the translation is carried out by a translator, and the notary certifies his signature.
How to make an application
You must fill out an application for a passport of a citizen of the Russian Federation in accordance with the following rules:
- Absolutely all lines are filled in; there should be no empty columns;
- The application can be filled out either by hand or on a computer;
- Errors in the application are not allowed, so if they are made, you should start filling out the application again;
- Correctors cannot be used;
- All information provided must be truthful.
Important! You can submit documents either personally or through an authorized representative. But only a new citizen of the Russian Federation can receive a passport in person, since his signature must be recorded.
Registration of a foreign passport after obtaining citizenship abroad
If a newly made citizen has received citizenship at one of the foreign consulates of Russia, he will be issued a Russian foreign passport. It can be a new model with a built-in chip with biometric information valid for 10 years, or an old model with a validity period of 5 years. You can choose any of the options for registration.
Documents for obtaining a foreign passport:
- Application for issuance of a foreign passport. ()
- A national passport that you had before Russian citizenship, or a certificate of a stateless person.
- Receipt of payment of the consular fee for the action.
- Two recent photographs 3.5 x 4.5 centimeters in color or black and white.
A passport is issued for a minor child upon presentation of a birth certificate, as well as documents of his legal representative (for example, a parent). ().
Documents required to obtain a passport
When applying for a passport, you will need to fill out an application and attach the following documents to it:
- Identification document from your previous place of residence. This document will be the source of information necessary to fill out a new passport.
- Documents about minor children, if any.
- Photos (color or black and white, 2 pcs.).
- Receipt confirming payment for the passport registration service.
If a citizen has difficulties paying for passport services, in extreme cases an exception to payment may be made for him. But to do this, he will need to provide evidence of his difficult situation.
Problems that may arise when obtaining a passport
Citizens quite often have to deal with difficulties and problems that arise when applying for a Russian passport after being granted Russian citizenship. An analysis of citizens' appeals showed that in many cases these problems are far-fetched and artificially organized and are associated with poor knowledge of the current legislation by employees of the Main Migration Department of the Ministry of Internal Affairs.
Let's consider one of the frequently encountered problems. Often, the national passports of citizens of other countries do not have a middle name. This is a common practice worldwide. At the same time, when receiving a Russian passport, many people express a desire for their middle name to be included in the Russian passport. This is where problems often start. Some officials put forward the requirement to first obtain a passport, where the middle name will not be indicated. And only then, replace it with a new one, adding a middle name to it. Many people, unfortunately, not knowing the terms of the current legislation, agree to such a step.
However, Russian laws contain other statements obliging officials to issue a passport to a newly minted citizen with information about the applicant’s patronymic. This is enshrined in paragraph 150 of the administrative regulations:
“If a citizen who has acquired citizenship of the Russian Federation provides a birth certificate containing information about the name of the applicant’s father, and in the decision on issues of citizenship of the Russian Federation and (or) in his identity document there is no patronymic, then in the passport, if desired citizen, patronymic name indicated.”
If the birth certificate is in hand, and it is provided when submitting documents for obtaining a Russian passport after receiving Russian citizenship, then the applicant’s patronymic must be indicated in the corresponding column of the passport.
Another case, less common in practice, but also occurring when obtaining a passport after being granted Russian citizenship, is a change in the personal data of the applicant during the period of time when the application for citizenship has already been submitted, but the decision on admission to citizenship has not yet been made. accepted.
Example: a foreign citizen who applied for Russian citizenship got married and changed her last name while the documents were still being considered. At the time of the decision on her admission to Russian citizenship, she has her husband’s surname (she changed her surname). What surname should be indicated in her Russian passport, issued after being granted Russian citizenship?
The administrative regulations clearly answer this question:
“When a citizen who has obtained citizenship of the Russian Federation applies for the issuance (replacement) of a passport with personal data different from the data on the basis of which the acquisition of citizenship of the Russian Federation was formalized, the passport is issued on the basis of new personal data if their change occurred in the established legislation of the Russian Federation in the order after the acceptance by the authorized body in charge of matters of citizenship of the Russian Federation of an application for admission to citizenship of the Russian Federation and all necessary documents, properly executed.”
To summarize, the passport should be immediately issued in the new name. The demands to first issue a passport in the old name and then replace it are unlawful on the part of officials.
The new passport does not have a middle name
One of the features of passport registration may be an empty line in the “Patronymic” column. This may arise due to the fact that the data to be entered into the passport is taken from the original source, where patronymics are usually not provided. If a new citizen does not want to be different from other citizens of the Russian Federation, he can additionally write an application for changes in his passport and submit it at his place of residence. You can anticipate such a question in advance and inform about your desire to enter your middle name in the appropriate column of your passport. The patronymic can be entered if the citizen’s documents contain a mention of his father’s name. However, government officials sometimes suggest leaving this line blank and making all changes later. But this makes no sense, it is better to do everything in advance.
What to do with your national passport after receiving Russian citizenship
Many citizens are wondering what to do with their national passport after receiving Russian citizenship and a Russian passport. At the same time, they may have the opinion that the national passport must be handed over: either to the department of the Main Directorate for Migration of the Ministry of Internal Affairs when receiving a Russian document, or to the consulate of the state of which they were citizens before receiving Russian citizenship.
Let's consider how to do it right. Employees of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs do not have any legal right to confiscate the national passport that a citizen who has acquired Russian citizenship has. Therefore, they cannot take him away.
In addition, the current Russian legislation does not contain any requirements for submitting a national passport to the consulate of the country where it was issued.
Thus, a person may simultaneously have in his hands both a Russian passport indicating Russian citizenship and a national passport indicating original citizenship.
At the same time, it is worth knowing that the Russian Federation recognizes such a person only as a citizen of the Russian Federation; second citizenship is not taken into account. The only exception is residents of Tajikistan, with whom an agreement on dual citizenship has been concluded.
