Passport Series
A good start is to check the serial number of your passport. It consists of four digits.
The first two digits are the OKATO code of the region where the passport form was printed.

The third and fourth digits of the passport series are the year the form was printed.
Based on the series of the passport in the example, it is clear that the form was printed in 1995.
Sometimes, and not even that rarely, the stated year of printing the form is “younger” than the year the passport was issued. It looks crazy, I’ll explain now.

We studied 100,000,000 passports and found a rule: for 98.5% of documents, the issue date falls within the interval from “year of printing of the form - 5 years” to “year of printing of the form + 3 years”. Therefore, our algorithms make a stand if this ratio is violated.

It is also useful to remember that the modern form was approved in 1997. At the same time, they began to issue passports instead of Soviet ones.

In real life, it is almost impossible to find passports with the same numbers

The numbers on passports are “end-to-end”, that is, they are not reset when switching to forms of the next year of manufacture.
Let’s say that in 1997 forms 97 000101–97 003500 were printed. Then in 1998 the numbering will continue from 98 003501, etc.

Code of the department that issued the passport
The code of the department that issued the passport looks like a mysterious set of numbers in the format 999-999. In the meantime, this code is pretty well formalized.
The first two digits are the number of the region where the unit that issued the passport is located. It is interesting that here the number is not taken from OKATO, as is the case with the passport series - they use the more familiar subject number in the constitution

The discrepancy between the region where the form was printed and the region of the department is not necessarily an error. Forms printed in one subject can go to another, and there turn into passports. Cases are relatively rare, but do occur.
True, there is a subject for whom it makes no sense to compare the region on the form with the region where the passport was issued. Can you guess? Of course, this is Crimea. When Russian passports were issued to residents of the peninsula, forms were brought from all over the country.
We saw Crimean passports printed on forms from the Kamchatka and Perm territories, the Moscow region and Tatarstan.
But the discrepancy between the department code and the name is a 100% marker of the problem. It is difficult to compare them automatically, but you can manually check the authenticity of the passport at the slightest suspicion
. As in the case when the region of the department does not coincide with the region where the form was printed.

The subject with number 45 according to the constitution is the Kurgan region. Moreover, the region in the passport series is St. Petersburg. A suspicious discrepancy given the remoteness of the subjects.
