Why do you need registration in your passport?
The term “propiska” was widely used in Soviet administrative and housing law. Today it is considered outdated, but it has its place. Instead, “permanent and temporary registration” is used.
It does not oblige the citizen to live in a specific city or locality and is of a notification nature.
What is it for:
- Accounting. Information about citizens of the Russian Federation is stored in a single database. It indicates personal information about a person and his place of residence. Accounting is necessary for control and supervisory purposes, as well as for the safety of residents and the state as a whole.
- Respect for rights. The state ensures that the political and social rights of citizens are fully realized. Taking into account the registration of residents, voter lists are compiled and medical care is provided.
Reference. Registration is required by many government agencies. It is required when applying for a job. However, the employment law prohibits denying employment to a citizen whose registration is not at the place of application. The situation is the same with healthcare and educational institutions.
Stamp in the passport
Each person must have documentary evidence of where they registered and on what date this occurred. Upon receipt of permanent registration, a special stamp is placed in the passport, which contains all the required information.
A mark is placed on the identity card only at the final stage of registration, that is, after the entire procedure has been successful and other documents have been completed and approved. The stamp in the passport allows you to determine the place of residence of a person or the address where he is registered. When registering at a different place of residence, a new mark is placed, which automatically cancels the old one.
Today, the absence of a registration mark deprives a person of a huge number of rights and freedoms. He will not only be unable to work on an official basis, but also to qualify for any benefits or assistance from the state. Such a person is invisible in the country’s format; he simply does not exist.
What does it look like?
The registration stamp is placed in the person’s passport in a strictly designated place for this purpose. On the fifth page of the document there is a note stating that this is where information about the place of residence is entered. If addresses change frequently, stamps can be placed on pages five to twelve.
The appearance of the entered information has a standard design established by the legislative acts of the Russian Federation. First, a stamp is affixed, which has a rectangular shape along the width of the passport sheet and a height of 300 mm. The imprint consists of standard information that does not change from time to time, and therefore is entered automatically in the part where the residential address will be entered. The cap indicates who exactly affixed the stamp and has the inscription “registered.” Address information is entered handwritten using a blue or black ballpoint pen. At the end, information about the date of registration and the personal signature of the passport officer who entered the data are affixed.
Where can I apply?
To register, you should contact the department of the Ministry of Internal Affairs that oversees the given region, city, or village.
Each territorial department of the Ministry of Internal Affairs has specialists who deal with this type of accounting.
Passport officers provide citizens with all the necessary information about collecting the required documents for registration. There you can also pick up an application form for registration. At the stands there are sample forms that will help you understand the order of entering data.
You can also apply for registration to the passport officers of the management company or HOA. They are required to provide a list of required documents, and after completing them, accept the application for registration.
Multifunctional centers also accept documents for registration. The procedure for contacting the MFC is standard, but it is necessary to take into account that you should come to the branch at the place of future registration.
What does a stamp with the registration address look like in a passport, template
Registration in a passport is a rectangular stamp that takes up a little less than half the page. At the very top, “REGISTERED” is printed in capital letters. The date of registration is indicated below. Several lines are reserved for the full registration address.
Below it is the name of the department of the Ministry of Internal Affairs that registered the citizen. Below is the department code and the signature of the person who certified the procedure.

What to do when changing your place of residence registration
A person is required to contact one of the government agencies and write an application for registration in a new place. Such institutions may be;
- Migration Service;
- housing and communal services passport office;
- MFC;
- State Services portal.
How to change your registration through State Services
State Services is a portal that allows you to get almost any certificate online. However, the registration procedure at the place of residence requires personal submission of documents, and it cannot be completed online.
On the website you can make an appointment, fill out an application, and upload copies of documents to be checked. Before changing your registration at a new place of residence on State Services, you must:
- Create an account.
- Choose .
- Fill out an electronic application and enter the details of all necessary documents.
- Submit your application and wait for it to be verified. In a few days you will receive an invitation to visit the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
- Arrive at the appointed time and bring the original documents with you so that the employees can verify the data with those specified in the electronic application.
- Get a registration stamp in your passport.
How to change your registration through the MFC
To do this you need:
- Make an appointment at a convenient date and time at the nearest MFC by calling the hotline.
- Prepare a package of documents.
- Arrive at the appointed time. If for some reason this turns out to be impossible, you can take a ticket from the administrator and stand in line.
The advantage of registering at the MFC is the speed of service. It takes an average of 15 minutes to receive documents from one applicant. After this, the citizen will be given a receipt indicating that his documents were accepted. It will also indicate the deadline for completing the procedure.
Important! The registration procedure at the MFC requires the presence of two parties at the reception: the owner of the property and the person being registered.
Registration and discharge through the housing and communal services passport office
To obtain registration at a new place of residence or to leave an old apartment, you can contact the housing and communal services passport office.
The owner of the property and the person who wants to register there must be present during the procedure. If there are several owners, their presence or written consent is required. The application is filled out by the person being registered, and the owner must provide documents for the apartment.
The citizen leaves his passport for a period of 3 to 8 working days. The document will be stamped with registration.
The discharge procedure is extremely simple. You just need to come to the passport office and express your desire to be deregistered. In a few days, a stamp indicating deregistration will be placed in your passport. You can forcefully expel a person from an apartment or house only by going to court.
Required documents for registration
You will need to provide:
- passport;
- application of the established form;
- a statement from the owner of the living space, where he expresses his consent to registration;
- consent of all residents of the apartment/house;
- documents confirming ownership or rental (extract from the Unified State Register, house register, lease agreement).
What do they give in return for a passport?
When an employee takes a citizen’s passport, he writes a receipt confirming the seizure of the original. It must be carried with you, and it is better to refrain from visiting financial institutions and not make serious transactions or purchases on credit.
Reference. The registration procedure may take a long time. Then, instead of a passport, the citizen is given a temporary identity card with a photo pasted in. Validity period: 1 month.
How much does it cost to change your registration
All services related to registration are provided to citizens free of charge. But additional services may be required from institutional staff, for example, assistance in filling out an application or other actions. They are available for a fee.
How much do they sign out of an apartment at the passport office?
One desire to deregister is enough. The presence of the homeowner and his consent are not required. The officer will ask where the person will live. Although this information is considered mandatory, it is not verified.
When a person gives his address, he is removed from the register. After 3 days, he will receive a departure slip, which must be presented at the new place of registration.
How to find out if registration is ready in your passport, at the MFC or passport office
When submitting documents to the MFC, the citizen will be given a receipt indicating the application number. Using it on the official website of the state institution you can find out whether registration is ready. The service is available around the clock.

Is it possible to register a person without his presence with his passport?
You can register a person without his presence if you have a notarized power of attorney. Many departments of the Ministry of Internal Affairs require the presence of both parties: both the owner of the apartment and the person registered in it.
If the person who is registered is absent, the owner of the apartment comes with a power of attorney, his passport and a certificate of ownership. He fills out the application himself and leaves the passport of the person being registered. The document will be stamped with registration.
Is your passport taken away during temporary registration?
When applying for temporary registration, registration at the main place of residence is not canceled. The citizen will have to give the original passport to the registrar for a certain time.
Do they put a stamp in the passport during temporary registration?
During temporary registration, no marks are placed in the passport. The citizen is issued a certificate at the place of residence. This document is of no value; it is valid only with the passport to which it is attached.
What is the procedure for obtaining permanent and temporary registration?
The procedure for registration and deregistration is developed in detail in the relevant regulations and rules. The algorithm of actions if it is necessary to put a stamp in the passport about registration at the place of residence is as follows:
- leave your previous place of residence. To do this, you need to contact the registration authority where the previous registration took place, with a statement of intention to change your place of permanent residence and hand over your passport with the stamp of your old registration;
- three days later, go back to the department, get a passport with a note about deregistration and;
- appear at the registration authority at your new residence address. Before stamping a residence permit in a passport, civil servants must obtain a passport, departure sheet, completed forms and other documents from the applicant. The applicant is informed of the date when it will be possible to pick up the passport with a new stamp.
The procedure for obtaining temporary registration is in many ways similar, but also has serious differences:
- removal from permanent registration is not necessary - the stamp in the passport is not canceled;
- no departure sheet required;
- the period for verifying submitted data may increase from three to eight days;
- in hotels, houses for visitors, campsites, tourist centers and similar institutions, registration is carried out by the administration immediately upon the arrival of the visitor;
- the registration period is established by agreement with the tenant (in the state fund and municipal buildings) or the owner of the property;
- The temporary registration stamp is not affixed to the passport. The applicant receives a paper certificate of temporary registration.
In both the first and second cases, this service is provided free of charge and not paid.
It is up to you personally to decide what to do if there is no registration in your passport. The registration procedure, as a rule, does not cause any particular difficulties (if you have the necessary package of documents).
What documents may a citizen of the Russian Federation need when applying for registration?
The list of documents required for registration is given in the Administrative Regulations.
To register at your place of stay you must provide:
- passport of a citizen of the Russian Federation;
- ;
- statement according to f. No. 1; The application must be signed by the applicant and the owner/occupier;
- , the owner’s consent to temporary residence and other justifications for the right to temporary residence at this address.
To register at your place of residence you need:
- passport of a citizen of the Russian Federation;
- statement according to f. No. 6 when submitted by mail - form No. 1 PR;
- documents that give the right to move into a given address: purchase and sale agreement, state registration certificate, move-in warrant, relevant certificates;
- house register (for the private sector);
- Departure sheet (for citizens who have deregistered at their old place of residence).
Citizens under 14 years of age will need a birth certificate instead of a passport. When registering a newborn child, you are additionally required to provide parents and parental passports.

Where should I go to apply for registration?
To register, you must visit in person or through a legal representative:
- to the territorial department of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation at the citizen’s place of residence;
- to the multifunctional center.
Information about addresses, reception schedules, days off and other information can be obtained on the websites and. Before your visit, it is advisable to make an appointment online (this will save you from waiting in lines).
Applying for registration online
You can submit an application for registration via the Internet. To do this you need:
- on the GUVM page of the website of the Ministry of Internal Affairs of the Russian Federation, indicate “State services of the GUVM of the Ministry of Internal Affairs of the Russian Federation”;
- from the list ;
- in the tab that opens, read the information and click “Get this service online”;
- on the next page, select service options and the method of submitting an application (electronically), click “Get a service.”
After these operations, you will be redirected to the State Services website. Having entered your personal account, you will need to fill out an application online (including entering passport data, documents that prove the right to reside at the specified address), select a notification method (SMS, email).
After checking the data, a notification will be sent to the specified address about the date and time of the visit to the Main Department of Migration Department of the Ministry of Internal Affairs for registration.
Checking registration using passport data online
You can find out at what address a person is registered online. One last name will not be enough. Sites that promise to provide information by last name are fraudulent. It is not recommended to enter information on third-party resources.
Having a person’s passport data in hand, you can find out his address using one of the available methods:
- Rosreestr. This resource displays debts on mortgages and other properties for sale. The cost of the service is 600 rubles.
- Ministry of Internal Affairs When making a request, you must fill in all known information about the person and wait for a response. The procedure is free and takes a lot of time. The request can be submitted either in person or online.
Important! When looking for information about a specific person, you need to remember responsibility. The use of personal data is regulated by Article 137 of the Criminal Code of the Russian Federation.
Is it possible to find out the place of registration by TIN
You can find out a person’s registered address by his TIN number. To do this you need:
- Go to the Federal Tax Service website.
- Enter your full name, passport details and date of birth. After this, the TIN number will be displayed.
- Check if the person has debts.
- If available, click “Pay Debt”. After this, the registration address will appear on the payment receipt.

Checking your passport registration for validity
You can check the validity of your registration using your passport data online, on the official website of the Ministry of Internal Affairs. In the “Compliance of document and registration address” section, enter the document data and check whether it is valid.
Reference. If the database of the Ministry of Internal Affairs does not contain the passport being verified, you need to wait a little. Perhaps the document was issued recently and has not yet been registered.

Is it possible to get a Sberbank card?
When servicing an individual, the bank identifies him. One of the details is the registration address. If there is no registration in the passport, the citizen will not be able to become a client of Sberbank and receive a card.
Is it possible to get a mortgage?
As a rule, banks issue mortgage loans for a long period and for a large amount. For this reason, financial institutions try to collect as much information as possible about the borrower. Its reliability and solvency are important to them.
If the client’s passport does not contain registration, he will be denied a loan. This is an additional risk for the bank. At the same time, even temporary registration can give you the right to receive a mortgage.
Is it possible to buy a train ticket?
Can. The legislation of the Russian Federation allows the movement of citizens within the country. Accordingly, there will be no restrictions for passengers without registration.
Is it possible to register a car?
Vehicle registration was invented to identify the owner by vehicle registration plates. If a citizen does not have a residence permit, it is difficult to find him.
It will not be possible to register the car. But if a citizen has a stamp with an address in his passport, he can register his car not even at his place of permanent residence, but in any other region of the country.
Is it necessary to change the car registration when changing registration?
When changing your registration, re-registration of the car is required so that all fines and notices of transport fees are sent to the car owner at the new address. If this is not done, problems may arise with insurance payments in case of an accident and vehicle inspection.
Important! It is impossible to re-register a car via the Internet; you will have to contact the traffic police department. According to Article 2 of Federal Law No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation,” citizens of the country cannot be limited in traveling abroad, with the exception of certain cases. The absence of registration in the passport does not apply to them; without it, you can leave Russia at any time.
At the border, they will check for the presence of loan debts, as well as the fact of evasion of military service. Most often, citizens travel to other countries using international passports, and the registration stamp is in the general civil passport.
Is it possible to submit an application to the registry office and sign?
The requirement to have a residence permit for registering a marriage is not prescribed by law, therefore, it is not mandatory. Citizens have the right to officially register their relationship in any registry office.
To get married, future spouses must write a statement indicating their place of residence, but not registration. Registration in the passport in this case does not play any role.
Important! In practice, it often happens that civil registry office employees refuse to register a marriage without the corresponding stamp in the passport confirming registration. Such actions are unlawful; you can safely file an application in court.
Is it possible to buy an apartment?
You can buy an apartment and then register ownership without registration. This is regulated by clause 4 of Art. 16 Federal Law “On state registration of rights to real estate and transactions with it.”
How long can you live without registration after selling your apartment?
Having sold an apartment and checked out of it, a citizen must register again. If he does not yet have a permanent place of residence, he needs to obtain a temporary registration. The law allows 90 days for this.
If a citizen moves from an old apartment to a new one and plans to live in it permanently, he must register within 7 days.
How to put registration in your passport in another city?
When moving to another city, a person is required to visit the nearest department of the Ministry of Internal Affairs and apply for registration. The application must be accompanied by the required package of documents. For convenience, a citizen can register at the passport office, MFC or through the State Services portal.
Some time after submitting the documents, he will receive a passport with a new registration.
How often can you change your registration in your passport?
The law does not provide restrictions on the frequency of changing the registration in the passport. When moving, every citizen is obliged to register accordingly at the new place of residence.
How to correct if there is an error in registration?
If the information in the registration stamp is entered incorrectly and does not correspond to reality, you should immediately contact the Ministry of Internal Affairs. Corrections are not allowed in the passport; you will have to write an application for its replacement.
A citizen can correct an inaccuracy in his registration and receive a new passport free of charge if he indicates in the application that a technical error has occurred. A new identity card with corrected data will be issued within 8 days.
