Who can get a general civil ID using a foreign passport?
General rules according to which
the issuance and replacement of a national identity card is regulated by the Regulations on the passport of a citizen of the Russian Federation, approved by Decree of the Government of the Russian Federation No. 828 of 07/08/1997 (hereinafter referred to as the Regulations). Clause 11 of this document states the possibility of obtaining a general passport using a foreign equivalent.
The administrative regulations, approved by Order of the Federal Migration Service of Russia No. 391 of November 30, 2012 (hereinafter referred to as the regulations), establish a detailed procedure for the initial registration and replacement of a general civil identity card. Clause 29.1 of the regulations establishes the right to obtain an internal Russian passport using a foreign passport.
The law limits the widespread use of this provision. The main requirement is that the document must be issued for the first time, that is, provided that the document has never been issued before. Four categories of citizens who have received a foreign identity card from consular or diplomatic organizations abroad can use this right:
- representatives of foreign states who have accepted Russian citizenship at foreign institutions and who enter the Russian Federation with a foreign passport. Based on it, they apply for an internal certificate;
- persons without foreign affiliation who were granted Russian citizenship outside the state;
- applicants who, being citizens of the USSR, lived in Russia and then went abroad. On this basis, they were issued a foreign passport certifying their citizenship;
- persons who traveled outside the country under the age of 14 with their parents or guardians. Their identity document is a passport issued by a consular office.
If your national passport has been lost, damaged or expired, you cannot issue a new one on the basis of a foreign one. For such cases, the law provides for a different procedure.
Where to go
A Russian can obtain an internal identity card only on the territory of the Russian Federation. It is not possible to complete this procedure by contacting a diplomatic institution abroad. Registration of a Russian passport using a foreign passport falls under the competence of the Russian Ministry of Internal Affairs. These functions are assigned to the Main Directorate for Migration Issues. The applicant has the opportunity:
- contact the GUVM unit in the place where he lives or is actually located;
- use the services of a multifunctional center (MFC);
- submit an application online through the government services portal.

The period for replacing a passport at the age of 20, 45 and after a change of surname, as well as when receiving a passport for the first time upon reaching the age of 14, is 30 days .
During this period, it is necessary to prepare documents, pay the state fee, take a photograph, fill out an application for the issuance (replacement) of a passport, Form No. 1P, and submit them to the migration department or MFC employees.

Replacing a passport when changing a surname for various reasons (change of surname upon marriage, divorce, change of name, which includes a change not only in the first name, but also in the surname and patronymic) is carried out in the same manner as replacing a passport upon reaching 20 and 45 years old.
In this case, it is necessary to submit a document confirming the change of surname (marriage registration certificate, divorce certificate, if a name change - certificate of name change and birth certificate). All these documents are usually issued by civil registry authorities.

The deadline for submitting documents to replace your passport remains the same - 30 days.
Violation of this deadline entails administrative liability under Article 19.15 of the Code of Administrative Offenses of the Russian Federation, which provides for punishment in the form of a fine in the amount of 2,000 to 3,000 rubles .
When residing with an invalid passport in the federal cities of Moscow or St. Petersburg, in accordance with Part 2 of the above article, the fine ranges from 3,000 to 5,000 rubles .

It should also be noted that, despite the fact that a 30-day period is established for obtaining and replacing a passport, you should not wait until the last days of the end of this period, because Presentation of your passport will be required at the most unexpected moment.
Remember that a birth certificate cannot verify the identity of a child who has reached the age of 14, and the “old” passport is considered invalid the very next day after the occurrence of the event that is the basis for replacement.
Using such a document, you cannot perform legally significant actions: enter into an agreement, issue a foreign passport, receive money from a bank, purchase a plane or train ticket, etc.

What documents are needed
The list of documents required for issuing a national identity card is established in accordance with clause 11 of the Regulations and clauses. 23-27, 29.1-29.2 regulations:
- a duly completed application (Form No. 1P).

- foreign passport proving the identity and citizenship of the applicant. How long does it take to change your passport at age 20?
Having received their first passport at the age of fourteen, many young people forget that already at twenty they need to change it.
And it’s good if the time that elapses from the age of twenty until the violation is discovered is several days. But it often happens that “forgetfulness” is discovered after weeks, or even months, and, as a rule, at the most inopportune moment. From the point of view of legislation, a person has thirty days after his birthday and turning twenty years old in order to complete all activities and replace the main document. After the thirty days expire, your old passport will no longer be valid.
What could this mean in real life? You will not be able to carry out any transactions that require the presentation of this document. In this case, we are talking not only about transactions with movable or immovable property, banking transactions, getting a job, but even about regular visits to medical institutions. Any employee checking passport data will definitely pay attention to the fact that its validity has expired.
In addition, using an expired passport is an administrative violation and is punishable by a fine.
It is recommended not to delay replacing your old passport with a new one, and to complete the entire procedure within the time allowed by law.
What documents are required when replacing a passport?
In each specific case, the set of documents may be different, so it is necessary to clarify its composition in advance.

- confirmation of payment of the required government fees.
This entire package of documents can be prepared independently and in advance. When going to the FMS office, you will save your time if you have all the necessary documents ready.
Procedure for obtaining a new document
At the FMS office, you must give all documents to those employees who are responsible for replacing passports. Further actions do not depend on you in any way - everything that needs to be done will be done by FMS employees.
You will be notified of the date and time when you can obtain a new passport. The period for processing your application and issuing a new identity card is ten days. This period can be extended to two months if you have temporary registration.
At your request, FMS employees are required to issue you a temporary identity card (for this you need to take another photo in advance). After the ten-day period has expired, you can come to the FMS office and pick up a new passport. From now on, it will be the main document proving your identity.
Administrative measures for persons who are twenty years overdue for a passport replacement.
If you miss the deadline for replacing your passport after turning twenty years old, you must add a receipt for payment of the fine and a copy of the resolution on the administrative violation to the presented package of documents. The resolution itself can be issued directly at the FMS office or earlier at police stations, if the fact of an overdue replacement was discovered by internal authorities.
The amount of the fine does not depend on the deadline for missing the replacement of the document.
By the way, a significantly more serious punishment is not even the fine itself, but missing the sixty days allotted by law to pay it. In this case, you may be subject to a fine of twice the original amount, required to perform forced labor, or even arrested for fifteen days.

How much does a passport cost and what is the processing time?
The law establishes the following deadlines for the production of an internal passport:
- within 10 days at the place of permanent residence;
- up to 30 days in other cases.
Due to the fact that registration on the basis of a foreign passport is not allowed, the applicant can expect the procedure to be completed within 1 month. The need to make additional requests or carry out other bureaucratic procedures does not provide officials with a reason to extend production deadlines.
After submitting the required documents, migration service employees, at the request of the applicant, can issue him a temporary certificate, which will require another photo of a standard format.
The cost of the procedure for obtaining an internal passport is equal to the amount of the state duty, which in 2021 is 300 rubles. Other payments are not provided for by law.
How long does it take to obtain or replace an internal Russian passport?
The current Russian legislation provides for certain grounds, upon the occurrence of which a citizen will need to obtain or replace an internal passport. A complete list of these grounds is available here.
The procedure for obtaining or replacing a passport is limited to certain deadlines, which must be met in order to avoid paying a fine of several thousand rubles.
If the deadline for replacing (receiving) a passport is violated, the following reasons are not considered valid: deterioration of a person’s health, his absence from his place of permanent residence, poor financial situation on this date, etc.
The exception is citizens of the Russian Federation permanently residing outside of Russia, as well as persons undergoing conscription military service.
Please note that you will need to submit documents within the specified time frame, but it is not necessary to obtain a new passport.
What difficulties may arise
Due to the fact that obtaining an internal passport of a citizen of the Russian Federation using a foreign passport is not a widely used procedure, the applicant may encounter some difficulties. This may be due to the insufficient development of the legislative framework on this issue, and sometimes to the incompetence of migration service employees. Therefore, before drawing up a document, you should thoroughly study the legal side of the issue and, if necessary, consult with specialists.
The fact of having a foreign passport confirming Russian citizenship gives the applicant the legal right to obtain an internal national document. However, the lack of permanent registration cannot serve as a basis for refusal.
If all legal requirements are met, the passport must be issued no later than one month after the application is received.
On what grounds can extradition be refused?
An unambiguous reason for refusal may be the fact that the applicant had previously been issued a general civil document. The registration is not primary, so a foreign passport cannot be used for this procedure.
In addition, authorized persons of government bodies may refuse to issue a passport if:
- an incomplete package of required documents has been provided;
- the application is not completed properly;
- photographs are not up to standard;
- a document drawn up in a foreign language has not been translated into the state language;
