From June 28, 2021, the frequency of flights from Moscow to Yerevan and back has increased to 6 per week (previously it was 5).

ENTRY OF EAEU CITIZENS WILL NEED A PCR TEST AND A MOBILE APPLICATION

The head of the Russian government, Mikhail Mishustin, signed a decree allowing the entry into Russia of citizens of the EAEU member states, inclusive from Armenia and Belarus, from February 1 to March 1, 2021. Let us recall that five countries are members of the Eurasian Economic Union: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.

Crossing the Russian state border is possible through Russian air checkpoints, provided that passengers present valid documents proving their identity and recognized by the Russian side as such, as well as a negative test result for COVID-19.

In addition, according to the order, test results must be displayed in the “Travel without COVID-19” mobile application.

The document also approves a list of 20 air checkpoints across the state border through which these citizens can enter the Russian Federation, including all airports in the Moscow region and airports in other regions of Russia.

Duration of presence and stay of Armenians in Russia without registration

An Armenian citizen can stay in Russia without registration for 30 days.

There is also no need to fill out a migration card when crossing the Russian border.

Temporary registration at the place of stay

Temporary registration is issued at the place of stay, for a period of up to 12 months. At the same time, a citizen of Armenia must have an employment contract for this entire period.

From the moment of entry into the territory of Russia, a citizen of Armenia can stay here for no more than 90 days.

After this time, he has the right to renew registration (if there are formal grounds) or leave Russia for 3 months.

Documentation

List of main documents:

  • photograph (3.5/4.5 cm);
  • receipt (the amount of state duty is 1.6 thousand rubles);
  • certificate of proficiency in the language of the country of entry;
  • certificate of absence of dangerous pathologies (including COVID-19, HIV);
  • a certificate indicating no criminal record (issued at least 3 months before submitting documents);
  • passport;
  • petition (2 copies).

Certificates issued in Armenian must be translated into Russian and notarized.

If a citizen of Armenia wants to submit documents in a simplified manner, he should submit certificates that can confirm preferential grounds. Such a basis may be marriage to a Russian citizen.

Documents are submitted to the territorial division of the Main Directorate of Internal Affairs.

How can a citizen of Armenia obtain Russian citizenship in the general manner?

It is standard for all foreigners and Armenians here are no exception. The procedure for obtaining Russian citizenship for Armenian citizens consists of the following steps:

  • moving to Russia and registering for migration;
  • registration of a temporary residence permit (except for parents and children of Russian citizens, persons whose place of birth is the RSFSR, graduates of Russian universities with honors, holders of in-demand professions and some other categories of citizens). The duration of this stage is 2 months;
  • registration of a residence permit and residence under it in the Russian Federation for 5 years with travel outside the country for no more than 3 months per year. Document processing time – 4 months;
  • obtaining citizenship, taking the oath and obtaining an internal civil passport. The duration of the procedure is 13 months or more.

Please note: migrants with temporary residence permits have the right to live and work only in the region where they received permission. But holders of a residence permit can already move freely around the country and register before obtaining citizenship anywhere.

As can be seen from the above, and especially taking into account the fact that the deadlines established by law by the competent authorities are not always observed, the general format of naturalization is quite lengthy - on average, it takes about 7 years. Therefore, applicants try to choose other, less time-consuming options. Moreover, since 2020, the opportunities to obtain Russian citizenship for Armenian citizens have been significantly expanded at the legislative level.

PCR test for entry to Russia from Armenia in 2021

  1. Foreign citizens must take a PCR test 72 hours before arriving in Russia; without it they will not be boarded the plane.
  2. The certificate must be in English or Russian.
  3. Only children under 3 years of age are exempt from taking the PCR test.
  4. Vaccinated and recovered citizens should also get tested.

Only Russians returning to the country are allowed to take a PCR test for coronavirus at the airport; foreigners cannot do this.

When staying on the territory of Russia for a stay of no more than 30 days, citizens of Armenia are exempt from registration at their place of residence in a foreign country. If the stay in the country is longer than the specified period, then registration is required with the migration service authorities - the territorial division of the Main Migration Directorate of the Ministry of Internal Affairs of the Russian Federation in the area of ​​residence.

The obligation to register Armenians in the Russian Federation is assigned to the foreign citizen himself or to the employer, relatives who invited the foreigner to the country to restore the family or carry out work activities. Similar rules, based on the norms of an international treaty, apply to Russians coming to Armenia for a specific purpose.

To obtain a residence permit or apply for Russian citizenship, Armenian citizens are required to pay a state fee, renounce their native citizenship, confirm native knowledge of the Russian language, or provide evidence of the possibility of including it in the Resettlement Program from the countries of the former USSR, RSFSR. Employers will need to obtain a preliminary quota for attracting foreign labor, sign a letter of guarantee on the provision of housing and wages, and send an invitation to Armenia. Persons planning to live on the territory of the Russian Federation from Armenia have the right to apply for a temporary residence permit and/or residence permit if their stay is long, more than 1 year. The status will need to be updated annually. To do this, it is necessary to submit a package of documents confirming the validity of the reasons for assigning the status of a resident of the country, certified and translated into Russian, that is, duly certified.

Armenians who have obtained a residence permit have a full range of rights and obligations along with citizens of the Russian Federation. They are granted civil liberties, they can participate in Russian government programs to help the population, including those related to receiving subsidies from the state to improve housing conditions in connection with the birth of children with Russian citizenship.

Rules for entry into Russia for citizens of Armenia and into Armenia for citizens of Russia

Due to the coronavirus pandemic, on March 16, the Russian government adopted an order (No. 635-r) to temporarily restrict the entry of foreign citizens and stateless persons into Russia. In accordance with this order, the entry of foreign citizens into Russia is still limited. However, as the press service of the Union of Armenians of Russia reports, all foreign citizens, including citizens of Armenia, can enter Russia if there are a number of reasons. In particular:

  • Citizens of Armenia who have a residence permit (residence permit) and enter Russia through air checkpoints.
  • Citizens of Armenia who are family members (spouses, parents, children, adoptive parents, adopted children), guardians and trustees of Russian citizens, subject to presentation of valid documents proving their identity and subject to presentation of a copy of a document confirming the degree of relationship.
  • Citizens of Armenia entering Russia for the purpose of treatment, subject to presentation of valid documents proving their identity, as well as documents (copies of documents) issued by a medical organization confirming an invitation for treatment indicating the time of treatment or documents (copies of documents) issued by the Ministry of Health Russia.
  • Citizens of Armenia who are participants and family members of participants in the State Program to Assist the Voluntary Resettlement of Compatriots Living Abroad to Russia (hereinafter referred to as the State Program), approved by Decree of the President of the Russian Federation of June 22, 2006 No. 637, upon presentation of valid identification documents and certificates of a State program participant.
  • Persons entering Russia to visit sick close relatives (spouses, parents, children, adoptive parents, adopted children), guardians and trustees in need of care, subject to the presentation of valid documents proving their identity, as well as documents (copies of documents) issued by a medical organization.

When entering Russia, citizens of Armenia must provide a PCR test (certificate) confirming the absence of coronavirus. Test results must be received no earlier than 72 hours before arrival in Russia. Rules for entry into Armenia for foreign citizens (including Russian citizens):

The Armenian government has decided to open land borders to foreign citizens whose entry was prohibited due to restrictions imposed to combat the coronavirus pandemic.

Restrictions on entry into Armenia through land borders for foreign citizens have been lifted; now all foreigners can enter the country both by air and by land. All foreigners can now visit Armenia with a negative PCR test result for coronavirus taken in the last 72 hours.

In August, the Armenian authorities allowed the entry of foreigners by air. A quarantine regime has been in effect throughout the country since September 11, 2021. On January 11, despite the position of the Ministry of Economy, which opposed it, the restrictions were extended for six months. Currently, the number of people infected with coronavirus has reached 163,128 (5.6% of the population) in the republic; 485 cases of COVID-19 have been identified over the past 24 hours.
