Where do you get a passport?

According to the current legislation of the Russian Federation, foreign passports in Russia are issued by the Ministry of Internal Affairs. This is due to the fact that this department controls the activities and keeps records of the country’s citizens. However, in addition to the territorial office of the Ministry of Internal Affairs, you can apply for a foreign passport at the MFC. This government service center, located in each region, usually produces the document faster.

The third option where you can apply for a foreign passport is the single portal of State Services. This method is convenient for those who have previously opened an account on the resource. Otherwise, you will need to go through the registration procedure, which takes several weeks.

The current legislation determines the following: you can submit documents for obtaining a foreign passport at your place of residence. This means that a non-resident citizen has the right to apply to the Ministry of Internal Affairs or the MFC not according to registration, in the region of location. In such cases, lawyers recommend going to a multifunctional center. This is explained by the fact that some territorial departments of the Ministry of Internal Affairs require you to order a foreign passport at your place of permanent registration.

In addition, this department oversees various issues. Therefore, if you fill out forms to obtain a foreign passport at the Ministry of Internal Affairs, you will have to stand in a long line. It’s cheaper to contact the MFC or submit an application through the State Services portal.

Types of foreign passports

Now I propose to go directly to the types of foreign passports and consider their advantages, as well as figure out in which case it is better to issue a particular document.

New generation foreign passport (biometric). The biggest advantage of this document is its validity period – 10 years. That is, you formalized it once, and you don’t have to remember about it for the entire period. Why is it called biometric? The new generation passport contains a special chip that contains all your information that is written in the passport, and it also contains your fingerprints.

Part 2 of Article 10 of the Federal Law of August 15, 1996 No. 114 - Federal Law:

A passport containing an electronic storage medium is issued for a period of ten years. (Part two was introduced by Federal Law dated December 21, 2009 N 337-FZ)

There is no need to be afraid of this chip, since it is completely harmless, and it is impossible to read information from it at a distance. However, if your appearance has changed a little or the inscription “RF” is not visible in your passport using ultraviolet light, then your fingerprints will come to your aid, which will prove that the document belongs to you.

Of course, the state fee for such a fancy passport will be more than for an old-style international passport, but this amount also includes not only all the previously mentioned functions, but also photography.

Clause 2 of Part 1 of Article 333.28 of the Tax Code of the Russian Federation:

for issuing a passport identifying a citizen of the Russian Federation outside the territory of the Russian Federation, containing an electronic storage medium (new generation passports) - 3,500 rubles; (as amended by Federal Law No. 221-FZ dated July 21, 2021)

For children under 14 years of age, obtaining a biometric passport will cost less.

Clause 6 of Part 1 of Article 333.28 of the Tax Code of the Russian Federation:

for the issuance of a passport identifying a citizen of the Russian Federation outside the territory of the Russian Federation, containing an electronic storage medium (new generation passports), to a citizen of the Russian Federation under the age of 14 years - 1,500 rubles; (as amended by Federal Law No. 221-FZ dated July 21, 2021)

It is also no longer possible to enter information about children in this document. If you decide to get a new generation passport for yourself, then you will have to issue a separate document for your child (if he doesn’t already have one).

Old-style foreign passport. Its validity period is only 5 years, which gives a great advantage to those who apply for it for their newborn children. Babies grow very quickly, so after 5 years their appearance will change dramatically.

Part 1 of Article 10 of the Federal Law of August 15, 1996 No. 114 - Federal Law:

The passport is issued by the relevant government body within the time limits provided for in this article and is issued for a period of five years (except for the case provided for in part two of this article). (as amended by Federal Laws dated June 24, 1999 N 118-FZ, dated December 21, 2009 N 337-FZ)

Unlike the previous type of passport, this one does not contain any chip; it is simply an ordinary document, which consequently affects the state duty.

Clause 1 of Part 1 of Article 333.28 of the Tax Code of the Russian Federation:

for issuing a passport identifying a citizen of the Russian Federation outside the territory of the Russian Federation - 2,000 rubles; (as amended by Federal Law No. 221-FZ dated July 21, 2021)

And for children under 14 years of age, the amount of state duty, as in the previous case, is reduced.

Clause 5 of Part 1 of Article 333.28 of the Tax Code of the Russian Federation:

for issuing a passport identifying a citizen of the Russian Federation outside the territory of the Russian Federation to a citizen of the Russian Federation under the age of 14 years - 1,000 rubles; (as amended by Federal Law No. 221-FZ dated July 21, 2021)

In addition, in this type of passport you can enter data about all your children without issuing a separate document for them.

Where and how to submit documents?

Before considering the question of how to obtain a foreign passport, it is necessary to clarify that in Russia two types of this document are issued. The difference between them is significant. The old-style international passport has the following features:

  • validity period - 5 years;
  • the fee is 2 thousand rubles;
  • documents are accepted online or in person;
  • You can pick up your completed passport faster (expediting processing is possible).

You can apply for a new international passport (biometric) only through the State Services portal. In this case, the personal premises of a citizen of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs or other departments of the department are mandatory. The latter is explained by the fact that a biometric passport will require fingerprint registration. Accordingly, the time and cost of document preparation increase. The state fee for biometrics is 5 thousand rubles.

Ministry of Internal Affairs

To apply for a foreign passport at the territorial office of the Ministry of Internal Affairs (in particular, in the Central Administrative District, North-East Administrative District, etc.), you will need:

  • appear in person at the department;
  • fill out the forms and provide the package of required documents;
  • wait for the passport issue date.

A new passport will be issued at the same office. If a document of a new type is being drawn up, you must take a special photograph and submit fingerprints at the Ministry of Internal Affairs department.

MFC

The registration algorithm through the MFC (“My Documents”) is practically no different from the procedure followed by the Ministry of Internal Affairs. In this case, you will need to sign up in advance for the electronic queue and pay the state fee. Then, when the appointed date arrives, you need to visit the MFC branch and submit the documents.

Moscow multifunctional centers provide an additional service for issuing biometric passports. MFCs in some other regions and large cities have similar capabilities.

Public services

Registration through the State Services portal is convenient because you do not need to leave your home to submit documents. To use this option, you will first need to go through a lengthy registration procedure on the resource (in particular, you will have to wait several weeks to receive a verification code, which is sent by regular mail). Then you need:

  • go to the appropriate section and fill in the required fields;
  • attach electronic copies of the required documentation;
  • send an application;
  • pay the state fee;
  • wait for notification that your passport is ready.

Through the State Services portal you can inexpensively obtain a foreign passport. This is due to the fact that if you transfer money for services directly from a bank card or electronic wallet, the amount of state duty is reduced by 30%.

A message about the approval of the application is sent to the email or mobile phone specified during registration. After this, the citizen must contact the territorial department of the Ministry of Internal Affairs (indicated during registration on the portal) with the original documents. Then the police officers verify the submitted data, take photographs (if necessary, perform fingerprinting) and set a date for issuing the finished passport.

What documents are needed for a new passport?

To obtain a biometric passport, you will need to prepare the following list of documents:

  • Application form for a new international passport – 2 pcs. The type of application for the new type of application can be obtained on the official website of the migration service;
  • The institution will take two photographs of the candidate;
  • Passport of a citizen of the Russian Federation, or another document identifying a resident of the Russian Federation;
  • For those liable for military service, it is necessary to attach a permitting document from the commander (this paragraph applies to conscripts serving in the military);
  • Old passport, if available;
  • Receipt for payment of state duty for document registration;
  • Men will be required to have a military ID with a stamp of service or limited fitness in hand.

Necessary documents for issuing a new passport for a child under 14 years of age:

  1. Submission and execution of an application for the issuance of a foreign passport is carried out by the parents or guardians of the child;
  2. The photograph is taken at the migration service office;
  3. Birth certificate, which contains a note that the child is a citizen of the Russian Federation;
  4. All-Russian passport of a citizen of the Russian Federation of a parent or guardian. It is possible to provide another identification document (if the parent or guardian is a resident of the Russian Federation);
  5. The guardian must attach documentation that confirms the fact of guardianship of the child;
  6. If you have an old passport, you must also provide it;
  7. Receipt for payment of the state fee for issuing a passport.

The issuance of a biometric foreign passport for citizens from 14 to 18 years of age is carried out upon presentation of a Russian passport. If your passport is expired, how can you get a new one?

Reference! You should think about replacing your biometric passport 3-6 months before its expiration date. The reason for replacing documents is a change of surname or if the pages for marks have run out. Before getting a biometric passport, you should weigh the pros and cons and choose the most suitable option.

Where do you get a passport?

You can pick up your completed international passport at the Ministry of Internal Affairs office where the documents were submitted, or at the MFC. The current legislation does not provide for other options.

Processing times depend on the place of application. If a citizen submitted an application at his registration address, then the old-style passport takes one month, the new one - three. Otherwise, 4 months are allotted for processing the document.

If a citizen requires emergency treatment abroad, or a close relative has died abroad, then in such cases it is possible to expedite the issuance of a foreign passport.

Other types of passports

There are also other passports that are issued to special people.

This:

  1. Service passport. It is received by senior officials who work in the Presidential Administration, in the apparatus of the Constitutional Court, in the Government of the Russian Federation, and so on.
  2. There is also a diplomatic passport. This is provided to neither more nor less than the President of Russia, the Prosecutor General, the Chairman of the Central Bank, and so on.

So, if you are not a representative of such a high rank, then think about which passport to issue: a new or an old one.

But besides this, in Russia there are also such types of foreign passports as:

  • Sailor's passport. Here, from the name, it is already clear that this passport is intended for sailors and those who work on ships.

Other types of passports

In addition to the usual international passports, which are also called tourist passports, there are a number of documents on the basis of which you can travel abroad, but only for a certain circle of people.

— Collective passport (Group Passport). It is only issued to certain groups traveling together. This could be schoolchildren with an accompanying teacher, or a football team with a coach.

There are several types of foreigners:

  • official;
  • diplomatic;

General civil

This regular type of international passport is issued on the basis of Federal Law No. 114 “On the procedure for leaving the Russian Federation and entering the Russian Federation” dated August 15, 1996.

Citizens of the Russian Federation are allowed to choose any of two types of general international passports for registration.

Old style

This is a document printed on state letterhead with state marks and protection. The cover and first page of the foreigner are only in Russian

The first page of this new foreign document in the Russian Federation is made of plastic with an electronic chip built into it. The remaining pages are paper with state marks

Official

This is a document for government officials, military personnel and members of their families, and employees of the Central Bank. Such passports are the property of the state. Issued for business trips abroad by the organization that sends the employee abroad

Diplomatic
