Let’s answer right away: yes, there is such a possibility. And it’s also free. But with important notes.

Where can you get vaccinated against covid in Russia

By default, the coronavirus injection is available only to Russians. The only exception for foreigners was made by the Moscow government.

There are 15 mobile vaccination points operating in the Russian capital. Any citizen, including foreigners, can come there without an appointment and get vaccinated on a first-come, first-served basis.

In GUM, which is located on Red Square, they explained to us that not all foreigners can get the injection, but only those who are legally in Russia, and not under immigration status.

This means that a foreign citizen must have a passport and one of the following documents:

  • registration (not to be confused with the migration card, which is issued at the border),
  • temporary residence permit,
  • resident card,
  • work permit,
  • highly qualified specialists (this is a special document that is drawn up with the participation of the Russian employer).

Thus, a Ukrainian cannot enter Russia and immediately go to a vaccination point. First, he needs to register at his place of residence or stay. Below we show an example of what such registration looks like.

There is no exact information about where you need to register - in Moscow or somewhere else. But Moscow registration will definitely give you the right to get vaccinated.

Thus, obtaining registration, followed by vaccination, so far looks like the easiest way for Ukrainians to get vaccinated. If it is possible to organize registration (and such services are provided to visitors everywhere in Moscow), then in general the process will be quite fast.

If you have friends or relatives who can register you, this is done free of charge within one business day.

If you do it through intermediaries, then it takes two to three days, because they gather a group of willing people. The average cost is 1 thousand rubles (for foreigners for a short period - three months). However, there is a risk that they will take the money and throw it away. Therefore, if you find intermediaries on the Internet, then ask to go to registration with them.

What if you go to the clinic?

One of the questions that also interests Ukrainians is whether it is possible to get vaccinated in Russian clinics - public or private?

Ukrainians can get vaccinated against coronavirus in any region of the Russian Federation at a state clinic only if they have a residence permit. This category has the right to receive the same medical care as Russian citizens. You must first register with a clinic and obtain a Health Insurance Obligation (CHI) policy, issued free of charge.

Vaccination against covid in Moscow is also carried out in private clinics. The Mesdi network told us that they administer injections to foreigners, but with the same list of documents as at on-site vaccination points. That is, it is impossible without registration or other permitting document - this is a direct ban on this by the capital’s government. The cost of the service is from 6900 to 9900 rubles (from 2600 to 3700 hryvnia). This, in addition to the drug itself, includes two examinations by a therapist before each injection and an antibody test before the first injection.

The vaccine is administered in two stages with a three-week interval - this is another obstacle for those who do not live in Russia permanently, but want to get vaccinated. You will have to come twice.

In the Rostov and Belgorod regions bordering Ukraine, there are no Moscow-type vaccination points for foreigners yet. According to officials, there are also no exceptions for Ukrainians with “DPR” and “LPR” passports. But residents of the “republics” with Russian passports can get vaccinated in clinics in these regions on a general basis.

Can Ukrainians enter Russia?

One of the obstacles for Ukrainians to get the Covid vaccine in Russia is that today only certain categories of foreigners are allowed to enter the Russian Federation. We provide a list of them, which can be useful to Ukrainians, below.

Thus, a citizen of Ukraine with a Kyiv registration cannot currently enter Russia. But a Ukrainian with a passport from the “republics” or registration in ORDLO in a Ukrainian passport can.

To urgently obtain a foreign passport in Moscow, you can contact government services or private organizations. Private traders most often are not interested in the reasons for immediately leaving the country, but not everyone can afford their services.

It is possible to obtain a foreign passport in Moscow in 3-4 days, but make sure in advance that you have all the necessary documents and their copies. If you doubt your capabilities, it is better to seek advice and help from specialists.

In order to urgently obtain a foreign passport in Moscow, nonresidents should contact the FMS. You must have the following documents with you:

  1. Russian citizen passport.
  2. Birth certificate.
  3. Certificate of residence.
  4. Certificate of good conduct.
  5. For men - military ID or certificates from the military registration and enlistment office.

On a note! For nonresident citizens, the best option would be to contact a private company. This will help you avoid paperwork, but the pleasure will be expensive.

Through a multifunctional center

At the Moscow branch of the MFC you can obtain both a biometric and a simple paper foreign passport. Multifunctional centers are convenient because there are practically no queues there, and people are served at the highest level.

How to apply for a foreign passport at the MFC in Moscow? Let's see how this happens:

  1. Make an appointment (online, in person or by phone).
  2. Come at the appointed time.
  3. Write a statement.
  4. Pay the state fee.
  5. Submit the prepared documents.
  6. Come pick up your completed document on the specified date and time.

On average, issuing an urgent foreign passport at a multifunctional center takes about 10-14 working days. An employee will notify you about the readiness of your passport using the mobile phone you provided.

Through the Ministry of Internal Affairs

Citizens of the Russian Federation can apply for a foreign passport through a department of the Ministry of Internal Affairs. This method is quite common for nonresident citizens, so it won’t be possible without waiting in lines.

To do this you need:

  1. Contact the Migration Office in person.
  2. Pay the state fee.
  3. To write an application.
  4. Submit the prepared documents.
  5. Wait for notification from law enforcement officials indicating the date and time of the next appointment.
  6. Arrive for the completed document within the specified time frame.

An urgent passport can be obtained from a department of the Ministry of Internal Affairs in an average of 7-10 days. In this case, checking all documents takes a little less time compared to the MFC.

Through the Internet portal of public services

In the age of modern technology, it has become possible to apply for a foreign passport online. This can be done through the government services portal. To do this you need to take several steps:

  1. Register or log in to the site.
  2. Enter the FMS section.
  3. Find the line for the registration of a foreign passport and select the type you need.
  4. Fill out the electronic form.
  5. Enter a list of required documents.
  6. Submit the application form.
  7. Receive an SMS or email notification that your application has been accepted.
  8. Pay the state fee via the Internet, terminal or any bank branch.
  9. Receive notification of the date and time of the appointment.
  10. Come to the GUMV department of the Ministry of Internal Affairs or the Federal Migration Service to submit original documents.
  11. Get a ready-made foreign passport.

Submitting documents via the Internet is very convenient, but you should carefully study all the data before sending. An error or typo may be grounds for refusal.

What documents will be needed?

The list of documents for an urgent passport is practically no different from the usual procedure. The only thing is that you will need to additionally provide confirmation, on the basis of which you will be issued a foreign passport urgently. This could be a death certificate of a relative, a health certificate, or a referral to a clinic abroad.

To obtain a foreign passport you will need the following documents:

  • completed application form with photo – 2 pcs.;
  • photocopy of all pages of the passport;
  • a copy of the work book, certified by the signature of the head of the personnel department;
  • for men - a certificate from the military registration and enlistment office;
  • receipt for payment of services.

For children:

  • a child application completed by a parent or guardian;
  • photo;
  • up to 14 years - a birth certificate with a note on citizenship, after 14 - a photocopy of a passport;
  • copies of passports of parents or guardians;
  • receipt for payment of services.

But, do not forget that obtaining a foreign passport may be refused for the following reasons:

  • being under investigation;
  • criminal acts of a grave nature (regardless of the statute of limitations);
  • debts on loan payments, alimony, utilities, taxes;
  • working with documents classified as “secret”.

There is no way to hide this information; all requests are carefully checked. Citizens who have at least one of these reasons will be denied immediately. Information about criminals trying to escape abroad will be immediately transferred to the duty station of the Ministry of Internal Affairs.

Before completing the paperwork, be sure to check if you have any outstanding debts. Even if the fact is not revealed when filling out the documents, you will still not be allowed to cross the border.

To successfully obtain a foreign passport, you must provide the consular department specialists with original documents and their photocopies. Copies of internal passports and international passports whose validity has expired are made from all pages where information is present.

  1. Original passport confirming the identity and citizenship of Ukraine.
  2. Expired passport (if any).
  3. A permit that confirms a person’s legal presence on the territory of the Russian Federation.
  4. Original migration card.
  5. Identification number issued by the Tax Service of Ukraine.
  6. The original receipt of the paid consular fee (in accordance with the current tariff) or any other document that entitles the applicant to partial or complete exemption from payment.
  7. An application (questionnaire) that a citizen receives from a consular officer.

If the previous passport is stolen from the applicant or lost independently, additional documents must be provided to restore it:

  • application in free form;
