The population of the cold side of the country (the Far North and surrounding settlements) have the advantage of early registration of pensions in old age, because this work is characterized by harmful working conditions. For an accessible understanding of the norms of adopted laws, the state issued a brief and maximally conditional new legislation. In the article we will find out the details of how pensions are calculated for northerners from 2021.
Pension for northerners from 2021: latest news
For citizens of the Russian Federation (including for the population of the Far North), the President of the Russian Federation on October 3, 2021 adopted a law introducing some adjustments that will raise the retirement age. Before the signing of this law by the President of the Russian Federation, citizens of our country, subject to the conditions on the size of the northern length of service, received a pension upon reaching 50 and 55 years of age, depending on the gender of the citizen. As a result of the new pension reform, this period was increased by 5 years.
The President of the Russian Federation ordered, during the specified period, starting from 2021 to 2023, to introduce changes gradually and smoothly for citizens of the Russian Federation. In this regard, according to the law, citizens of different years of birth will retire, respectively, also in different age categories.
Medvedev's new reform project from 2021
The government of Dmitry Medvedev has proposed a new option for raising the retirement age from 2021. The proposed bill proposes to do this gradually. Starting in 2019, the bar will be raised by one year. Men born in 1963 and later will retire at age 65. For women born in 1971 and later, the retirement age will be 63 years.
The new retirement table will help you clearly find out the year of eligibility for registration:
Year of retirement | Men (birth year/age) | Women (birth year/age) |
2020 | 1959 (61) | 1964 (56) |
2022 | 1960 (62) | 1965 (57) |
2024 | 1961 (63) | 1966 (58) |
2026 | 1962 (64) | 1967 (59) |
2028 | 1963 (65) | 1968 (60) |
2030 | 1969 (61) | |
2032 | 1970 (62) | |
2034 | 1971 (63) |
The new rules do not apply to current retirees. They will continue to receive their defined benefits. According to economists’ calculations, these measures will increase the average pension by 1 thousand rubles.
It is proposed to leave benefits for early retirement in the same interpretation. However, for workers in special climatic conditions, changes in age shift upward are possible.
Northern experience
According to the established law, retirement for northerners depends on certain factors. Let's take a closer look at which northerners are eligible for early retirement benefits.
For women
- Those who have reached 50 years of age.
- Have two or more children.
- Northern experience includes at least 12 years and 17 years of work in equivalent regions.
- Having at least 1/5 century of insurance experience.
For men
- Those who have reached the age of 55 and a half years.
- Worked for a total of 20 years on average.
- Have min. 15 years of experience in the KS regions or 5 years more in areas equivalent to the Far North.
In the latter case, 365 days of work for men is equal to nine working months in CS conditions, and not a year and a half. It is expected that insurance compensation will be paid, adjusted for the decrease in the age of citizens, which will amount to four months of one working year for men who have worked for 7 years and 6 months in the Far North.
When do residents of the Northern regions retire?
This year, to receive a “northern” pension, you will need to accumulate at least fifteen years of work experience.
The age threshold for some civil groups that can qualify for early support from the state also differs. Article 32 of the Federal Law under number 400 states that a subject has the right to apply for a pension salary if he worked in the Northern regions for the required number of years.
The law states that the reduction in the age limit occurs in proportion to the length of work experience in a particular area. We have already mentioned this a little higher, but it doesn’t hurt to clarify: a year of work in our usual sense in the northern territory is nine months, bringing the retirement line closer for a northerner. It is worth considering separately the categories based on gender, because in Russia these thresholds are different.
At what age do northerners retire?
In the north, pensions begin in 2021 for women at 55, and for men 5 years later. These figures were published by the Russian Pension Fund (PFR). Although the age has increased, it still remains 5 years lower than for other Russian citizens. You can learn more about the retirement age from the table below, in which DR is the date of birth, and PV is the retirement age.
What are the conditions for receiving a “northern” pension?
In other situations, the same rules apply as for any Russian. In the Russian Federation, insurance or social benefits are relied upon, so any person who worked in the required territory has the right to claim them. The only difference is that some benefits are possible for both the social and insurance components of the benefit.
Do not forget that these benefits are provided not only to local residents, but also to residents of other regions if they worked in the same conditions for the required years.
Retirement table for northerners from 2021
In order for you to more clearly understand all the nuances of early access to pension benefits for those officially employed in the CS, we invite you to familiarize yourself with the table.
Who is entitled to the “northern” pension?
All subjects officially residing in the North and in regions equated to it are entitled to early access to legal rest, and the basic component of the salary increases.
It is worth noting the fact that northern work experience is counted for all Russians if they have moved to more favorable areas.
“For northerners, the calculation of work experience is different. Ten months of work in the Far North is equivalent to a year of work. If a subject works in the Northern region for more than six years and seven months, then with each subsequent year of activity in the same area, the pension threshold approaches four months.”
In 2015, changes occurred in the Russian pension system when the main components of state provision were transformed. Labor compensation in the usual sense of the word has turned into an insurance share, which now depends on several parameters. The basic part has also undergone significant changes, becoming a fixed salary in addition to the insurance benefit.
However, such changes did not affect the residents of the North, leaving the same conditions for going on legal vacation and for the existing procedure for increasing monthly allowance.
How are pensions calculated for northerners?
The opportunity to receive a number of benefits comes from retiring in the North. Among which:
- Lower requirements regarding the required number of years of life to obtain a pension. Recalculation is available depending on how many years a person has worked on the CS or ISS. At the same time, it does not matter where you live at the moment.
- All kinds of social benefits.
- The fixed payment is multiplied:
- those who have worked for at least 15 years in the Far North receive a 50 percent bonus;
- Those who have worked at least 20 years on the ISS receive an additional payment of 30 percent;
- Citizens registered in the territory of the CS or ISS are calculated an additional premium corresponding to the coefficient of the given region.
Important information! Citizens belonging to the latter category receive pension payments with the coefficient of a certain area, so it is necessary to regularly document the fact of residence in a given area. The procedure must be done in person; there is no online application for benefits upon retirement.

All features of the northern pension for certain categories of citizens
Some categories of citizens receive pension benefits under conditions that differ from the general ones. Features and, in some cases, status are taken into account. Special conditions when calculating benefits are taken into account for the following categories:
- disabled people:
- shift workers;
- military.
Military pensions
Military personnel can expect to receive compensation after leaving service. When serving in the Far North, length of service is accrued on the “three-year” principle. When calculating benefits for this category, the following are taken into account:
- official salary;
- allowance;
- length of service;
- regional coefficient.
Shift workers
When working on a rotational basis, a person is considered busy not only while in cold regions, but also during rest, since he was actually on vacation while working at the enterprise. To confirm the length of service in this case, in addition to documents from the place of work, you will have to provide documents about full-time employment and travel.

What to do when moving to another region
It is imperative to understand the conditionality of raising the northern pension. This decision can be interpreted in two ways.
Firstly, the productivity of seniority should be developed directly in the regions of the Far North and the outskirts of this region. Depending on the type of work experience (in which area you worked), the amount of the generally accepted payment to the insurance pension increases. Any pensioner of the Russian Federation who moves to another region of the Russian Federation will not be prevented from receiving an increase in pension payments.
Secondly, due to the immediate place of residence in the northern region of the country, the amount of the fixed payment will increase using the district coefficient. In accordance with the move, the size of the pension coefficient of a citizen of the Russian Federation changes. When moving to a region where the coefficient is smaller or the area has no coefficient at all, the pension amount is reduced. In the opposite case, when moving to a region with a high coefficient, a citizen of the Russian Federation will expect an increase in pensions.
How to calculate the northern pension in 2021
The country's government bodies must index generally established subsidies to the level of existing inflation to ensure a normal standard of living for pensioners. Social and insurance payments are subject to indexation. From January 1, 2018, insurance premiums will increase by 3.7%, and social premiums by 4.1% from April 1. The increase in the level of benefits will affect non-working elderly citizens, while working pensioners will receive non-indexed subsidies.
Formula for calculating insurance pension
For all residents of Russia, including northerners, the calculation of the insurance part of the state old-age subsidy is the same. The structure of the formula looks like this:
- RP = IPK x CB + FD.
- RP – final pension amount.
- IPC is an individually calculated coefficient depending on the number of points. The cost of 1 point in 2021 is 81.6 rubles. To qualify for pension benefits in 2021, you must have at least 13.8 points in your account.
- FD is a fixed additional payment, indexed annually.
Fixed payment amount
Since 2015, the amount of the fixed surcharge has been indexed to the level of inflation officially recorded in the previous billing period. In 2021, the standard indicator will be 4,982 rubles. For people living in cold regions, additional payments are made by 50%. Elderly people will receive additional double subsidies upon reaching 80 years of age. If a pensioner has dependents, then the northern pension in 2021 will increase by 1,520 rubles for each incapacitated household member. In addition, the indicator is multiplied by the increasing coefficient for the given region.

Regional coefficient
The increase in the northern pension in 2021 is due to the northern increasing coefficients established by law for each cold region separately. The indicator can be applied to a fixed additional payment to the general insurance part of pension benefits, or to social subsidies if the person applying for benefits does not have enough points and experience for pension insurance.
If a citizen plans to receive insurance benefits, having the necessary length of service, then the laws provide a choice. With 15 years of work at the compressor station and 20 years of work in regions with a similar climate, with a total experience of 25 years. for men and 20 l. for women, the recipient can choose to use one of two options:
- raise the pension by increasing the fixed surcharge by an increasing rate;
- set a high fixed additional charge.
Raising the retirement age
In Russia, for the first time since 1930, the retirement age was raised , but only for state civil servants who continue to hold their positions.
From 2021, the retirement age for all working civil servants will increase by six months annually, including for conditions of early retirement. This means that in 2021, women born in the second half of 1962 and men born in the second half of 1957 will have the right to receive an insurance pension.
We offer you summary tables for the convenience of determining the right to severance with the condition of a gradual increase in the old age pension age:
retirement age table for civil servants
As a result, the retirement age for civil servants will be 65 years for men and 63 for women. Please note once again that this restriction applies only to the period when persons occupy positions:
- government position of the Russian Federation;
- government position of a constituent entity of the Russian Federation;
- positions of the state civil service (federal state civil service);
- state civil service of the constituent entities of the Russian Federation;

In case of dismissal from public service, generally established age requirements are imposed (60 and 55 years). It should be noted that when an insured person is appointed to a civil servant position after retirement, there are no grounds for its termination.
