The usual pension payment schedule in February 2021 is slightly shifted due to calendar weekends: 6th and 7th, 13th and 14th, etc. When to receive money this month at the post office and in banks? When will payments be received if the issuance date falls on a weekend?

At the beginning of 2021, there were many holidays in our country when many organizations and institutions did not work, including the Russian Post and banks. As a result, the schedule for paying pensions and other social benefits has changed quite a bit. Some people were paid their January pensions in December. But in February such an abundance of weekends is not expected. Therefore, although the payment schedule will change, it will not be so dramatic.

When are pensions issued if payment dates fall on weekends?

The deadlines for delivering money to pensioners are specified in the “Rules for Payment of Pensions” (approved by Order of the Ministry of Labor of Russia dated November 17, 2014 N 885 n).

Article 109 of the “Rules”, in particular, states that “delivery of a pension for weekends or holidays can be made ahead of schedule within the current month and no earlier than three days before the date of receipt of the pension established according to the schedule.”

What does this mean as it relates to February 2021? And the fact that pensions that were delivered according to schedule, for example, on the 7th, can be paid on Friday the 5th or Saturday the 6th of February.

Money can also be paid in advance if the scheduled delivery date falls on another calendar weekend - February 14, 21, 28.

Employees of the Pension Fund branches are guided by these “Rules” when drawing up schedules for the delivery of pensions, monthly social benefits and other social payments.

Payment schedule in Moscow for February 2021

Schedules are created monthly separately for each region.

The schedule for issuing city supplements to pensions, benefits and other social payments in the capital is reported by the press service of the Department of Labor and Social Protection of the Population of Moscow.

Payment through Russian Post in Moscow will be made from February 3 to February 16, 2021 on the following days:

  • February 5, 2021 - for February 5 and 7;
  • February 12, 2021 - for February 12 and 14;
  • February 15, 2021 - for February 15 and 17;
  • February 16, 2021 - for February 16 and 18;
  • on other days according to the established schedule.

Payments through Russian Post in the territories annexed to Moscow will be made from February 4 to February 16, 2021 on the following days:

  • February 5, 2021 - for February 5 and 7;
  • February 12, 2021 - for February 12 and 14;
  • February 15, 2021 - for February 15 and 17;
  • February 16, 2021 - for February 16 and 18;
  • on other days according to the established schedule.

Vladimir Putin reminded employers of the obligation to increase employee salaries from February 1 by the percentage of growth in consumer prices.

To ensure that the level of real earnings does not change due to rising prices, indexation is necessary.

At state enterprises and institutions, indexation will be mandatory.

Indexation of wages to the officially established level of 4.9% is not so significant that it can significantly improve the level of people’s well-being, says Sergei Mironov, head of the SR faction in the State Duma of the Russian Federation. According to his data, real incomes of Russians fell by 10%.

Will the February pension come to Mastercard and Visa cards?

Will! Previously, it was planned that the transfer of receiving pensions to MIR cards would be completed by October, then this deadline was moved to December 31. But at the moment, the deadline for transferring pensioners to MIR cards has been extended again, this time until July 1, 2021.

But if you receive your pension through Russian Post (in person at a branch or through the postman), or through a bank deposit with the ability to replenish and withdraw money, then you will not need to issue a MIR card even after July 1. Payments will continue to be received as before.

New laws for business

In addition to increasing social benefits, new laws regarding doing business will come into force on February 1. They are quite different in nature, but for some entrepreneurs they will be very important.

First of all, the approach to establishing new mandatory requirements for business is changing.

– for example, in terms of labor protection, ecology, sanitary and epidemiological well-being, etc. Any such requirements will now come into force on one of two dates – 1 March or 1 September. Moreover, the new norms themselves must be officially published no later than 90 days before entering into force.

There will be few exceptions - this is everything related to the introduction of emergency or high alert regimes, epidemics, disasters, terrorist attacks and other disasters.

Other innovations concern the following rules:

  • The last month begins when you can issue an extension of the lease of state or municipal land on special conditions. This was introduced during the pandemic to help businesses and will remain in place until 1 March. The contract can be extended for the same period as under the original terms, but not more than 3 years. Important - it does not matter whether there is a delay in payment under the contract;
  • travel of heavy vehicles on federal highways will be more expensive. According to the new rules, cars heavier than 12 tons will pay 2.34 rubles for each kilometer driven on federal highways through the Platon system. The rate increased by 14 kopecks, this was explained by accumulated inflation over the past year. Theoretically, the tariff increase will affect almost one and a half million transport units;
  • Individual entrepreneurs in special regimes will have to indicate more complete information about the goods sold on receipts and strict reporting forms. Before February 1, you could only indicate the name of the product item, but now you must also write the quantity or volume of the product. Accordingly, all entrepreneurs using the simplified tax system and the patent system need to check their online cash registers and product range;
  • employers will be required to submit reports to the Pension Fund of Russia by February 15 in the SZV-TD form, in which they must indicate information about the work activities of employees who were employed, transferred or dismissed from work in January. This is due to the transition to electronic work books;
  • The last month begins when you can store unmarked tires. From March 1, all tires, even in warehouses, must be marked with the “Honest Mark” system. This only applies to new (unused) tires;
  • Producers of reconstituted milk will be able to consider it a dairy product (rather than a milk drink) from February 13. But to do this, it must meet a number of taste and smell requirements.

Who will have their pensions increased from February 2021?

From January 1, 2021, insurance pensions of non-working pensioners increased by 6.3%. The amount of the fixed payment to the old-age insurance pension was 6,044 rubles. 48 kopecks, the cost of one pension coefficient is 98 rubles. 86 kopecks

The next massive increase in payments is planned for April, when social pensions will increase. Indexation is expected to be 2.6%.

But some pensioners will receive an increase in February:

  • First of all, this applies to those who crossed the 80-year-old mark last month. Their fixed payment, which is included in the pension, increases. And accordingly, the total amount of the old-age insurance pension increases. Their increase will be 6,044 rubles.

By the way, let us remind you that pensioners over 80 years old can receive another 1,200 rubles per month. To do this, it is necessary for one of the non-working relatives or acquaintances to officially formalize their care. It could even be their grandchildren over 14 years old.

  • Pensioners who have dependents - disabled family members - also receive an increase. The growth is also due to an increase in fixed payments.
  • Those who moved for permanent residence to the Northern or equivalent regions can count on increased pensions. The pension grows due to the regional coefficient.
  • Those pensioners who quit their jobs in October last year can count on receiving a pension with full indexation in February. Let us remind you that according to today’s standards, a pensioner will receive his first pension, taking into account indexation, only in the fourth month after dismissal. But the payment will be with an increase for all these 3 months.

An increase in payments may also take place according to other individual indicators, of which there are quite a few. But, as a rule, you don’t need to go anywhere for this; everything happens automatically (of course, except in the case of moving to the northern region).

Increase in social pensions from April 1

April 1 is already the traditional date for the increase (indexation) of SOCIAL PENSIONS (for disability, loss of a breadwinner or old age). And although in 2021 there were rumors about the state’s possible refusal to index them, fortunately for recipients, they turned out to be groundless. An increase of 7% is tentatively planned; closer to the time of accrual, the figure will be adjusted to take into account inflation.

True, the indexation coefficient for these pensions will be inferior to similar indicators for insurance pensions and single daily income and will be, according to preliminary data, 2.4%, but this is better than nothing.

It should be recalled that, regardless of the result of calculating the social pension for a particular pensioner, its final size cannot be less than the social minimum for a pensioner in a given region. If necessary, additional payments to social pensions are made from the regional budget up to the amount of this minimum.

From February 2021, the monthly allowance for beneficiaries will increase

Since February, our country has traditionally been indexing the size of the monthly cash payment (MCB) for federal beneficiaries. In 2021, the EDV value will increase by 4.9%.

About 15 million Russians entitled to federal benefits should receive an increase in pension payments.

How much will wages be indexed in 2021?

According to the current legislation of the Russian Federation, enterprises of all forms of ownership are required to index employee salaries.

The norms of the Labor Code of the Russian Federation are mandatory for government agencies and entrepreneurs.

However, if government agencies carry out indexation in accordance with the norms enshrined in labor legislation, then commercial organizations - in the manner established by the labor agreement and local regulations.

The Labor Code provides for wage indexation in all groups of workers without exception. When concluding an employment contract, a clause on mandatory indexation is present. The form of a standard agreement was developed and approved by Government Decree No. 858 of August 27, 2016.

The inflation rate in 2021, calculated by Rosstat, was 4.9%. Taking into account this indicator, wages should be indexed.

In March, workers should receive increased wages. The minimum wage, the minimum wage, is increasing, and now it is 12,792 rubles.

Who will have their pension increased in April?

From April 1, social pensions will be raised in Russia. There are also many categories, but most of them overlap with those who receive EDV. There are three types of social pensions: old age, disability and loss of a breadwinner. But, as in EDV, there are much more categories. Among them:

  • disabled people, including disabled children;
  • children who have lost one or both parents, including a single mother;
  • citizens who did not have enough length of service or pension coefficients to apply for an old-age insurance pension;
  • persons affected by radiation or man-made disasters (including the accident at the Chernobyl nuclear power plant), family members of these citizens;
  • participants of the Great Patriotic War;
  • military personnel who became disabled during conscription service;
  • family members of military personnel who died during conscription service.

The increase will affect more than 4 million Russians. By the way, social pensions will increase by only 2.6%: this is almost two times less than the inflation rate.

How much will the pension be increased: latest news

Starting from 2021, annual indexation of pensions was carried out only for non-working pensioners. The government was forced to make this unpopular decision due to a shortage of Pension Fund funds. A number of deputies have repeatedly put forward bills to lift the moratorium on recalculation of pensions for working pensioners, but none of them have been adopted.

From February 1, 2021, a planned increase in federal benefits will take place in Russia. For such payments, a fixed amount is established, which increases every year in proportion to inflation. According to Rosstat, inflation for 2021 was 4.9%, therefore, the indexation coefficient will be 1.049.

Thus, the one-time benefit for the birth of a child will increase from 18,004.12 rubles to 18,886.32 rubles. The allowance for child care up to 1.5 years will also increase. From February 1, all cash receipts must indicate the name and quantity of the product. This norm, which makes the process of buying and selling goods as transparent as possible, is determined by Federal Law No. 54-FZ dated May 22, 2003 “On the use of cash register equipment when making payments in the Russian Federation.” However, for individual entrepreneurs using special tax regimes, there was previously a temporary deferment in the implementation of this provision of the law. From February 1, 2021, the deferment ends, and all cash receipts must contain the name of goods (work, services) and their quantity. Breaking the law may result in a fine.

Censorship for social networks

From February 1, social networks are required to independently identify and block prohibited content: child pornography, extremist materials, data on methods of manufacturing and using drugs, information on methods of committing suicide and calls for it, advertising of alcohol and online casinos, calls for minors to commit illegal acts , calls for mass riots and participation in uncoordinated actions, as well as offensive statements about the state, authorities and the Constitution of the Russian Federation. In addition, the law also states that “materials containing obscene language” should be subject to censorship on social networks.

The corresponding law was adopted in December 2021. The document also introduces into legislation and regulates the concept of “social network” - this is a resource that allows users to create their own pages and post publications on them, the daily audience of which in Russia exceeds 500,000 people. Thanks to this, health workers will no longer need to duplicate primary medical documentation on paper, and citizens will have the opportunity to quickly view information about the services provided to them in their electronic medical records on the government services portal. Medical organizations will be able to set the deadlines for the transition to legally significant electronic document management and the types of documents to be converted into digital format.

At the same time, the patient is assigned the right to choose: if a person submits an application with a request to duplicate medical documentation in paper form, the medical organization is obliged to satisfy his request on the day of the application.

Increasing tolls for heavy trucks on highways

On February 1, a new tariff for truck travel on federal highways comes into force. Cars weighing more than 12 tons will pay through the state system “Platon” for damage caused to roads by 14 kopecks more - 2.34 rubles per kilometer. The fee is calculated taking into account annual inflation.
