Current rules for entry into Ukraine for Russians 2021

Availability of a biometric passport

To cross the border, a Russian citizen will need to obtain a biometric passport. This is stated in paragraph 4 of the Decision of the National Council. Security of Ukraine dated August 30, 2021, put into effect by Decree of the President of Ukraine No. 256/2017. You can read the full text on the official website of the President of the Government of Ukraine:

NSBU decision

Paragraph 4 of the NSBU Decision dated August 30, 2018
Despite the fact that a “biometric passport” is something new and incomprehensible, it is quite easy to make and not very expensive. You can order a “new generation passport” through the official website gosuslugi.ru. It is done from 1 to 4 months. And it costs less than processing it through the migration service office. Instead of 3500 you will need to pay only 2450 rubles:

gosuslugi.ru
Therefore, if you are not yet registered on the State Services website, it is recommended to do so, as this makes it faster, easier and cheaper to use government services.

How to get a new passport in Russia

To obtain a new type of international passport, you must register on the State Services portal and electronically attach the following list of documents:

Documents required for obtaining a new generation international passport in Russia
We have dealt with this stage. In principle, getting a new generation foreign passport is not difficult. The list of documents for its registration is the same as when issuing a regular international passport in paper form ( Ukraine may introduce a visa regime with Russia ). Therefore, this stage can be considered the simplest. Now let’s move on to the next restrictive innovations from Ukraine on entry and consider how you can get there without problems.

If a child has reached the age of fourteen or above, when crossing the border with Ukraine, he is required to have his own passport. if the child is under 14 years old, then he is not yet entitled to this document, so he can enter Ukraine using his parent’s passport, in which the child himself is entered, provided there is his photograph.

If only one parent and a child enter Ukraine, the written consent of the second parent is not required, unless a ban on the child’s travel abroad has previously been officially issued. This is easily verified by the border service.

If a child is sent to Ukraine not with his parents, but with accompanying or other relatives, written permission from the parents, confirmed by a notary, will be required.

Registration at place of stay/residence

According to the decision of the National Security Council of Ukraine, enacted by the President of the country, all foreigners arriving and staying on the territory of Ukraine will have to register at their place of stay or residence from January 1, 2021. This is stated in paragraph 1 of the Decision of the National Council. Security of Ukraine dated August 30, 2021, put into effect by Decree of the President of Ukraine No. 256/2017:

1 paragraph of the NSBU Decision of August 30, 2017
This means that from January 1, 2021, in order for a Russian citizen to arrive legally in Ukraine, it is necessary to submit an application via the Internet to the Ministry of Foreign Affairs (MFA) of Ukraine upon entry. At the moment, the Ministry of Foreign Affairs is still preparing a list of documents that will need to be provided for preliminary registration at the place of residence or stay in Ukraine.

What to do if you are in Russia and are planning a trip to Ukraine from January 1, 2021? To do this, you need to make sure that someone on the territory of Ukraine can issue you this temporary registration or registration (registration at the place of residence). By the way, read what to do if Ukraine blocked VK, OK, Mil.ru, Yandex . If you have relatives, then there will be no problems. They must make an invitation for their relative (acquaintance), which is done as follows:

What documents are needed for a resident of Ukraine to issue a guest invitation to a foreigner from Russia - a relative, an acquaintance?

To do this, a resident of Ukraine must contact the State Migration Service of Ukraine with the following package of papers:

If there are no relatives, it doesn't matter. Let's look at how you can legally enter Ukraine, even after January 1, 2021.

What documents are needed to enter Ukraine from Russia?

In order for a Russian citizen to be able to enter Ukraine, he must have a foreign passport - this is the only mandatory document for crossing the border. It is advisable to also have the following list of documents with you (latest information):

  • guarantee that the Russian will return back to the Russian Federation. a return ticket will do;
  • voucher;
  • invitation confirmed by a notary;
  • confirmation that the Russian is solvent.

Crossing the border by car

If you plan to cross the border by car, in addition to the above documents, you will also need to present documents for the vehicle. What exactly you need to have with you:

  • driver's license;
  • vehicle registration certificate;
  • Ukrainian insurance policy, which can be purchased before the border or immediately after it;
  • power of attorney to drive a car if the driver is not the owner;
  • If the car is registered to a company, a travel permit will be required.

Today, this entire list of documents is considered mandatory until the next changes in legislation, which we will definitely notify you about.

How to make temporary registration in Ukraine while in Russia

In order for you to pre-register temporarily at your place of stay, you need to contact a Ukrainian real estate agency in the city where you are going to go in advance. Via the Internet, with the help of an agent, choose an apartment, conclude a rental agreement by mail , duly executed, on the basis of which you can issue a temporary registration. You will find a sample temporary registration form below. You should know that the presence of a lease agreement is the owner’s consent to your residence in the apartment, so his presence is not required. This is stated in Article No. 6 of the Law of Ukraine on freedom of movement and freedom to choose a place of residence in Ukraine:

Article No. 6 of the Law of Ukraine on freedom of movement and freedom to choose a place of residence in Ukraine.
In more detail, you can study all the information at the address indicated in the picture below. If you do not speak Ukrainian, you can use the translator in your browser. The Ukrainian language is 99% correctly translated into Russian, since these languages are similar in type:

How to rent an apartment in Ukraine from Russia

So, to keep everything secure, you should proceed as follows.

  1. Find the website of a responsible real estate agency on the Internet . Reviews will help with this. The plus is that most people in Ukraine speak and write in Russian. That’s why Ukrainians almost always leave reviews on the Internet in Russian.
  2. Select the appropriate apartment option on the website . It should be noted that renting housing through agents will always be more expensive than directly searching for owners. But when you need to do this at a distance, real estate agencies are lifesavers.
  3. Draw up an apartment rental agreement via mail . How it's done? You submit an application to a real estate agency to rent a specific apartment. The more expensive the apartment, the more likely it is that it will disappear from under your nose. Ask the real estate agency to send you a completed lease agreement in two copies to an address in Russia. The contract must indicate:
  • Owner's address.
  • From what date will you rent housing?
  • It is the owner (not the agency) who puts the apartment (house) at your disposal with a monthly payment and indicating the exact amount.
  • The exact address of the apartment.
  • And most importantly - in what form the calculation will be made. Payment must be in the form of a bank transfer from card to card or from account to account from you to the property owner . Agency commission must be paid by separate transfer.

The lease agreement must indicate that a check for the transfer of money to the specified bank account of the owner will confirm the right to use this residential premises for a certain period. Thus, this will insure both you and the owner of the apartment against fraud when transferring money. If you do not have this check, it means that the owner has not received the money, and accordingly, you will not be able to move in, because the lease agreement will be invalid.

The main thing is that the cash payment must be confirmed in the form of a bank statement. This is important for you! The rental agreement must contain the signature of the apartment owner and a signature with the agency’s seal!

How to check an apartment in Ukraine so that you don’t get scammed with rent

Before transferring money for rent, you should verify the authenticity of the property. How is this possible? To do this, there is a similar service in Ukraine, where you can request a certificate similar to that in Russia (USRN - Unified State Register of Real Estate). In Ukraine, you can obtain such information in the “Cabinet of Electronic Services” kap.minjust.gov.ua In the figure below, the page of this service has already been translated into Russian using the Google browser:

“Cabinet of Electronic Services” of Ukraine kap.minjust.gov.ua
To find out whether a person is the owner under the contract, you will need to enter all the data that you will have in the contract sent by mail. If everything is confirmed, then you can transfer money for rent and commission to the agency (in different transfers), and the checks that you have in your hands (preferably in the form of a bank account statement) will activate the rental agreement. You make a copy of the checks, sign the second copy of the contract, and send this set back to the agency. It is best to send a letter with a registered notification and a list of attachments. In the inventory, indicate its contents: the lease agreement and payment receipts indicating the bank account of the landlord and the agency.

Traveling to cities in Russia and abroad

Having returned yesterday (11/17/2017) from Ukraine, I wanted to write a short note for those travelers who would like to visit this country, but, due to the increased infusion of negative information into our ears from televisions, are afraid to go. The article contains the most pressing questions that worried us before the trip, and some even turned out to be an unexpected surprise. Looking ahead, I would like to say that overall the trip was a success, we don’t regret it one bit, and we even want to return to some places and visit new ones.

1. What documents are needed to travel to Ukraine? Now, to travel to Ukraine, you will need a foreign passport, an invitation certified by a notary, and a copy of the guarantor’s passport. However, from the beginning of 2021, Russian citizens wishing to travel to Ukraine will have to be fingerprinted, so stay tuned for news.

2. How are the borders drawn? What questions do border guards ask? We crossed the border by bus. Ukrainian border guards walked along the bus and collected everyone’s passports and invitations, while asking who, where and for how long you were going. Be prepared that border guards may call your guarantors and check your information. At the entrance to Ukraine, everyone got off the bus and had their bags scanned. At the exit, they didn’t demand to get out, but they led a service dog around the bus. In principle, all the procedures are standard for crossing the border, the only thing that caught my eye was how we got stuck with stamps at the border crossings. They really got into it, as if out of spite.

3. Why we recommend taking the bus. Because it’s cheaper than taking a train: get to a Russian border city by train, change there to a bus and then cross the border on it and get to the nearest Ukrainian city. Of course, a little time is lost (about 1.5 hours).

4. Is it possible to speak Russian in Ukraine? We traveled all over Ukraine from Kharkov to Mukachevo and spoke Russian everywhere. Everywhere on the street you hear Russian speech, it could be Ukrainians themselves, and Belarusians, and Moldovans. Speak calmly to everyone in Russian, they will understand you 100%, but they can also answer in Ukrainian, or in mixed Ukrainian and Russian (surzhik), so you will also understand the essence of the answer, and if you don’t understand, don’t be afraid to ask again. We have the impression that in the service sector people are forced to speak Ukrainian, but everyone does this according to their capabilities.

5. Ukrainians don’t like Katsaps (Russians)! Maybe they don’t like you, but who will know that you are Russian? As mentioned above, Russian speech is heard everywhere on the street. During our trip, we were only asked twice where we came from: the first time in a hotel in the Carpathians, the second time in a restaurant in Lviv.

6. It’s dangerous to go there, there’s a Maidan there! For those who don’t know, “Maidan” is translated from Ukrainian as “square”, so there is nothing wrong with this word. You will see Maidans everywhere, and even a child’s Maidan. Regarding the danger: recently calls have been received in Kyiv about the subway or buildings being mined, but all the calls were false, nothing has ever been found. If this scares you, you can go around Kyiv and visit other equally interesting cities in Ukraine.

7. How is security on the streets and in public places in Ukraine? We didn't feel as safe as in Norway. And it’s not even a matter of calls about bombing. When a drunk man was lying under the monument, and the police passed by, everything became clear. Stations with homeless people whom no one kicks out. Also, at train stations they do not scan bags or check passports when boarding trains. That is, anyone can travel with your ticket.

8. Prices in Ukraine For the first time, we came to a country where it was cheaper to have a meal in a cafeteria than to go to the grocery store. Food and clothing in Ukraine cost approximately the same as in Russia. But a full lunch in a cafe or even in a restaurant will cost you half as much as in Russia. The food is filling and mostly delicious. Travel on public transport is very cheap, from 5 to 10 rubles, if translated into our money.

9. How to pay? Unfortunately, in many cases you will have to pay in cash in Ukraine. Cards are accepted, but not everywhere, and very often you can hear: “Oh, today our terminal is not working.” To withdraw cash, you will have to pay the bank a percentage for conversion and a withdrawal commission (50 hryvnia). Russian rubles can be exchanged for hryvnias at exchange offices - fortunately there are a huge number of them throughout Ukraine.

10. Which Russian sites are blocked in Ukraine? VKontakte, Odnoklassniki, Yandex services and mail.ru are indeed blocked in Ukraine. However, by installing special programs or add-ons, you can use these sites without restrictions. In general, things with the Internet in Ukraine are so-so, there are few open points, and those that are open work slowly and constantly “fall off”. In this way, Ukraine reminded us very much of Belarus and Poland.

11. Why go to Ukraine at all? If you are a real traveler, you will not ask such questions. For everyone else: the beautiful architecture of western Ukraine, castles, mountains, hearty food and all this at prices very affordable for Russian tourists.

New requirements for entry into Ukraine for Russian citizens

All innovations regarding crossing the Ukrainian border were considered by the National Security and Defense Council, regarding the tightening of the entry regime into the country for citizens of states at risk of migration. Oddly enough, the Russian Federation also applies to Ukraine as such. Control will be carried out in 3 stages:

1. To enter the territory of Ukraine, you must first register.

A citizen of the Russian Federation will be required to visit the official website of the Ministry of Foreign Affairs, where he will be provided with an electronic form to fill out. It must indicate personal data, the purpose of entry into Ukraine, as well as the localities in question to visit.

The form must be filled out a month before you plan to cross the Ukrainian border. The period may be shortened due to emergencies, such as illness or death of loved ones.

You can fill out the application form on the official website of the Ministry of Foreign Affairs of Ukraine at: VISA.MFA.GOV.UA

Example of filling out a form:

By following this link, you can also find out what available dates are available by clicking on the “Work Schedule” link.

2. Biometric data must be recorded at the border.

Starting from 01/01/2018, the main condition for entry and exit from Ukraine is the presence of a biometric passport, which has a contactless electronic type. It will be possible to cross the border using a regular international passport, but in this case certain additional difficulties may arise, including the fact that fingerprints of foreigners and stateless persons will be taken at the checkpoint.

3. You need to register at your place of stay.

Russians, as well as citizens of other states who meet the migration risk status, are required to register with local authorities.

Just last year there was no need for this. The legality of a Russian citizen’s presence on the territory of Ukraine was confirmed by a stamp in the international passport, which indicated the date of entry into the country. Starting this year, the situation has changed, and now you additionally need to register with the authorities at your place of residence.

How to obtain temporary registration in Hotels in Ukraine

Not everyone knows, but temporary registration can be made not only at the address of a rented apartment, but also while living in a hotel, hotel or sanatorium. To make this possible, it is necessary to conclude an agreement for hotel accommodation for more than 90 days. However, everything is individual. Each case is considered by hotel management separately. Therefore, plan in advance where you are going to stay.

The cheapest option is a hostel. By renting a bed, you will not spend a lot of money, however, you will have the opportunity to make temporary registration in Ukraine before arriving in this country.

So far, the principle of registration at the place of stay before arriving in Ukraine has not yet been regulated. The Ministry of Foreign Affairs of Ukraine is still preparing a list of documents that will need to be provided. Therefore, the option of hotels is possible. However, all methods of obtaining temporary registration in Ukraine in this way need to be planned in advance.

Duration of stay in Ukraine

For Russians, the maximum period of stay on the territory of Ukraine is 90 days within 180 days from the date of first entry. This means that Russian citizens are allowed to stay in Ukraine for three months out of six, and at the end of this period they must leave the country. The next entry can only be after 90 days.

Border guards at the border monitor the length of stay. If the established deadlines are not met, Russians may be denied permission to cross the border into the territory of Ukraine, and in the case of a long-term stay, a fine may be imposed.

Temporary registration in Ukraine through a Travel Company

Another option to get to Ukraine in accordance with all the requirements is to contact a Travel Agency (Travel Agency) for a tourist trip to Ukraine for an excursion. This, of course, will cost quite a bit of money. However, the travel company itself will take care of finding accommodation for you, draw up a rental agreement with the hotel or apartment owner, and issue temporary registration.

This will help to avoid a lot of hassle, so this method can be very convenient, although not cheap. You will probably have to pay for a month-long tour of Ukraine in order to have grounds for temporary registration. Then, once on the territory of the country, you can contact the Ministry of Foreign Affairs of Ukraine (MFA) to extend your stay in the country for another purpose.

New rules for Russians visiting Ukraine in 2019

Every year, the government of the country applies measures regarding the entry of foreigners into the territory of Ukraine. Particularly harsh rules apply to residents of the neighboring aggressor country. In November 2021, deputies of the Verkhovna Rada adopted a new law regarding visits to Ukraine by Russians. In this regard, many citizens have a question: do they need an invitation to enter Ukraine? Previously, this document was not mandatory; now it is necessary to have it with you while going through customs.

Entry into Ukraine from January 1 next year will be carried out as follows

At the border with Ukraine, a Russian citizen must provide the following documents to a customs officer:

  • international passport;
  • confirmation of financial stability, you need to confirm that the foreigner has the required amount of funds;
  • a document informing about the purpose of the trip to Ukraine;
  • a document confirming the availability of temporary housing;
  • guarantee of return to Russia.

There is a category of people who may not undergo the fingerprint scanner procedure, these are

  • presidents of countries, delegates, members of their families;
  • foreigners who are under eighteen years of age;
  • tourists who arrived to travel on the ship;
  • crews of aircraft and ships;
  • consuls, diplomats working in neighboring countries.

To confirm the availability of temporary housing, you must show a document confirming the rental of a room or hotel room. A guarantee of return to Russia implies the presence of a return ticket. It must indicate the date of arrival home.

Recently, in connection with the introduction of martial law, adopted on November 28, 2021, entry into Ukraine from 2021 will be prohibited for representatives of the stronger sex over the age of sixteen and sixty years. Martial law will remain in effect until December 2018.

Receive an invitation from an employer

Another option to get to Ukraine after January 1, 2021 is to receive a job offer from an employer. What does a Russian citizen need to do for this?

  • First of all, you need to find an employer. For an employer to undertake to issue an invitation to work for a foreign citizen, it must be very profitable for him. If you are not a unique specialist with extensive experience, then convincing an employer to hire you as a foreigner is only possible if you work for a salary that is less than what the locals want. By the way, it is important to know: How to withdraw electronic money to Ukrainian freelancers after bans on Russian sites and payment systems Therefore, having found a suitable vacancy on the Internet, ask what salary the employer is willing to pay you, as a foreigner, so that it is mutually beneficial.
  • The employer must be able to provide accommodation. It could even be a bed. The main thing is that for your invitation he can indicate the place where you will live. Now that you have an idea of how to start when looking for an employer, let's look at what the employer must do to invite you.

How an employer in Ukraine should issue a job offer to a foreigner

The employer, as a legal entity, must contact the State Migration Service (State Migration Service) according to its legal location and submit the following package of documents:

Documents for entry to Ukraine

The first thing a Russian needs to have to travel to Ukraine is a Russian passport. You won't be able to travel with a general passport. Ukrainian border guards may also require other documents - see the full list below. To guarantee entry into the territory of a neighboring state, we recommend collecting the entire package of documents and taking the required amount of money. Russians do not need a visa to enter Ukraine - there is a visa-free regime between the countries.

1. Guarantee of return to Russia (return ticket); 2. Paid tourist package (voucher), if you are traveling from a travel agency;

3. Reservation of housing or confirmation of paid meals in Ukraine; 4. Notarized invitation (original) - if you are going on a private visit, for example, to friends or family.

A guarantee letter of invitation is issued by an individual in Ukraine. The invitation must be certified by a notary and the original sent to Russia. The document indicates

  • information about the receiving party;
  • financial obligations of the host party;
  • data of the foreigner;
  • purpose of visiting Ukraine.

5. Confirmation of solvency

To enter a neighboring state, foreigners and stateless persons must have a certain amount of money—financial security. The amount of financial support depends on the number of days of stay in Ukraine and on the cost of living accepted in the country at the time of the trip.

It is worth considering that the cost of living in Ukraine changes several times a year (the next increase is in July and then in December 2021).

Living wage in Ukraine in 2021

From January 1 to June 30 From July 1 to November 30

From December 1 to December 31 Financial support is calculated using the formula

FO = ((20 x minimum cost of living): 30 ) x (number of days +5) Thus, the required amount for an adult for 7 days

((20×1853 hryvnia): 30) x (7+5) = 14,824 hryvnia, or 35,646 rubles. It is better to have a little more money to be sure to cross the border.

Solvency can be confirmed by presenting cash in any currency (dollars, euros or hryvnia), or a bank account certificate certified by the bank. If you do not have the required amount of money, entry may be denied.

Foreign tourists on a cruise, diplomats, ship crew members, and children under 18 do not need to prove their solvency. Also, those who have a guarantee letter of invitation do not need financial security, since in it the receiving party bears all costs.

How to confirm financial solvency on the border with Ukraine

When crossing the border, border guards may ask various types of questions to understand your financial situation. As a rule, these are questions like “Why are you going to Ukraine?”, “What funds do you have?”, “How long are you visiting?”, “Where are you going to stay?” Therefore, to be on the safe side, you should have something from the list below with you:

  • Bank account statement confirming that you have enough money to live on in the recommended amount. This is about 1000-15000 hryvnia per day of stay.
  • Return ticket . If you have a return ticket confirming your short stay in Ukraine (for example, 10 days), then the amount of money you need for the period of your stay will decrease. If there is no return ticket, then it is assumed that you are going to stay in Ukraine for at least 90 days.
  • Receipt from an ATM . It also confirms that you have the required amount of money.
  • An invitation letter from a citizen of Ukraine (relative, friend, employer), indicating that he will bear the costs of your maintenance. Then at the border you will not need to present money, checks, or bank statements.
  • Invitation letter from the hotel, tour operator . Lease agreement for housing in Ukraine. These documents also confirm that you have already paid for a number of services in the country and have housing for your stay.
  • Money . If you have all the money with you and do not have statements or receipts, you may be asked to show the money. If this option does not suit you very much, take care in advance and deposit money into your account by taking a statement.

Financial confirmation upon entry into Ukraine

In order for a citizen of another country to enter Ukraine, officials of the State Border Service must check his solvency, that is, make sure that the Russian has enough funds to stay in the country, or he can prove that he can receive funds already on the territory of the state, legally way. Not everyone is checked for solvency at the border, selectively. However, remember that the choice can always fall on you.

There is a special formula by which you can calculate the funds needed to live in the country:

FO = ((20 × Pm) ÷ 30) × Kd + 5) , where

FO - sufficient financial support PM - subsistence minimum per person per month Kd - number of days spent in Ukraine

In this way, the minimum amount is calculated, while the cost of living is taken into account specifically for the day. when a citizen of the Russian Federation entered the territory of Ukraine. This procedure does not apply to children under 18 years of age, persons with a residence permit in Ukraine, refugees, tourists and diplomats.

What a citizen must present to verify solvency:

  • money in cash. It is possible, as in the national Ukrainian currency, i.e. hryvnia, and in foreign currency. The total monetary amount must not exceed 10,000 euros;
  • bank cards. You can also provide receipts and ATM statements;
  • a letter of guarantee as confirmation that the receiving party will bear all expenses of the Russian citizen while he is on the territory of Ukraine;
  • a document confirming that accommodation was booked and paid for in advance;
  • travel package and/or voucher;
  • return ticket to the Russian Federation or travel ticket to another country. The date must be noted on the ticket.
