Residents of the part of the Donetsk region temporarily uncontrolled by the Ukrainian government can freely obtain a Ukrainian-style international passport (it is required to travel from Ukraine to the Russian Federation), but this procedure will have some difficulties.

“Ukrainians from the ORDO are now receiving foreign passports en masse in order to be able to travel to controlled territories and return back through Russia (a foreign passport will be required at the Ukrainian border when leaving),” the message says.

The issuance of a passport may take a certain period of time - they call the period from 21 to 60 days. There is also information that some managed to obtain a passport using an accelerated procedure - within 10 days. Residents of the temporarily uncontrolled part of Donbass are urged not to believe rumors and find out the processing time personally - at a specific passport office.

At the same time, those who receive a foreign passport for the first time or have an expired passport issued before 2007 (photos were simply pasted into the document then) must go through the identification procedure.

“I found out personally at our passport office (Pokrovsk). For persons who received Ukrainian passport in the now uncontrolled territory and who do not previously have a foreign passport, it is necessary to undergo identification. It takes two months! Only identification + time of receipt of the foreign passport itself. The days indicated are banking days, not calendar days. That is, you need to expect to stay in Ukraine for at least three months in order to get a foreign passport and return back,” says a message from social network users.

For identification in Pokrovsk, the following documents will be required (see photo):

  • Ukrainian passport;
  • birth certificate;
  • marriage/divorce certificate (if any);
  • driver's license;
  • military ID;
  • educational documents;
  • employment history;
  • omissions;
  • pension certificate (if any);
  • other identification (if any);
  • migrant's certificate;
  • extract from the State Voter Register.

You will also need to fill out a form and submit it to the passport office. In the future, a passport will be required when traveling across the border.

“Ukrainian documents can only be restored in controlled territory. And without documents it is impossible to leave - it turns out to be a vicious circle. There are two chances: either using a foreign passport to go to Russia and then to Ukraine, or illegally crossing the demarcation line,” says displaced lawyer, former resident of Lugansk Igor Chudovsky.

According to him, he is often contacted for advice by phone in such a situation. Thus, one of the applicants said that in the area of ​​Trekhizbenki (checkpoint) they negotiate and sometimes transport them to the territory of Ukraine. But this “scheme” does not always work.

The State Border Service of Ukraine claims that any resident of uncontrolled Donbass can contact them. Even without any documents, you can come to the checkpoint and ask for help, the service says.

“People have already contacted us, and there have been cases when people came without documents at all. And after establishing their identities, we allowed them into the controlled territory. There is the National Police, there is the State Migration Service, and they help us resolve these issues. There are copies of documents, for example, some social benefits, or others,” says Oleg Slobodyan, speaker of the Ukrainian Border Service.

In order to restore documents, for example, a passport, a person from an uncontrolled territory must contact any branch of the Migration Service of Ukraine in the Donetsk or Luhansk region. But he can only count on a passport booklet. Obtaining a biometric passport can take a long time. To obtain a new type of passport, which provides “visa-free”, personal identification is required, and the old passport of the 1994 type is no longer an identification document; it is not protected.

The basic method of identification is an application, the so-called “Form No. 1,” which everyone wrote before receiving their first passport. These forms are stored in iron cabinets in the migration services at the place of issue. It is impossible to check the cards of residents of the ATO zone, but they can still receive a biometric passport.

“If a person had a foreign passport, driver’s license or other documents issued by authorities, then the migration service makes requests and receives answers and identification data. The person is interested in providing the maximum amount of information so that the migration service can send requests. One Ukrainian passport of the 1994 model is not enough for identification and issuance of “biometrics,” said the head of the press service of the State Migration Service, Sergei Gunko.
