Domestic legislation states that our country is a state with a social orientation. This, among other things, means that certain categories of citizens of the country have the right to various social benefits provided both in kind and in cash.

At the same time, citizens who have certain merits and a special status have the right to count on additional social support measures.

Legislative regulation

Those categories of citizens who receive DEMO are considered federal beneficiaries. Accordingly, issues related to the appointment and implementation of cash payments must be regulated.

The corresponding legal act is Decree of the President of the Russian Federation of March 30, 2005 No. 363.

This payment was established in connection with a significant state event. It was in 2005 that our country celebrated the sixtieth anniversary of the victory over Germany in the Second World War . In this regard, a corresponding presidential decree was issued, which envisaged certain measures of state support to improve the financial condition of individuals.

Who is entitled to additional financial support?

Since the establishment of additional support was targeted, only certain categories of citizens receive DEMO payments.

Among them, special mention should be made:

• veterans of the Second World War and other military operations;
• citizens who have the highest state awards of the former Soviet Union and the Russian Federation;
• widows of deceased military veterans;
• citizens who lived in Leningrad during the siege of the city, as well as former prisoners of Nazi concentration camps.

Reference! If a citizen has several grounds for receiving appropriate social support measures, then an additional financial payment is established for him only for one of them.

For disabled people

Persons with the status of “disabled” are entitled to claim various types of benefits and benefits. At the same time, they can count on DEMO only if their incapacity for work has been established as a result of participation in hostilities. Obtaining a disability group for other reasons does not give the right to payment of additional funds.

For pensioners

The mere presence of “pensioner” status is not the basis for the accrual of appropriate financial assistance and support. However, it should be borne in mind that the vast majority of persons who, in accordance with the presidential decree, are entitled to receive payments are old-age or disability pensioners.

A separate category of citizens

Citizens with special statuses related to living in Leningrad during its siege and being in concentration camps are entitled to receive DEMO, regardless of any other factors. In addition, the same applies to persons who have the highest state awards and insignia.

Who is eligible to receive DEMO

Only the following persons can receive additional security each month:

1. citizens of the Russian Federation living in the country and at the same time receiving a pension, lifelong judicial support, or who have served the Motherland;
2. citizens of the Russian Federation living abroad, but who have special merits and achievements before the Russian Federation.

In more detail, those who have a legal basis for DEMO can be represented as follows:

• citizens listed in table 1;
• received the Order “For Service to the Motherland in the Armed Forces of the USSR”, I-III degrees;
• disabled people of the Second World War;
• people who were imprisoned by the Nazis (ghettos, concentration camps, etc.) during World War II;
• persons who served during the Second World War for at least six months in units not included in the active army;
• wives of deceased husbands who served in the military during the Second World War and the war with Japan;
• wives of deceased disabled veterans of the Second World War;
• awarded the badge “Resident of besieged Leningrad.”

Collateral amount

DEMO is not included in the structure of pension provision for citizens, therefore the state has no obligations related to the indexation of this payment. In this regard, the monthly benefit is the same amount as established in 2005. The amount of financial assistance depends on the category of its recipients.

Attention! A sum of money in the amount of one thousand rubles is received by citizens who are participants in the Second World War, as well as former prisoners of Nazi camps who were there under the age of 18.

All other categories of citizens who, in accordance with the presidential decree, are entitled to this benefit, receive financial assistance in the amount of five hundred rubles. It should be noted that citizens who were prisoners of concentration camps as adults can also apply for this amount.

From time to time, individual government officials, including deputies, declare the need to increase the DEMO amount, since at the moment the amount of payments is extremely small. However, no changes were made in this situation.

Conditions and procedure for appointment to the Pension Fund of Russia

To assign DEMO, you must adhere to the following algorithm of actions:

1. Make sure that you have the right to payment (it must be related to a certain one).
2. Prepare the necessary package of documents, depending on this category.
3. Contact your local Pension Fund office with an application for DEMO payment and submit a package of documents.
4. Wait for the decision of the Pension Fund of Russia. If the application is granted, additional security will be assigned and paid for the entire period
   after the right arose. The decision is made within 10 days from the date of receipt of the application and documents.

If the PFR body decides not to appoint a DEMO, then its responsibilities include notifying the applicant

within 5 days from the date of the decision, indicating the reasons and methods for appealing it, as well as the return of documents.

After the appointment, payment will follow along with the pension in the same way, and you can change the delivery method by submitting an application to the Pension Fund.

Documents for receiving payment

When contacting the territorial department of the Pension Fund, the following documents are submitted:

• application for appointment;
• passport;
• documents confirming the right to payment (certificate of entitlement to benefits or a certificate from the archive, a certificate from the ITU commission);
• notification of death, marriage certificate and death certificate of a military man (required when applying for widows of military personnel who died in the war with Finland, Japan and on the WWII front, as well as widows of deceased disabled WWII veterans).

If an applicant for DEMO has citizenship of the Russian Federation, but resides permanently in a foreign country, then he will need to confirm his Russian citizenship

when contacting the Pension Fund.

How to make a payment

The payment discussed in the article was assigned in 2005. The law stipulated that the responsibility for implementing the provisions of the presidential decree rests with the Pension Fund. Accordingly, the Pension Fund independently assigned payments based on the data at the disposal of the fund itself.

This means that this benefit is issued without an application, that is, citizens do not need to contact the Pension Fund to receive additional money. However, there are situations when the pension fund either does not have the necessary information, or a technical error occurs and the citizen who is entitled to payments is not paid.

Collection of documents

In this case, the beneficiary should contact the branch of the state pension fund with an application, attaching the following documents:

• passport of a Russian citizen;
• paper basis for assigning a benefit (for example, a veteran’s certificate).

Reference! A third party who has a power of attorney certified in the prescribed manner can also apply for a payment on behalf of the beneficiary.

In addition to the Pension Fund branch, the applicant has the right to submit documents to the multifunctional center.

The appointment procedure and how often the payment is received

After the authorized persons of the pension fund verify the documents submitted by the applicant, he will be assigned additional financial assistance. It is paid once a month. Moreover, this happens at the moment when the citizen is paid a pension.

If the DEMO recipient is not a pensioner, then the funds are paid to him individually.

In some cases, representatives of the Pension Fund of the Russian Federation may refuse to provide financial support. This usually happens when an incomplete set of documents is provided. In addition, only citizens of the Russian Federation have the right to apply for preferential benefits.

In all cases related to the refusal of the Pension Fund to assign monetary payments, citizens have the right to appeal the relevant decisions by contacting the judicial authorities.

Russian legislation assumes that certain categories of persons have the right to apply for measures of special state support. As part of the social security package, DEMO should be separately highlighted - special monthly material support, which was assigned mainly to persons related to the Second World War and military service in general. The amount of support depends on the category of the beneficiary and is 500 and 1000 rubles. Payments are made through the state pension fund.

Appointment of DEMO in the Pension Fund

Since the decrees of the President of the Russian Federation came into force in 2005, an application has not been required to receive DEMO; payments have been established according to documents available in the Pension Fund of the Russian Federation. Therefore, many DEMOs are automatically

Citizens of the Russian Federation who are eligible to receive DEMO, but do not receive it, must submit an application for appointment

of this payment to the territorial body of the Pension Fund at the place of residence.

Persons who have Russian citizenship, but for some reason live outside its borders, must also contact the Pension Fund to determine their additional payment.

Receiving additional financial assistance is possible only on one of the grounds listed in the decree

, according to which a higher amount is charged. If citizens have the right to receive other additional payments to their pension for various reasons, then DEMO is established and paid in full regardless of the receipt of these payments.

Required documents

To assign additional material support to pensioners, local authorities of the Pension Fund must provide

:

• statement;
• applicant's passport;
• other documents to confirm the basis for assigning a monetary payment (ITU certificate, death certificate, marriage certificate, etc.).

For example, widows of military personnel

who died in the war, and widows of deceased disabled veterans of the Second World War, in addition to the application and their passport, must also provide:

• notification of death;
• death certificate;
• Marriage certificate.

Disabled persons injured during hostilities must additionally present a valid ITU (medical and social examination) certificate or a VTEC (medical and labor expert commission) certificate. This certificate must indicate “military injury”

And people living outside our country must also attach proof of citizenship

on the date of application.

As for former concentration camp prisoners, most likely they are already receiving this monetary compensation. As a rule, the Foundation for Understanding and Reconciliation has already transferred all the data, which contains all the information about adult prisoners of fascist camps

and there is already a certain mark there that confirms the positive decision of the Fund’s expert commission to receive compensation (Resolution of the Government of the Russian Federation of August 2, 1994 No. 899).

If there is no such data, then it is necessary to present documents that confirm the status of a former adult prisoner of Nazi concentration camps, prisons and ghettos.

The necessary data may be contained in documents issued by defense agencies, internal affairs agencies, counterintelligence, and military units. Also, the International Tracing Service and the Red Cross Society can provide the necessary information.

Application for assignment of monthly financial support

To receive a DEMO, you must complete a certain application

about his appointment. There is a special form for the application. You can get it in two ways:

• fill out directly at the Pension Fund when applying;
• download from the official website of the Pension Fund of Russia, print and fill out yourself. The application form is publicly available on the website and is free
