Step-by-step instructions on how a citizen of Uzbekistan can obtain Russian citizenship

  1. Since Uzbek citizens are not issued foreign passports, they will not need a visa to enter Russia; they just need to present a biometric passport. In the past, representatives of this Central Asian republic and today’s domestic citizens advise that at the initial stage of acquiring a domestic passport, they immediately determine their place of stay. You should choose an area where relatives or friends already live who can help with housing, registration, and other issues. If there are no relatives and friends in the Russian Federation, then you need to familiarize yourself in advance with the region where you are going to live, by looking at the information on the Internet, find out how often applications for obtaining a residence permit in the chosen area are rejected, and how widespread the applicant’s activity profile is there. At the preliminary stage of becoming a citizen, it is necessary to determine the reasons for obtaining the status of a citizen of Russia, and therefore begin collecting the necessary documentation. Various reasons are suitable for one situation, and it is important to check in detail both schemes for acquiring citizenship and choose the fastest and most suitable method.
  2. After entering Russia, within up to 7 days, an Uzbek can obtain a temporary residence permit from the Migration Service at the place of registration. A temporary residence permit is issued for a period of up to three years; its subsequent extension is not provided. The number of temporary residence permits for any region is determined by quotas. Moreover, outside the quota, temporary residence permits are issued to persons who came from the USSR, disabled people, whose children have domestic citizenship or are in a marital relationship with a Russian citizen.
  3. After 12 months of staying in Russia, Uzbeks will be able to submit papers to obtain a residence permit in the Russian Federation. It is important to formalize this before the expiration of the temporary residence permit. Having a residence permit allows its holder to leave domestic borders an unlimited number of times. The validity of a residence permit is limited to 5 years, after which it can be extended.
  4. Staying and constantly working in Russia without interruption for 5 years gives the right to submit documentation for domestic citizenship. Sometimes the period of residence in the Russian Federation can be reduced to 12 months. This is for athletes or scientists, as well as refugees from other countries.

Possibility of dual citizenship

People have the right to retain citizenship of their country and obtain resident status of another power if an agreement has been concluded between countries. This allows a person to choose in which state to serve in the army, etc. To date, Russia and Uzbekistan have not signed such an agreement. This means that subjects of powers cannot obtain dual citizenship.

Individuals retain the right to obtain a second passport. This is possible even in the absence of an agreement between countries. It should be taken into account that if a person does not renounce Uzbek citizenship, but issues a Russian identity card, this will oblige him to serve in both powers and fulfill other obligations to the states.

Obtaining Russian citizenship is a long procedure, taking a period of 2 to 10 years, if you follow the general scheme for obtaining citizenship. The period for acquiring the status of a resident of the Russian Federation is reduced to 1 year if the procedure is carried out using a simplified system. The procedure for transferring to the jurisdiction of Russia is determined by Federal Law No. 62-FZ of May 31, 2002, as amended on April 24, 2021.
