Methods of emigration to Ukraine for Russians in 2021
With the change of power in the country, the legislative framework also changes. Laws are reviewed and amendments made. Changes regarding extradition were not spared. It is worth noting that before submitting documents you will have to undergo a special medical commission. And refute the presence of diseases and addictions due to which the application will be denied. For example:
- human immunodeficiency viruses;
- addiction to drugs and alcohol;
- presence of tuberculosis, etc.;
The first way for legal immigration is to have a relative who is a resident of the state.
The second method of emigration is possible when applying for refugee status. To obtain citizenship in this way, an emigrant must live in the country for at least 3 years, without leaving.
The third method is suitable for scientific workers, highly qualified workers and artists. Thus, the government encourages visiting specialists by issuing Ukrainian citizenship.
The fourth legal way to obtain a passport is to voluntarily contribute to the state's economy.
Housing
Real estate in Dnepropetrovsk is very expensive. Unreasonably expensive. It is unrealistic for a person receiving an average salary (and in Ukraine it is about 400-500 dollars) to buy an apartment. In fact, throughout my entire life. Even if both family members work, everything goes towards utilities, food, clothing and other needs.
For a better understanding of the issue, in Dnepropetrovsk, a Soviet city with no prospects, real estate prices are comparable to the Moscow region! For a better understanding of the issue, when I arrived in Ukraine (2012), the price of a 2-room Khrushchev house in a remote area was 35-40 thousand dollars, without European-quality renovation. The condition is that you can live, but nothing more.
If you don’t know what a “Khrushchevka” is - a panel barracks with a ceiling height of 2.2 m, where it is very hot in summer and very cool in winter. A good apartment (“Stalinka” or brick “high-rise”) in a relatively prosperous area then cost 70-80 thousand USD. No repairs, no frills. The primary real estate market (new buildings) in Ukraine is completely undeveloped; 90% of housing was built during the USSR.
But with real estate rental, the situation was completely opposite - you could rent an apartment relatively inexpensively. See for yourself - until 2014, I rented a one-room apartment near my work for 800 UAH + utilities. The total cost was about 1100-1200 UAH, including internet, electricity, water, heating, etc. Yes, the place is not very good - an industrial zone, in fact, but it was very convenient in terms of the fact that it took 5 minutes to get to work, and at a leisurely pace.
At the time of writing this article (end of 2021), the situation on the Ukrainian real estate market has changed a lot - rent has risen sharply (now this one-room apartment was rented out for 4 thousand, and that’s without utilities). Prices in dollars have fallen - but not much, and taking into account the sharply increased exchange rate (3 times), there is no need to talk about a decrease in prices in hryvnia. The blame for everything is pathological Ukrainian greed and degradation of the construction sector. Actually, like everyone else.
Necessary documents for moving to Ukraine
Immigration is a rather delicate matter that requires a lot of time and effort to obtain the coveted passport. To enter the country, you must obtain an entry permit.
The paperwork required for moving should begin with the translation of your passport. This procedure can be carried out at a notary's office. Authorized persons will make the translation and notarize it. When preparing documents in various authorities, several translations may be needed.
The next step for the migrant is to obtain a TIN (Tax Identification Number). To do this, you will need to provide the original and translation of your passport to the tax service and write an application. Registration takes several days. And then you need to open a bank account. This is where you will need your TIN.
Documents for obtaining a residence permit in Ukraine
Obtaining a residence permit takes place in several stages and is divided into 2 types:
- temporary;
- constant.
A temporary visa requires staying in the country for a whole calendar year. And exactly 365 days from the date of receipt it loses its validity. Even if the immigrant was in the country for a total of, for example, a month. Permanent works for a long time.
Required documents:
- translation of a Russian passport;
- 3 photos 3.5*4.5;
- certificate of family composition with a certified translation;
- marriage certificate or divorce certificate, if available (translation required);
- an extract from the court confirming no criminal record;
- medical certificate;
- application in 2 copies.
Immigration permit and other documents
Ukraine is one of the few countries in which, in order to submit a package of documents for a residence permit, you must first obtain an immigration permit (at home in Russia, at the Ukrainian Embassy, or already locally in Ukraine) from the relevant authorities (department for citizenship affairs). The form is usually provided on site, but it is better to fill it out in Ukrainian. It must be accompanied by a document confirming the existence of legal grounds for obtaining a residence permit (marriage certificate with a Ukrainian, employment contract, certificate of close relatives, etc.).
Since a certain time, a simple Russian passport is not enough; you only need a foreign passport and its page-by-page copy translated into Ukrainian.
People who have already encountered this advise having several copies certified by a notary at once, so that after some time they do not have to look for a translator again and do not stand in line to see a legal professional. On the same visit, you need to certify a certificate of family composition, which must also be translated from Russian. You will also need:
- 3 photographs 3.5 by 4.5 cm;
- 2 registrations - in Russia and Ukraine (if the application for permission took place after crossing the border);
- absence of dangerous diseases and alcohol/drug addiction confirmed by a certificate;
- a certificate containing a statement of the absence of criminal records and prosecutions.
Only after receiving such permission can you begin to obtain a residence permit - first temporary, and then permanent.
The temporary one will have to be extended periodically, but this is a necessary stage that must be passed in order to receive almost all the rights of a citizen except the opportunity to run for office in local government structures. This is only the first stage in overcoming numerous bureaucratic obstacles.
You need to prepare for the fact that government officials will speak to visitors in Ukrainian, and this rule is strictly observed if a Russian-speaking visitor comes. This is not so necessary if the foreigner comes from a country where the official language is different, and poor English or Russian is used as a tool for interethnic communication.
Immigration procedure to Ukraine
When moving for the purpose of permanent residence in the future, a visitor is obliged to adhere to Ukrainian legislation. The moving process begins with obtaining a visa.
The first visa that needs to be issued is issued for a year. If an immigrant wishes, it is possible to collect the necessary package of documents and obtain the right to reside in the country permanently.
Next, an important step is obtaining an immigration permit to Ukraine. The last step involves obtaining citizenship. To go through each of these stages, you will have to spend time and effort collecting the necessary certificates and statements. To obtain information specifically for each case, it is better to obtain advice specifically from the authorities authorized for migration issues.

Immigration is the entry of a foreign citizen or stateless person into the territory of a country in accordance with the established procedure. The legislation of Ukraine provides that a foreigner can immigrate to Ukraine for the purpose of employment or permanent residence. The Laws of Ukraine “On Immigration” and “On the Legal Status of Foreigners and Stateless Persons” establish norms according to which, in order to obtain a permanent residence permit, foreigners must first obtain permission to immigrate to Ukraine. This permit is issued within the immigration quota. The law distinguishes two groups of persons applying for immigration permits.
How to obtain permission to immigrate to Ukraine
To immigrate, an applicant must obtain a quota. This issue is controlled by the country's legislative branch. Each applicant must be present at the time of filing or transfer the required package of documents to another authorized representative if there is a good reason. When a citizen immigrates with a minor child, permission from the second parent is attached to the list of documents required for the move.
Method of quota distribution
An immigration permit is issued subject to a quota. Distributed as follows:
- Research assistants receive first;
- then specialists whose work the economy needs;
- then persons investing at least $100,000 in the country's economy;
- the next are citizens who have close relatives on the territory of the state;
- repatriates;
- persons in refugee status.
Documents for obtaining an immigration permit
You need to prepare:
- copy of Russian passport;
- 3 photos measuring 3.5 x 4.5;
- document on place of residence (permanent registration in Russia and temporary registration in Ukraine);
- official documents on family composition;
- certificate of no criminal record;
- paid state duty;
- medical certificate.
Typical mistakes when Russians apply for immigration permits to Ukraine
Error 1. If one parent moves to Ukraine with a minor child, when submitting documents to obtain an immigration permit, it is necessary to provide the consent of the second parent to the child’s move. This requirement is mandatory. Many applicants believe that in the absence of such consent, they will not be able to obtain immigration permission. This point of view is not correct.
If there is no consent from the second parent to immigrate the child, you must obtain and submit permission from the relevant government agencies to leave the child with the first parent (father or mother). The finished document is subject to legalization at the Ukrainian consulate, unless otherwise provided by international treaties.

How to obtain Ukrainian citizenship
Now the procedure for obtaining Ukrainian citizenship for a Russian citizen will become easier. In August 2021, President Zelensky signed a decree to simplify the procedure for Russian citizens persecuted for political reasons.
The main condition for obtaining citizenship is the existence of the grounds that are provided for by Ukrainian legislation. They may be:
- Belonging to the citizenship of Ukraine. A citizen of the Russian Federation can use this right if he lived on August 24 or November 13, 1991, and has documentary evidence.
- By territorial origin. It is necessary to document the fact of birth or residence in the country during the existence of the USSR.
- Acceptance of citizenship through official marriage with a citizen of the country for more than 2 years.
Work and salary
Well, everything is sad here. When I first arrived, it was more or less possible to earn 1-2 thousand dollars and still feel good. I earned 3 thousand. and felt like an oligarch. On average, people received 4-5 thousand hryvnia (at the then exchange rate - 500-550 dollars). Taking into account the fact that almost everyone here has a dowry money, it was possible to live.
It’s possible to find a job – not in your specialty, but it’s possible. The problem is this: Ukrainian universities trained specialists that no one needs in the labor market. At all. So nuclear physicists stood at the checkout counters at McDonald's or sold Oriflame cosmetics. Again, if you had your head in tears, you could survive
Since 2014, the situation has changed a lot - enterprises closed, employees were mercilessly laid off, banks collapsed en masse, etc. The working population began to migrate en masse to Poland. Incomes fell catastrophically, prices rose to European levels (what is it - as friends said, in Poland products were cheaper than in Ukraine, and their quality was incomparably better). And there are no prospects. Everyone who can is leaving Ukraine.
My income now (from my official place of work) is 24 thousand hryvnia (about 1 thousand USD). For 2021, this is simply a cosmic sum for which Ukrainians work 15 hours a day on Polish plantations and consider themselves very lucky. But I’m used to a better life, so I earn extra money by freelancing. Another thousand dollars makes life in Ukraine more or less bearable.
I’ll tell you about my ordeals and the reason why I’m still here at the end of the article. I'm keeping the intrigue, let's put it this way.
