Indexation of pensions for non-working pensioners in 2021: news about payment

In 2021, the indexation of pensions for unemployed people was carried out earlier. For those who have already received it, this is not news. New amounts were paid in January.

Vladimir Putin signed Law No. 420 on indexation of the fixed payment and adjustment of the insurance pension a month ahead of schedule. Let us remind you that the main dates for the increase were set in February and April.

According to the Government, this will be the only increase in insurance pensions in 2021. Based on the results of consumer price growth over the past year, a general index of 1.037 was approved.

New sizes

Pensioners will receive an increase in the indexation of insurance pensions in January 2021 in the amount of 3.7% .

Thus, the cost of a pension point from January 1, 2021 will be 81 rubles 49 kopecks .

It is used when calculating the amount of insurance pensions. The total number of accumulated points (individual coefficients) during the period of employment is multiplied by 81.49.

The fixed payment will also be indexed by 3.7% and from January 1, 2021 will be equal to 4982 rubles 90 kopecks . Together with the insurance pension, it constitutes the total amount received by the pensioner.

For example, with 107 points available, the insurance pension will be assigned in the amount of 8719.43 rubles (107 x 81.49), and taking into account the fixed payment, the total amount of payments will be 13702.33 rubles (4982.90 + 8719.43).

Let us remind you that this point value is determined only for newly assigned insurance pensions in 2021 and for non-working pensioners.

For pensioners who continue to work, the established indices do not apply.

Law on indexation of pensions

The State Duma recently announced the adoption of a new bill. According to the document presented to the public, the calculation of fixed payments begins on January 1. The cost of the coefficient increases, as a result of which the amount in hand will be 81 rubles, 49 kopecks . According to the approved bill, changes were made to the regulation “On Insurance Payments”.

If we compare this provision with a similar bill from last year, then in 2017, indexation to the inflation rate came into force on February 1, that is, a month later. We had to wait until April 1 to be able to collect information about the additional income of the Pension Fund and after that adjustments were made regarding the exact amount of payments.

Taking into account last year's performance, it was decided to change the procedure for establishing the indexation amount. The growth of additional income of the Pension Fund is still increasing, so the Ministry of Economy decided to carry out indexation once, and to do it in the first month of the new year. Since by this time only an approximate level of future inflation can be assumed, the maximum possible amount of indexation for non-working pensioners was chosen.

According to experts, future inflation will reach 3.2%. Therefore, it was proposed to index the insurance pension by 3.7%.

Indexation of pensions by year

Indexation occurs annually, taking into account the intensity of growth in the cost of the “consumer basket” per person. By observing changes in payments of such social pensions, one can draw a conclusion about the state of the economy in the State and the quality of work of the Pension Fund.

The amendments to Article 26.1 of Law No. 400-FZ introduced a ban on indexation for working pensioners. Since then, there has been no annual increase in pensions for all working pensioners and they are paid in the same amount.

A working pensioner is not paid the full amount of benefits due until he stops working. Data on the work of pensioners, in turn, comes to the Pension Fund from employers. They are required to report for each citizen working for them on a monthly basis.

Thus, after the pensioner stops working, information about his work will no longer be received and the Pension Fund will restore the indexed pension, taking into account all missing indices. But not at once. After all, it takes time to transfer and process such an array of data. It also takes time to calculate and make decisions on the payment of indexed amounts.

How is pension indexation calculated?

This amount is recalculated every year, the main purpose of the procedure is to compensate for price increases. That is, the more stable the economic situation was last year, the lower the indexation percentage will be established this year.

As an example, we can consider the situation that developed in 2014. Then prices began to rise sharply, both for food and other goods, the crisis was written about in the media, and public attention was drawn to increasing the cost of living. As a result of these events, when calculating inflation, it was decided to significantly increase pensions - indexation amounted to more than 11%. This increase in payments affected both the fixed part of the pension and the insurance part.

If it is not possible to compensate for losses due to rising prices by charging indexation, the government can pass other bills that would bring additional cash income to pensioners. This happened in 2017. In 2021, state budget revenues decreased significantly due to lower oil prices, but the indexation percentage established in 2021 was small. The government adopted a law obliging the Pension Fund to pay each non-working pensioner a one-time sum of 5,000 rubles. Thus, it was possible to partially compensate for the price increase.

It is also important to take into account that the calculation of indexation affects not only those citizens who are pensioners at the time the amount of payments is established, but also those who will soon become pensioners. This provision was introduced recently - since 2015, when the amount of the pension benefit is calculated taking into account the accumulated points. In other words, the insurance component of the pension now depends on the points purchased.

These points are indexed in the same amount, both for current retirees and for future retirees who are just accumulating points. The cost of one point last year was 74 rubles 27 kopecks, and this year it became 81 rubles 49 kopecks.

The new formula for calculating pensions has already taken root within a few years, and those who work unofficially have begun to think especially about the future.

How is pension indexation calculated?

Let us consider in more detail the established amounts of accrual of pension payments to non-working pensioners:

  • by age for disability of the second group - 4982 rubles 90 kopecks ;
  • for the first disability group - 9965 rubles 80 kopecks ;
  • for the third disability group - 2491 rubles 45 kopecks .

To find out what amount to expect, you need to take the number of the last payment for December 2021 and multiply it by 3.7%.

Knowing how the pension supplement is calculated, it is important to consider compliance with all requirements to receive payments. Today these include the following factors:

Now, during indexation, a non-working pensioner can count on payment of all due pension amounts from the next month after dismissal. This is undoubtedly a fair decision for everyone.

Federal Law No. 134-FZ dated July 1, 2017, which amended Law No. 400, will come into force in January 2021. This means that all retired pensioners from October 2021 are covered by it, because the calculation and decision on them will be made in January, which means they now have the right to such an additional payment.

Therefore, the pensioner from our example, who retired on October 12, will receive an indexed pension in February 2021, taking into account additional payments for 3 months (November, December, January). Thus, the technological periods during which information about the fact of work is processed are now also paid.

Who will not be affected by indexing?

Everyone who receives pension payments of various types is interested in the question of whether indexation will personally affect them. It should be noted right away that working pensioners are not eligible for the additional payment.

Important! For them, there is only one way out so far - to quit their job or wait for the month of August, when the pension score will increase by 3 units.

This means that the maximum increase they can expect will be only 244 rubles. In this case, recalculation for each working pensioner will be made individually, depending on the amount of his earnings for the past year.

According to the changes made, from April 1, 2018, social pensions will increase by 4.1%. Thus, the inflation rate will be exceeded by 1%, and social pensions will increase on average to 13,700 rubles.

Why aren’t pensions for working pensioners indexed in 2018?

If so far in 2021 you have not received the specified increase after indexation, then this is possible for the following reasons:

  1. You are currently continuing to work. This means that until the pensioner resigns, he will receive a pension in the same amount. If in October 2021 you were considered working for at least one day, then indexation in January 2021 is not due.
  2. You have been assigned a minimum pension. If the accrued amount does not reach the subsistence level, then the Pension Fund pays the pensioner the difference between them. This guarantee is called a social supplement. In this case, your pension will remain at the minimum subsistence level.
  3. You receive your state pension from the Pension Fund. Since January, indexation has taken place only for insurance pensions for old age, disability, and loss of a breadwinner. State and social payments will be indexed from April 1, 2021 by 4.1%.

All of the above factors are the main reasons that a pensioner will not receive the expected pension indexation. Already this fall - in September-October, a decision on the retirement age should be made, said Valentina Matvienko, who holds the post of Speaker of the Federation Council. In her opinion, pension reform cannot be delayed any longer.

“The law may be finally adopted in September-October, depending on how the discussion goes,” says the speaker. She went on to say that a gradual, step-by-step increase is the most lenient option “that you can think of.” If the proposed draft law is finally adopted, from next year Russians will begin to retire not at fifty-five, as now, but at 65.

Now the average size in the country fluctuates around 14 thousand rubles. According to the Federation of Independent Trade Unions, 90% of Russians consider this amount of social benefits unworthy.

Important! According to the Pension Fund of the Russian Federation, the average pension in Russia is 14,151 rubles (taking into account indexation of 3.7%), social pensions are 9,062 rubles (recalculation of 2.9%).

The government says that this measure - raising the retirement age - will attract additional funds, due to which next year the average pension will increase by 1 thousand rubles. At the same time, Finance Minister Anton Siluanov says that next year the recalculation of pensions will be made by 7%: “We are indexing pensions according to the inflation of the previous year, accordingly, the increase in indexation will be more than double compared to the expected pension of the current year.” The figure of seven percent was obtained by adding together the projected figures for two years:

  • 2018 – 3%;
  • 2019 – 4-4.5%.

According to the latest news, the State Duma will consider proposals on the main directions of budget and tax policy for the next three years, as well as mechanisms to increase investment activity. According to the Minister of Finance, it is planned to create a development fund, the resources of which will be directed to the implementation of presidential decrees, including those related to pension changes.

Increasing pensions for working and military pensioners

Also, next year the indexation dates will change again - the pension increase is planned for February and April. According to Deputy Prime Minister Tatyana Golikova, in the winter indexation will be carried out to the level of real inflation, and the spring recalculation will depend on the income of the pension system. Golikova also said that working pensioners still should not wait for recalculation, since there are no proposals to return their indexation in the package of bills. Thus, you should not wait for the next recalculation of payments from October 1 of this year.

Another category of recipients of state benefits who are also expected to undergo reform - military pensioners are planned to increase their length of service, after which they can qualify for an increased pension from the Ministry of Defense.
