Can military personnel receive a civilian pension?
It is indeed possible for a military pensioner to receive two types of pension at once. This issue will be especially relevant for those who have already reached 60 years of age, but have previously received a pension in accordance with the length of service established by law.
However, here you need to be aware of certain restrictions. In particular, a civil pension can be assigned only if an individual has at least a minimum number of years of insurance experience for which the employer regularly made all the necessary contributions.
If we talk about the legal regulation of the procedure for military personnel to receive two types of pensions at once, it can be carried out using the following regulations:
As mentioned above, the current legislative norms establish a number of additional conditions, under which the registration of a second pension will actually become possible. One of these conditions is the mandatory receipt of SNILS.
It is quite easy to fulfill this condition - for this, the interested person will only need to visit the nearest branch of the pension fund.
During a visit to a pension organization, a citizen will need to take the appropriate coupon for a meeting with a specialist. During this meeting, the visitor fills out a special form, entering personal information, as well as other required information.

After this, the questionnaire will be accepted by the specialist. In return, he will provide the visitor with appropriate documentary evidence, which will indicate the date of the individual’s visit, as well as its immediate purpose.
Separately, mention should be made of such an important condition for receiving a civil pension as having at least a minimum insurance period. The very fact of having this experience can be confirmed using the main document - the work book of an individual.
It indicates all the necessary information regarding the citizen’s place of work, the corresponding period of service in this institution, etc.
Civil pensions for military retirees in 2021
In 2021, the second pension for military personnel will be indexed in a standard manner, on a par with the pensions of ordinary citizens. In addition, the plans of the Russian Government now include a subsequent regular increase in this type of payment.
As is known, in our country, military service often involves the possibility of a person’s early retirement for a well-deserved retirement. However, often, when the opportunity arises to apply for a military pension, the citizen is still in excellent physical shape.
In order to receive additional regular income, he can continue his professional activities, but in a civilian setting.
Engaging in ordinary professional activities actually means that a military pensioner, or more precisely, his employer, regularly makes insurance contributions to the Pension Fund established by law. Consequently, this citizen is a full-fledged participant in the OPS system.
This fact, in turn, gives an individual the legal right to apply for a second pension, subject to a number of important rules.
The procedure for obtaining a second pension will be carried out in a standard manner, which is regularly used by ordinary citizens. The initiative to launch this process should come from the person concerned.
To use this opportunity, he will need to contact the local territorial pension organization, having previously prepared a package of required documents.
Second pension for military personnel at age 60 from 2019
Contact the military registration and enlistment office or the Pension Fund to submit an application, not forgetting to attach a package of required documents. In other words, the procedure for applying for a military pension is no different from the procedure for receiving ordinary old-age pension payments. The procedure usually takes 2-3 months depending on the circumstances.
- insurance payments to pensioners over 60 years of age are assigned without taking into account the fixed payment according to the old pension formula;
- Every year such a pension undergoes state indexation first;
- If, by appointment of the second payment to military pensioners, they are still working, their insurance pension is automatically recalculated by the country's Pension Fund annually from the beginning of August.

Accounting for military experience
Many citizens are concerned about whether their existing military experience will be taken into account when applying for a civilian pension. Here, of course, one can give an affirmative answer.
The fact is that the current legislative norms actually oblige one to take into account a citizen’s existing military experience at the time he receives additional pension benefits.
In this case, the amount of all income of a military person is established according to the following principle - exactly half of the monetary allowance he receives for the entire number of years of service. In this case, absolutely all payments that were accrued to a citizen for a certain period of time are taken into account.
Separately, it is necessary to mention some additional social privileges that certain categories of military personnel may have. This, for example, may include additional financial support from the Ministry of Defense, which can be established for length of service or due to the disability of an individual.
Citizens receiving this payment will also have the legal right to receive a civil pension.
How to make the transition from a military pension to a civilian one
As a rule, a military person retires much earlier than an ordinary citizen. The fact is that here a lot depends on the military person’s certain length of service. Once he reaches a certain period of service, he will have the legal right to retire according to his years of service.

As for the possibility of receiving a civil pension, it arises only if legal conditions for this procedure arise. In most cases, this condition is the fact that the citizen has reached a certain age.
In addition, a civil pension can be assigned to an individual for other reasons. In particular, due to disability, loss of a breadwinner, etc.
If we talk about the transition from a military pension to a civilian one, every citizen can do it if he has such a desire. This procedure is quite easy to carry out - all you need to do is visit a local pension organization and submit an application there.
However, here it is first necessary to consider the feasibility of such a decision. It is quite possible that it will not bring the expected results in the form of an increase in the regular income of an individual.
Additional pension for military pensioners upon reaching 60 years of age
In our country, according to the Constitution, military pensions can be received not only by those people who gave all their best years to the armed forces, but also by employees of the FSB, the Ministry of Internal Affairs, the fire service, the Ministry of Emergency Situations, the National Guard and even in the structures of the penal system. Such people are entitled to three main types of pension payments, the right to which arises if a number of conditions are met.
To receive a pension, you will need to earn a certain length of service, which today is exactly 20 years, or register a disability received in connection with the performance of official duties. If you have the necessary length of service or disability, you can receive a military pension at absolutely any age; you don’t have to wait sixty or even fifty-five years for this. We will not consider the third option, since the families of the victims will definitely not be able to receive a second, civil pension.
Results
Thus, only some citizens have the right to receive two pensions at once. The main factor in this case will be the presence of at least a minimum number of years of civil experience, as well as the fulfillment of other conditions established by law.
To apply for the required civil pension, you must follow a certain algorithm of actions:
- First of all, you need to take care of preparing all the required documents in advance. This may include such standard papers as the applicant’s passport, his work book, a current SNILS, various additional certificates, etc.
- During the visit to the authorized authority, the interested person will also need to draw up a personal statement. In it, the citizen indicates his intentions regarding the appointment of a second pension.
- After this, all papers will be accepted by a specialist for their subsequent verification and a final decision. If there are no objections to the assignment of a pension, the citizen will be able to receive the first due payments next month.
Former military personnel, a long-service pension is granted at a fairly young age. Many are employed after completing their service in civilian jobs and are engaged in entrepreneurship. Legal registration of this activity gives the right to receive a second pension. But the design of its insurance part is somewhat specific.
What is a mixed pension
Mixed is a military and civil pension. A former military man has the right to receive both parts in accordance with Federal Law No. 400 “On Insurance Pension”. There are two main conditions:
- A citizen must officially find a job, register an individual entrepreneur, a legal entity.
- A military pensioner is listed in the OPS system: he has an individual insurance number and a confirmation certificate (SNILS). You can obtain the document at the branches of the Pension Fund of Russia, the MFC or the human resources department of your employer.
Subject to these conditions, the assignment of insurance pension benefits to former military pensioners is practically no different from a similar procedure for ordinary citizens. The mixed pension (military and civilian) is delivered to the recipient in the way he chooses: to a bank card, current account, or through the postman.
The insurance part, like for ordinary citizens, is subject to annual indexation - increased by a certain percentage. To establish this coefficient, the PMP (living wage for pensioners) for the past year is analyzed.
Civil pension for military pensioners
An insurance pension for military pensioners is assigned under the following conditions:
- Reaching retirement age. This figure is currently gradually increasing to reach 70 years for men and 65 for women in 2023. In 2021, women can receive an insurance pension from 60.5 years, men - from 65.5.
- Having a minimum civil experience. In 2019 this is 10 years. In the future, the indicator will increase annually by one unit, until the final mark of 15 years is reached in 2024.
- A sufficient number of accumulated pension points. This is not a fixed number. Every year it increases. For 2019, the minimum required number is 16.2 points. By 2025, the figure will increase to the final indicator of 30 points.
Standard requirements for length of service and age may be reduced when working in dangerous, harmful, difficult conditions - early receipt of the insurance portion of payments is possible. But provided that the citizen managed to accumulate the required number of points.
Early retirement is also available for those former military personnel who suffered from harmful man-made (radiation) exposure. Or became disabled due to injuries received during service.
Is it possible to receive two pensions (military and civil)? Yes, but with the following conditions:
- There is no fixed payment. For civilians today it is 5,334 rubles (monthly social benefit for people of retirement age who have not earned points in the compensatory pension system). That is, the insurance part of a former military man’s security depends only on the length of service and the size of his employer’s contributions to the Pension Fund.
- From the total working experience of a citizen, those periods of labor activity that have already been counted when establishing long-service coverage will be excluded.
Registration process
In the standard case, the rules for calculating benefits vary depending on the employee’s status, working conditions, place of residence and other factors. However, regional and special coefficients affect mainly the fixed part of the payment, which is not accrued to employees of the Ministry of Internal Affairs.
Features for certain categories of citizens
- Prepare data on work experience.
- Submit an application and papers to the Pension Fund through the district office of the Fund or the MFC. You can submit documents both at your place of permanent registration and at your place of residence.
- You can send an application through your Personal Account on the website of the Pension Fund of Russia, a representative or the Russian Post. Documents are sent by registered mail. The date on which the application is submitted is considered to be the date on the stamp. To transfer papers through another person, a power of attorney is issued to him.
- Wait for a response from the Pension Fund. The application review period is 10 days. If the package of documents is incomplete, the citizen must be notified within 3 days.
Increasing the length of service in the Ministry of Internal Affairs may cause an extremely dangerous chain reaction within the department. It is hoped that there is an understanding of this within the leadership. Even if promotion is carried out, it must be done in such a way that it does not affect the core of existing personnel.

Mixed pension calculation
The calculation of the amount of civil pension for military pensioners is carried out based on the following algorithm:
- SP – insurance pensions;
- SPK – the price of one pension point for the year the pension provision was established;
- IPC is the sum of collected pension points.
In 2019, one point is valued by the state at 87.2 rubles. In the future, its value will increase taking into account inflation and other economic factors. Thus, the civilian part of pension payments depends on two factors: the amount of official wages and the length of work experience.
How to apply for a civil pension
You need to do the registration about a month before the retirement age. It is mandatory to submit a written application - through the State Services Internet portal, or by registered mail to the Pension Fund. You can fill out the form during a personal visit to the local branch of the Pension Fund or the MFC office at registration or place of residence.
A military pensioner must attach the following documents to the application:
- Passport.
- SNILS.
- Work record book and other documents confirming work experience.
- Papers for calculating military pensions.
- Confirmation from employers about the presence of work experience that was not recorded before the transition to a personalized accounting system.
- Certificate of consecutive salary for five working years before 2002 (if relevant).
Additionally, you may need documents confirming disability and the presence of dependents, certificates certifying the availability of preferential service, and the performance of special work. If the registration is carried out by a legal representative, his passport and notarized power of attorney.
Required experience
According to this document, it is determined who has the right to receive this payment, and what conditions must be met. First of all, these include work experience in law enforcement agencies for more than 20 years, or if you have a total work experience and 12.5 years of work in the structures of the Ministry of Internal Affairs.

By old age
If a police officer plans to retire, he needs to submit a report to the personnel department of his department. Since employees of the Ministry of Internal Affairs are periodically transferred from one unit to another, it is recommended to write a petition 3 months before the expected date of retirement.
Nezavisimaya Gazeta reported about this back in October 2021. The publication then released a large material in which it was reported that the Russian Ministry of Finance was preparing a reform of military pensions and pensions for other security forces, including the Ministry of Internal Affairs.
Useful video
In accordance with the law, Russia is a social state, and, among other things, this means that each of its citizens, having worked until a certain age, has the right to count on financial security during their incapacity - a pension.
However, certain benefits are provided for a number of categories of workers when they have the right to retire earlier. This applies to government civil servants, teachers, medical workers, and, of course, the military.
Pensions for military personnel are assigned according to rules that differ from the conditions for calculating payments to other categories of workers. However, in a number of cases, officers and persons who served in the military under a contract may be assigned a mixed pension - military and civilian.
Calculation of military pension
The calculation of its sum consists of many terms and is made according to the following formula:
Using this formula, you can calculate a military personnel’s pension using the following algorithm:
- The values of payments by position (OVD), payments by rank (OVZ), and bonuses for length of service (NVL) are added up
- The resulting amount is multiplied by a fixed reduction factor. At the moment it is 72.23.
- Then , subject to full service (20 years), years of work in excess of service (N) are multiplied by 50%, with another 3% added for each subsequent year. If the calculation takes place for a mixed pension, not 3% will be added, but 1% for each year of overtime.
- Both obtained values are multiplied by each other.
- The presidential allowance (PD) is added to the resulting value
- The total value is multiplied by the regional coefficient (RC), which is determined based on the area of service.
Calculation of mixed payments
The process of calculating future pension payments is as follows:
- The length of service is calculated.
- The total period of labor (military and civilian) is determined.
- The average amount of salary during the period of service and civilian work is calculated.
- Pension payments are calculated, which is equal to 50% of the salary for the total period of work (25 years) and 1% for each year of overtime (more than 25 years).
- The salary portion is calculated as follows:
Average salary for the period of service + average salary for civil service * 50% = mixed pension.
In addition, citizens who were injured during their service can count on an additional bonus. For example, disabled people of category 1 will receive an increase of 300% of pension payments, category 2 - 200%, category 3 - 150%.
It is important to know! Receiving the funded part of the pension
A mixed type of pension payments is formed among military personnel who, for various reasons, were unable to complete the required length of service to receive pension contributions based on length of service. But in order to form mixed payments, the serviceman must also fulfill a number of conditions, which are discussed in more detail in this material.
In addition, in our material you will find answers to questions such as how to apply for such a pension? At what age can you receive such payments? And how can you independently calculate the amount of future pension contributions for a military personnel?
How and when can a military pensioner apply for a civil pension?
Subject to receiving appropriate payments for length of service, a working military pensioner has the right to receive a civil pension.
To do this, the following conditions must be met:
- has reached the generally accepted retirement age (before the start of the pension reform, it was 60 years for men and 55 for women, but a gradual increase is envisaged).
- You must have a minimum insurance experience in a civilian specialty. Until 2021, it was 6 years, but it is expected to increase by 1 year annually. Thus, in 2019 it is already 10 years old.
How is a civil pension calculated for a military man?
It is calculated from three components:
- insurance payment;
- storage part;
- fixed payment.
The amount of the fixed payment does not depend at all on how long the citizen has worked. The assignment of an insurance component to a military pensioner differs in its specific features. It is calculated using the following formula:
Where SPB is the sum of pension points. One pension point in 2019 is 74.27 rubles.
IPC is the pension coefficient for the entire length of service.
It is difficult to calculate these amounts yourself, since to do this you need to know your IPC, which is a variable value.
Is it possible to receive a military and civil pension at the same time?
Many former military personnel are wondering: is it necessary to switch from a military pension to a civilian one or is there a double payment? The legislation provides that a military pensioner who receives the appropriate funds has the right to receive a second, civilian pension if the conditions mentioned earlier in this article are met.
Old age pension

An old-age pension is assigned earlier than the day of application only in one case: if you have become entitled to it, you quit your job and no more than 30 days after that you applied to the Pension Fund. Then the day of assignment of the pension is considered to be the next day after dismissal.
