Who issues DPR passports?

  • application for the issuance of a passport, filled out in typewritten form by an employee of the territorial division of the Migration Service on the basis of original documents provided by the person who applied for a passport. The correctness of the personal data entered into the application for a passport is confirmed by the personal signature of the applicant on the printed application. The personal signature of an individual on the application is certified by an authorized employee of the territorial unit of the Migration Service. If a person is unable to sign independently, an employee of the territorial unit makes a corresponding entry in the “Official Notes” column. When submitting an application for a passport, the applicant is photographed and the digital photo is included in the application for a passport;
  • birth certificate. If a citizen does not have a birth certificate, he is recommended to contact the state civil registration authority at the place of birth registration or place of residence to obtain a repeat birth certificate. If it is impossible to provide a birth certificate (repeated birth certificate), a passport may be issued on the basis of other documents confirming the information necessary to obtain it;
  • two personal photographs in black and white or color, size 35 x 45 mm, with a clear image of the face strictly from the front without a headdress. For citizens who constantly wear glasses, it is mandatory to take photographs with glasses without tinted lenses. The surname and initials of the passport holder are indicated on the back of the photographs;
  • documents indicating membership in persons entitled to receive a passport of a citizen of the Donetsk People's Republic (if it is necessary to confirm the status of the person applying for a passport);
  • documents confirming the grounds for replacing the passport;
  • documents (originals) necessary for making mandatory marks in the passport (birth certificates of children under the age of sixteen, marriage certificate, documents confirming registration at the place of residence);
  • a receipt for payment of the republican duty or a copy of the document on exemption from payment;
  • in case of theft/loss of a previously issued passport of a citizen of the Donetsk People's Republic - a certificate from the internal affairs bodies about registration of this fact with the internal affairs body at the place of registration of residence/place of application;
  • documents confirming the fact of changes in personal data.
  • The applicant provides original documents and their copies, which are certified by an employee of the Migration Service, and the original documents are returned to the applicant.

Passports are issued and replaced by territorial divisions of the Migration Service at the place of registration in the following cases:

  • reaching the age of 16 years;
  • reaching the age of 25 years;
  • reaching the age of 45 years;
  • loss (theft) of a passport;
  • changes by a person in the established order of last name, first name, patronymic;
  • the passport is unsuitable for further use due to wear, damage or other reasons;
  • detection of inaccuracies or errors in entries made in the passport;
  • changes in appearance as a result of injury or surgery, as a result of which it is impossible to identify the person from a previous photograph.

The main condition for obtaining a passport of a citizen of the DPR is the presence of a Ukrainian passport and registration of place of residence (the so-called “propiska”) in the territory of the former Donetsk region at the time of the creation of the Donetsk People’s Republic, namely as of April 7, 2014.

If there is no registration of place of residence as of April 7, 2014, the Migration Service of the Ministry of Internal Affairs of the DPR refuses to issue and issue a passport for a citizen of the DPR!

What to do in this case? What should be done for persons who permanently resided in the territory of Donetsk, Makeevka, Gorlovka, Enakievo, Yasinovataya, Torez, Khartsyzsk, Shakhtersk and other cities that are currently part of the DPR, but they did not have registration of place of residence as of April 7 2014?

  5. Certificate from place of work, service, study (valid for 30 days) or a copy of the pension certificate (if available). If a person is not officially employed, it means that he does not provide a certificate of employment.
  6. Eight photographs measuring 35x45 mm on white matte paper.
  7. Application for admission to Russian citizenship (filled out at the migration service).
  8. Application for issuance of a Russian passport (if desired, filled out at the migration service).
  9. Receipt for payment of services and state fees (300 rubles). Issued by the Migration Service during the submission of documents and paid at the branches of the Central Republican Bank and the International Settlement Bank, but only after the corresponding notification is issued to the citizen;

Let us recall that in April 2021, the State Duma of the Russian Federation adopted a bill that exempts residents of the DPR and LPR from the state fee of 3.5 thousand rubles for admission to Russian citizenship. Payment of 300 rubles is made only for issuing a passport of a citizen of the Russian Federation. Separately, a citizen pays 2,000 rubles for a foreign passport (if desired); for children under 14 years of age, a foreign passport costs 1,000 rubles .

  3. birth certificates of children (in case of filing an application for admission to Russian citizenship), filled out in Ukrainian or another language (with the exception of Russian).

The period for consideration of an application for admission to Russian citizenship is up to 3 months from the date of submission of documents. If the application is approved, an employee of the Migration Service will make a call and set a day for travel (centrally on specially designated buses) to the issuing point on the territory of the Russian Federation in the Rostov region ( Matveev Kurgan, Pokrovskoye, Kuibyshevo, Rodionovo-Nesvetaiskaya ).

Citizens in respect of whom a decision has been made to grant Russian citizenship are required to undergo fingerprinting and take the oath of citizenship of the Russian Federation . Refusal of these procedures is the reason for non-issuance of a Russian passport.

The issuance or replacement of a passport of a citizen of the Russian Federation is carried out by the Federal Migration Service of the Russian Federation exclusively on the territory of Russia .

LUGANSK PEOPLE'S REPUBLIC

In the Lugansk People's Republic, applications for acquisition of citizenship of the Russian Federation are accepted in the territorial divisions of the Migration Service of the Republic in a live and electronic queue (on the State Services website).

To obtain Russian citizenship, residents of the LPR must submit originals and copies of the following documents (after verification, the originals are returned to the applicant, copies are certified by an official of the migration service):

  1. LPR citizen passport (all completed pages);
  2. Passport of a citizen of Ukraine (all completed pages - translation into Russian is not required);
  3. Birth certificates. If a certificate in Ukrainian needs to be translated into Russian, it does not need to be notarized;
  4. Certificates of marriage, divorce, change of surname , filled out in Russian or Ukrainian (documents executed in Ukrainian are accompanied by a translation into Russian, without notarization);
  5. Certificate from place of work/service or copy of pension certificate (if available);
  6. Eight photographs measuring 35×45 on matte paper (white background, no frames, the size of the face oval in the photograph should occupy at least 70-80% of the vertical photograph, strictly frontal, looking straight, with a neutral facial expression and closed mouth, in black white or color. The size of the head image in the photograph must be from 30 to 32 mm in height, 18 to 22 mm in width. DPR passport for residents of the Donetsk region

  1. Citizens who permanently resided in the territory of the Donetsk region and as of 04/07/2014 were deregistered for training and who returned to their place of permanent residence are entitled to receive P. List of minors and the procedure for them to obtain a DPR passport

  1. Persons who have reached the age of 16, taking into account that at least one of their parents, as of 04/07/14, was a citizen of Ukraine and was registered (registered) in the region.
  2. Persons who have reached the age of 16, whose parents are foreign citizens, also have the right to receive P., taking into account that their parents lived in the region legally. For this category of persons *lack of Ukrainian citizenship* is a prerequisite for obtaining P.
  3. Persons under the age of 18 as of April 7, two thousand and fourteen, at the time of birth whose parents were foreign citizens or had Ukrainian citizenship and at least one of the parents has the right to receive DPR citizenship.   4. Foreign citizens who have reached the age of sixteen, who as of 04/07/2014 lived in the region, whose parents have been registered at the place of residence in the region for at least five years at the time of application.
