  • The Northern pension is an increase in the amount of payments at the legislative level.

    However, when they retire, some citizens are upset, expecting a larger benefit. Therefore, you need to know why payments increase in the Far North (FN), how much you need to work to increase payments, as well as additional factors: climate and pollution of the region.

    What types of benefits are awarded to residents of the north?

    All CS employees are subject to the basic current legislation of the Russian Federation. According to current laws, subsidies begin to apply upon loss of ability to work. These include:

    • insurance payments;
    • social payments.

    The difference here is the retirement age. For CS workers it is slightly lower than for workers in other regions. For residents of the northern regions, cash support is calculated on a general basis:

    • For loss of a breadwinner;
    • For disability;
    • Upon transition to state security.

    Retirement age for northerners from a year in Russia

    For future recipients of the “northern pension” who have accumulated the required length of service in the Far North and ISS regions, the retirement age will change as follows:

    • Similar to citizens receiving an old-age pension on a general basis, northerners will have the deadline for receiving an old-age pension increased by 5 years for women and men - up to 55 and 60 years, respectively.
    • In 2021, the “period of working capacity” will be extended not by 1 year, but by 6 months.
    • In 2021, an increase of 1.5 years is envisaged instead of 2 years.
    • Gradual changes will be carried out until 2023 inclusive, when the final parameters of the new law will be established.

    Thus, the transition period will last from 2021 to 2023, and citizens who have worked the required number of years in the conditions of the CS and ISS will begin to receive payments upon reaching the final retirement age of 55/60 years, starting in 2028.

    The retirement schedule by year from 2021 for northerners , according to the adopted law, can be presented in the form of a table:

    Retirement table by year of birth for northerners

    Since the increase in the retirement age will begin in 2021, the changes will affect all those employees of the CS and equivalent areas who, under the old law, would have received the right to receive an old-age insurance pension after December 31, 2018.

    Thus, women born in 1969 and men born in 1964 fall under the new law on retirement age. and younger, who will turn 50 and 55 years old or less in 2021, respectively, applying for a “northern” pension.

    • For women born in 1969 and men born in 1964 The age standard will be increased by only six months. They will be able to receive payments already in the second half of 2021 or in the first half of 2020 (depending on their date of birth).
    • For women born in 1970 and born in 1965 there will be an increase of 1.5 years relative to the old standards. They will begin receiving payments in the 2nd half of 2021 and the 1st half of 2022.
    • Further increases will be made 1 year per year until a total of 5 years is reached - i.e. The upper limit of the “period of working capacity” for northerners will be set at 55 and 60 years (the first at this age in 2028 will be women born in 1973 and men born in 1968 ).

    The essence of the meaning of “northern pension”

    The Northern pension in 2021 is a set of coefficients that increase basic social benefits, based on the base amount for a given profession. The basis for the bonus lies in the number of years worked at the CS or regions equated to it due to severe climatic conditions. All factors influencing the size of the northern pension in 2021:

    • place of stay, position;
    • work experience (general + in difficult climatic conditions);
    • presence of children;
    • deductions of contributions;
    • group factors inherent in groups of people (military personnel, rotation workers, etc.).

    There are 27 subjects equated to CS regions in Russia. For each of them, premium rates apply depending on the severity of living conditions. These indicators increase pension payments up to a 2-fold increase. The coefficient also applies to social benefits for disability and survivors. The value of the bonus depends not only on the region, but also on the length of service at the CS. To receive the maximum possible benefits, your work experience must be more than 15 years. This period includes:

    • sick leave, including sick leave related to pregnancy and childbirth (but not maternity leave);
    • on-the-job education, short-term industrial courses;
    • part-time employment, taking into account the fact that at least 1 rate is accumulated in total.

    However, the following are not included in the length of service: military service on conscription, education and part-time work.

    Calculation of northern length of service for calculating a preferential pension

    Sometimes situations arise in which it becomes necessary to move to another city with a milder climate. In this case, pension benefits will be calculated using a different formula. This process also occurs when retirees move to the northern regions for certain reasons.

    In these situations, a different calculation of the amount of preferential benefits is made, which will depend on the laws of the new region of Russia. But, the work experience of the KS will be preserved even when moving. As for the question of maintaining the size of the preferential pension that was paid in the north, the size will depend on the region to which the pensioner moves.

    The fixed amount of the preferential pension will be summed up with the coefficient that is established in the new region of the middle zone, so both a decrease and an increase in payments is possible. It is important to know that if the required length of service to receive preferential benefits is exceeded, their amount will be increased, so the established coefficient is not affected. This means that preferential payments based on length of service at the CS will be maintained, regardless of place of residence.

    How is the northern pension calculated in 2021?

    Accrual of early payments is made in accordance with the procedure and conditions established by Russian law. The size of the principal amount increases by a certain factor if the citizen lives on the territory of the Constitutional Court or nearby.

    There is a calculation formula for these benefits:

    the IPC is added to the fixed amount, which is multiplied by the value of the point. For 2021, the pension point is set at 74.27.

    IPC stands for individual pension coefficient; it is provided as the sum of all pension points, which are approved on the day the application is submitted. In order to find out the number of these points, you can send a request online on the Pension Fund website.

    Who is eligible to receive

    Experience is calculated based on years worked in the regions of the KS or subjects with a similar climate. Currently, 9 months of work in the northern regions is equivalent to a year. Thus, after working for 15 years, you can reduce the retirement age by 5 years. To retire at the age of 55, a man must have 25 years of experience, 15 of which have been working at a compressor station or 20 in similar regions. A woman needs 20 years of experience, of which 12-15 (depending on the presence of children) in a CS. For regions with a similar climate, but milder conditions, men will need to work in regions with a cold climate for 20 years, and women - 14-17.

    How long is a pension in the North? There is a minimum statutory age of 45 for women and 50 for men , subject to appropriate period of service. Depending on the time worked, the exit age may increase with less work experience in the regions and equivalent territories of the KS.

    The legislation also provides examples and conditions:

    When calculating the insurance period and the period of work under special conditions, periods in the RKS and those equivalent to them are taken into account according to the table.

    Law on the registration of northern pensions

    This year, the issue of assigning northern pensions is being dealt with by the Pension Fund of the Russian Federation or the municipality, if there is no authorized institution in the region.

    The right is granted by a multifunctional center (MFC) if the structures (MFC and government bodies) have concluded a number of agreements.

    Registration process:

    1. checking conditions (experience and age) and collecting documentation;
    2. personal visit to the relevant structures to initiate and submit an application for pension payment. The necessary list of documentation is attached to it. The application can be sent by an interested person (pensioner), official representative or employer with the written consent of the employee. After reception, civil servants are issued a receipt confirming the acceptance of the documentation;
    3. The application is reviewed within 10 days. The applicant is then notified in writing of the decision. Within 5 days he will be informed of his acceptance (if there are any errors in the registration). After the deficiencies are eliminated, the review begins again.

    Please note: the accrual of payments begins on the first day of the month in which the documents were submitted, but earlier than 30 days before the appropriate age for payment of the pension.

    List of documents for processing payments to citizens of the Far North

    The northern pension also provides a fixed supplement to the basic part of the pension of northerners. The northern coefficient for calculating pensions will still depend on the area of residence.

    Documents for registration:

    • application form;
    • work book and other evidence of accumulated experience;
    • a certificate from the place of registration and location of the enterprise where the person worked (if required).

    A number of additional papers may be required: a certificate of dependent and disabled wards, as well as documents if there has been a change of full name. or the registration of place of residence has changed.

    Important! All papers must be filled out correctly. If errors are detected, the case review process will be stopped.

    Conditions for receiving a northern pension

    To receive an increased benefit, you must meet the following requirements:

    • reach retirement age, taking into account the reduction in age according to length of service (55-60 years for men and 50-55 for women);
    • have a sufficient amount of work experience (25 years for men and 20 for women);
    • work enough time at the CS to obtain the highest possible coefficient (15 years for men, 12-15 for women);
    • score at least 30 points on an individual score.

    Early old age insurance pension in the Far North

    Men are granted an early old-age insurance pension if they have worked:

    • at least 15 years in the Far North with a total insurance experience of at least 25 years;
    • at least 20 years in areas equivalent to the regions of the Far North and have an insurance experience of at least 25 years.

    Women are granted an early old-age insurance pension if they have worked:

    • at least 15 years in the Far North with a total insurance experience of at least 20 years;
    • at least 20 years in areas equivalent to the regions of the Far North and have an insurance record of at least 20 years.

    Women with two or more children are granted an early old-age insurance pension if they have worked:

    • at least 12 years in the Far North with a total insurance experience of at least 20 years;
    • at least 17 years in areas equivalent to the regions of the Far North and have an insurance experience of at least 20 years.

    Preferential early insurance pension for old age in the Far North

    Men are granted a preferential old-age insurance pension if they:

    • permanently reside in the Far North and have 25 years of experience as a hunter, fisherman or reindeer herder.

    Women are granted a preferential old-age insurance pension if they:

    • permanently reside in the Far North and have 20 years of experience as a hunter, fisherman or reindeer herder.

    Calculation of work experience

    Additional payments, and, accordingly, an earlier period of care are calculated using the formula 9 months for 1 year. In this regard, you can retire earlier if you have half the maximum term - 7.5 years. At the same time, the age is 2 years and 4 months less than usual and is 57.8 for men and 52.8 for women. Accounting for the length of service of men and women is somewhat different:

    For men

    The rules for northern retirement for men are quite simple. To receive full preferential benefits, you must have 25 years of experience, of which 15 have worked in the regions of the KS or 17 in regions with similar weather conditions.

    For women

    Women are provided with more lenient conditions. Total work experience is 20 years, of which 15 are work experience or 19 in regions with similar conditions. Age – 50 years. When two or more children are born in a harsh climate, 12 years in the far north or 17 in equal territories is sufficient.

    Benefits for large families. For whom are they intended? Types of benefits and benefits

    Features of calculating length of service for indigenous peoples of the north

    Residents of small peoples engaged in traditional industries in the north - reindeer breeding, hunting and industrial fishing - are also provided with preferential terms of service. For men in this case, the retirement age is 50 years, for women - 45 with a work experience of 25 and 20 years, respectively.

    Will the pension change when moving from the Far North?

    Since citizens who previously worked in the regions of the Far North and localities equated to them, regardless of their place of current residence, have the right to early assignment of an old-age insurance pension, as well as to an increase in the fixed payment, then when moving from the regions of the Far North to another locality, they are entitled to All earned benefits are retained, but there are nuances when calculating the amount of the pension.

    If a pensioner who has already received a northern pension leaves the Far North region or an area equivalent to it, to another region where there are no increasing northern coefficients, then the fixed payment, taking into account increases for full service in the Far North, will remain unchanged. This standard applies to everyone who has worked for at least 15 years in the Far North or at least 20 years in equivalent areas, and has an insurance record of at least 25 years for men and at least 20 years for women.

    This payment will also remain unchanged after the pensioner reaches the age of 80.

    However! If you change your place of residence and leave the Far North region for the southern region, the regional increasing coefficient is canceled and the pension amount may change.

    Calculation of the northern pension in 2021, features for working pensioners

    Every year, the pension fund calculates inflation, increases the cost of living and, in connection with this, carries out indexation. In 2018, it was 3.7% for insurance benefits and 4.1% for social benefits. However, indexation applies only to non-working pensioners; indexation is not provided for working pensioners.

    Inflation rate forecast

    Formula for calculating the northern pension

    To determine the amount received after retirement due to age or other reasons, a universal formula is used. The calculation of the northern pension in 2021 looks like this:

    Benefit = coefficient * cost (currently 81.6 rubles) + fixed additional payment.

    Amount of fixed supplement, minimum northern pension

    A fixed supplement is an indexed amount required to adjust payments in relation to the cost of living; it is also the minimum pension. In 2021 it amounted to 4282 rubles. This coefficient increases by 50% for residents of cold regions, in addition, part of the benefit is multiplied by the regional coefficient. Additionally, the benefit includes a payment upon reaching 80 years of age (an additional double subsidy) and 1,520 rubles for each dependent.

    How to calculate the regional northern pension coefficient

    According to the law, based on the conditions of the region, each of the northern territories has its own coefficient, which is applied to the formula for calculating the northern pension in 2021. These indicators, if the required length of service is available, are applied to both insurance and social benefits. At the same time, upon reaching the required age, the citizen has the opportunity to choose between increasing the amount by multiplying the surcharge by a fixed indicator or setting a high level of additional charge.

    Insurance pension amount

    The formulas and calculations of pensions in the RKS are described in detail in the legislation “ On Insurance Pensions ”: Chapter 3, Article 15, clauses 1, 9, 11, 12.

    According to: Chapter 3, Art. 16, the payment (insurance) at the time of reaching the required age cannot be less than the established subsistence level. In 2017, the minimum was 8540 rubles , in 2021 the established minimum is 8703 rubles .

    In cases where the amount of the minimum benefit does not correspond to the subsistence level, additional payments are made to persons who have reached the required age.

    It is worth noting that the established age for women is 55 years , and for men - 60 years . For workers and residents of RKS and territories with equivalent conditions, it is reduced according to the length of service earned in hazardous conditions.

    Chapter 3, art. 17, paragraphs 4–5 indicates an increase in the fixed amount of payment for RKS employees:

    • with 15 years of experience at 50%;
    • with 20 years of experience by 30%.

    How is the northern pension calculated?

    The amount of payments to citizens who worked at the compressor station is established on a general basis in accordance with the legislation of the Russian Federation. The difference is in the regional coefficient and earlier age. To receive additional accruals, you must provide the pension fund with all the necessary documentation from your place of work. Sometimes citizens are confused because they expect a larger northern pension in 2021. The amount of the northern pension in 2021 can be calculated independently, taking into account personal points, output and regional coefficient.

    Registration procedure

    To apply for the benefit you must:

    • make sure there are sufficient grounds for receiving benefits;
    • collect the necessary documentation;
    • contact the pension fund;
    • write applications for pensions and work in the northern regions;
    • submit documents and wait up to 10 days before receiving an official response.

    In some cases, it is necessary to confirm your experience every year.

    Minimum pension in the Far North

    When calculating insurance benefits to citizens with sufficient work experience earned in the Far North and its regions:

    1. the total working period for the entire work activity;
    2. time spent working at RKS;
    3. regional coefficient , individually calculated in accordance with the Labor Code of the Russian Federation, Art. 315 .

    Sizes of coefficients corresponding to each region

    Despite the amount of accrual, citizens of the appropriate age have the opportunity to receive the minimum amount of benefits:

    • in RKS - 5865.52 rubles;
    • in equal areas - 5083.45 rubles.

    The amount of minimum payments increases taking into account the coefficient corresponding to each region.

    All features of the northern pension for certain categories of citizens

    Some categories of citizens receive pension benefits under conditions that differ from the general ones. Features and, in some cases, status are taken into account. Special conditions when calculating benefits are taken into account for the following categories:

    • disabled people:
    • shift workers;
    • military.

    Military pensions

    Military personnel can expect to receive compensation after leaving service. When serving in the Far North, length of service is accrued on the “three-year” principle. When calculating benefits for this category, the following are taken into account:

    • official salary;
    • allowance;
    • length of service;
    • regional coefficient.

    Shift workers

    When working on a rotational basis, a person is considered busy not only while in cold regions, but also during rest, since he was actually on vacation while working at the enterprise. To confirm the length of service in this case, in addition to documents from the place of work, you will have to provide documents about full-time employment and travel.

    Law on northern pensions - is the pension preserved when moving to the middle zone?

    Citizens who have dedicated their lives to working in the far north have the legal opportunity to receive certain benefits, such as:

    • early retirement;
    • an increase to the fixed amount of insurance benefit.

    The main legislative act in this matter regarding the assignment of pension benefits to residents of the north is Federal Law of Russia No. 400. The premium for work in the Far North will be retained if you move to a certain area where the coefficient will be similar to the northern one, for example in the middle zone.
