Obtaining a foreign passport before changing a Russian one
I did exactly that, there were no problems. This was about 2 years ago. I handed over the documents for a new foreign passport using my old passport, and on the same day I handed over the documents for the internal one. Then I received a new internal one and a month later a new foreign passport using it. You just need to take into account that according to the law, documents for an internal passport are not taken BEFORE the required birthday. I didn’t have enough weeks - I had to persuade the aunties. We agreed that they would still take the documents from me and keep them for a week, and only then would they put them into use.
Which organizations should you go to after replacing your passport at 45 years old?
As soon as you turn 45, you should apply for a passport replacement within 30 days. You don’t have to do this, but your old passport will become invalid a month after your 45th birthday, that is, by living with it, you risk falling under the Code of Administrative Offenses of the Russian Federation, namely Part 1 of Art. 19.15 – accommodation with an invalid passport. And for this you face a fine, the amount of which varies between 1.5-2.5 thousand rubles.
Ministry of Internal Affairs Migration Department
Previously, the FMS was responsible for issuing and replacing such documents; after the reorganization, the structure changed and now all questions should be addressed to the migration department.
The registration procedure is as follows:
- Select the nearest migration department under the Ministry of Internal Affairs to which the citizen belongs based on registration.
- Write a statement in the prescribed form.
- Provide a set of documents.
- Hand in your old passport and come back for a new one on the appointed date.
The old passport loses its validity the very next day after turning 45 years of age. Therefore, you cannot delay the registration.
If a temporary identity card is needed for the period of registration of a new document, then it is allowed to request a certificate in form No. 2P. Such papers are issued by the MFC or GUVM when applying there for a replacement.
MFC
Today, specialized multifunctional centers are open throughout the country, where citizens can go to fill out any paperwork, including replacing an outdated passport.
There are no special rules here:
- You need to come to the nearest multifunctional center. Typically, the department accepts appointments by appointment or by electronic queue.
- Prepare the necessary documentation in advance and provide it to the MFC specialist.
- Fill out the application form 1P.
- Pay the fee to replace your passport.
- Submit all papers and receive an acceptance receipt with an approximate date of readiness of the new identity card.
All that remains is to pick up the completed passport on the appointed day. To do this, you will need a receipt, which the MFC specialist issued when accepting the documents, so it is better to take it with you.
State Services Portal
One of the preferred ways to replace an outdated passport can be called State Services. All manipulations are performed online and there is no need to stand in line.
The registration instructions involve performing the following actions:
- Log in to the government services portal in your personal account. A verified account is required for the service to become available.
- Find the popular services section, the subsection for replacing a passport upon reaching age.
- Check the box next to 45 years.
- A page will open with already filled in information that needs to be checked to eliminate errors.
- The next step is to upload a photo taking into account all the requirements.
- If necessary, you must enter additional information on children, marital status, and international passport (if available).
- Now you have to choose the type of appeal. If you need it urgently, it is better to check the box next to your place of residence. By entering your address, we get the coordinates of the nearest OVM units.
- Check the box to consent to the processing of confidential information and submit the application.
After some time, a notification about the processing of the questionnaire will be sent to your phone or personal account of the State Services. After paying the fee, the applicant will receive an invitation to the department of the Ministry of Internal Affairs here on the portal. You need to come there on the appointed date in person, providing the specified papers.

As already mentioned, replacing a foreign passport and obtaining a new one are identical procedures. When is a new document required?
Many citizens, especially those who often travel abroad, have questions regarding the replacement of documents at a certain age. Do I need to change my passport when I reach:
- 18 years . Reaching the age of majority does not in any way affect the validity of the foreign document. If the validity period of the document, which is 5 years for an old-style international passport and 10 years for a biometric one, has not yet expired, then it does not need to be changed.
- 20 years . As at the age of 18, you do not need to change your passport when you reach 20 years old, unless its validity period is coming to an end.

Deadline for passport replacement
The period during which you will be issued a new passport at 45 years of age depends on which migration department you submit replacement documents to:
at your place of residence;
- at the place of stay;
- at the place of application.
In the first case, by contacting the department at your place of residence and permanent registration, you can be sure that you will receive a new passport within a period not exceeding 10 days from the date of submission of all necessary documents.

Previously this period was 2 months. The reduction in the period for replacing a passport at the place of stay and at the place of application was made in accordance with Decree of the Government of the Russian Federation of July 7, 2021 N 644.
Having accepted documents from you to replace your passport, the employee is obliged to issue you a certificate of acceptance of documents for issuing a passport.
You should not refuse to receive this certificate in order to avoid conflict situations related to violation of deadlines for passport replacement and even loss of documents by employees of the MFC or in the migration department. Such cases do occur.

State fee for replacing a passport
When replacing a passport upon reaching 45 years of age, as well as in other cases of replacement, payment of a state fee is required.

Days and hours for accepting documents to replace a passport
The current regulations provide for the reception of citizens regarding the issue (replacement) of passports during the daytime and evening hours:
- Monday – from 9.00 to 15.00 (if it is not a day off)
- Tuesday – from 15.00 to 20.00
- Wednesday – from 9.00 to 13.00
- Thursday – from 15.00 to 20.00
- Friday – from 9.00 to 15.00
- Saturday – from 8.00 to 13.00 (if it is not a day off)
Note: Reception of citizens is carried out on the first and third Saturday of the month. Monday after working Saturday is a day off.
The above schedule may vary for specific locations based on local conditions. But in any case, all changes must be made to the schedule taking into account the interests of citizens.

The regulation obliges the heads of migration departments to organize the departure of employees at the place of residence (stay or treatment) of citizens who, for health reasons, cannot personally contact the department to replace their passport (surrender documents or receive an already issued passport).

The current Regulations provide citizens with the opportunity to exercise the right to pre-register an appointment by telephone or by email.
If you don't replace your passport in time
Paragraph 60 of the current Regulations establishes the period within which you must apply to replace your passport upon reaching the age of 45. This period is 30 days.
If the established deadline is missed, and you apply after this period, you will definitely be brought to administrative liability as provided for in Part 1 of Article 19.15 of the Code of Administrative Offenses of the Russian Federation.
In accordance with this article, a citizen of the Russian Federation living with an invalid passport is brought to administrative responsibility. The sanction of the article provides for punishment in the form of a fine in the amount of 2,000 to 3,000 rubles .
When residing with an invalid passport in the federal cities of Moscow or St. Petersburg, in accordance with Part 2 of the above article, the fine ranges from 3,000 to 5,000 rubles .

For a child under 14 years old
If a foreign passport is issued for a child under 14 years of age after the expiration of the document, then the following is provided to the competent authorities:
- birth certificate
- document confirming the child's citizenship
- passport of the parent (guardian, trustee or other legal representative)
- consent of the guardianship authorities (if the document is drawn up for an adopted child, a person under guardianship, etc.)

How to pay the state fee at a discount?

If you submit an application for a replacement passport online, you can pay the state fee on the government services portal of the Russian Federation. In this case, you are given a 30% discount. An invoice will be issued in your personal account after submitting your application.

Their validity period varies. The child can receive a regular document for five years or a new document for ten years.
Replacement of a foreign passport is carried out in accordance with the law. The reasons for replacement are as follows:
- Expiration of the document.
- The presence of damaged pages (damage may vary: the presence of ink, torn pages, cracks on the cover).
- No blank pages for labeling or placing visas.

Grounds for refusal
The law provides for several factors in the presence of which an application for a replacement identity card may be rejected:
- if the information in the submitted application is missing or not specified, or the information provided is not true;
- an incomplete set of documents was provided;
- photographs do not meet the requirements;
- the documents are not in Russian and there is no translation;
- no citizenship;
- there is no receipt for payment of the state duty.
Otherwise, employees of the migration department or MFC have no reasons for refusing to provide services.
Responsibility for untimely replacement
The legislation determines specific deadlines for how many days in advance you need to change an outdated identity card. It is equal to the month starting from the next day after the date of birth.
It is impossible to submit documents earlier; such an opportunity is not provided for by law. If a citizen overstays this time without good reason, he will face a fine. For St. Petersburg and Muscovites, the amount of the penalty is 3-5 thousand rubles, and for the rest of the country’s population – 2-3 thousand rubles.
Renewing a passport at 45 years of age is a mandatory procedure provided for by law. If you neglect this requirement, you may receive an administrative penalty, the collection of which will be handled by the bailiff service.
It's important to cancel
An applicant applies for a new certificate if:
- The old one is lost or stolen.
- My previous passport ran out of free pages.
- The applicant changed his first, last and patronymic names.
- The old document is damaged.
- The applicant has radically changed his appearance and is difficult to recognize from the photo on his ID.
- At any time before the expiration of the certificate at the personal request of the applicant (the old valid one is confiscated when a new one is issued).

- 18 years . Reaching the age of majority does not in any way affect the validity of the foreign document. If the validity period of the document, which is 5 years for an old-style international passport and 10 years for a biometric one, has not yet expired, then it does not need to be changed.
- 20 years . As at the age of 18, you do not need to change your passport when you reach 20 years old, unless its validity period is coming to an end.
- 45 years . At the age of 45, all citizens of the Russian Federation are required to replace their general passport, but reaching this age is not a reason to replace a foreign document - it continues to be valid until its expiration.
Registration deadlines
Specific deadlines are determined by the department through which the certificate is issued.
- if the application was at the place of residence, then a new burgundy booklet will be issued to the applicant within 10 days from the time of application;
- when the applicant comes to the migration department at the address of stay or application, the period for receiving a new document increases to a month.
Previously, the maximum period for issuance was 2 months, but in 2016 they were legally reduced to 30 days.
How long is it valid?
Similar problems, but of a slightly different nature, may be encountered by those citizens who frivolously do not pay attention to the peculiarities of foreign legislation before traveling abroad. This concerns, first of all, the period of time between the formal expiration of the travel document and the date of entry into another country.
If there are less than three months left until your passport expires, it is better not to tempt fate and postpone your trip until you get a new passport. Otherwise, foreign border guards will refuse to let you out of the country, citing the fact that your passport is expired. As a consequence of this, you will have to look for a Russian embassy or consulate to obtain a certificate allowing you to return to your homeland without a passport.
When does a child need to change their international passport and is it necessary to change their international passport at the age of 14? Not everyone knows the answers to these questions. Formally, the validity of a travel document is limited only by its type. The age of the child does not matter, especially since there are no special “children’s” foreign passports. Biometric passport
