Do I need to change my international passport when changing my passport as a citizen of the Russian Federation?

Obtaining a foreign passport before changing a Russian one

I did exactly that, there were no problems. This was about 2 years ago. I handed over the documents for a new foreign passport using my old passport, and on the same day I handed over the documents for the internal one. Then I received a new internal one and a month later a new foreign passport using it. You just need to take into account that according to the law, documents for an internal passport are not taken BEFORE the required birthday. I didn’t have enough weeks - I had to persuade the aunties. We agreed that they would still take the documents from me and keep them for a week, and only then would they put them into use.

Which organizations should you go to after replacing your passport at 45 years old?

As soon as you turn 45, you should apply for a passport replacement within 30 days. You don’t have to do this, but your old passport will become invalid a month after your 45th birthday, that is, by living with it, you risk falling under the Code of Administrative Offenses of the Russian Federation, namely Part 1 of Art. 19.15 – accommodation with an invalid passport. And for this you face a fine, the amount of which varies between 1.5-2.5 thousand rubles.

Ministry of Internal Affairs Migration Department

Previously, the FMS was responsible for issuing and replacing such documents; after the reorganization, the structure changed and now all questions should be addressed to the migration department.

The registration procedure is as follows:

  1. Select the nearest migration department under the Ministry of Internal Affairs to which the citizen belongs based on registration.
  2. Write a statement in the prescribed form.
  3. Provide a set of documents.
  4. Hand in your old passport and come back for a new one on the appointed date.

The old passport loses its validity the very next day after turning 45 years of age. Therefore, you cannot delay the registration.

If a temporary identity card is needed for the period of registration of a new document, then it is allowed to request a certificate in form No. 2P. Such papers are issued by the MFC or GUVM when applying there for a replacement.

MFC

Today, specialized multifunctional centers are open throughout the country, where citizens can go to fill out any paperwork, including replacing an outdated passport.

There are no special rules here:

  1. You need to come to the nearest multifunctional center. Typically, the department accepts appointments by appointment or by electronic queue.
  2. Prepare the necessary documentation in advance and provide it to the MFC specialist.
  3. Fill out the application form 1P.
  4. Pay the fee to replace your passport.
  5. Submit all papers and receive an acceptance receipt with an approximate date of readiness of the new identity card.

All that remains is to pick up the completed passport on the appointed day. To do this, you will need a receipt, which the MFC specialist issued when accepting the documents, so it is better to take it with you.

State Services Portal

One of the preferred ways to replace an outdated passport can be called State Services. All manipulations are performed online and there is no need to stand in line.

The registration instructions involve performing the following actions:

  1. Log in to the government services portal in your personal account. A verified account is required for the service to become available.
  2. Find the popular services section, the subsection for replacing a passport upon reaching age.
  3. Check the box next to 45 years.
  4. A page will open with already filled in information that needs to be checked to eliminate errors.
  5. The next step is to upload a photo taking into account all the requirements.
  6. If necessary, you must enter additional information on children, marital status, and international passport (if available).
  7. Now you have to choose the type of appeal. If you need it urgently, it is better to check the box next to your place of residence. By entering your address, we get the coordinates of the nearest OVM units.
  8. Check the box to consent to the processing of confidential information and submit the application.

After some time, a notification about the processing of the questionnaire will be sent to your phone or personal account of the State Services. After paying the fee, the applicant will receive an invitation to the department of the Ministry of Internal Affairs here on the portal. You need to come there on the appointed date in person, providing the specified papers.

Documentation

As already mentioned, replacing a foreign passport and obtaining a new one are identical procedures. An avid traveler will collect exactly the same package of papers as someone leaving for the first time. We advise you to first decide on the type of passport to save time. Let's take a closer look at what documents are needed for a biometric and regular passport.

What you need to successfully replace your passport:

  • completed application form – 2 copies;
  • duty payment receipt;
  • identification;
  • Military ID or certificate of non-conscription (for men 18-27 years old).
  • old foreign ticket;
  • 3 photos that meet the requirements.
  • work book (if available).
  • permission from command personnel if the applicant is a military personnel.

An applicant applying for a biometric document must provide not 3, but 2 photographs taken in a special booth. The sample form and rules for filling out are also different.

Depending on the citizen’s life situation, FMS employees may require one of the following documents:

  • certificate of divorce, marriage (if the last name has changed).
  • a certificate from a medical institution proving the operation to change appearance;
  • confirmation of the need for a long stay in another country, for example, due to employment;
  • pension card (to confirm absence of work activity);
  • evidence of an urgent passport replacement (illness, death of a relative, need for treatment in a foreign clinic);
  • confirmation of incorrect transliteration.

Note! All documents must be provided in original form. You also need to have one copy with you.

When is a new document required?

Many citizens, especially those who often travel abroad, have questions regarding the replacement of documents at a certain age. Do I need to change my passport when I reach:

  • 18 years . Reaching the age of majority does not in any way affect the validity of the foreign document. If the validity period of the document, which is 5 years for an old-style international passport and 10 years for a biometric one, has not yet expired, then it does not need to be changed.
  • 20 years . As at the age of 18, you do not need to change your passport when you reach 20 years old, unless its validity period is coming to an end.
  • 45 years . At the age of 45, all citizens of the Russian Federation are required to replace their general passport, but reaching this age is not a reason to replace a foreign document - it continues to be valid until its expiration.

We recommend reading about how you can renew or replace your passport:

  • through the MFC;
  • through State Services.

Due to changes in appearance

Changing a passport when growing up is not the responsibility of a citizen . However, if a person has changed their gender, had plastic surgery, or in some other way radically changed their appearance, they may have problems with identification when going through customs control.

When changing your civil identity card

Replacing an old-style international passport, as well as replacing a new-style international passport, is not limited by any deadlines or regulatory documents. When and during what time it is possible to urgently replace a foreign passport, read here, and from this article you will learn about whether it is possible to renew a foreign passport and what is needed to replace it.

A general passport must be replaced in the following situations:

  • upon reaching 20 and 45 years of age;
  • when changing personal data (name, surname, etc.), including when getting married;
  • if a document is damaged or errors are detected;
  • during gender reassignment and other dramatic changes in appearance.

However, it is not necessary to change your foreign passport. It is recommended to replace your passport to avoid getting into an unpleasant situation when going through customs control. Read about how to replace a foreign passport, how much it costs and whether it is possible to speed up its receipt here.

Is it necessary to obtain a new document at all?

You need to redo it at will, having paid the fee for re-registration. The state duty is 5,000/2,000 rubles for new and old-style OPP for adults, 2,500/1,000 rubles for minors under 14 years of age.

How long it will take for a new passport to be ready depends on the place where it was issued.:

  • after 1 month, if the document is issued at the place of residence;
  • within up to 3 months for those citizens who receive a foreign passport at the address of stay or temporary residence.
  • We talked about the procedure for replacing a foreign passport and the timing of this procedure here, and read about how and in what cases you can speed up the process in this material.

    A foreign passport is an important document for those people who often travel outside the Russian Federation. There are certain rules for receiving it and replacing it if it has expired. But there are unforeseen situations in which the passport is lost, there are not enough blank pages, and much more.

    All this is the basis for obtaining a new document. But it is not necessary for those people who no longer plan to travel abroad to change it, since only an internal passport is valid within their own country.

    Imagine this situation: today you have a wedding, and tomorrow you have a honeymoon trip to the Maldives or Phuket. That is, the wife has a new surname, but the old surname is indicated in both the Russian and foreign passports. How to be? Will they allow you to go abroad if your passport information is not formally correct? In fact, there is no reason to worry. You can easily pack your bags and think about tropical beaches.

    Laws governing this issue

    The main legal acts regulating the issues of travel of citizens outside the Russian Federation are:

    • Federal Law of August 15, 1996 No. 114-FZ.
    • Order of the Ministry of Internal Affairs of Russia of November 16, 2021 No. 864.
    • Order of the Ministry of Internal Affairs of Russia of November 27, 2021 No. 889.
    • Decree of the President of the Russian Federation of December 29, 2012 No. 1709.

    Thus, it is not necessary to change your foreign passport when changing your regular passport at the age of 20 and 45, when you reach adulthood, or when your appearance changes with age. However, in order to avoid difficulties when passing customs, which may arise if the data in the foreign and general civil documents does not match, it is recommended to replace the international passport if there are changes in personal data or appearance .

    In what cases is this necessary?

    A foreign passport must be changed if:

    1. its validity period has expired - traveling abroad with an expired document is simply impossible;
    2. there are no more blank pages - to obtain a visa, the document must have at least two blank pages;
    3. it was damaged - if the document fell into water, was torn, some pages or parts thereof are missing, the entries became unreadable - it must be replaced;
    4. the document is lost - in this case, you need to contact the migration department, write a statement about the loss and obtain a certificate that is necessary to register a new foreigner.

    The development of tourism has made it possible to travel comfortably with children. Now it is no longer surprising that a small child has a passport with many marks about crossing the borders of different countries. Citizens of the Russian Federation are interested in the question of whether they need to change their international passport at the age of 14. Let’s figure out whether replacements of general civil and foreign passports are related, and whether the document needs to be changed upon reaching adulthood.

    Replacement of a child's passport

    If the parents’ passports do not include information about the children, and they have their own documents, it is also necessary to replace the child’s international passport upon expiration. The procedure itself is not much different from that for adult citizens. There are only some differences in the package of documents that must be collected.

    When deciding how to change a foreign passport for a child under 14 years old, it is important to decide on a sample document. Young children are recommended to obtain an old-style passport. Since the appearance of children changes very quickly, the document will in any case have to be changed after a short period of time. This means that it makes no sense to overpay for a new generation passport.

    Extension of a foreign passport for citizens of the Russian Federation under 14 years of age does not require the personal presence of the child. Therefore, parents can go through the entire registration process completely independently at any convenient time, without dragging their child with them to government agencies.

    Why does the question arise

    The internal passport must be changed upon reaching the ages of 20 and 45 years. The question of mandatory replacement of a certificate for traveling abroad arises in the following situations:

    1. Turning 14 years old, receiving an internal passport, obtaining the right to paint.
    2. Coming of age.
    3. Reaching the age of 45 years.

    Turning 14 years old

    At the age of 14, a citizen of the Russian Federation receives an internal passport. At the same time, the child gets the opportunity to sign his documents . In the new sample international passports, there is a dash in the “Painting” column.

    If the ID is valid and has many blank pages, the citizen can still use it to travel outside the country. In the Russian Federation, a dash in the “Painting” column (even if the owner is already 14 years old) is not grounds for replacing the document.

    However, embassy officials of some countries may regard this as a reason for refusing to issue a visa (consular and visa fees are not refundable). Therefore, when planning a trip to a visa country, be sure to first familiarize yourself with the list of requirements for certificates and documents.

    Coming of age

    Reaching 18 years of age does not in any way affect the replacement of a foreign passport . The certificate will be valid for exactly the period for which it was issued: 5 years (old type passport) or 10 (biometric).

    Reaching 45 years of age

    Replacing an internal passport does not in any way affect the validity of the certificate for traveling abroad. If it is still valid, then the citizen can continue to use it.

    When is it necessary to change your passport?

    The question of when to change a foreign passport most often arises when a person loses a document or its expiration date. Especially if you are planning an urgent trip to a foreign country. You will also have to change your passport in the following cases:

    1. Damage to an existing passport. According to the rules for crossing borders, all pages of a foreign passport must be clearly readable and the letters must be clear. A document is considered invalid if its shape has changed, pages are torn, there are stains, signs of pet bites, or inscriptions have flowed.
    2. Change of full name, most often surname. This usually applies to girls who are married. In general, replacing a foreign passport, unlike a civil one, when changing your last name is not considered a mandatory procedure. Based on current legislation, a citizen has the right to use an existing foreign card until its expiration date. In addition, if a person is planning to visit one of the visa-free countries, he will not need a foreign ticket.
    3. No empty space for visa stamps. If at least two more pages are blank, the consulate will accept the passport. They contain not only visa stamps, but also marks from border guards.
    4. Lost passport. In addition to the fact that the document must be replaced, the citizen is obliged to report the incident to the police department at the place of residence. Authorized employees will issue an appropriate certificate, which will need to be presented upon exchange.
    5. The document contains incorrect information. One of the most important reasons for changing your passport. This happens when the applicant fills out the application form incorrectly. The exchange is made even if only one letter in the name is changed or the house number is incorrectly indicated. At the same time, the previously paid state duty is also canceled, which leads to unplanned expenses.

    An equally important question is whether it is necessary to change the passport photo after plastic surgery? The procedure is necessary only when the person’s real appearance no longer matches the photo on the ticket. To avoid difficulties with crossing foreign borders, it is better to change your foreign passport.

    Many people are concerned about whether it is possible to change their passport a little ahead of schedule? The answer is yes. However, employees of the Federal Migration Service of Russia may require the provision of compelling reasons for receiving the service. This may be considered one of the above or a long trip abroad, during which the foreign passport will become unusable. The reason must be documented.

    It is also not prohibited by law to apply for a second passport if the first one is ordinary and the new one will be biometric. Parents may be wondering: Do they need to change their passport after their child turns 14? There is no such need. A passport is issued for 5 or 10 years and must be replaced only upon expiration of the validity date or for one of the unforeseen reasons, and not upon reaching 14 or 16 years of age.

    Note! Without serious grounds, an application to change an old passport must be submitted no less than 6 months before the expiration date.

    How to change your passport at 45 years old

    1. Territorial bodies of the Ministry of Internal Affairs (FMS) - at the place of temporary or permanent residence, or application.
    2. MFC - from February 10, 2021, multifunctional centers received the authority to accept applications and issue passports (Government Decree No. 1214 of November 18, 2021).
    3. State Services Portal.

    Tip 1: How to change your passport at 45 years old

    If it is difficult for you to visit the Federal Migration Service or the Passport Office, you can use the services of a single portal for the provision of state and municipal services in electronic form. To do this, you will need to register on the site, which is done once in a lifetime.

    In the “Registration of documents” section, you need to select the item “Registration/replacement of a passport of a citizen of the Russian Federation” and enter the data in the proposed form. The system will ask you to upload an electronic photograph to the server, after which it will show you the number of the accepted application and send your data to the migration service at your place of residence. The department inspector will invite you to an appointment and issue a new passport in front of you.

    Passport replacement procedure

    Having figured out when to change a child’s passport, it is also necessary to explain how the process occurs. The document production period is 30 days . When applying at the place of temporary registration, you will need to wait up to four months.

    Where to contact

    To promptly replace your child’s passport, you need to collect a package of documents and bring it to the Main Department of Migration Department of the Ministry of Internal Affairs of the Russian Federation. The branches are located in the same place where the GUVM (FMS) was previously located. You can also contact:

    • To a multifunctional center at your place of residence.
    • To the Unified portal of state and municipal services.

    An application to replace a child’s foreign passport can be submitted either on a special paper form or on an electronic medium. On the government services website, only registered users have the opportunity to submit an application.

    Here you can download or print an application for a new generation passport for a minor. When submitting it on paper, you will need to fill out the application in duplicate

    . This must be done carefully, without any blots, since the unreadability of a document is a legal reason to refuse to accept documents.

    List of required documents

    In addition to the application, the following documents must be submitted in two copies:

    • Child's birth certificate (passport for children over 14 years old) - copy and original.
    • Internal passport of the child’s parent (a guardian can also act in this capacity) - copy and original.
    • International passport of the child, which is subject to exchange (original).
    • A receipt indicating that the fee for issuing a new passport has been paid to the cashier.
    • Photos in accordance with requirements (3 pcs).

    If you are applying for a new passport, you will only need two photographs . The photo for the passport itself is taken directly on the spot

    . You can also submit documents to specialized companies, but they will have to pay extra for the services. When making a copy of a guardian’s or parent’s passport, be sure to copy the main page with the photo and the page with the registration stamp.

    If you decide to apply for a new generation passport, remember that a minor citizen will need to confirm his citizenship. Make sure your baby's birth certificate has the appropriate stamp.

    Price

    When replacing a foreign passport, a minor must pay a fee commensurate with the production of a new passport. Since there are two passport options, the cost will be 1000 and 1500 rubles, respectively.

    The fee is indicated for a child under 14 years of age. Remember that for adult citizens of Russia and for children over 14 years of age the duty will be higher: 2000 and 3500 rubles

    . Documents containing biometric data are more expensive.

    You cannot wait until the document expires. This also applies to the validity period of the representative’s internal passport. Acceptance of documents for consideration will be refused

    . You will find out in this article whether you need to change your passport at the age of 14 and 18.

    There are a number of objective reasons for replacing a child’s foreign passport. By reviewing them today, you can easily determine whether there is a need for replacement now.

    Documents required to replace a passport

    To replace your passport upon reaching 45 years of age, you must prepare and submit the following documents to the migration department:

    1. Application for the issuance (replacement) of a passport of the established form in form No. 1P, which is filled out typewritten or by hand in legible handwriting.
    2. Two personal photographs (black and white or color) measuring 35x45 mm without headwear, corresponding to the applicant’s age at the time of application for a passport replacement. Citizens whose religious beliefs do not allow them to appear in front of strangers without hats are allowed to submit photographs wearing hats.
    3. Passport to be replaced.
    4. Details of the receipt for payment of the state fee for replacing a passport in the amount of 300 rubles or the receipt itself (at the request of the applicant).
    5. Documents required for stamping your passport:
        military registration documents (if there is an appropriate basis).
    6. marriage certificate, divorce certificate (if the specified fact exists).
    7. birth certificates of children - citizens of the Russian Federation under 14 years of age (if available).

    Employees of the migration department (or multifunctional centers - in the case of submitting documents through the MFC) do not have the right to arbitrarily expand this list and demand the submission of any other documents.

    However, when preparing this article, our specialists had to deal with cases of unlawful demand for documents when replacing a passport at the age of 45.

    In one of the departments, the applicant was required to provide a birth certificate, which is required when obtaining a passport for the first time; in the second - SNILS, while referring to the agreement concluded between the regional departments for migration affairs and the Pension Fund of Russia.

    And only the applicant’s persistence and legal awareness did not allow the employees of the migration department to refuse to accept documents for a replacement passport.

    An employee of the department, having accepted your documents, is obliged to inform you about the deadlines for review, execution and return of submitted documents, as well as inform you of the date, place and time of receiving your passport.

    Deadline for passport replacement

    The period during which you will be issued a new passport at 45 years of age depends on which migration department you submit replacement documents to:

    at your place of residence;

    1. at the place of stay;
    2. at the place of application.

    In the first case, by contacting the department at your place of residence and permanent registration, you can be sure that you will receive a new passport within a period not exceeding 10 days from the date of submission of all necessary documents.

    In the event that you apply for a replacement passport to a unit in whose service territory you reside temporarily and have registration at the place of residence (temporary registration) or do not have any registration at all in this locality (second or third point), then change You should receive your passport within a period not exceeding 30 days .

    Previously this period was 2 months. The reduction in the period for replacing a passport at the place of stay and at the place of application was made in accordance with Decree of the Government of the Russian Federation of July 7, 2021 N 644.

    Having accepted documents from you to replace your passport, the employee is obliged to issue you a certificate of acceptance of documents for issuing a passport.

    You should not refuse to receive this certificate in order to avoid conflict situations related to violation of deadlines for passport replacement and even loss of documents by employees of the MFC or in the migration department. Such cases do occur.

    If necessary, you can obtain a temporary identity card of a citizen of the Russian Federation (standard form with photo). To obtain a temporary identity card, you will need one more photograph of the established sample, that is, instead of two, you must submit 3 photographs.

    State fee for replacing a passport

    When replacing a passport upon reaching 45 years of age, as well as in other cases of replacement, payment of a state fee is required.

    Currently, the state duty is 300 rubles.

    Details for paying state fees should be posted on information boards in migration departments, and there should also be a sample for filling out receipts. However, quite often there are no samples on stands or they cannot be seen.

    You can find out the details for your region and generate a receipt on the website of the guvm.mvd.rf (choose “Citizens of Russia” – “Receipts for payment of state duty” – “State fee for issuing a passport of a citizen of the Russian Federation - 300 rubles.”)

    You can also pay the receipt through “Sberbank Online” (You can also pay the receipt through “Sberbank Online” (“Transfers and payments” – “Payment for purchases and services” (in your region) – “Staff traffic police, taxes, duties, budget payments” – “ Ministry of Internal Affairs - “State Administration for Migration Issues (for your region).” Select the service: “Issue/replacement of a Russian passport”)

    If you have any difficulties, please use the step-by-step instructions for paying the state fee.

    It is not necessary to present the paid receipt when submitting documents; it is enough to provide its details.

    Days and hours for accepting documents to replace a passport

    The current regulations provide for the reception of citizens regarding the issue (replacement) of passports during the daytime and evening hours:

    • Monday – from 9.00 to 15.00 (if it is not a day off)
    • Tuesday – from 15.00 to 20.00
    • Wednesday – from 9.00 to 13.00
    • Thursday – from 15.00 to 20.00
    • Friday – from 9.00 to 15.00
    • Saturday – from 8.00 to 13.00 (if it is not a day off)

    Note: Reception of citizens is carried out on the first and third Saturday of the month. Monday after working Saturday is a day off.

    The above schedule may vary for specific locations based on local conditions. But in any case, all changes must be made to the schedule taking into account the interests of citizens.

    The schedule for the reception of citizens should be posted on the information stand of the unit, as well as at the entrance to it.

    The regulation obliges the heads of migration departments to organize the departure of employees at the place of residence (stay or treatment) of citizens who, for health reasons, cannot personally contact the department to replace their passport (surrender documents or receive an already issued passport).

    In order to organize such an exit, you need to contact the head of the department with a written request.

    The current Regulations provide citizens with the opportunity to exercise the right to pre-register an appointment by telephone or by email.

    If you don't replace your passport in time

    Paragraph 60 of the current Regulations establishes the period within which you must apply to replace your passport upon reaching the age of 45. This period is 30 days.

    If the established deadline is missed, and you apply after this period, you will definitely be brought to administrative liability as provided for in Part 1 of Article 19.15 of the Code of Administrative Offenses of the Russian Federation.

    In accordance with this article, a citizen of the Russian Federation living with an invalid passport is brought to administrative responsibility. The sanction of the article provides for punishment in the form of a fine in the amount of 2,000 to 3,000 rubles .

    When residing with an invalid passport in the federal cities of Moscow or St. Petersburg, in accordance with Part 2 of the above article, the fine ranges from 3,000 to 5,000 rubles .

    We talked in more detail about fines for late receipt (replacement) of a passport here.

    It is unlikely that it will be possible to avoid punishment and payment of a fine in case of violation. The Federal Bailiff Service is responsible for collecting unpaid fines.

    The exchange of information and interaction between the migration departments and the bailiff service is currently very good.

    We hope that by reading the contents of our article, you will be able to avoid unpleasant moments when communicating with officials during the procedure for replacing your passport.

    Biometric passport for a child

    A newly issued document with an electronic chip containing biometric data.

    Their validity period varies. The child can receive a regular document for five years or a new document for ten years.

    Replacement of a foreign passport is carried out in accordance with the law. The reasons for replacement are as follows:

    1. Expiration of the document.
    2. The presence of damaged pages (damage may vary: the presence of ink, torn pages, cracks on the cover).
    3. No blank pages for labeling or placing visas.
    4. Change in appearance.

    If your document is about to expire, you should contact the authorities in advance to request a replacement. Some countries restrict entry to citizens with passports valid for less than six months.

    As for the missing pages, you can write an application for a replacement passport. Many countries require a minimum of two missing pages.

    Sometimes the signal for exchange is given by border guards when crossing the border. Don't wait in the hope that next time they will let you through just because the child's appearance has long since changed and the passport is still in use. There are cases when border guards refuse to let a child through if the photograph does not match the original. But in fact this goes beyond the law.

    Grounds for refusal

    The law provides for several factors in the presence of which an application for a replacement identity card may be rejected:

    • if the information in the submitted application is missing or not specified, or the information provided is not true;
    • an incomplete set of documents was provided;
    • photographs do not meet the requirements;
    • the documents are not in Russian and there is no translation;
    • no citizenship;
    • there is no receipt for payment of the state duty.

    Otherwise, employees of the migration department or MFC have no reasons for refusing to provide services.

    Responsibility for untimely replacement

    The legislation determines specific deadlines for how many days in advance you need to change an outdated identity card. It is equal to the month starting from the next day after the date of birth.

    It is impossible to submit documents earlier; such an opportunity is not provided for by law. If a citizen overstays this time without good reason, he will face a fine. For St. Petersburg and Muscovites, the amount of the penalty is 3-5 thousand rubles, and for the rest of the country’s population – 2-3 thousand rubles.

    Renewing a passport at 45 years of age is a mandatory procedure provided for by law. If you neglect this requirement, you may receive an administrative penalty, the collection of which will be handled by the bailiff service.

    It's important to cancel

    An applicant applies for a new certificate if:

    1. The old one is lost or stolen.
    2. My previous passport ran out of free pages.
    3. The applicant changed his first, last and patronymic names.
    4. The old document is damaged.
    5. The applicant has radically changed his appearance and is difficult to recognize from the photo on his ID.
    6. At any time before the expiration of the certificate at the personal request of the applicant (the old valid one is confiscated when a new one is issued).

    Don't miss the moment! Find out whether you need to change your passport at 18, 20 and 45 years old and in what cases it is necessary

    Registration deadlines

    Specific deadlines are determined by the department through which the certificate is issued.

    • if the application was at the place of residence, then a new burgundy booklet will be issued to the applicant within 10 days from the time of application;
    • when the applicant comes to the migration department at the address of stay or application, the period for receiving a new document increases to a month.

    Previously, the maximum period for issuance was 2 months, but in 2016 they were legally reduced to 30 days.

    How long is it valid?

    Similar problems, but of a slightly different nature, may be encountered by those citizens who frivolously do not pay attention to the peculiarities of foreign legislation before traveling abroad. This concerns, first of all, the period of time between the formal expiration of the travel document and the date of entry into another country.

    If there are less than three months left until your passport expires, it is better not to tempt fate and postpone your trip until you get a new passport. Otherwise, foreign border guards will refuse to let you out of the country, citing the fact that your passport is expired. As a consequence of this, you will have to look for a Russian embassy or consulate to obtain a certificate allowing you to return to your homeland without a passport.

    When does a child need to change their international passport and is it necessary to change their international passport at the age of 14? Not everyone knows the answers to these questions. Formally, the validity of a travel document is limited only by its type. The age of the child does not matter, especially since there are no special “children’s” foreign passports. In practice, everything depends on whether the child’s appearance allows him to be identified as the owner of the international passport.

    If the border control officer decides that the child does not resemble his passport photo, then it is quite possible that he will be denied permission to cross the border. Accordingly, this cancels a trip abroad for at least one parent.

    When should I change my child’s passport if it has changed? To avoid problems at the border, it is better not to delay the procedure for reissuing a travel document until the border guards notice a problem in identifying a minor. For school-age children, it is better to change their passport every 3-4 years. If you have issued a passport for a preschool child or, especially, an infant, then you may need to replace the document after two years.

    Biometric passport

    To find out how many years a new biometric passport is valid, you just need to look at its expiration date.
    It is indicated on one of the pages of the passport itself. Almost always it is 10 years from the date of issue of the document. Do I need to change my passport at 18 years old? Considering that a biometric passport is issued for 10 years and does not have any requirement for replacement upon reaching the age of majority, there is no need to change this document strictly at 18 years of age. The decision about whether it is necessary to reissue a foreign passport should be made based on changes in the appearance of the document holder. If a teenager was issued a passport at the age of thirteen, then at the age of 18 or 19 his appearance may well have changed significantly, which will almost certainly cause misunderstandings with border control officers.
