Citizens of the Russian Federation have the right to purchase a foreign passport, both at the “point” of their registration and at the “point” of their actual location.
The maximum time for acquiring a certificate in the first option should not be more than one month, and in the second - up to 3 months (Article 10 of Law No. 114-FZ). For citizens who have information related to classified data, state secrets, the longest waiting time is 3 months. If a person needs an urgent trip abroad (urgent treatment, complex illness or death of a loved one), the document is issued within 3 working days.
To purchase a passport, you will need to collect a minimum of documents and arrive at the territorial department of the Main Directorate for Migration Affairs to fill out an application form.
You can use the State Services portal and send materials electronically. A message about the time of receipt of the passport will be sent to the registered account.
If a person decides to purchase a foreign passport of the previous format, then the documents must be prepared using the previous type of certificate.
The request can be made using electronic technical devices or manually, in legible printed characters, in black or blue ink. The questionnaire is a form consisting of 2 pages, which are placed on a single sheet (the first page is the front part, the next is the back page). Abbreviations and edits must not be allowed in the application.
When purchasing a modern passport, a previously acquired one is either surrendered or destroyed, at the request of the owner (at the same time, the previous document is stamped - “canceled” and the passport number is cut out from the pages). An expired passport will not be collected.
The legislation does not prohibit obtaining a modern biometric ID if the passport of the previous format is valid (Part 3 of Article 11 of Law No. 114-FZ).
The passport is handed over to the applicant in person.

In some cases, an additional package of documents may be required:
If your application is required to be processed within three working days, this is only possible if you present one of the following documents:
- a letter from a Russian medical institution or health authority, which contains instructions on the need for an emergency trip abroad to undergo medical procedures;
- a letter from a foreign medical organization stating that emergency treatment will be provided. Along with such a letter, you must also bring a report from the hospital at your place of residence;
- a telegram with a note confirming a serious illness or premature death of a close relative.
- Previous passport, if its validity has not yet expired.
All documents drawn up in a foreign language, when purchasing old-style international passports, are necessarily translated into Russian with certification of the correctness of the translation by a notary.
All documents issued outside the Russian Federation must contain an apostille. Or they must be issued and approved by the consulate or diplomatic mission of the Russian Federation.

Documents required for obtaining a foreign passport for persons over 18 years of age
The package of documents prepared for the acquisition of a foreign passport depends on:
- The age of the applicant is under 14 years old, from 14 to 18 years old and over 18 years old.
- Type of passport to be purchased – old format or biometric.
Regardless of the type of foreign passport an adult receives, the minimum package of documents required for preparation is as follows:
- Questionnaire – 2 copies.
- Photographs in accordance with the requirements for a passport.
- Photocopy and original of the Russian civil passport.
- Labor book (for non-workers), or an extract from it (for working citizens).
- Photocopy and original military ID (if available)
- Commander's permission - attached to the military application form.
- Old valid passport (if you have one).
- Receipt for transfer of state duty.
A complete list of documents for each case is displayed in the invitation letter after sending the application form. To purchase a passport of the previous format, an adult, in addition to the above documents, will need to fill out and send an attachment to the application form, which displays information about work for the last 10 years and three photographs of 35x45 mm. If you are already 18 years old and you fill out the application form for an old-style foreign passport yourself, then no problems should arise. However, there is one nuance, in addition to those already listed above, that requires special attention from the applicant. This is information about your activities for 10 years: you need to describe your experience in certain formulations and, if we are talking about study or work, indicate time periods (chronologically), for example:
- 2010 — TEMPORARILY NOT WORKING;

- I AM IN PENSION.
If you are currently employed, write “N/B” in the field reserved for your last place of work, and if you do not hold any position, indicate “NOT WORKING” in the “Position” column.
“Absences” from work or educational activities should be recorded in the questionnaire only if they lasted more than one month. That is, if you quit one position and literally a week later entered another, these seven days with the wording “TEMPORARILY NOT WORKING” do not need to be indicated. But if you graduated from school and entered university two months later, you will have to register a period of temporary inactivity.

State fee for an old-style international passport in 2021
The transfer of state duty is an indispensable element included in the list of required documents for the acquisition of a foreign passport, regardless of its type.
The payment transfer process itself is distinguished by its subtleties and features, if ignored, the money may be sent for the wrong purpose.
Therefore, on the eve of the transfer, it is necessary to decide in advance where to transfer the fee for a foreign passport and how to fill out the receipt.
Today you can use many ways to transfer duty payments, namely
- Transfer through any bank.
- Use terminal.
- Use the online service
- Pay according to receipt.
Features of duty transfers:
- The most acceptable method for most citizens is payment by receipt. In this option, you need to download a receipt form from the Internet or purchase it at the bank branch where the citizen will make the payment. Most often, in the second option, to receive such a service, citizens turn to Sberbank. If a citizen downloads the receipt on the Internet, then here you can immediately fill out the receipt on a PC and print it already filled out. Of course, you can also print out a blank form for further filling out manually.
After the citizen has the completed receipt in his hands, he needs to go to the bank’s cash desk and, based on it, pay the fee. In return, the citizen will receive a check, which will be a document confirming the transfer of the fee.
- A number of bank branches have terminals that allow you to make the required payments. To do this, the client’s personal information is entered into the terminal, the necessary details are entered and the required amount is deposited. After this, the terminal will issue a printed check and a receipt, which will serve as a fact of transferring the payment to the state budget.
- The next method of paying the fee is the online service.
To do this, you need to go to the Sberbank website, register with your login and password displayed, and go to your personal account. In your personal account, you need to find the region in which the citizen is located, then open the “Migration Service” section. Then select the territorial office and then you need to select the service for transferring the state fee for obtaining a foreign passport (FP).
After selecting a service, you need to fill out a form displaying, in the form fields, the card or bank account number from which the funds will be debited, and also make a note for which the payment is being transferred (in this case, it is indicated “for issuing a foreign passport”).
In the “Receipt received” field, you must indicate to which territorial division of the migration service the package of documents will be sent, and the last line of the form indicates the type of document confirming the identity of the submitter. In short, after entering personal information and filling in the amount, the payment is sent to the specified details.
The receipt for payment of the state fee for a foreign passport consists of two identical halves.
To fill it out, you only need to answer the questions that are displayed on the receipt:
- Name of the payee.
The full name of the institution where the payment is transferred is displayed here.
- Checkpoint, INN, OKATO, BIK, cor/account.
The numbers listed are bank details for transferring fees.
- Name of the bank.
The name of the bank to whose account the payment is transferred is displayed here.
- Code...KBK.
The code is marked individually for each payment. If a citizen transfers payment for a passport replacement, he will use one number, and when the document is issued it will change.
- Payer (full name).
The applicant's surname and initials are filled in.
- Payer's address.
Registered address or actual location of the citizen.
- Payment Description.
This column is filled in for what the payment is being transferred (in this situation, “State duty for a foreign passport”)
- Sum
The payment amount is recorded.
- Date of.
The date the payment receipt was issued is displayed.
- Payer (signature).
The payer's own signature is affixed.
After filling out the first half of the receipt, the same data is entered into the next half of the form.

The amount of the state fee for purchasing a foreign passport depends on the person’s age and on the format of the passport (biometric or previous format).
Basic filling rules
So, everything is more or less clear with the information that needs to be provided to obtain an exit certificate. But how to fill out the application form for an old-style international passport? And where can I get the form to fill out? Is it possible to print it out or do I need to go to the nearest passport office? We hasten to reassure you: all materials not only can, but must be downloaded from the Internet, and then filled out using any editor (for example, Microsoft Word), or print out the form and type the text on a typewriter.
To fill out all fields correctly, we recommend that you check your existing documents. An exhaustive list of papers that you may need includes:
- internal passport of a citizen of the Russian Federation;
- previous passport (even if it has been cancelled);
- marriage certificate;
- employment history.
You should pay attention not only to what you write, but also to how. For example, dates should be formatted in the format DD.MM.YYYY (or, if we are talking about breaks in educational and work activities, in the format MM.YYYY), for example: 01/10/2010 or 01/2010 - and no other characters (not the abbreviation “g. ", nor a third point after the year) there should not be.
When choosing a gender, you need to put a cross, not a tick or other symbol. When answering questions about whether you were given access to information of particular importance, state secrets, you need to write “YES” (and then provide information about the organization where you were given such access) or “NO”. Not a single field should be left empty - or, conversely, “crowded”, and if some of the information (for example, about previous names) does not fit on the form, it is worth filling out Appendix 2, which will be discussed below.
In principle, drawing up an application is not difficult, but if you doubt your abilities, you can use web services and fill out an application for an old-style international passport online. Specially trained people (not for free, but for a very modest amount) will check your document - or, if you ask them, they will do everything for you. However, under no circumstances should you correct errors in an already completed document, including using a proofreader—just print a new one.
Where to get an application form for an old-style international passport
The main certificate, which is the basis for starting the procedure for purchasing a foreign passport, is an application form, which is sent to the Federal Migration Service of the Russian Federation.
The application form can be downloaded from the FMS website, which is the official structure authorized to issue foreign passports to persons of the Russian Federation.
To enter the main page of the FMS portal, you need to hover the cursor in the top line over the phrase “Citizens of Russia”, as a result of which a pop-up menu appears with the line “Foreign passport”. If you click on this line, a page opens with information about the rules for purchasing international passports and a form template.
To download it, you need to go to the section “Exhaustive list of ... generations” and there you will find the inscription, “Application for the issuance of a passport ...”. By clicking on this link, a page will open with an electronic application format that can be downloaded to your PC. Here, under this link, there is another one - leading to the application format for minors.
In addition, the questionnaire template can be downloaded from the websites of territorial divisions of the Federal Migration Service in the regions of the Russian Federation. It is not recommended to use templates downloaded from third-party sites, as they may contain outdated templates and, after filling out such forms, the FMS will refuse to issue a passport to the applicant.
And finally, you can obtain the form by visiting the territorial department of the FMS.
What is the difference between the old and new passports?
Citizens who wish to travel abroad are required to have a foreign passport.
And they are faced with a dilemma: – which one is better to choose a new type of passport or an old one? It should be noted that a clear answer to this question cannot be provided. Each document has pros and cons. In appearance, the passports are almost identical. They differ only in a mark indicating the presence of a microchip embedded in the document. The installed microcircuit contains all personal data about the owner of the international passport.
There are also differences in the internal content of the document:
- So, the previous passport has 36 pages, and the biometric one has 46.
- The page displaying personal data about the owner of the international passport was laminated in the previous document, but plastic in the biometric one.
- The main difference, as already highlighted, is that the new document contains biometric data about its owner.
Let us remind you that biometric data includes fingerprints. Therefore, to purchase a biometric passport, you will have to undergo fingerprinting. If previously this procedure was carried out at will, now, in accordance with the new requirements of the European Union, such an action has become mandatory for citizens of the Russian Federation.

What documents are needed for a new international passport in 2021
Documents for purchasing a passport were approved by order of the Federal Migration Service No. 211 dated March 26, 2014 (clauses 28.1.1-28.3.7).
This order establishes that in order for a child to enter the tour, he will need to purchase his own document, which is issued to the child at any stage of age. To purchase a passport, a teenager under 14 years of age will need to prepare the following documents:
1. Completed application according to the approved form for the child in one copy.
2. Birth document confirming Russian citizenship.
3. Civil passport of a parent or authorized representative.
4. Receipt for the transfer of state duty in the amount of 2500 rubles.
5. If the child already has a valid passport, you will need to return it for redemption before purchasing a new passport.
Note. When filling out the form, the child must necessarily arrive at the Federal Migration Service to take a digital photograph. Fingerprinting is performed only on children over 12 years of age.
List of documents for purchasing a passport for teenagers from 14 to 18 years old and incapacitated persons:
1. Completed application form in one copy.
2. Civil passport (a copy can be provided upon request).
3. Passport of the teenager’s representative (a copy can be provided upon request).
4. Certificate certifying the authority of the representative:
- birth certificate;
- certificate from the guardianship and trusteeship department (a copy can be provided upon request).
5. Receipt for the transfer of state duty in the amount of 5,000 rubles.
6. Another valid passport, if available.
Some features of the list of attached certificates for obtaining a foreign passport:
- Now there is no need to submit a copy and original work record book.
- There is no need to certify the application form at the enterprise.
- The child’s arrival at the Federal Migration Service is required to take a digital photograph.
- Fingerprinting is not performed on children under 12 years of age.
- If a citizen is sent outside the Russian Federation on a business trip from a company, and already has a foreign passport (with at least one entry), a request from the company is required to purchase a second document.
- For residents of the Kaliningrad region, there is no state fee for purchasing a foreign passport.
- Also, state duty is not collected from persons living in Crimea and Sevastopol. True, if the applicant is applying for a passport for the first time.
How to fill out an application for an old-style international passport
When preparing documents for purchasing a foreign passport of the former format, many people wonder how to correctly fill out the application form. Filling out the application form is not difficult. The document must be prepared in 2 copies. Information can be entered manually, using blue or black ink, and must be written in printed characters for legibility. You can also fill out the form on your PC and then print 2 copies. This is a more convenient option. Cross-outs, edits and blots are not allowed.
The data entered in the form must be correct, as it is carefully checked. If the information is found to be false, then FMS employees have the right to refuse to issue a passport.
Along with filling out the application form, you need to prepare a package of documents that must accompany the completed document.
These include:
- A photocopy of the applicant's Russian civil passport (with all completed pages).
- A photocopy of your existing passport (first page with photo).
- Marriage certificate (if the surname has changed).
- Place of registration of a person (zip code, city, street, house, apartment).
- Contact details.
- A photocopy of the work record book, from which data on work for the last 10 years will be removed.
Filling procedure
Let's consider step by step how to enter data in an application for an ordinary passport.
Point No. 1 . Full name is displayed here.
Point number 2 . A cross marks the gender of the applicant.
Point number 3 . Date of birth is displayed.
Point number 4 . The author's place of birth is displayed, and in the same form as recorded in the passport.
Point No. 5 . Here it should be noted whether the full name has changed. citizen. If it has changed, the corresponding cross is placed. In this case, the data is displayed without abbreviations, and the area where the changes were made is also displayed. If the data has been changed repeatedly and there is not enough space for recording, Appendix No. 2 to the passport request is used.
Point No. 6. The section is used to display the place of registration: city, street, house, apartment, time of registration.
Point No. 7 . Section for displaying the actual location (for those citizens who draw up a document in the region at their physical location). A cross is indicated in the window and the necessary information is entered.
Point No. 8 . The section is used to display contact information.
Point No. 9 . Not required.
Point No. 10 . The applicant's passport data is displayed, showing where, when and by whom it was issued.
You need to be careful when entering data in paragraphs 11 and 12. Hiding information may result in refusal to issue a passport.
Point No. 11 . This should display whether the applicant received a security clearance while working or studying. If there is such a fact, a cross is marked in the “yes” box, indicating the institution where this event occurred.
Point No. 12 . Fill in information about the conclusion of an agreement (if any) restricting departure from the country in connection with access to state secrets. If such an event took place, it is necessary to display the date and place where it happened.
Point No. 13 . Recorded by those citizens who already have a foreign passport, displaying the number and date of issue of the certificate.
Point No. 14 . This item is the most extensive. It displays the applicant's study and work history for the final 10 years. The information is filled out from the work book without abbreviations. If there are periods when a person was at home without work or study, this will certainly be displayed. If a citizen is a non-working pensioner, then this is also displayed in the corresponding field. If there is not enough space for recording, application No. 2a is used.
The fifteenth paragraph is filled in when you need to enter information about the child into a new document. To do this, fill out Appendix No. 2b, which displays information about it.
When filling out the form, you must not forget that if a person has been convicted or a fine was imposed on him, then you must add a certificate confirming the repayment of the fine or the expungement of your criminal record. A citizen under investigation does not have the right to receive a foreign passport.
After completing the request, the form must be signed under the supervision of a FMS inspector when submitting all documents.
Type of document and its contents
What items are contained in Appendix No. 2 to the application:
- item 1 – surname is indicated. first name, patronymic of the citizen for whom the international passport will be issued;
- item 2 – floor;
- item 3 – date of birth;
- clause 4 – information about work activity over the past ten years, including studies and military service.
The last paragraph contains four columns:
- month and year of admission (to work, study or military service);
- month and year of dismissal;
- position and place of work (study, service), military unit number;
- address of the organization, educational institution, military unit.

When filling out the form, you must fulfill the following requirements:
- When submitting a request, it is recommended to fill out all data on a PC. Corrections cannot be made by hand.
- Information is entered in any font (capital or regular characters).
- Breaks over a month must be displayed.

- The questionnaire must be filled out on both sides of the sheet.
- The photo is not attached to the application form.
- The signature of the applicant is affixed under the supervision of an employee of the Federal Migration Service.
