EDV indexation in 2021: how much will it increase and when?


Just these days, the State Duma is reading the Federal Budget for 2021 and the planned 2021-2022 years. As a matter of fact, in practice, the draft budget has already been approved by State Duma deputies (or rather, by its pro-government faction, which has a constitutional majority in parliament).

This means that when it passes the remaining authorities - the Federation Council and the signature of the president - the bill will no longer undergo significant changes and will become law in the form that we have now.
But for now we are interested in the question of what size of payments in rubles in 2021 will be the MDV (monthly cash payment) to combat veterans (combat).

How much will the monthly wage increase in 2021?

The traditional increase in monthly allowance for federal beneficiaries will take place on February 1, 2021. The amounts of monthly payments will be increased for everyone by the same percentage , which is approved according to data on price increases over the past year. Accordingly, in 2021 the EDV will be increased in accordance with inflation for 2021.

  • Since 2021 has not yet ended, the exact value of the price growth index is still unknown. The final amount will be calculated by Rosstat at the end of January 2021, after which the Government will approve the percentage by which payments to federal beneficiaries will be increased.
  • However, when developing the law on the budget of the Pension Fund of the Russian Federation for 2020, the forecast of the Ministry of Economic Development of the inflation rate in 2021 equal to 3.8% was taken as a basis. Accordingly, funds will be allocated to the Pension Fund budget for the next year taking into account the indexation of the EDV by 3.8% (it is this indexation percentage that can be used as a guide for now).

To calculate how much the monthly payment amount will increase, you need to multiply it by the indexation coefficient. According to preliminary calculations, indexation will be 3.8%, which means the payment must be multiplied by 1.038.

Example

In 2021, disabled people of group 2 were paid 2,701.62 rubles. After indexation from February 1, 2021, they will already receive 2701.62 × 1.038 = 2804.28 rubles , that is, 102.66 rubles more. more.

Note that the increase in monthly cash payments applies to both non-working and working federal beneficiaries. Here, the “freeze” of indexation does not apply to working pensioners (as is established for insurance pensions).

In our country, more than 15 million disabled people, veterans, disabled children and other federal beneficiaries receive EDV.

After indexation of the EDV, the indicated categories of recipients will be paid increased amounts from February 1, 2021.

Set of social services (NSS) in 2021

In accordance with Article 6.1 of Law No. 178-FZ of July 17, 1999 “On State Social Assistance,” certain categories of federal beneficiaries have the right to receive a set of social services (NSS). This applies to the following categories of citizens:

  1. Disabled war veterans;
  2. Participants of the Second World War;
  3. Combat veterans;
  4. Persons awarded the badge “Resident of besieged Leningrad”;
  5. Military personnel who served for at least 6 months in the period from 06/22/41 to 09/03/45 in military units, military educational institutions, and so on;
  6. Members of deceased families of disabled people and participants of the Second World War, combat veterans;
  7. Persons who worked during the Second World War at air defense facilities, local air defense, naval bases, etc.;
  8. Disabled people, including children with disabilities.

The cost of a set of social services is fixed for all categories and is subject to annual indexation from February 1 in accordance with the rate of price growth. From February 1, 2021, the cost of NSO, according to preliminary data, will increase by 3.8% and amount to 1164.03 rubles .

The NSO includes:

  • Providing medicines, medical products and specialized food products for disabled children (RUB 896.57 in 2021);
  • Providing a voucher for sanatorium-resort treatment if there are medical indications (RUB 138.70);
  • Travel by suburban railway transport, and to the place of treatment and back by intercity transport (RUB 128.76).

The recipient of the NSO can independently choose the form of provision of social services - in kind or in the form of a cash payment. You can change the procedure for providing NSO by submitting an application to the Pension Fund before October 1 . The changes will take effect on January 1 of the following year after submitting the application, so changes can no longer be made for the current year.

The cost of a set of social services is included in the monthly cash payment. If a citizen has chosen to receive NSO in kind, then the amount of EDV will decrease by the cost of NSO, and vice versa.

Indexation of the monthly allowance for federal beneficiaries from February 2021

Following insurance pensions, indexation will take place for monthly cash payments from February 1, 2021. The increase in the monthly allowance for federal beneficiaries will be 4.5%. The draft law is already ready for signing.

The most common categories of recipients of monthly cash payments are disabled people and combat veterans. Let's see what the size of payments will be now from February 1.

For disabled war veterans, the payment will be 5,403 rubles. Participants of the Great Patriotic War 4052 rub. These are the full amounts of payments, taking into account the refusal of a free set of social services. After all, the law provides for free receipt of medicines, sanatorium treatment and travel.

In monetary terms for 2021 for the NSO there will be the following indexed amounts per month:

  1. provision of necessary medicines 863 rubles.
  2. sanatorium-resort treatment 133 rubles.
  3. free travel on suburban railway transport 124 rubles.

That is, if you use all these free services, then the amount of this set of 1121 rubles is deducted from the total established EDV. Each federal benefit recipient can refuse any of these benefits and receive them in cash.

You can use the following table to calculate the indexation of monthly cash payments taking into account free benefits.

For example, a disabled person of group 3, if he chooses the free medicine service, will receive monthly EDV not 2162 rubles, but 1298 rubles. And if you choose an additional free sanatorium-resort treatment, the payment will be 1165 rubles. If the railway travel benefits are fully preserved, he will be paid only 1041 rubles. But at the same time he will use these services for free.

Increase in EDV for combat veterans in 2021

The monthly allowance for combat veterans will also be increased from February 1, 2021 - tentatively by 3.8%. The monthly cash payment amount for UBI will be:

  • 3085.79 rubles , provided that the veteran of the BD refused a set of social services and instead receives monetary compensation;
  • 1921.76 rubles - if a combat veteran receives NSU in kind.

If any social assistance under the NSO is provided as an in-kind service, its cost will be deducted from the monthly payment. Depending on the decision of the combat veteran regarding the set of guaranteed social services, the size of the EDV in 2021 will be as follows:

Let us note that the State Duma is considering a bill to increase payments to combat veterans to half the subsistence level (this is almost double ). So far, no decision has been made regarding the proposed legislation. If such an initiative is approved, the EDV for DB veterans will be increased from January 1, 2021.

Indexation of EDV for disabled people of groups 1, 2 and 3 in 2020

EDV paid to disabled people of groups 1, 2, 3 and disabled children is also subject to indexation from February 1, 2021 by 3.8%. The amount of the monthly payment is determined depending on the disability group and the citizen’s choice regarding the set of social services included in the EDV.

If the recipient of the EDV for disability chose monetary compensation instead of the actual provision of social services, the amount of the EDV from February 1, 2021 will be as follows:

  • disabled people of group 1 - 3926.69 rubles ;

Let us remind you that it is no longer possible to change the procedure for providing social services in 2021. To do this, it was necessary to submit an application to the Pension Fund before October 1, 2021. If this was not done, the NSO in 2021 will be provided in the same form as in 2019.

Increasing the monthly allowance for people with disabilities in 2021

Indexation of social payments by the Pension Fund is carried out annually from February 1 in accordance with the level of price growth in the past year. The amount of EDV for pensioners receiving disability pensions of groups 1, 2 and 3 and for disabled children will also be increased from February 1, 2019 . The amount of EDV in 2021 will increase by 4.3%, which corresponds to the inflation rate for 2021.

Thus, from February 1, 2019, the amount of the daily allowance for disability will be increased:

  1. by 155.96 rubles for group 1 (monthly payment will be 3782.94 rubles );
  2. by 111.38 rubles - for group 2 and disabled children (i.e. the Pension Fund of Russia will pay 2701.62 rubles );
  3. by 89.16 rubles - for group 3 (i.e. the amount of the monthly payment will be equal to 2162.67 rubles ).

Increasing the monthly allowance for people with disabilities in 2021

The above-mentioned amounts of EDV for disabled people in 2021 are determined for the case when a pensioner refuses to receive free NSO services and receives monetary compensation instead. If a citizen uses any benefits provided by the NSO, their cost is deducted from the monthly payment, which means the amount paid will be less (see detailed table).

Who is eligible to receive EDV

Currently there are 61 categories of monthly payment recipients. Let's list just a few:

  • combat veterans (CVD);
  • disabled people (amounts are determined depending on the disability group)
  • Disabled children
  • WWII participants;
  • Heroes of the Russian Federation, USSR, Heroes of Labor, Socialist Labor;
  • Liquidators of the Chernobyl disaster, etc.

The size of the payment in 2021, as before, will depend on the category to which the citizen belongs, as well as on his decision regarding the form of receiving a set of social services (NSS): cash or in kind.

If an application to change the form of receiving NSO was not submitted before October 1, 2021, then in 2021 social assistance will be provided in the same form as last year

NSO indexation

The cost of the NSO (set of social services) provided to certain categories of Russians will also be indexed from 02/01/19 by 4.3%.

After basic benefits are indexed in Russia (that is, from February 1, 2021), the cost of NSS for veterans and disabled people will be 1,075.19 rubles per month.

As before, citizens of the Russian Federation who have the right to a package of social services provided by the state will be able to choose whether to receive NSO in kind or in the format of monetary compensation. Citizens made their choice for 2021 by 01/01/18, and their choice for 2020 will need to be made by 10/01/19.

From 02/01/2019, compensation for social benefits. services included in the NSO will be:

  • 124.05 rub. — for free travel on railway transport, intercity transport to the place of treatment and back;
  • RUB 133.62 — for providing free vouchers for sanatorium and resort treatment.

These amounts will be deducted from the monthly cash payment if the retiree receives qualifying assistance in kind.

A bill to increase the monthly wage for UBI from January 1, 2021

I heard that monthly UBI payments will be increased threefold in 2020. Will there be such an increase in pay for combat veterans, and what other increases are expected in 2021?

An increase in the monthly allowance for combat veterans will indeed occur in 2021, however, information about an increase in the monthly allowance by 3 times is only partially reliable. In 2021, a bill was submitted to the State Duma for consideration, according to which monthly UBI payments from January 1, 2020 could be increased to half the subsistence level. If the bill is approved, the payment amount will indeed increase, but only twice . No final decision has been made on this project while it is under review.

Of the increases already approved by law in 2021, we can note the indexation of the monthly income tax, which will take place from February 1, 2021. This will be a traditional increase in accordance with last year’s inflation level, which takes place annually. According to the forecast of the Ministry of Economic Development, the amount of payments will increase by 3.8% .

Who can claim payments

The law clearly defines the categories of citizens who can qualify for financial support from the state. Such payments are assigned after submitting an application and the necessary package of documents to the Pension Fund or the Multifunctional Center at the place of residence. Preferential categories include:

  • disabled people of three groups (including disabled children);
  • former prisoners of concentration camps;
  • persons who participated in the liquidation of the Chernobyl accident;
  • family members of combatants, WWII and veterans;
  • disabled war veterans;
  • beneficiaries, awarded honorary orders, etc.

Contrary to rumors that a decision may be made to pay EDV to pensioners in 2021, this information is not true, as confirmed by the latest news. A Russian of retirement age can receive state support from the state only if he belongs to a preferential category designated by law (for example, has the status of a participant in hostilities, which will be confirmed by the necessary documents). Moreover, a citizen will be able to receive EDV under only one article, even if he is related to several preferential categories at once. In this case, he has the right to make a choice at his own discretion, guided by the size of the state cash payment, which may differ significantly.
