Types of pensions in Russia

How is the old age pension calculated?

In accordance with pension legislation (and this is the federal law of December 28, 2013 No. 400-FZ “On Insurance Pensions”), which came into force on January 1, 2015, the procedure for calculating social benefits in old age implies the fulfillment of several conditions. These are conditions such as:

  • Reaching retirement age (55 and 60 years for women/men).
  • Required experience. This figure increases annually, and for 2018 it is 9 years.

Article 8. Conditions for assigning an old-age insurance pension [Law “On Insurance Pensions”] [Chapter 2] [Article 8]

1. Men who have reached the age of 60 years and women who have reached the age of 55 have the right to an old-age insurance pension.

1.1. Article 13. Procedure for calculating the insurance period

1. The insurance period is calculated in calendar order. If the periods provided for in Articles 11 and 12 of this Federal Law coincide in time, when calculating the insurance period, one of such periods is taken into account at the choice of the person who applied for the establishment of an insurance pension.

2. The insurance period does not include periods taken into account when establishing a pension in accordance with the legislation of a foreign state.

3. When calculating the insurance period, the periods of activity of persons who independently provide themselves with work, heads and members of peasant (farm) households, members of family (tribal) communities of indigenous peoples of the North, Siberia and the Far East of the Russian Federation, engaged in traditional economic sectors, periods of work for individuals (groups of individuals) under contracts are included in the insurance period subject to payment of insurance contributions to the Pension Fund of the Russian Federation.

4. 5. When calculating the insurance period required to acquire the right to an old-age insurance pension by citizens from among the cosmonauts receiving a long service pension or a disability pension in accordance with Federal Law of December 15, 2001 N 166-FZ “On State Pension Provision in Russian Federation", the insurance period does not include periods of work (service) and (or) other activities preceding the assignment of a disability pension, or periods of work (service) and other activities taken into account when determining the amount of the long service pension in accordance with the specified Federal by law, unless otherwise established by an international treaty of the Russian Federation.

6. When calculating the insurance period, periods of work during the full navigation period on water transport and during the full season in organizations of seasonal industries determined by the Government of the Russian Federation are taken into account in such a way that the duration of the insurance period in the corresponding calendar year is a full year.

7. Persons who performed work under copyright contracts in the corresponding calendar year, as well as authors of works who received payments and other remuneration in the corresponding calendar year under agreements on the alienation of the exclusive right to works of science, literature, art, publishing license agreements, licensing agreements on granting the right to use a work of science, literature, art, if the total amount of insurance contributions paid to the Pension Fund of the Russian Federation from payments and other remunerations received under these agreements during a given calendar year amounted to at least the fixed amount of the insurance contribution for compulsory pension insurance, determined in accordance with the legislation of the Russian Federation on taxes and fees, the insurance period includes a period equal to a full calendar year (from January 1 to December 31), in which insurance contributions to the Pension Fund of the Russian Federation are paid from payments and other remunerations under these contracts. If the total amount of insurance premiums paid during a calendar year for these persons is less than the fixed amount of the insurance premium for compulsory pension insurance, a period (in months) of duration calculated in proportion to the insurance premiums paid, but not less than one calendar month, is included in the insurance period. 8. When calculating the length of service in order to determine the right to an insurance pension, periods of work and (or) other activities that took place before the entry into force of this Federal Law and were counted towards the length of service when assigning a pension in accordance with the legislation in force during the period of implementation work (activity) may be included in the specified length of service using the rules for calculating the relevant length of service provided for by the specified legislation (including taking into account the preferential procedure for calculating length of service), at the choice of the insured person.

Article 14. Calculation rules and procedure for confirming insurance experience

When calculating the insurance period, the periods of work on the territory of the Russian Federation, provided for in Article 11 of this Federal Law, before registering a citizen as an insured person in accordance with the Federal Law of April 1, 1996 N 27-FZ “On individual (personalized) accounting in the system compulsory pension insurance" can be established on the basis of the testimony of two or more witnesses if work documents are lost due to a natural disaster (earthquake, flood, hurricane, fire and the like) and it is impossible to restore them. In some cases, it is possible to establish length of service based on the testimony of two or more witnesses in the event of loss of documents and for other reasons (due to careless storage, intentional destruction and similar reasons) not through the fault of the employee. 4. The rules for calculating and confirming the insurance period, including using electronic documents or based on testimony, are established in the manner determined by the Government of the Russian Federation.

Who is entitled to old age insurance pensions?

The legislation clearly defines the persons who can receive pension payments. These people can be divided into the following categories:

  1. Citizens of Russia: women at least 55 years old, men – 60 years old, with an established amount of insurance coverage.

To calculate payments, the Pension Fund has special formulas that take into account age, length of service and other indicators. It is important that work experience also includes time spent studying at a higher educational institution or military service. Working in hazardous conditions means early retirement (as a rule, the amount of payments in this case will be larger).

The minimum length of service and the individual pensioner coefficient (IPC) are not constant values ​​- until 2025, they will increase annually. What is early retirement?

Preferential (early) pension is a monetary allowance that can be paid to a person who has not reached the generally established retirement age, but who has a legally designated work experience in a specific specialty or a certain social status. To assign payments, certain requirements must be met:

Existing methods for delivering pension payments provide the recipient with the opportunity to choose the option that is suitable for him (by notifying the Pension Fund about this via a personal request or by logging into his personal account on the website). These are options such as:

  • Using Russian Post - home delivery or collection at the post office. Early assignment of payments and benefits

Persons caring for disabled people also receive the right to receive benefits, but only under the following conditions:

  • for males - the minimum age must be 55 years, work experience - from 20 years;
  • for women – 50 years and 15 years of experience.

We should also talk about the unemployed. After a citizen quits, he receives for another two months the same income as he received at his last job.

If a person has not found a new job, he can register with the Employment Center. Center employees offer a man to apply for an early benefit if he is already 58 years old, and a woman - 53 years old. In this case, the privilege is issued only with the consent of the unemployed.

Using maternity capital to form the funded part of a pension

Increase in old age pension in 2021

Pensioners belong to the category of socially unprotected disabled citizens (only a few continue to work after retirement), so they are very susceptible to changes in consumer prices. In order for the paid pension to correspond to the level of inflation, the amount of payments is adjusted annually (indexation). As inflation rises, the insurance pension will also increase within the prescribed indexation limits and taking into account the cost of the IPC. Thus, from February 1, 2018, old-age pensions and fixed payments will increase by 5.8%.

Minimum size

The amount of the minimum old-age pension is directly related to the pensioner’s subsistence level (PMP), which is established annually by the Russian Government (for example, for 2021, the PMP is 8,540 rubles). At the same time, different regions may have their own allowances from local budgets, so PFP-2017 for Moscow is 11,561 rubles, for the Moscow region - 9,161 rubles, and for Yakutia - 13,907 rubles.

What to do if your pension is below the subsistence level

In some regions, the minimum old-age pension in 2018 is less than the subsistence level of a pensioner - for example, Ivanovo (RUB 7,977) and Kursk (RUB 7,460) regions can be cited. Pension system: what awaits Russians in 2021

A number of events and changes will occur in the Russian pension system in 2021 that will affect all participants in the compulsory pension insurance system: both current and future pensioners.

Increasing pensions and social benefits

Despite the fact that insurance pensions increase by the level of actual inflation over the past year, in 2021 pensions increased above the 2021 inflation rate. The average social pension for disabled children and people with disabilities since childhood of the first group will be 13,699 rubles.

Pensioners who worked in 2021 will have their insurance pensions increase in August 2021 - the Pension Fund of the Russian Federation will carry out the traditional non-declaration adjustment of insurance pensions.

At the same time, as before, in 2021 there will be no pensioners in Russia with a monthly income below the pensioner’s subsistence level (PSL) in their region of residence. All non-working pensioners will receive a social supplement to their pension up to the PMP level.

All expenses for social and pension obligations of the Pension Fund are financially supported and taken into account in the Fund’s budget.

Assignment of pensions

According to the pension formula, which has been in force in Russia since 2015, to qualify for an old-age insurance pension in 2021, you must have at least 9 years of experience and 13.8 pension points.

The maximum number of pension points that can be earned in 2021 is 8.7.

The expected payment period when calculating the funded pension in 2018 is 246 months. This parameter is used only to determine the size of the funded pension; the pension itself is paid for life.

New type of pension

Since 2021, a new type of pension has been introduced in Russia - a social pension for children whose both parents are unknown. The reason for the emergence of a new type of pension was that children whose parents are unknown, or, more simply put, “foundlings”, were initially placed in an unequal financial position compared to orphans - since they were not entitled to receive a pension in the event of the loss of a breadwinner, since legally they never had either parent.

Resumption of pension indexation after dismissal

Let us remind you that starting from 2021, working pensioners receive an insurance pension without taking into account indexations. When a pensioner stops working, he begins to receive a pension in full, taking into account all indexations that took place during the period of his work.

In 2021 and 2021, the resumption of indexation of the pension and the start of its payment in full occurred three months from the date of dismissal. In 2021, this procedure also takes three months, but the pensioner will be compensated.

Payment of the full pension amount will be implemented as follows. For example, a pensioner quit his job in March. Formation of pension savings

The moratorium on the formation of pension savings has been legally extended into 2021. Let us remind you once again that this is not a “freezing of pensions” and certainly not a “withdrawal of pension savings”. The moratorium on the formation of pension savings means that those 6% of insurance contributions that could go to a funded pension are directed to the formation of an insurance pension. Thus, in any case, all insurance contributions paid by the employer for a citizen participate in the formation of the pension in full.

The moratorium does not in any way affect the possibility of transferring pension savings to management companies or from one pension fund to another at the request of a citizen. But you need to remember that changing your pension fund more than once every five years is unprofitable, since this step reduces the accumulated investment income.

The results of the transition campaign for 2021 for the transfer of pension savings will, as always, be summed up by the end of the first quarter of 2018.

Maternal capital

A number of significant additions have been made to the maternity capital program since 2021.

Firstly, low-income families who will have a second child from January 1, 2018 will be able to receive a monthly payment from maternity capital. Low family income means income that does not exceed 1.5 times the subsistence level of the working-age population in a constituent entity of the Russian Federation. The size of the payment also depends on the region - it is equal to the subsistence minimum for children, which was established in the constituent entity of the Russian Federation for the second quarter of the previous year. If a family applies for a payment in 2018, its amount will be the subsistence minimum for children for the second quarter of 2021.

Secondly, the three-year moratorium on the disposal of maternity capital for preschool education of children has been lifted.

Initially, funds for indexation were included in the budget, and the percentage increase obviously had to exceed inflation. This makes it possible to calculate the old-age pension in 2021, without relying on statistical calculations, and to increase pension payments by 3.7 percent from January 1, 2018, and not from February 1, as was the case before.
